    Development of the urban systems in Serbia - towards new spatial plan of the Republic of Serbia

    In the light of making a new Spatial plan of the Republic of Serbia 2021-2035 (SPRS), the paper is elaborating on the current state and prospects of spatial development of the urban systems in Serbia. With reference to previous SPRS and implementation programs, the importance of the urban systems in the interregional and intraregional integration of Serbia and its environment is critically considered. In the SPRS from 1996., the roles between the specific centers in the organization of the territory of Serbia were not clearly divided, nor was there a clear division between the spatial plans` jurisdictions of the local communities, regions or state. The SPRS from 2010, among other things, advocated the principle of subsidiarity, which supports the functional organization of space and is based on concentration of the functions in certain centers. How the new plan perceived the position and role of urban systems, for the purpose of rational territorial organization of the Republic of Serbia and what changes enacted to establish a coherent space in the Republic of Serbia, are some of the questions this paper tried to answer

    The most significant caves in Montenegro were distinguished in response to their physical-geographic, biological, archeological and morphometric characteristics (length and depth). Caves distribute in four distinctive regions: coastal karst, karst plateau (relict valley system), fluvial karst (recent hydrologic systems) and the high mountainous karst area. The most outstanding within the last, due to abundances of the major caves with depths from a few hundred meters to 1,162 m, are four mountain regions: Mt. Durmitor, Mt. Lovcen-Orjen, Mt. Maganik and Mt. Bjelic

    After the dissolution of the Socialist Federal Republic of Yugoslavia (SFRY) in the early 1990s, the Republic of Serbia found itself in an unprecedented social, political, and economic situation. Facing a significant delay in the transition process in comparison with other Central and Eastern European (CEE) states, Serbian governments since 2001 have opted for a model of economic development based on attracting foreign direct investment (FDI). This strategic commitment has led to complex and controversial effects on Serbia’s economy. On the one hand, FDI inflows benefited the local economy by increasing its international market competitiveness, contributing to a decrease in unemployment, and enhancing technology transfer. On the other hand, FDI is related to some negative economic trends such as expansion of labor-intensive jobs and an increasing dependency on unpredictable inflows of foreign capital. The aim of this chapter is to offer insights into the empirical literature on FDI to Serbia in the context of Serbia’s historical development and to explore the spatiality and influences of contemporary inflows with a special focus on prospects and suggestions for Serbia’s economic trajectory over the next 25 years. Conceptually, this text is based on Dunning’s eclectic approach to FDI by focusing upon the origins, location, and internalization of foreign capital in the country

    Град Крагујевац се последње три деценије суочава са негативним демо-графским трендовима. Циљ рада је да прикаже и анализира промене у развоју и размештају становништва, односно кретање његовог укупног броја у периоду од 1948. до 2011. године. У раду су приказани природно (наталитет, морталитет и природни прираштај) и механичко (миграције, имиграције и емиграције) кретање становништва, као и узроци тих кретања. У циљу ширег сагледавања демограф-ских теденција рад анализира и старосну структуру града Крагујевца у последњих пет пописа становништва, са посебним освртом на тренутно стање и проблеме демографског старења

    Cartographic generalization for wall map production at scale 1:250.000

    Kartografska generalizacija je kreativni proces apstrakcije, koji se koristi prilikom izrade karata. Uključuje proučavanje geografskog okruženja, procenu i obradu geo-podataka u odnosu na vrstu, namenu i razmeru karte. U eri digitalne kartografije veća pažnja se posvećuje automatizaciji procesa generalizacije i razvoju alata za automatsko uopštavanje sadržaja. U ovom radu su objašnjeni modeli i procedure za izradu zidne karte rezmere 1:250.000 (ZK250) na osnovu digitalne topografske karte razmere 1:250.000 (DTK250).Cartographic generalization is a creative process of abstraction, which is used in the maps production. It includes the study of the geographic environment, evaluation and processing of geodata, with regard to type, purpose, and scale of the map. In the era of digital cartography, more attention is being paid to the automatization of the genralization process and developing the tools for the automatic generalization of content.     Inventarizacija urbanih toplotnih ostrva multisppektralnom analizom

    Vodene površine i vegetacija u urbanim zonama donose čitav niz prednosti, gde se smanjuje nivo zagađenja, omogućava se zasenčenje i prirodno hlađenje evapotranspiracijom. Takozvana urbana zeleno-plava zaštita, eliminiše troatomske čestice u vazduhu. Osnovni cilj ovog rada, jeste utvrđivanje uzročno-posledičnih veza između građevina, prateće infrastrukture, zelenila i vodnih tokova. Kada su te veze dobro uravnotežene, komfor stanovanja je na mnogo većem nivou. Multispektralnom analizom daljinskih snimaka, utvrđeni su uzročno-posledični odnosi izgrađene fizičke strukture (zgrade i infrastruktura) i raspodele sunčevog zračenja na životnu sredinu. Izvršena je procena nedostatka zelene vegetacije na nivou parcele, odnosno, stambenog bloka. Na ovaj način je moguće napraviti model koji će kvanifikovati evaporativni potecijal planirane listopadne vegetacije u zavisnosti od energije isparavanja lišća, što uključuje krošnje, smer vetra, vlagu, atmosferski pritisak, navodnjavanje biljaka i oblik fizičke strukture (parametre koji utiču na mikroklimu gradskog područja). Ovaj rad se odnosi na urbanu celinu neposredno uz rečni tok, koji je analiziran u opciji sa i bez uličnih drvoreda, odnosno zelenih fasada i krovova.     Rooftop and vertical greenery – the improvement concept of community hygiene conditions in the cities of Serbia

