Potentials for the wine tourism expansion in the municipality of Aleksandrovac in thre function of sustainable development
У овом раду дат је приказ винског наслеђа општине Александровац,
истакнут је потенцијал винског туризма на овом простору и анализирани фактори
који мотивишу и привлаче овај селективни облик туризма. Примарни циљ рада је
да кроз истраживање, анализу и поређење одреди могућности и перспективе
развоја винског туризма, али и одрживог развоја општине Александровац, њене
околине и овог дела Србије. Задатак рада је систематизација постојећих сазнања
и дефинисање сегмената понуде винског туризма у функцији одрживог развоја.This paper presents the wine heritage of the municipality of Aleksandrovac,
highlights the potential of wine tourism in this area and analyzes the factors that motivate
and attract this selective form of tourism. The primary goal of the paper is to determine
the possibility and perspectives of wine tourism development, but also the sustainable
development of the municipality of Aleksandrovac, its surroundings and this part of Serbia
through research, analysis and comparison. The task of the paper is to systematize the
existing knowledge and define the segments of the wine tourism offer in the function of
sustainable development
Migracioni procesi kao faktor promene starosne strukture stanovništva Rasinske oblasti
Migracije stanovništva predstavljaju permanentan proces. Razlikuju se u odnosu na vremenski period u kojem se odvijaju, prostorni domet i motive koji do njih dovode (migracije mogu biti prisilne usled rata i prirodnih nepogoda ili dobrovoljne u potrazi za boljim uslovima života). Negativni trendovi odseljavanja stanovništva iz određene oblasti ogledaju se kroz smanjenje broja stanovnika, povećanje prosečne starosti i promenu ekonomske strukture stanovništva. Rad analizira uticaj mehaničke komponente kretanja stanovništva na promene starosne strukture stanovništva opština Rasinske oblasti: Kruševac, Aleksandrovac, Brus, Varvarin, Trstenik i Ćićevac. Na osnovu statističkih podataka izdvojena su emigraciono najugroženija područja Rasinske oblasti. Osnovni cilj rada jeste da se ukaže na veliki problem emigracije, ne samo jer dolazi do pada broja stanovnika, već i zbog odseljavanja pretežno mladog i radno sposobnog stanovništva. Takođe, razmatrane su posledice migracionih trendova Rasinske oblasti ukoliko se ne preduzmu određene mere populacione politike za ublažavanje pomenutih procesa.Population migration is a permanent process. They differ concerning the period in which they take place, the spatial range, and the motives that lead to them (migration can be forced due to war and natural disasters or voluntary in search of better living conditions). Negative trends of emigration from a certain area are reflected in the decrease in the number of inhabitants, increase in the average age, and change in the economic structure of the population. The paper analyzes the influence of the mechanical component of population movement on changes in the age structure of the population of the municipalities of Rasina region: Kruševac, Aleksandrovac, Brus, Varvarin, Trstenik, and Ćićevac. Based on statistical data, the most emigrant endangered areas of the Rasina region have been singled out. The main goal of the paper is to point out the great problem of emigration, not only because of the decline in the number of inhabitants but also because of the emigration of the mostly young and working-age population. Also, the consequences of migration trends in the Rasina region are discussed if certain measures of population policy are not taken to mitigate the mentioned processes
Javni interes i planiranje gradova u Srbiji - razvoj Beograda na obalama reka – kratak pregled
Ubrzani razvoj gradova i transformacija njihovih fi zičkih struktura usled pritiska nove izgradnje, proširenja naselja ili promene njegove ranije namene, zahteva suočavanje sa novim izazovima kontrole i usmeravanja ovakvih pojava. U radu će biti prikazan kratak istorijski razvoj Beograda, sa posebnim obeležjima, sa akcentom na deo oko obala Dunava i Save, njegove najatraktivnije delove i najvišu zonu interesa. Posebno je značajan period nakon 2000. godine, kada je uspostavljena nova generacija planova i dugoročnih strateških dokumenata (Regionalni prostorni plan grada Beograda, Master plan Beograda i dr.) i kada je razvijen novi projektni ciklus posebno vezano za gradsko jezgro. Na veoma malim udaljenostima defi nisano je nekoliko akcija kapitalnog planiranja, ali neke od njih još uvek nisu sprovedene. (Most na Adi, Beton hala, Marina Dorćol, Luka Beograd, Ada Huja). Od 2012. godine krajnji, ali kontroverzni projekat Beograd na vodi, od velikog je interesovanja za lokalnu (i državnu) vlast. Urban Theories in a Post-socialist Context
