City of Bandung's Paradiplomacy in Efforts to Fulfill Society's Needs During the COVID-19 Pandemic
This study explores how the City of Bandung employed paradiplomacy, particularly through sister city cooperation with Suwon (South Korea) and Liuzhou (China), to respond to urgent healthcare shortages during the COVID-19 pandemic. Using qualitative documentary analysis of government archives, official communications, media coverage, and academic sources, the study shows how Bandung mobilized long-standing international networks to secure 30,000 donated masks, directly alleviating local scarcity at a critical moment. More than symbolic engagement, this cooperation demonstrated that institutionalized paradiplomacy can function as an operational mechanism for crisis response, complementing national strategies and strengthening multilevel governance. The findings highlight Bandung’s proactive international outreach as a practical contribution with tangible health benefits, while also underscoring the broader theoretical relevance of paradiplomacy as part of global governance frameworks. Ultimately, the case illustrates the value of sister city diplomacy not only for emergency relief but also as a replicable model for enhancing resilience and adaptive local governance in wider development contexts
Sustainable Development Communication in Digitalization of Waste Management through Digital Waste Banks in Serang City
Waste management in Serang City faces challenges, such as low community participation and limited facilities, leading to increased waste volume and environmental pollution. The Digital Waste Bank, as an innovative solution, leverages digitalization to enhance waste management effectiveness through community participation. This study, applying a Sustainable Development Communication approach, aims to analyze communication strategies in digital waste management, identify factors influencing community participation, and propose an effective collaborative communication model between government, communities, and the private sector in the context of the Digital Waste Bank (BSD) in Serang City. Using a qualitative case study approach, data were gathered through in-depth interviews, participatory observations, and focus group discussions. The findings highlight that adaptive communication strategies, the use of social media, and community-based approaches are crucial for engaging the public. Key obstacles include low digital literacy and limited technology access, but opportunities exist in the form of economic incentives and CSR support. The study concludes that structured, cross-sector collaboration significantly enhances the sustainability of digital waste management. Recommendations include improving digital literacy and establishing an integrated communication system between stakeholders to ensure program sustainability
Enhancing Teacher Competence in the Digital Era: Strategies for Professional Development and Resilience
In the rapidly evolving digital era, enhancing teacher competence has become a critical focus for educational institutions globally. The integration of technology into teaching and learning processes necessitates continuous professional development and resilience among educators. This study, employing a qualitative literature review method, explores various strategies to enhance teacher competence in the digital age. It identifies key approaches including digital literacy training, collaborative learning communities, mentorship programs, and self-directed learning to improve teachers' technological skills and pedagogical practices. Additionally, the study examines how fostering resilience can help educators adapt to the challenges and pressures associated with technology integration. The findings emphasize the importance of professional development frameworks that not only focus on technological skills but also emphasize psychological well-being and adaptability. By identifying successful strategies, this paper provides valuable insights for policymakers, educational leaders, and teachers to improve the overall quality of education in the digital era
Framing The Energy Crisis: An Analysis of CNN’s Media Hegemony in EU Energy Crisis Coverage
This study analyzes CNN’s framing of the European Union (EU) energy crisis (2022–2025), shaped by the REPowerEU initiative and Russia’s invasion of Ukraine. It fills a gap in international media studies by examining how global news outlets construct hegemonic narratives around energy geopolitics. Using Robert N. Entman’s four-element framing model and Savaş Çoban’s (2018) seven dimensions of media hegemony, the study employs a qualitative interpretivist approach to 30 CNN articles. The findings reveal a consistent framing that attributes the crisis to Russian aggression, portrays the EU as morally resilient, and advances technocratic, market-oriented remedies aligned with neoliberal orthodoxy, while marginalizing oppositional voices, social inequalities, and non-Western perspectives. Theoretically, the research contributes by bridging framing analysis with a critical perspective on media hegemony. Practically, it demonstrates how mainstream media legitimizes specific policy paths while constraining alternatives, thereby reinforcing Western geopolitical dominance. These insights highlight the political power of media framing in shaping global understandings of crisis and governance
