STATE BUDGET ALLOCATION POLICY FOR NEW RURAL CONSTRUCTION IN VIETNAM
Developing rural areas is an essential task in the socio-economic development process in countries. The state's role in rural development is critical, as reflected in the investment of funds and the promulgation of rural development policy institutions. Depending on the specific circumstances of countries, the state invests funds from the state budget for rural development in different measures and ways. Through investing large amounts of money and promulgating policies on budget allocation, management, and use, rural areas in many countries have made essential developments. In Vietnam, allocating the state budget to serve the construction of new rural areas is an essential macro policy of the state to invest in infrastructure, develop the rural economy, eliminate hunger and poverty, improve material life, and raise the spirit of the people. The state has issued a policy to allocate resources from the state budget for new rural construction to comprehensively implement new rural criteria, creating a premise to attract capital from other areas. However, in recent years, allocating the state budget for new rural construction in Vietnam has faced challenges because the need for investment capital for new rural construction is substantial; while the state budget is limited, attracting investment from other areas still needs improvement. State budget allocation policies need to be innovated so that funds allocated from the state budget are concentrated and practical, meeting the funding needs for long-term and sustainable new rural construction. This article addresses the issue of state budget allocation policies for new rural construction and proposes a complete solution
Effectiveness of Difference Soil and Manure Mixture on Growth and Yield of Bak Choy Planted in Bags
The study of soil groups, soil types, and soil characteristics is very important for the cultivation of crops in Cambodia. Selecting soil types that are not suitable for the type of crop will result in poor crop growth, slowness, and low yields. In the same way that the cultivation of crops in the production of vegetable crops is the same, that is, choosing the type of soil that is suitable for the crop is a point to consider and pay attention to. Due to some geographical areas in some communes, the topography is sandy or rocky, and the soil is hard, making it difficult for farmers to prepare parallel cultivable land where some people have less land and try to cultivate it using plastic buckets. Cement or bags to grow as a vegetable or grow to get some yield just to meet daily food needs; avoid spending money to buy vegetables from the market. Bak Choy is a crop that can grow on almost any type of soil, especially alluvial soils. It also has many benefits for the body, such as strengthening bones, the immune system, cancer cells, and so on. However, the cultivation of kale also encounters a number of problems, such as poor growth, low yields, pests, and diseases, especially the technique of choosing the wrong soil mixture, which affects the growth and yield. Not so good. A comparative study of different levels of soil and manure mixes on the growth and yield of Bak Choy in AmpilTapok commune, Orang Ov district, ThbongKhmum province. On the growth and yield of the first treatment (T1), the use of soil mix with cow dung, the second treatment (T2), the use of soil mix with chicken manure, and the third treatment (T3), the use of soil mix with pig manure is grown using a mixture of soil mixed with chicken manure (T2), which grows well and gives high yields in other ways

STUDY MODE DIFFERENCES IN STUDENT’S PERCEPTION OF EDUCATION SERVICE QUALITY IN SELECTED POLYTECHNICS IN NORTHERN NIGERIA
This investigation was designed to determine student perception of Polytechnic education service quality dimensions in relation to their mode of study in Northern Nigeria. Six null hypotheses were constructed to guide the study. The quantitative research adopted the descriptive survey design method. The target population are all Polytechnic students studying different programs in Northern Nigeria. A sample size of 441 respondents were determined based Krejice and Morgan Table, and sampled using stratified random sampling technique. A structured questionnaire (SERVPERF) was adopted consisting of 27 items used in similar studies (Brochado, 2009; Cronin & Taylor, 1994, etc.) as tool for data collection. The tool was structured on five point Likert ratting pattern ranging from strongly disagree (1) to strongly agree (5). The composite reliability of the tool was .980 coefficient determined using Cronbach alpha method. Copies of the instrument were personally administered during classes and data were analyzed using both descriptive and inferential; statistics with the help of SPSS. The findings reveal that the level of students’ satisfaction was negative and insignificant, while the perceived level of loyalty was significant. There was significant relationship between each of the service quality dimension and student’s satisfaction, student satisfaction and loyalty. Students in evening/weekend and distance learning mode of study are more satisfied compared to their counterparts on full-time basis. Equally, older students who are more matured and experienced complain less than the younger ones. Based on all these, recommendations were made towards improving the service quality and customer satisfaction in Polytechnic education by the institution’s managers, administrators and policy makers and implementers

The Nexus between Unsustainable Mining, Livelihood and Environmental Degradation: A Case of Tin and Columbite Mining on Jos Plateau Nigeria
Tin and columbite have been extensively mined on the Jos plateau since the time of the colonial era. Tin and columbite mining were characterized by many unsustainable practices that adversely impacts on the environment. The study examines the nexus between the unsustainable practices associated with the mining activities, the livelihood opportunities it provided to the residents and the environmental degradation that results from the mining activities in the study area. The study is based on field visit to some of the active and abandoned mine sites and reclaimed mine sites. During the fieldwork, observation and measurement were made and recorded. Interviews of some artisanal miners, mine supervisors and staff of mineral processing company were made and the data collected analyzed using content analysis method. The findings of the study reveals that tin and columbite mining activities degrade the land thereby reducing land needed for farming and building of residential houses. Despite the risk associated with it, tin mining provide a lucrative source of livelihood to many natives in the area. The laborers were paid between ₦50,000 to ₦100,000 daily according to some of the people interviewed. Although this depends on the amount of tin extracted, the earning of ₦50,000 daily is more than the national minimum wage of N33,000 per month. Despite the risk associated with mine openings, effort to reclaim the abandoned mine has been very slow. Based on the findings, the study recommends the need for surface mining control and reclamation Act, abandoned mine reclamation fund and the need to tie ecological fund to specific projects that promote ecological restoration, conservation and preservation
