Maryland General Assembly meets in Annapolis each year for 90 days; State Circle reports weekly on the legislature during that period. This episode aired two weeks before the end of the 2003 session. Program opens with footage of a huge fire raging in Bagdad after the massive U.S.-led aerial assault, then segues into a report about heightened security across Maryland and, in particular, Annapolis. Gov. Robert Ehrlich is seen at a cabinet meeting where he stresses the possible dangers to the state from the Port of Baltimore as well as the state's proximity to Washington, D.C. Two delegates with sons in the military are interviewed. An update on the legislative session up to that point follows, principally battles over the budget and the funding of education. Two senators, Sharon Grosfeld and Nancy Jacobs "face-off" on the issue of slot machines. Robert Flanagan, Transportation Secretary (previously a member of House of Delegates), is profiled.
