Procedimiento para la implementación del intrumento tipo TIF en Colombia: una alternativa de financiamiento para la renovación urbana
Full text linkLa renovación urbana en Colombia ha sido tradicionalmente financiada por los
gobiernos nacional y municipal desde sus recursos púbicos; sin embargo, la creciente demanda
de vivienda y la mejora de la infraestructura y cobertura de los servicios en las zonas
desatendidas han creado la necesidad de movilizar capital privado para la renovación de zonas
urbanas deterioradas.
Para hacer frente a este desafío, el Gobierno de Colombia solicitó la asistencia del Banco
Mundial para desarrollar e implementar un instrumento financiero para la reurbanización
urbana basado en instrumentos de financiamiento basados en captura de valor del suelo (LVC).
El tipo de instrumento desarrollado para Colombia, el financiamiento de incremento de
impuestos (TIF), atrae la inversión privada mediante la venta de bonos a los inversionistas; el
rendimiento de los bonos se deriva del impuesto predial que gradualmente incrementa a medida
que se desarrolla un distrito TIF de renovación urbana. (Banco Mundial, 2020)
Por lo tanto, la implementación del instrumento tipo TIF en Colombia se justifica por la
necesidad de contar con nuevas fuentes de financiamiento para la renovación urbana y mejorar
los sectores deteriorados de las ciudades. Además, el TIF es una alternativa innovadora y
sofisticada que ha sido implementada con éxito en otros países, como Estados Unidos, y que
puede tener un gran impacto en la calidad de vida de los habitantes de las ciudades colombianas.
Es así como, este instrumento puede ser efectivo de renovación urbana al
proporcionar una fuente de financiamiento que está directamente vinculada al éxito del proyecto
y al incentivar la inversión privada y el desarrollo económico en áreas que necesitan
revitalización. Sin embargo, su implementación exitosa requiere una planificación cuidadosa y
la evaluación de sus beneficios en el largo plazo.
Dado lo anterior se plantea la siguiente pregunta: ¿Cuál es el procedimiento para la implementación del instrumento tipo TIF para el financiamiento de la renovación urbana en
Medellín- Colombia?Urban renewal in Colombia has traditionally been financed by the
national and municipal governments from their public resources; However, the growing demand of housing and the improvement of infrastructure and coverage of services in the areas neglected have created the need to mobilize private capital for the renewal of areas
deteriorated urban areas.
To face this challenge, the Government of Colombia requested the assistance of the Bank World to develop and implement a financial instrument for redevelopment urban based on financing instruments based on land value capture (LVC).
The type of instrument developed for Colombia, the financing of increased taxes (TIF), attracts private investment by selling bonds to investors; he bond yield is derived from the property tax that gradually increases as that a TIF urban renewal district is developed. (World Bank, 2020)
Therefore, the implementation of the TIF type instrument in Colombia is justified by the need to have new sources of financing for urban renewal and improve the deteriorated sectors of the cities. Furthermore, the TIF is an innovative alternative and sophisticated that has been successfully implemented in other countries, such as the United States, and that can have a great impact on the quality of life of the inhabitants of Colombian cities.
This is how this instrument can be effective in urban renewal by

La necesidad de implementar un manual de cargos y funciones en la compañía surgió por el hecho de que en ningún departamento se cuenta con él, desde el área contable se quiere iniciar con su manejo ya que se considera que es muy importante para la documentación de procedimientos, funciones y responsabilidades de cada cargo también para el registro de los perfiles que se requieren con el fin de lograr buenos
resultados laborales.
Como en ningún otro departamento se cuenta con el manual de cargos y funciones también se espera que con la implementación de este en el área contable los demás departamentos también lo incorporen, para esto será enviado el material terminado al equipo de recursos humanos.
