El libro presenta una visión nueva y distinta del mundo, luchando contra el capitalismo y propugnando la existencia de Estados plurinacionales, descolonizados e interculturales. However, many efforts have been made by States and organizations of the United Nations system to implement action plans that contribute to the restoration of marine ecosystems. The 8 years remaining to meet the goals set out in the 2030 Agenda will be decisive to assess the commitment and capacity for action of international actors in pursuit not only of the implementation of this Goal, but also of life on Earth. This paper aims to contribute to assess the level of implementation of SDG 14 in Cuba and to determine what are the main challenges our country faces in implementing this goal.El Objetivo de Desarrollo Sostenible 14, Vida submarina, de la Agenda 2030 de la Organización de Naciones Unidas está muy lejos de cumplirse. Sin embargo, han sido abundantes los esfuerzos realizados por los Estados y las organizaciones del Sistema de Naciones Unidas para llevar a cabo planes de acción que contribuyan a la restauración de los ecosistemas marinos. Los ocho años que restan para cumplir las metas dispuestas en la Agenda 2030 resultarán decisivos para evaluar el compromiso y la capacidad de acción de los actores internacionales en pos, no solo de la implementación de este Objetivo, sino de la vida en la Tierra. Get PDFThis article analyzes the distinctive features of the Monroe Doctrine two hundred years after its conception and systematic application by the United States in Latin America, delving into the case of Cuba. It exposes the precocity of José Martí\u27s political analysis regarding the future implications of the principle "America for the Americans" in the geopolitical interests of the United States and its consequences for the countries of the region. It uses primary and secondary sources from national and international authors and the historical- logical method in its discussion. It is shown that this doctrine has been applied systematically andhas been adapted to current situations, as well as the harmful effect it produces in the exercise of national sovereignty, international relations and free trade for the countries of the region.Este artículo analiza los rasgos distintivos de la Doctrina Monroe 200 años después de su concepción y aplicación sistemática por Estados Unidos en América Latina, profundizando en el caso de Cuba. Expone la precocidad del análisis político de José Martí respecto a las implicaciones futuras del principio “América para los americanos” en los intereses geopolíticos de Estados Unidos y sus consecuencias para los países de la región. Utiliza fuentes primarias y secundarias de autores nacionales e internacionales y el método histórico-lógico en su discusión. Se demuestra que esta doctrina ha sido aplicada de forma sistemática y se ha ido adaptando a las situaciones coyunturales, así como el efecto nocivo que produce en el ejercicio de la soberanía nacional, las relaciones internacionales y el libre comercio

Balance de las relaciones económicas entre China y Cuba: Análisis del período 2018-2022
Get PDFThis study offers an unpublished analysis of China-Cuba relations in the period from 2018 to 2022. The main objectiveis to examine the interests of both parties, as well as the dynamics of economic relations in specific areas such as trade, investment and cooperation. The results indicate that, although ties between the two countries havestrengthened in recent years, there are still limitations that impede their full development. These shortcomingsneed to be addressed so that the bilateral relationship can contribute more effectively to the fulfillment of Cuba\u27s2030 Economic and Social Development Plan. In this regard, there is a need to strengthen cooperation and investmentin strategic areas for both countries, in order to maximize their potential and achieve mutual benefits.El presente estudio ofrece un análisis inédito sobre las relaciones entre China y Cuba en el periodo comprendidoentre 2018 y 2022. El objetivo principal consiste en examinar los intereses de ambas partes, así como la dinámicade las relaciones económicas en áreas específicas como el comercio, las inversiones y la cooperación. Losresultados indican que, si bien los vínculos entre ambos países se han fortalecido en los últimos años, aún existenlimitaciones que impiden su pleno desarrollo. Es necesario abordar estas deficiencias para que la relaciónbilateral pueda contribuir de manera más efectiva al cumplimiento del Plan de Desarrollo Económico y Socialde Cuba para el 2030. Get PDFThe spirit of solidarity and internationalism of Cubans is a historical virtue that stems from their formation as a nationality and nation. Its population is a melting pot of different origins; such an event influenced the Cuban citizen to reach a universal vision. The conjunction of different ethnicities, beliefs and nationalities cemented the bases of their solidarity. The military collaboration developed by Cuba in the Republic of Angola was the largest of the many that, in the field of defense, were developed between the 1960s and the beginning of the 1990s and constitutes one of the greatest manifestations of the revolutionary foreign policy in terms of solidarity and internationalism. Being internationalist is part of the culture of the Cuban citizen and has influenced his political behavior as a social actor.El espíritu solidario e internacionalista de los cubanos es una virtud histórica que parte de su formación como nacionalidad y nación. Su población es un tablero de diferentes procedencias; tal acontecimiento influyó en que el ciudadano cubano alcanzara una visión universal. La conjunción de diferentes etnias, creencias y nacionalidades cimentó las bases de su solidaridad. La colaboración militar desarrollada por Cuba en la República de Angola fue la de mayor envergadura de las múltiples que, en el campo de la defensa, se desarrollaron entre las décadas del 60 hasta iniciado los 90 del siglo pasado y constituye una de las mayores manifestaciones de la política exterior revolucionaria en materia de solidaridad e internacionalismo. La OTAN en la Posguerra Fría: Ucrania y los límites de la hipertrofia
