Optimization of Institutional Roles Based on Regional Leadership Commitment (A Case Study in Garut Regency)
The policy of decentralization and regional autonomy in Indonesia aims to promote regional development by granting authority to regions to administer governance and development. However, the implementation of this policy still faces various challenges, including limited community involvement, low cooperation among regional governments, as well as constraints in regional capacity and finances. This research aims to optimize the role of regional institutions in regional development, focusing on five districts in Garut Regency. The research method used is qualitative with descriptive analysis, aiming to comprehensively describe the role of regional institutions in regional development. The findings of this research conclude that regional governance in Indonesia has undergone significant changes after implementing decentralization. Sub-districts, previously considered ordinary regional entities, have now become more significant entities within the framework of regional governance. This change reflects efforts to provide greater autonomy to regions in managing local governance and development affairs. Thus, sub-districts play a more proactive role in formulating policies, managing resources, and advancing development at the local level. However, these changes also bring implications such as potential conflicts among institutions and challenges in optimizing the effectiveness of regional governance as a whole. The optimal effectiveness of institutions will function well when there is strong commitment from regional leaders to ensure that these changes align with the goals of regional development and the interests of the communities they serve
Boosting Local Economy through Tourism: Community-Based Tourism on Cultural Tourism Activities
Tourism may have a variety of positive outcomes including increased local economy, creation of jobs, and infrastructural improvements. The objective of this research is to examine the Community-based tourism (CBT) approach in order to achieve several SDGs to strengthen local economy. This study employs a qualitative approach that includes observation and interviews conducted in phases with Kutu Wetan Village, Indonesia. The village has the competitive advantage of having several cultural attractions with rich history story about the presence of Ponorogo regency. All of the measures in this study are used with the intention of stimulating the development of all tourism facilities to increase the destination’s appeal that diversifying the local economy and creating jobs. Results shows that Kutu Wetan Village still lack variety of entrance points (tour packages, cultural events, homestays, culinary option, and transportation business). Successful implementation of CBT Kutu Wetan are depends on their cooperative mindset and local’s strong economic interest. To achieve long-term sustainable tourism development in supporting the local economy, it is important for Kutu Wetan village to build an appealing and genuine destination that offers diversify tourist attraction while maintaining the surrounding environment and culture
Strengthening Climate Change Resilience and Adaptive Livelihood for Women’s and Youth in Poso, Central Sulawesi
This study investigates the challenges of climate change and its disproportionate impacts on marginalized communities in Poso, Central Sulawesi, focusing on sustainable livelihood development. Through the Sustainable Livelihood Framework, Satelite Image Analysis and Theory of Change, the research explores livelihood assets and vulnerability contexts, employing a case study approach in Masani and Lape Villages. Primary data was collected through interviews and focus group discussions, while secondary data was gathered from literature study. Results reveal the challenges regarding livelihood assets which are agricultural productivity problems, limited access to healthcare, and underutilization of natural resources. Proposed strategies to address the challenges include capacity building, post-harvest technology enhancement, home gardening promotion, and agrotourism development. Furthermore, stakeholder collaboration and policy enhancement are vital for effective implementation. Ultimately, the study advocates for better improvement and utilization of livelihood assets through inclusive and adaptive approaches to enhance community resilience and sustainability, empowering marginalized groups for a more prosperous future
Knowledge and Participation of Students of the Faculty of Tarbiyah Teacher Training, North Sumatra State Islamic University in the 2024 Election in Indonesia
This research aims to determine the knowledge and participation of students at the Faculty of Tarbiyah and Teacher Training towards the elections in Indonesia in 2024. The research method used is a qualitative technique with a phenomenological approach, which includes interviews, observation and documentation. The results of the research show that the majority of Faculty of Tarbiyah Teacher Training, State Islamic University of North Sumatra students knowledge level shows that they have sufficient knowledge about the 2024 elections, as well as the majority of students who have sufficient knowledge about the 2024 elections and show active participation. This active participation is influenced by political education and campaigns on campus, although there are groups of students who are easily influenced by the lure of material
Letters of Indemnity Without Bills of Lading as an Instrument for Carrier Liability Release in Maritime Transportation
Sea transportation documents, especially bills of lading, play an important role in regulating the rights and oblig ations of the parties involved. A bill of lading is not only a proof of delivery, but also serves as a contractual instrument, proof of ownership, and a basis for dispute resolution. In addition to bills of lading, there is also a letter of indemnity document which has become a growing issue in the world of sea transportation. This document is used as a guarantee by the shipper to the carrier to replace the bill of lading in certain situations, such as speeding up the delivery of goods or resolving administrative issues more efficiently. However, the use of letters of indemnity also poses various legal challenges and risks that need to be considered by all parties involved. This research aims to analyze the position of the issuance of a letter of indemnity without the submission of a bill of lading and evaluate the Indonesian legal perspective on the practice in sea transportation. The research method used is normative juridical, with reference to legal literature and related legal documents. The results show that the issuance of a letter of indemnity without the submission of a bill of lading can lead to various significant problems, especially related to legal uncertainty. This uncertainty includes aspects of the ownership rights of the goods, the responsibility of the carrier, and the potential for misuse of documents that can harm all parties involved
Impact of Hedonistic Lifestyle on Social Interaction among High School Students: A Case Study in Indonesia