Since the collapse of the socialist system, cities in Central Eastern European countries have undergone dynamic transformation processes. Those processes have attracted noteworthy scientific attention, particularly in local academic circles, causing revived interest in urban studies in the region. However, the academic interest in former socialist cities has become the centre of discussion it-self. This interest is mostly related to the validity of theories and methodologies born in the West to the study of former socialist cities. On one side, there is a cohort of academics who have uncritically embraced Western urban knowledge, a priori assuming its universal applicability. This research position is commonly related to the developmental and convergence theories, which take “correction” of the post-socialist cities and their eventual assimilation to the Western city as their model. On the opposite side of the spectrum, the post-colonial approach has developed as a stand which criticizes the alleged scientific hegemonism of the West and insists on a more cosmopolitan urban science that would take into ac-count the experiences of cities worldwide. Simultaneously, this approach advocates for considering urban particularities and complexities, and thus this re-search treats post-socialist cities as distinctive, in many instances, from the cities of the West, as well as from each other. However, as both contemporary academic stands have their limits and flaws, the debate on adequate research of former socialist cities as well as on the future positions of urban science in general, is far from conclusive
Testing a New Ensemble Vegetation Classification Method Based on Deep Learning and Machine Learning Methods Using Aerial Photogrammetric Images
The objective of this research is to report results from a new ensemble method for
vegetation classification that uses deep learning (DL) and machine learning (ML)
techniques. Deep learning and machine learning architectures have recently been used
in methods for vegetation classification, proving their efficacy in several scientific
investigations. However, some limitations have been highlighted in the literature, such
as insufficient model variance and restricted generalization capabilities. Ensemble DL and
ML models has often been recommended as a feasible method to overcome these
constraints. A considerable increase in classification accuracy for vegetation classification
was achieved by growing an ensemble of decision trees and allowing them to vote for the
most popular class. An ensemble DL and ML architecture is presented in this study to
increase the prediction capability of individual DL and ML models. Three DL and ML
models, namely Convolutional Neural Network (CNN), Random Forest (RF), and biased
Support vector machine (B-SVM), are used to classify vegetation in the Eastern part of
Serbia, together with their ensemble form (CNN-RF-BSVM). The suggested DL and ML
ensemble architecture achieved the best modeling results with overall accuracy values
(0.93), followed by CNN (0.90), RF (0.91), and B-SVM (0.88). The results showed that the
suggested ensemble model outperformed the DL and ML models in terms of overall
accuracy by up to 5%, which was validated by the Wilcoxon signed-rank test. According to
this research, RF classifiers require fewer and easier-to-define user-defined parameters
than B-SVMs and CNN methods. According to overall accuracy analysis, the proposed
ensemble technique CNN-RF-BSVM also significantly improved classification
accuracy (by 4%)
Pandemija virusa COVID-19 kao ograničavajući faktor demografskog razvoja lokalnih samouprava u Srbiji
U prostornom planiranju stanovništvo je prepoznato kao specifičan resurs koji se mora kontinuirano pratiti, naročito u kriznim periodima, kada dolazi do određenih strukturnih promena u društvu. Plmer takvih promena jesu demografski trendovi nastali kao direktna posledica pandemije virusa COVID-19. Pandemije najintezivnije utiču na demografski razvoj preko povišenog nivoa mortaliteta u populaciji, stoga je u fokusu ovog rada uticaj virusa COVID-19 na smrtnost stanovništva na regionalnom i lokalnom nivou u Srbiji. U postupku istraživanja biće izdvojeni klasteri regiona i opština u Srbiji koji se međusobno diferenciraju prema nivou smrtnosti uzrokovanog ovim virusom. Rezultati su pokazali da su od kovida bile najugroženije opštine sa starim stanovništvom, ali je opšti zaključak da razlika u nivou smrtnosti od virusu najvećim delom zavisi od učestalosti kontakata u populaciji, koji su u radu apstrahovani preko udela višegeneracijskih domaćinstava. Konstatovano je da pandemija, s obzirom na kontinuitet procesa starenja u većini lokalnih samouprava Srbije, utiče na dalju eroziju demografskih resursa mnogih regiona Srbije. Istraživanja kojima su u fokusu negativni uticaji pandemije na demografski razvitak značajna su zarad kreiranja adekvatnih populacionih mera na lokalnom nivou, ali i kao preduslov za njihovu reviziju u skladu sa recentnim demografskim trendovima.Urednici: Velimir Šećerov, Dejan S. A Methodology for Mapping Areas Under Torrential Flood Risk: Case Study - the Rebrovački Brook Basin / Banja Luka Municipality (B&H)
Torrential floods are one of the most common and destructive natural hazards that cause great material damage and numerous environmental problems. This article is focused on presentation of a new methodological approach to mapping torrential flood risk that could potentially be applied to other torrential rivers in Bosnia and Herzegovina. A hybrid digital terrain model was developed using geodetic surveys of cross-sections of river channels and river valleys and the existing digital terrain model. This was a basis for hydraulic modelling in HEC-RAS software. Hydrological modelling determined flood flows of 100 and 500-year return periods, ranging from 23m3/s to 88m3/s. Hydraulic modelling determined depths, velocities and extent of flooding for different return periods, values of erosion and sediment accumulation, and shear stresses along the Rebrovački Brook. Maximum velocities of 100-year flood flows range up to 11.07m/s and up