In 2000 in Dakar, Senegal, the process was evaluated and the fulfillment of the goals was extended to 2015. Get PDFThis paper reviews the evolution of the concept of communicative competence proposed by Dell Hymes, including the main models for the analysis of this construct with an emphasis on the relevance acquired by the formulation of certain capabilities and attitudes to face the relationship with cultural difference within the framework of language teaching. This is the foundation for the development of a theoretical proposal about the concept of intercultural competence that may feasibly become the curricular core of a didactic proposal for intercultural education programs in Latin America. Cantero's model (2009) is noted among the most outstanding analysis models because of the novelty of his contribution with an approach that uses complexity theory to explain both the relationships among the elements integrating communicative competence and even more importantly the descriptive and normative potential of his analysis model for language teaching.En este artículo se revisa la evolución del concepto de competencia comunicativa desde que fuera propuesto por Dell Hymes, pasando por los principales modelos de análisis de dicho constructo, con un énfasis en la relevancia que fue cobrando la formulación de ciertas capacidades y actitudes para afrontar la relación con la diferencia cultural, en el marco de la enseñanza de lenguas, todo ello como fundamento para elaborar una propuesta teórica del concepto de competencia intercultural factible de convertirse en el núcleo curricular de una propuesta didáctica para programas de educación intercultural en Latinoamérica. Entre los modelos de análisis considerados destacamos el de Cantero (2009), por la novedad de su aporte con un enfoque apoyado en la teoría de la complejidad para explicar las relaciones entre los elementos que integran la competencia comunicativa y, más importante aún, el potencial descriptivo y normativo de su modelo de análisis para la enseñanza de lenguas

El derecho a la salud en comunidades indígenas del Estado de Chiapas
Get PDFPublic health policies and the effective fulfillment on the part of the State of the right to health are analyzed from the human rights perspective with respect to the current health conditions and access to health services of the native peoples in the High Plains, North, and Forest (Altos, Norte, and Selva) regions of the state of Chiapas. In the context of the fading State and the meager results of public health policies, the indigenous peoples in their attempts to access health services are faced with subordination and discrimination, conditioned by their cultural, linguistic or political identity. This work demonstrates the grave health situation lived today by the indigenous peoples in the context of an increasingly deficient and ineffective health system. The possibilities of existence of mechanisms to make the right to health demandable and legally enforceable by the population and the State are discussed, as well as the demands and alternatives heard from the indigenous peoples, in particular in relation to health, in which the fundamental rights, in order to be effective, must acquire a more operational meaning for people. The challenge is political. Desde la perspectiva de los derechos humanos se analizan las políticas públicas en salud, el cumplimiento efectivo del derecho a la salud por parte del Estado hacia las actuales condiciones de salud y el acceso a los servicios de salud de los pueblos originarios en las regiones Altos, Norte y Selva del estado de Chiapas. Frente al desdibujamiento del Estado y los magros resultados de las políticas públicas en salud, los pueblos indígenas se enfrentan cada día al intento de acceder a los servicios de salud, a la subordinación y discriminación, condicionados por su pertenencia cultural, lingüística o política. Este trabajo muestra la grave situación de salud que viven en la actualidad los pueblos originarios ante un sistema de salud cada vez más deficiente e ineficaz. Asimismo comenta las posibilidades de la existencia de mecanismos que hagan exigible y justiciable el derecho a la salud por parte de la población y del Estado, y las demandas y alternativas que se han escuchado desde los pueblos, particularmente en relación con la salud donde los derechos fundamentales para ser efectivos tienen que adquirir un sentido más operacional para la gente y cuyo reto es político

Get PDFReflecting on and generally discussing current constitutional changes in terms of uses of legal juridical instruments on the part not only of the operators of justice but also of indigenous individuals and collectives themselves has become a fundamental task within our daily work. Specifically for the case at hand regarding anthropological investigations, it is necessary not only to observe the progress made and the setbacks encountered in indigenous rights matters, but fundamentally to identify changes in the political-juridical culture that these constitutional modifications have or have not generated, especially in the operators of justice, and whether or not this instrument is pertinent in the procurement and enforcement of justice. In the same way, it is pertinent to ask ourselves whether we can talk of expert investigation as an instrument that includes cultural diversity in the justice apparatus and therefore that provides an edifying response for individuals and groups from different cultures in Mexico.Reflexionar y discutir en general sobre los actuales cambios constitucionales en términos de los usos de los instrumentos jurídicos legales, por parte no solo de los operadores de justicia sino también de los mismos individuos y colectivos indígenas, se vuelve una tarea fundamental en nuestro quehacer. En específico para el caso que nos ocupa de los peritajes antropológicos es necesario observar los avances y retrocesos en materia de los derechos indígenas, y fundamentalmente conocer cambios en la cultura político-jurídica que estas modificaciones constitucionales hayan generado o no, en especial en los operadores de justicia, teniendo en cuenta si este instrumento es o no pertinente en la procuración e impartición de justicia. De igual forma, es pertinente preguntarnos si podemos hablar del peritaje como un instrumento que incluye la diversidad cultural en los aparatos de justicia y, por ende, que dé una respuesta edificante para los individuos y grupos con culturas diferentes en México
Municipalización del gobierno indígena e indianización del Gobierno Municipal en América Latina
Get PDFThis collaboration is approaching the municipalization process of local government and indigenous on the other side of the same process: the indianization of the municipal government, in Latin America In the last three decades, in a broad framework for reform of the State, the municipality has been refurbished, in a broader framework for reform of the State to comply with the new neoliberal context. The «neomunicipalismo», is a risk and an opportunity for these peoples. In the recent past, the institutions the indigenous government, was seen as «residual» in the process of dissolution. Today, the multicultural State accepts as valid those institutions, always and when entered in the logic of the organization of the State. Requirement that various organizations perceive as a risk; but other see it as an opportunity to make progress in the process of empowering indigenous. The dilemma between resistance and non-acceptance of the institutional framework of the State, and access to the same, in a horizon of appropriation, is an old story in the relationship indigenous peoples and municipality. In this collaboration systematized three stages of municipalization of the indigenous governance: the cabildo indigenous colonial; the cádiz city hall andthe neomunicipalismo.Esta colaboración se aproxima al proceso de municipalización del gobierno local indígena y a la otra cara del mismo proceso: la indianización del gobierno municipal, en América Latina. En las últimas tres décadas el municipio se ha reformado, en un marco más amplio de reforma del Estado, para ajustarse al nuevo contexto neoliberal A este proceso se le ha llamado «neomunicipalismo». Para diversos pueblos indígenas, el «neomunicipalismo» se percibe como un riesgo, pero también como una oportunidad. En el pasado reciente, el gobierno indígena fue visto desde el poder del Estado como «remanentes» en vías de disolución. Hoy día, el Estado multicultural acepta como válidas esas instituciones, siempre y cuando se inscriban en la lógica de la organización del Estado. Requisito que diversas organizaciones perciben como un riesgo, aunque otras lo ven como una oportunidad para avanzar en el proceso de empoderamiento indígena. El dilema entre resistencia y no aceptación de la institucionalidad del Estado, y el acceso a las mismas, en un horizonte de apropiación, es una vieja historia en la relación pueblos indígenas y municipio. Cuando hay aceptación —siempre limitada— se producen procesos de «municipalización» del gobierno indígena.
