An Accounting Framework on Federated Service-Oriented Architecture
Service-Oriented Architecture (SOA) is used in more and more scientific and business applications. But self-examination and adaptation are overlooked by most system designers. Extant service accounting functionalities mainly focus on error causes, which are insufficient for history analysis and event prediction. This paper not only analyzes system events from both service consumers and providers, but also, starting from Maslow's needs hierarchy, provides a layered accounting framework for service federations. More than that, in matching and prediction model, a pipeline approach is employed rather than deterministic finite automaton (DFA), and a dependence estimator algorithm is introduced avoiding the deficiency in naive Bayes network for machine-learning and prediction. And then, based on these modules, a self-healing layer is built up to achieve decomposing, ranking, re-composing functionalities
American International Relations: Lessons from Dollar Diplomacy and Caribbean Development
The United States sprung onto the world stage at the turn of the twentieth century, joining the ranks of the European imperial powers. Two events catalyzed this evolution, both occurring in the Caribbean. The outcome of the Spanish-American War proved the first, with direct possession of Puerto Rico and other territories, as well as virtual control over Cuba as a protectorate. Soon thereafter, primarily associated with President William Howard Taft, Dollar Diplomacy provided a vehicle for U.S. sovereignty over the Dominican Republic and other areas of the Caribbean, substituting "dollars for bullets." The U.S. projected its power into these arenas, seeking to reshape and develop regional Latin American polities into capitalistic, democratic nations in the American image. This laboratory, experimenting with power and economic development, would forge new American foreign policy directions, its echoes today shaping contemporary nation-building projects in places like Iraq and Afghanistan

Scholarly Note: American Medical Development in Colonial Puerto Rico
Consistent with its civilizing mission, the United States sought to enhance healthcare development in its new Puerto Rican colony, one of the spoils of the Spanish-American War. American military physicians rapidly cured the population of their devastating hookworm affliction and the Rockefeller Foundation soon began exporting this imperialist triumph to the far corners of the world. Leveraging that success, the Porto Rico Anemia Commission evolved into the Institute of Tropical Medicine, predecessor to the University of Puerto Rico's School of Tropical Medicine. Issues of agricultural development would also impact insular healthcare, uniquely driving aspects of medical development. Efforts to export American successes to broader Latin America provide useful perspectives as the United States seeks to influence other underdeveloped global areas in the twenty-first century

A Structured Approach for Modular Design: A Plug and Play Middleware for Sensory Modules, Actuation Platforms, Task Descriptions and Implementations in Robotics and Automation Environments
In this paper, the RISCWare framework is developed and described. RISCWare is a robotic middleware used for the integration of heterogeneous robotic components. RISCWare consists of three modules. The first module is the sensory module which represents sensors that collect information about the remote or local environment. The platform module defines the robotic platforms and actuation methods. The last module is the task-description module, which defines the tasks and applications that the platforms will perform; such as teleoperation, navigation, obstacle avoidance, manipulation, 3-D reconstruction, and map building. The Plug-and-Play approach is one of the key features of RISCWare, which allows auto-detection and auto-reconfiguration of the attached standardized components (hardware and software) according to current system configurations. These components can be dynamically available or unavailable. Dynamic reconfiguration provides the facility to modify a system during its execution, and can be used to apply patches and updates, to implement adaptive systems, or to support third-party modules. This automatic detection and reconfiguration of devices and driver software makes it easier and more efficient for the end users to add and use new devices and software applications. Several experiments, performed on the RISCbot II mobile manipulation platform are described and implemented to evaluate the RISCWare framework with respect to applicability and resource utilization
