Planning beyond growth: a case study of wellbeing-oriented planning in Wales and Cornwall
Game changer? Planning for just and sustainable urban regions, Paris, 8-12th July 2024This study explores two post-growth initiatives, the doughnut economics in Cornwall and the wellbeing economy in Wales, by the means of a qualitative content analysis of documents related to land-use and transport planning. The study shows that there are traces of post-growth ideas in strategic documents and plans, as well as indications that these ideas also are forming concrete policies, although some documents are still clearly growth oriented. To analyse the implications of post-growth ideas in planning practice and culture, a deeper empirical analysis is needed.

Research on the Protection and Development of Industrial Heritage in China and Europe under the Background of Urban Renewal—The Case of Hanyeping Company
Game changer? Planning for just and sustainable urban regions, Paris, 8-12th July 2024As the first steel and coal joint venture in modern China to use advanced machinery and equipment for large-scale production, Hanyeping Company is an important practical case for scientific and technological exchanges between China and Europe. Based on the research on the construction of industrial heritage systems in China and Europe, the paper sorts out the historical development background and actual protection situation of the Company, and analyzes the intrinsic connections and shared values of industrial heritage in time, space, function and cultural dimensions. It is of fundamental guiding significance for the renewal and development of China's industrial cities, and has important reference value for promoting the construction of a systematic and holistic protection and utilization system for world industrial heritage.

Dispositive-disposition dyads as a lever for change-making: the reconfiguration of school spaces promoted by the Metropolitan Regeneration Program of Bologna

Planning for just and sustainable urban regions, Paris, 8-12th July 2024The paper discusses the modernization of school facilities, to address contemporary educational and social demands, as a critical issue for the public sector. The study focuses on the "Progetto Scuole Terre di Pianura," part of the Metropolitan Regeneration Program in Bologna, which aims to reconfigure school spaces to foster educational and social initiatives. The paper critically examines how public officials (disposition) engage with technical and regulatory frameworks (dispositive) to implement local projects. It underscores the crucial role of public officials in interpreting and applying these frameworks to achieve effective urban regeneration, navigating the complexity of public administration in resource-constrained environments.

Stakeholders of participatory planning: a comparison between Megacities and Cities in Europe

Planning for just and sustainable urban regions, Paris, 8-12th July 2024Participatory planning is regarded as an accelerator of sustainable development, it comes however with its own set of challenges. In this paper, we study the challenges that are explicit to the case of Megacities. As they are more prominent in our current years, megacities form a large portion of their countries' population, not to mention they constitute an issue when combatting climate change. In the context of megacities, the analysis of the participation process requires a breakdown of the biggest difference between its application in cities and that in megacities: the stakeholders and their extrapolation. At the end, a solution for its conduction in megacities is proposed following the learnings from the city of "Vinnytsia" and applying them to the case of the megacity of "London".

Integrating Curation and Retail in Chinese Urban Commercial Revitalization: The transnational exchange of the curatorial concept in Shanghai and Beijing, China

Planning for just and sustainable urban regions, Paris, 8-12th July 2024Originally from the Latin for "to care for," curation has evolved from organizing and presenting within museums and galleries, to interactive facilities and immersive experience of audiences in contemporary urban space, where art installations transform streets and commercial complexes into vibrant cultural environments. In this vein, the paper focuses on "CURETAIL," a strategy that integrates curatorial practices into retail to rejuvenate urban commercial areas, and attempts to uncover the knowledge exchange behind. It takes two leading contemporary projects, namely TX Huaihai in Shanghai and The Box Chaowai in Beijing as cases. Contextualized in the historical development of retail commercial space and curation practice globally, the paper investigates the conceptualization of project operators, responsive design strategies and consumers’ preferences, identifies the characteristics of CURETAIL and reveals the transnational factors behind.