Unveiling the Success of Bilebante Tourism Village: Competitiveness, Participation, and Empowerment
The Indonesian government positions tourism villages as a strategic instrument for advancing sustainability, yet the determinants of their success remain underexplored. This study investigates how destination competitiveness, community participation, and local empowerment shape the development of Bilebante Village, Lombok. Previous studies have addressed isolated issues such as participation or empowerment, but none have identified the core reasons for the village’s overall success. This gap is critical because identifying what truly makes a village succeed is essential for advancing tourism village development. A qualitative case study was conducted using semi-structured interviews with six purposively selected Pokdarwis members and participatory observation across the village’s zones. Data were analyzed with Miles and Huberman’s interactive model through thematic coding on competitiveness, participation, and empowerment. The findings show that Bilebante’s success emerges from the interaction of three interconnected factors. Its green tourism attractions provide a competitive advantage that is reinforced by strong community participation. Through this participation, residents gain skills and confidence, creating empowerment that drives further innovation and, in turn, strengthens competitiveness. Theoretically, this study contributes to rural tourism literature by showing how competitiveness, participation, and empowerment operate in a mutually reinforcing cycle rather than in isolation. Practically, it highlights that government and external support should integrate these three dimensions, and that initiatives such as community learning hubs and inter-village exchange programs can help replicate Bilebante’s model in other contexts
Strategic Leadership Model in Regional Cooperation to Improve the Effectiveness of Resolving Drug Delivery Routes in Indonesia
This study examines the strategic leadership model in regional cooperation to enhance the effectiveness of addressing drug trafficking routes in Indonesia. Indonesia's unique geographical location makes it a crucial transit hub for drug trafficking, posing significant challenges to national security and regional stability. Despite numerous efforts to combat drug trafficking, the lack of coordinated regional leadership remains a persistent barrier. This research specifically addresses the question: How can a strategic leadership model improve regional cooperation effectiveness in resolving drug trafficking in Indonesia?. The novelty of this paper lies in its comprehensive analysis of the strategic leadership model's application specifically within the ASEAN regional cooperation framework, which has not been extensively studied previously. Unlike other studies, this research identifies specific institutional, technological, and political barriers and offers a structured framework to address accountability and cross-border legal harmonization. This paper employs a descriptive qualitative approach and literature review, analyzing data sourced from internationally indexed academic journals, institutional reports, and publications from international bodies such as ASEAN and the UNODC. A thematic analysis approach, complemented by source triangulation, is utilized to ensure data validity and reliability.: The findings indicate that effective regional strategic leadership significantly reduces drug trafficking activities through improved coordination, harmonized law enforcement, advanced technology integration, and structured anti-corruption measures. Comparative case studies from Thailand’s Golden Triangle Operation and drug enforcement strategies in Mexico underline the critical role of cohesive strategic leadership. The study concludes that implementing a structured strategic leadership framework is essential to overcoming existing political and institutional barriers, enhancing regional cooperation effectiveness. Policymakers in ASEAN nations, particularly Indonesia, should prioritize establishing transparent accountability mechanisms, harmonizing cross-border laws, strengthening anti-corruption efforts, and promoting high-level diplomatic engagements to effectively combat drug traffickin
Implementing Faith-Building Principles in Whistleblowing Systems to Combat Corruption
This research investigates the implementation of faith-building principles within the utilisation of whistleblowing systems to combat corrupt behaviour. Employing a descriptive research design, this study concludes that the whistleblowing system at MAN 2 Malang serves not only to maintain organisational integrity and ethics but also to cultivate an environment fostering openness and accountability. The Bina Iman (Faith Building) principle, emphasising honesty, responsibility, and social concern, provides a crucial foundation for encouraging the active participation of teachers and students in reporting deviant or detrimental actions. A well-implemented whistleblowing system establishes a secure and anonymous communication channel, mitigating the fear of retaliation. By integrating Bina Iman values, MAN 2 Malang reinforces the reporting mechanism and builds a culture that champions transparency. This study reveals that direct involvement of all stakeholders in the reporting process can enhance awareness of corrupt behaviour and promote stronger preventive measures. Evaluation of existing mechanisms and practices underscores the importance of ethics and integrity education and training, which the Bina Iman doctrine aims to achieve and internalise. The research concludes that applying Bina Iman principles not only strengthens the whistleblowing system but can also act as a catalyst for change, bringing corruption to light and reducing its prevalence at MAN 2 Malang. Through the synergy of spiritual principles and administrative practices, this educational institution can serve as a model for other institutions in effectively combating corruption based on high moral values