Get PDFThe Russian military action in Ukraine in February 2022 has served as a catalyst of a long-standing trend in NATO: that of justifying its existence in its geographical expansion both in organic terms, through the incorporation of new states into its structure, and in operational terms, through the execution of so-called out-of-area operations. This dynamic, which has been firmly established since the mid-1990s, has been overridden by the growing contradictions between the interests of its members, the successive changes in US administrations and the transformation of the international system, characterised by an inexora- ble trend towards multipolarity. Starting with the implications of the war in Ukraine for NATO, this article provides a historical analysis of this phenomenon, noting the vicissitudes of NATO\u27s enlargements and operations over the past thirty years, and how these activities have enabled the alliance to weather the successive internal crises it has faced. Ultimately, the authors argue that the war in Ukraine marks the end of this dynamic, putting NATO in the dilemma of either limiting its operations to the defence of its members (in line with the collective security clause enshrined in Article 5 of the North Atlantic Treaty) or completingpending enlargement processes, thereby endangering international peace and security.La acción militar rusa en Ucrania de febrero de 2022 ha servido como catalizadora de una tendencia de largo recorrido en la OTAN: la de justificar su existencia en su expansión geográfica tanto en términos orgánicos, a través de la incorporación de nuevos Estados a su estructura, como operativos, mediante la ejecución de las denominadas “operaciones fuera de área”. Esa dinámica, firmemente asentada desde mediados de los años noventa, ha pasado por encima de las crecientes contradicciones entre los intere- ses de sus miembros, los sucesivos cambios en las administraciones norteamericanas y la transformación del sistema internacional, caracterizada por una inexorable tendencia hacia la multipolaridad. Partiendo de las implicaciones de la guerra en Ucrania para la OTAN, este artículo realiza un análisis histórico de este fenómeno, señalando las vicisitudes de las ampliaciones y operaciones de esa alianza militar en los últimos treinta años, y cómo estas actividades le han permitido sortear las sucesivas crisis internas a las que se ha ido enfrentando. En último término, los autores sostienen que la guerra en Ucrania supone el final de esa dinámica, lo que pone a la OTAN frente al dilema de limitar sus operaciones a la defensa de sus miembros (en la línea de la cláusula de seguridad colectiva, consagrada en el artículo 5 del Tratado del Atlántico Norte) o culminar los procesos de ampliación pendientes, poniendo así en peligro la paz y la seguridad internacionales

Under the latter, Sino-U.S. relations underwent a perceptible change, to the point of China being described as "the main enemy of the United States". With the rise of Biden, confrontation has continued to mark U.S. policy across the board, particularly in the Asia-Pacific region, deepening the dichotomy between discourse and reality. This paper examines the prevailing U.S. view of the bilateral relationship, its conditions and determinants, as well as its broad regional and global geostrategic implications.La agudización de las contradicciones entre China y Estados Unidos, particularmente a partir de la administración Trump, así como la reemergencia del país asiático y su creciente accionar a nivel global, han acrecentado la competencia estratégica entre ambas potencias. Bajo esta última, las relaciones sino-estadounidenses experimentaron un cambio perceptible, al punto de ser calificada China como “el principal enemigo de Estados Unidos”. No full textFrom the second quarter of 2020, the COVID-19 pandemic affected the entire planet, causing great loss of human lives and a strong unfavorable impact on the international economic system and political relations between States. It was a time when the complex relations between the governments of the United States and Cuba were experiencing a setback, in comparison with the progress achieved during the second term of the Obama administration. Under the pretext of responding to alleged threats to the national security of the United States, the economic, commercial and financial blockade against the island was tightened and new interference measures were applied by Trump´s government, aimed at destroying any kind of relationship - not only at political level - between the two peoples. However, the success of the comprehensive strategy implemented by Cuba to confront the pandemic, based on the use of science, technology, innovation and international collaboration, generated a resurgence in exchanges between the scientific and academic communities of both countries. This article intends to reflect, through a descriptive analysis and precise assessments, how these exchanges can influence in outlining a rapprochement of Cuba-US relations on the way to improve political and economic relations between both governments.A partir del segundo trimestre del 2020, la pandemia de COVID-19 afectó a todo el planeta provocando grandes pérdidas de vidas humanas y un fuerte impacto negativo en el sistema económico internacional y las relaciones políticas entre los Estados. Eran momentos en que las complejas relaciones entre los gobiernos de Estados Unidos y Cuba experimentaban un retroceso, en comparación con los avances alcanzados durante el segundo mandato de Barack Obama. Bajo el pretexto de responder a supuestasamenazas a la seguridad nacional del país norteño, se produjo un recrudecimiento del bloqueo económico, comercial y financiero contra la Isla y la aplicación de nuevas medidas injerencistas por parte de Estados Unidos, encaminadas a destruir cualquier tipo de relación -no solamente a nivel político- entre ambos pueblos. Sin embargo, el éxito de la estrategia integral de enfrentamiento a la pandemia implementada por Cuba, sustentada en el empleo de la ciencia, la tecnología, la innovación y la colaboración internacional, generó un resurgir en los intercambios entre las comunidades científicas y académicas de ambos países. El presente artículo pretende reflejar, a través de un análisis descriptivo y valoraciones precisas, cómo estos intercambios pueden influir en perfilar un acercamiento a las relaciones Cuba-Estados Unidos en el camino de mejorar las relaciones políticas y económicas entre ambos gobiernos