Analysing Local Cross-border Cooperation in Fragile Peripheral Areas in Northern Italy
Game changer? Planning for just and sustainable urban regions, Paris, 8-12th July 2024The Italian National Strategy for Inner Areas created a legal and innovative territorial arrangement requiring municipal collaboration for policy and decision-making. This paper aims to verify the strategies, approaches, and projects associated with local cross-border cooperation, discuss the implications and effects, and generate reflections on the defined and unexploited opportunities to interact with municipalities within and outside the inner area's boundaries. The findings indicate that cross-border strategies are linked to healthcare, education, and mobility services. However, all the examined documents fail to make explicit indications that one municipality must cooperate with another to activate such an asset or system. The new local strategy must take advantage of the proximity of the nearby inner areas to boost integrated regional development and better exploit the territorial capital.

Tiers Lieux And Wijkhubs: infrastructures for a "Situated Democracy" ?

Planning for just and sustainable urban regions, Paris, 8-12th July 2024To accelerate the transitions needed to alter current economic and cultural destructive patterns, our social, organisational and democratic structures have to be adapted, which includes a more profound collaboration between public institutions, private actors and citizens. French national and territorial institutions in Marseille and municipal councils in Rotterdam are, each in their own way, introducing and empowering new physical spaces (Tier Lieux and Wijkhub) with the intention to facilitate conditions that enhance active citizenship. In this research we critically analyse both attempts in order to see if these initiatives can be regarded as a form of "external and contextual" Situated Democracy; These places should have the potential to make a contribution towards new forms of situated citizenship, truly transformative based on its multi-scalarity, involving a specific mixite of publics and communities and accessible to the majority.published versio
Urban compounding: Housing what is and what could be

Planning for just and sustainable urban regions, Paris, 8-12th July 2024This study examines the organic transformation of the South African version of the Victorian/ Edwardian bungalow from a free-standing house into a courtyard form of building – seen as a bungalow ‘compound’ - as part of wider city-making processes, in a context of rapid urbanisation and continental migration. Based on architectural practice-led research, the study claims that the knowledges embedded in the adapted bungalow properties can significantly contribute to context appropriate planning of lower cost accommodation and emerging mix use. As a result, while associated with connotations of illegality and ‘slum life’, the study coins the bungalow compound as an ‘aspirational house’ in the transforming African city, an undercover game changer developing plot-by-plot on an emerging spectrum of housing what is and what could be.published versio
Embracing Diversity: Ararat's Role in Inclusive Urban Development and Migration in Rome

Planning for just and sustainable urban regions, Paris, 8-12th July 2024This paper aims to contribute by spotlighting an example of inclusive practices aligned with the principles of open city, specifically focusing on a migrant community who have established a sociocultural centre in Rome, called Ararat. Ararat nestled in Testaccio neighbourhood with its enduring presence, stands as a testament to the resistance and vibrancy of the Kurdish community, particularly noteworthy as the neighbourhood undergoes development and renewal as part of the National Recovery and Resilience Plan. By examining Ararat's journey, this paper seeks to extract valuable insights and lessons that can inform urban planners and policymakers engaged in inclusive urban development projects. The longevity and vitality of Ararat underscore the importance of incorporating the unique perspectives and contributions of migrants communities in the urban renewal process.

Being a Child on a Car Free Island: Exploring Independent Mobility and Children's Perception in Büyükada-Istanbul

Planning for just and sustainable urban regions, Paris, 8-12th July 2024This study aims to discover the mobility of children in a car-free area to understand the effects of freedom of mobility on perception of space. Buyukada Island in Istanbul defines a unique alternative due to its car-free living environment and offers a significant potential in terms of creating a child-friendly environment and freedom of movement. Within this scope, "mind mapping" methodology used for exploring children's spatial perceptions and freedom of mobility through drawings and written expressions of 20 students of 10-years old, living and studying at Büyükada. This paper discusses the findings of a field study regarding active and independent mobility patterns and explores children's perception of space in a car-free settlement which can be promising for developing policies for a child-friendly urban future.