Indonesia-South Korea Defense Cooperation In Indonesian Defense Diplomacy: Opportunities And Challenges
This research focuses on understanding Indonesia's defense diplomacy efforts in strengthening defense cooperation with South Korea. This research specifically looks at opportunities and challenges in defense cooperation between Indonesia and South Korea using defense diplomacy. This study uses a qualitative method using two types of data: primary data through interviews and secondary data collected from various sources such as electronic publications and electronic media. This study finds that Indonesia has built defense diplomacy that opens up new opportunities for defense cooperation and strives to overcome challenges in defense cooperation between the two countries through various forms of defense diplomacy. This study concludes that Indonesia's defense cooperation with South Korea in Indonesia's defense diplomacy is a strategic step to improve Indonesia's defense capabilities. The implications of the results of this study are to improve the quality and quantity of bilateral contacts between military defense officials and defense diplomacy strategies and show the importance of defense diplomacy in maintaining relations with other countries. 
Intergovernmental Conflict in Nigeria: A Federalism Framework for Understanding Causes, Consequences, and Solutions
The Nigerian intergovernmental relations system is central to the effective working of governance because it involves cooperation among federal, state, and local governments. Intergovernmental conflicts have a tendency of undermining this system, thereby its effectiveness in ensuring public services and fostering national integration minimal. Descriptive analysis is applied in this book to analyze the causes, effects, and potential solutions of intergovernmental conflict in Nigeria. The study identifies some of the key drivers that are responsible for the incidence of such conflicts, which are uncertainties in the constitution that result in conflicting mandates and disagreements, unequal resource allocation that results in competition among governments, and party politics-influenced competition for political power. Inefficient administration and entrenched corruption also sustain such tensions, given that they turn good governance and public service delivery into a fantasy. The consequences of these struggles are far-reaching, ranging from delay and below-standard services to loss of public confidence in government institutions and hindrance of socio-economic development. Furthermore, intergovernmental strife gives rise to regional disintegration, promoting challenges of national disintegration. Considering these challenges, the paper establishes several conflict management measures. These would entail constitutional amendments that would spell out the roles and responsibilities of every level of government, ensure better distribution of resources, and improve communication and coordination among the federal, state, and local governments. Of prime concern also is building the capability of government employees through training and instituting mechanisms for accountability. Lastly, the application of an impartial body to settle disputes would provide the nation with a third-party mechanism for dispute settlement where grievances would be settled. In embracing such processes, the Nigerian IGR can be simplified, resulting in improved governance, guaranteed socio-economic progress, and enhanced national unity and therefore resulting in long-term development and stability of the natio
Teen Identity and K-Pop Fanaticism: Gender Perspectives and Implications for Guidance Services with A Systematic Literature Review
This study focuses on K-Pop fanaticism and its impact on the development of adolescent self-identity, with a particular focus on gender differences. The aim of this study is to examine how adolescents' involvement in K-Pop fandom influences their identity formation and its implications for self-development through personal counseling services. The method used is a Systematic Literature Review of articles in the Scopus database (2015–2024). The results of the study indicate that adolescents' involvement in K-Pop fandom can shape social and personal identities, but also pose risks such as excessive fanaticism and gender role distortion. Gender differences influence how adolescents internalize fandom culture, which directly impacts the dynamics of their self-development. These findings highlight the importance of personal guidance services that are responsive to popular cultural phenomena and sensitive to gender issues in order to support healthy and balanced adolescent identity development
