    Effectiveness analysis of e-learning implementation models and resource support in higher education institutions: case studies and insights amidst the COVID-19 pandemic

    The COVID-19 pandemic has accentuated the need for comprehensive analysis of the effectiveness of e-learning implementation models and the supporting resources in higher education institutions. This article provides an overview of solutions and case studies, focusing on the selection and evaluation of individual services and learning management platforms. To gauge the effectiveness of electronic resources in meeting students’ educational needs, the study recommends employing quantitative indicators in conjunction with students’ performance descriptions. This includes leveraging educational analytics to gather data on students’ frequency and duration of engagement with specific e-resources. The functionality modules “Course Comparison” of the Moodle Learning Management System (LMS) and “Statistics”, along with the optional Analytics module, are reviewed. The article presents the results of applying these modules to analyze e-learning courses at the National University of Life and Environmental Sciences of Ukraine and Boris Grinchenko Kyiv University. Furthermore, the study investigates the factors contributing to students’ limited usage of individual e-courses. By examining these case studies and shedding light on the reasons behind students’ reduced engagement, this article contributes valuable insights to enhance the efficacy of e-learning implementation and resource support in higher education institutions

    Quality of education as the modeling object: "black", "white" or "gray" box for national economics development

Please see: Retraction of published article due to the author’s proposal - 4 June 2023 The article describes the dynamic "quality of education" system as an object of modeling with initial data, system parameters, control parameters, disturbing parameters and output parameters. Drawing analogies in the description of a dynamic system as applied to intangible objects allows obtaining a detailed description of the factors regarding the internal and external influence on a dynamic system and predicting the reaction of this system to a change in the elements of power. When describing the quality of education system, one should consider the relationship between its socio-economic impact and the following properties: purposefulness of the system; system hierarchy; interdependence between the system and the external environment; the level of autonomy and openness; system reliability; dimension of the system. Based on the data on the description of the methods of black, gray and white boxes, an algorithm for the transition between models for the quality of education system was formed. The description of the system is carried out by moving from the black to the gray box model, and then to the white box. Each of the models can be self-sufficient and satisfactorily describe a set of input and output parameters. However, the degree of determinism of the description process increases with the transition from the previous model to the next

    The management strategy in the educational institution during the crisis caused by COVID-19 pandemic

    The research is devoted to the impact of the economic crisis caused by COVID-19 pandemic on educational institutions. This impact is highlighted as two side processes, which appears due to the impact of economic crises on education and, from the other side, due to the inability of education to satisfy the demands of information society, as well as to predict the consequences of such impacts on the socio-economic sphere of society. The negative effect on education is overviewed from the perspective of reducing funding and reducing the number of participants in the educational process. At the same time there is an internal crisis in the education sector, which is developed through reducing the quality of education and lack of necessary forms of education. The purpose of the research is to analyse the ability of education to overcome the destructive effects of economic crises and the ability to change according to the needs of information society. The development of an anti-crisis management strategy in the educational institution during the crisis caused by COVID-19 pandemic should target the most problematic components of the educational sphere: funding, number of participants and institutions, quality, and forms of education. That is why the strategy of anti-crisis management can be represented in three main components: virtualization, HR policy, branding. Thus, from scientific and theoretical perspectives the provided research can be a basis for transformation of education, which may be adapted to the need’s modern society. This strategy was successfully implemented during 2020-2021 years, and the results of which is represented in the research

    Modelling of AGM-style doxastic operations in three-valued setting

    The goal of our work is to show how a theoretical approach to modeling of reasoning can be analyzed to identify controversial issues that reveal prospects for further research. We will consider one of the basic approaches to modeling of reasoning based on the concept of belief revision AGM, which is viewed as classical because it formulates the basic concepts of belief, introduces the main ways of representing beliefs, cognitive actions, systems of postulates for cognitive actions and the basic principles for constructing epistemic systems. However, this conceptual foundation raises many controversial issues that require further research, such as the problem of purity of the doxastic operations, the problem of primacy of the doxastic operations and the problem of connection between the doxastic operations. To find a possible solution to these controversial points, we will attempt to model the main ideas of AGM within the framework of standard consistent, and complete logic \L{}3. The basic principle of our translation is the scheme for constructing an epistemic theory proposed by G\"ardenfors, which is considered the basis of AGM. We use a strict three-valued logic formalism to constrain the functioning of doxastic operators and to test how they will function when trying to express the corresponding AGM postulates in a given system. It will allow us to approach the solution of the classical AGM problems or at least to present them from a different perspective. We consider the fundamental possibility of obtaining other doxastic operators in this way and also show how we can implement the minimality criterion for the contraction operator by combining several theorems of three-valued logic. The presented method of translating an informal conceptual scheme into formal logic is convenient for teaching students the basics of modeling and makes it possible to demonstrate the relationships and limitations of the modeled objects and processes

    Smart education in the prospective teachers' training

    The article reveals the features of smart education as a leading concept in the development of professional training of future teachers. The main components of smart education, such as a smart student, smart pedagogy and smart environment were characterized. The main principles of smart education and the ideas that formed the basis of this concept of education (mobile access, formation of new knowledge, creation of a smart environment) were defined. The features of smart education were substantiated. The peculiarities of the implementation of smart education in the conditions of the COVID-19 pandemic and military events in Ukraine were revealed. The functions of the smart system (site management system) in the process of studying the disciplines of the pedagogical cycle, its content and technological components, and facilities of the smart complexes for students and teachers in the process of training future teachers were defined. The criteria of smart complexes (automation, sequencing, assessment, data collection in real time, self-organisation) were singled out. The distance learning systems for creating smart complexes in the process of training prospective teachers were considered. The results of students’ survey as for using smart complexes in the educational process were analyzed. Due to the results, the advantages and disadvantages of using smart technologies in educational process were determined. The ways of further research work regarding the introduction of smart education into the educational process were outlined