to 12.41m/s for 500-year flood flow. Depth of 100-year flood flows range up to 3.96m and 4.67m for 500-year flood flow. For 100-year return period the flood extent is 34.53ha, while for 500-year return period it is 46.11ha. Shear stresses of the Rebrovački Brook for 100-year flood flows range to a maximum of 3,482N/m2, while they are maximum 5,348N/m2 for 500-year return period. Maximum values of erosion and sediment accumulation of 100-year flood flow for the Rebrovački Brook are 0.59m for erosion and 1.50m for sediment accumulation, while for 500-year return period they are 3.50m for erosion and 1.66m for sediment accumulation. During the preparation of the flood hazard maps, a new formula was proposed which determined the flood hazard rating of the Rebrovački Brook for 100 and 500-year floods. The resulting maximum hazard ratings of 68.90 for 100-year flood and 69.28 for 500-year flood are several times higher than the values obtained on alluvial rivers. The flood risk factors for the categories of population and economy in the Rebrovački Brook basin were determined on the basis of the obtained flood hazard rating and corrected weighted factors for the calculation of flood risk. Risk maps for floods of different return periods of the Rebrovački Brook showed that most of the floodplain is currently in a zone of negligible or low risk. However, given the current trend of city expansion and relocation of economic activities from the centre to the suburbs, this is slowly changing to high and extreme risk. The proposed methodology for developing torrential flood hazard and risk map, tested in several other basins in Bosnia and Herzegovina, gave acceptable outcomes according to the validation results, and also provides a good basis for numerous studies and projects in flood risk management, environmental protection, spatial planning, and other areas of human action
Risky Travel? Subjective vs. Objective Perceived Risks in Travel Behaviour—Influence of Hydro-Meteorological Hazards in South-Eastern Europe on Serbian Tourists
In terms of climate related security risks, the region of South-Eastern Europe (SEE) can be identified as one of the world’s hot spots. As weather-related hazards continue to increase in num-bers and spatial distribution, risk perception in the tourism industry becomes even more important. Additionally, people’s perception of natural hazards is one of the key elements in their decision-making process when choosing a travel destination. Although a vast number of studies have exam-ined aspects of risk perception, an integrated approach which considers both objective and subjec-tive factors related to the tourism industry and hydro-meteorological hazards remains relatively scarce. This pioneering study inspects the causality between objective perceived risks, as well as subjective risk factors. A methodological approach and the obtained results present a certain nov-elty since the previous conceptualized Psychological Preparedness for Disaster Threat Scale (PPDTS) was applied for the first time in the tourism industry. The obtained results reveal the pres-ence of a statistically significant relationship between objective risks and certain subjective risk fac-tors (gender, age, education, prior experience, anticipation, and awareness). Therefore, this study may offer a conceptual platform for both theoretical and practical implications for enhanced ap-proaches oriented toward more qualitative risk management at a given travel destination, in regions prone to hydro-meteorological hazards
Not all shrinking cities are similar – a trajectory typologies and diversity of urban shrinkage in Serbia
Shrinking cities have become almost ubiquitous during the long transition of post-social Serbia,
but the trajectory of urban shrinkage is both spatially and temporary uneven. Since the middle of
the 20th century, various patterns of urban population development of cities in Serbia have been
observed. The very first cities to record a decline in the total population appeared in the 1960s,
but in recent years the majority of cities experienced drastic shrinkage. Since the process of
urban shrinkage does not follow a universal pattern, typological classification of cities is of great
importance in understanding and delineating the variety of cities shrinking over time. Urban
shrinkage trajectory typologies classify cities that have experienced population loss by the path
of their population change over time. Set against this background, this paper offers evidence on
urban population change, to assess their demographic transformation over the studied period
from the 1961 to 2020. The aim of this paper is to reveal the diversity of shrinking cities in
Serbia. In this study, we conducted an analysis about population change of 167 urban
settlements in Serbia. Towards understanding and comparing the transformation of cities, the
typology was performed. Thus, it was possible to distinguish cities with population growth and 5
types of shrinking cities, all of them with various features of urban shrinkage – cities with longterm shrinkage, cities with episodic shrinkage, cities with recent shrinkage, potentially shrinking cities and resurgence cities. Thereby, the outcome of the paper will be the step towards the comprehension of transformations of cities and divergences or similarities between shrinking
cities in Serbia. The results are important for a better understanding of the spatio‐temporal