    In conditions of overpopulated urban centers, one of the main issues is to ensure new green spaces. Vertical and rooftop greenery in urban centers is often the only possibility to increase the green areas, as well as the factor of creating better living conditions, which is the subject of this paper analysis. The greening concept of vertical surfaces and rooftops has also been proved as the factor for creating better community hygiene conditions (landscaping of neglected buildings’ rooftops and solving communal problems, as well as landscaping of slopes, repairing of bridge structures, retaining walls, concrete riverbanks and canals). In addition, it has been the significant environmental protection factor (increase of green areas, decrease of climate extremes and mitigation of city “heat island”, energy efficiency of buildings, increase of biodiversity, etc.). This research includes the analysis of relevant literature, scientific papers, monographs and planning documents, as well as the specific examples of various cities around the world. The aim of this paper is to determine the possibilities for implementation of the rooftop and vertical greenery concept, as the improvement factor of community hygiene conditions in the cities of Serbia

    Doprinos građanskih inicijativa procesima planiranja i upravljanja na lokalnom nivou: primer Prokuplja

    Rad je posvećen nevladinim organizacijama i udruženjima građana u gradu Prokuplju. Osnovni cilj rada je, da ukaže na značaj udruživanja građana i njihove participacije u donošenju ključnih odluka i sprovođenju akcija koje se odnose na lokalnu zajednicu, utvrdi stepen razvijenosti građanske participacije, kao i doprinos građanskih inicijativa i ekološkog aktivizma procesima planiranja i upravljanja na lokalnom nivou na primeru grada Prokuplja. U prvom delu rada, apostrofiran je značaj udruživanja građana i građanske participacije za lokalni razvoj, ukazano je na najznačajnije mehanizme građanske participacije i na zakonodavni okvir njihovog delovanja. U drugom delu anketnim istraživanjem (pismenim anketiranjem i usmenim intervjuisanjem) prikupljene su informacije o nevladinim organizacijama i o udruženjima građana koje su registrovane i sprovode aktivnosti u Prokuplju, kako bi se anketiranjem njihovih predstavnika, utvrdilo da li su i na koji način njihove inicijative i anktivnosti doprinele procesima planiranja i upravljanja. Dalje su prikazani primeri dobre prakse, na osnovu kojih su izvedeni zaključci i neke preporuke za unapređenje ovih procesa kroz saradnju sa udruženjima građana.Urednici: Dejan Filipović, Velimir Šećerov, Dejan S.     Socio-economic transformation of Šumadija district (Serbia)

    The paper starts from the hypothesis that the examined area is characterized by a process of intensive functional transformation accompanied by certain population changes. The transformation of the settlement structure is shown in the area of Šumadija district. The trend of demographic and economic development was observed with a historical overview. It was upgraded with quantitative analyzes (chain index, population change index, functional classification, index of specialization and localization) for the period 1971–2011. The aim was to determine the degree of socio-economic transformation of Šumadija district and the regularities according to which these changes took place. Industrialization generally brings changes in the functional orientation and redistribution of the population. The deagrarianization was one of the main features, with parallel emigration of the rural population. These changes were intensive in 1961–1981, when the peak of employment in secondary activities was registered. Since then, significant spatial transformation in Šumadija district was visible. Special analyzes were used to confirm the assumption that Kragujevac is a dominant labor center, an administrative and service nucleus, which has a propulsive influence on the development of its immediate surroundings (suburban belt) and the wider area (Šumadija district). The contribution of this paper is in the understanding of the scope, spatial distribution, and intensity of changes that have occurred in Šumadija district. It introduces the historical circumstances and quantitative research into a broader concept as a basis for understanding the trajectories of spatial and socio-economic development, and responds to many social challenges specific for this territory

    New chalenges for Serbian fertility policy

    Despite the fact that various forms of support policies for families with children have been implemented since the Second World War, Serbia has been facing below replacement fertility for more than 65 years. These policies have been implemented with a predominantly social dimension, without demographically defined goals. Only since 2002, direct pronatalist policy has been implemented in the entire territory of the Republic, and this paper will attempt to make a rough assessment of the impact of such policy on the birth aggregate during the Covid-19 crisis in order to make recommendations for the improvement of existing family and fertility policies. Before that, the possible impact of the Covid-19 pandemic on the birth aggregate during 2021 in Serbia will be calculated based on two different methodologies. This assessment should provide evidence about the efficacy of Serbian family and fertility policy