This study aims to analyze the impact of hedonism lifestyle on students' social relationships at SMA Negeri 4 Binjai. The hedonism lifestyle, which focuses on the search for pleasure and instant gratification through the consumption of luxury goods and participation in high-cost social activities, has become an increasingly common phenomenon among teenagers. This research used a qualitative approach with an analytical descriptive method, involving observation, interviews and documentation of students, subject teachers, counseling teachers and school principals. The results showed that the hedonism lifestyle has a significant impact on the dynamics of students' social relationships. Students who follow this lifestyle tend to form exclusive social groups based on economic status, which triggers feelings of injustice and jealousy among students. The hedonistic lifestyle distracts students from academic achievement and other positive activities, reduces the quality of more meaningful interpersonal relationships, and increases excessive consumptive behavior. The study also found that family economic conditions, the influence of social media, and the role of peers are the main factors that encourage the adoption of a hedonistic lifestyle among students. To overcome this negative impact, the study recommends improving character education programs in schools, the active role of parents in teaching wise economic values, as well as students' efforts in developing awareness of time management and priorities
Image Framing of Indonesia's Constitutional Court in Tempo.co News (18-27 October 2023)
The Constitutional Court of the Republic of Indonesia (MK) plays a crucial role in reviewing laws against the 1945 Constitution and resolving election disputes, ensuring adherence to constitutional principles. Tempo.co, a prominent media outlet, has extensively covered the MK, especially following the recent controversy over the Court's ruling on age limits for presidential and vice-presidential candidates. This research examines how Tempo.co frames its coverage of the MK using Robert N. Entman’s framing analysis model, alongside agenda-setting theory and media reality construction theory. Applying a qualitative methodology, the study analyzes Tempo.co’s news articles from October 18 to October 27, 2023. The analysis reveals that Tempo.co employs various framing techniques consistent with Entman's model, which influences public perception through agenda-setting by emphasizing specific aspects of the MK’s activities. Additionally, the coverage constructs a particular narrative about the MK's role and decisions. To ensure data validity, thorough checks were performed. Findings indicate that Tempo.co’s headlines generally maintain neutrality and do not exhibit overt political bias, focusing on the institution’s functions. This research offers insights into how media framing, through Entman's model, agenda-setting, and reality construction, shapes the portrayal of significant constitutional issues and affects public understanding of the MK
Digital Media Literacy and Their Role at Elderly Live (Studies Phenomenology at Yang-Eyang School Community at Jember)
This exploratory descriptive phenomenological research aims to understasnd how an elderly person has an understanding of digital media and experiences when using it through theoretical perspectives, concepts, and indicators of digital literacy. Furthermore, this research also explores how to deal with intergenerational communication that occurs between the elderly and children in the context of parenting in the digital media era. Research shows that the elderly have a fairly good, critical, balanced level of understanding about the positive and negative impacts of the internet for their self and their children. Most of the elderly are able to use digital media in their daily lives to communicate, and some others can use digital media to create content. Yang-Eyang also take action to guide the elderly for apply parenting patterns that are adapted to the world of children to build intimacy. Even so, the elderly also implement several strategies to regulate children's use of digital media that run by Yang-Eyang Community
Implementation of Good Governance Principles in Improving Public Services : A Case Study of the Ministry of Education and Culture
Good governance in Indonesia has started to be implemented since the outbreak of the reform era. Good Governance is one of the reform tools that is absolutely applied in a new government. However, if you look at the development of reforms that have been going on for quite a long time, the implementation of good governance in Indonesia cannot be said to be fully successful in accordance with the aspirations of the previous reforms. The occurrence of a national crisis and various problems in Indonesia were partly caused by weaknesses in government management, especially the bureaucracy which did not heed the principles of good governance. As a result, various problems arise, such as the deteriorating quality of service to the community. This is a qualitative research with a case study approach. Data collection was carried out using semi-structured interviews with 20 applicants who are managers of training institutions and community learning centers (CLC). The results of this study indicate that the implementation of good governance in the Ministry of Education and Culture still has to be improved and this will affect the public services they apply, particularly in 4 aspects namely participation, transparency, responsiveness and equity
Indonesia's Foreign Policy Post-Reform in the United Nations Security Council
Indonesia has a national interest in carrying out the constitutional mandate in terms of maintaining active involvement to affirm that independence is the right of all nations and colonialism is contrary to the arguments of humanity and justice. Therefore, through United Nations Security Council, Indonesia rejects all forms of colonialism, including issues between Israel and Palestine. This research focuses on Indonesia's foreign policy and its capacity as a Non-Permanent Member of the UN Security Council. The method used is a qualitative method with a literature study that is validated through an explicit confirmation process at the Ministry of Foreign Affairs, while the analytical framework used is a comparative foreign policy perspective to map the factors that influence the process of making Indonesian foreign policy in different terms of office, that is president Susilo Bambang Yudhoyono 2007-2008 and Joko Widodo 2019-2020. The findings of this study indicate that consideration of enacting Indonesia's foreign policy on Palestine is a sustainable policy with the roots of the constitutional mandate and Indonesia's commitments in the past, that’s why almost no major changes can be found even though they have gone through the presidential transition process. Palestine also can be has a vital position for Indonesia considering that Palestine is the only conflicting country that has always existed in a formal discussion of Indonesian state documents. The difference can be found in how each reign reacts to external factors such as the invasion or blockade that Israel has done