    Exploring the landscape of e-learning for lifelong education of public servants: trends, challenges, and implications

    This article provides a comprehensive overview of the various components comprising the lifelong education system for public servants. With the advancement of e-government being a pivotal aspect of public administration, the significance of e-learning as a crucial tool for equipping public servants to fulfill this objective is examined. The study analyzes both domestic and international experiences of e-learning for public servants, encompassing distance education, blended learning, and its integration within traditional classroom settings. The article sheds light on the potential threats and benefits of Information and Communication Technology (ICT) training, drawing insights from a survey conducted among civil servants who received ICT training in Ukrainian higher educational institutions. By drawing upon scientific and empirical evidence, the trends in e-learning development are identified, with certain countries serving as exemplars in addressing the current challenges in this field. This article serves as a valuable resource for understanding the current landscape of e-learning in the context of lifelong education for public servants, highlighting emerging trends, inherent challenges, and the wider implications for effective governance

    The recognition of speech defects using convolutional neural network

    The paper proposes a solution to improve the efficiency of recognition of speech defects in children by processing the sound data of the spectrogram based on convolutional neural network models. For a successful existence in society, a person needs the most important skill - the ability to communicate with other people. The main part of the information a person transmits through speech. The normal development of children necessarily includes the mastery of coherent speech. Speech is not an innate skill for people, and children learn it on their own. Speech defects can cause the development of complexes in a child. Therefore, it is very important to eliminate them at an early age. So, the problem of determining speech defects in children today is a very urgent problem for parents, speech therapists and psychologists. Modern information technologies can help in solving this problem. The paper provides an analysis of the literature, which showed that models of CNN can be successfully used for this. But the results that are available today have not been applied to speech in Ukrainian. Therefore, it is important to develop and study models and methods of convolutional neural networks to identify violations in the speech of children. The paper describes a mathematical model of oral speech disorders in children, the structure of a convolutional neural network and the results of experiments. The results obtained in the work allow to establish one of the speech defects: dyslexia, stuttering, difsonia or dyslalia with recognition results of 77-79%

    Organizing the synchronous remote labworks in institutions of technical engineering education

Please see: Retraction of published article due to the author’s proposal - 5 June 2023 Implementation of the synchronous remote labwork system has been discussed in details. Original approach to controlling an arbitrary laboratory devices has been presented. Effective operational interaction system between the teacher and students and complete control over the quality and completeness has been provided. A structure and components of remote labwork that includes microcontroller development board, broadcast imaging device, assistant microcontroller with 4-pole relay have been suggested. A workstation configuration that allow any number of students to remotely connect and operate on the computer was was explained. The mode of coordination of students actions has been discussed. It is shown that in the ideal case, when the program does not need to be corrected and reworked, the student spends ~90\% of the time on developing use the working time of computers and in particular the operating time of the specified devices as rationally as possible. Program structure of the additional microcontroller Chipkit that allows the student operate with real laboratory hardware in the mode of synchronous remote laboratory work has been presented

    Ukraine higher education based on data-driven decision making (DDDM)

    This article presents a theoretical review and empirical study of the assessment of the quality of BA and MA online education during the Russian military invasion of Ukraine in 2022. A qualitative theoretical analysis and comparison are made with a study of higher education quality assessment across Ukraine during the war in 2022 (\textit{N} = 12019). The article analyzes the tools and structure of student feedback on the evaluation of the educational process. The undergraduate and graduate programs are modified based on the analysis of this data. In the Ukrainian higher education space, the National Qualifications Framework requirements for each specialty have been under development since 2014. The National Qualifications Framework developed a list of interdisciplinary competencies that should be transferred to academic courses. According to the Ukrainian higher education standard, universities must provide empirical evidence that their students actually acquire these competencies. Baseline data on the assessment of the quality of online education by student teachers during the war in Ukraine is presented using the case study of the Kriviy Rih State Pedagogical University (\textit{N} = 688). Further modifications of the questionnaire to assess the quality of teaching in order to improve data-driven decision-making and testing ethics are proposed

    Advancing educational robotics: competence development for pre-service computer science teachers

    The rapid growth of robotics as an applied industry has created a pressing demand for robotics specialists skilled in the development, design, and programming of robots. This has led to the widespread popularity of robotics as an educational trend, both in Ukraine and worldwide. Integrating educational robotics into STEAM education offers a powerful platform for cultivating students’ soft skills, enabling them to tackle real-world socially significant projects and bridging the gap between theoretical knowledge and practical application. Consequently, there is a crucial need to equip pre-service teachers with the necessary skills to effectively teach educational robotics to students. This article addresses the issue of establishing a comprehensive model of competences in educational robotics for teachers and explores strategies for their development. The research demonstrates that pre-service computer science teachers exhibit the highest readiness to teach educational robotics in secondary schools. The article focuses on developing and validating a model of competences in educational robotics for pre-service computer science teachers, highlighting its effectiveness through the teaching of educational robotics disciplines. By fostering competence development among teachers, this study aims to advance the integration of educational robotics in classrooms, empowering students to thrive in a digitally-driven society
