    Značaj turističke infrastrukture za održivi razvoj turizma

    Sastavni deo turističkih aktivnosti jeste putovanje, odnosno dolazak do destinacije. U skladu sa tim jedna od osnovnih funkcija infrastrukture je da to omogući. Pored toga turizam podrazumeva i boravak turista, sa korišćenjem različitih usluga. Budući da infrastrukturne resurse pored turista koristi i lokalno stanovništvo, teško je napraviti razliku između opšte (tehničke i društvene) i turističke infrastrukture, odnosno one infrastrukture koja je namenjena prvenstveno turistima. Postojanje opšte infrastrukture je preduslov za život na određenom mestu, a time i za razvoj turizma, dok postojanje turističke infrastrukture predstavlja nadogradnju usmerenu prevashodno ka razvoju turizma (Лукић и сар., 2021). Turistička i opšta infrastruktura predstavljaju osnovne elemente koji utiču na pristupačnost, opremljenost i mogućnosti boravka i korišćenja usluga na turističkoj destinaciji. Održivi razvoj turizma trebao bi biti prioritet za sve oblike turizma i u svim tipovima destinacija. Principi održivosti odnose se na ekološke, ekonomske i socio-kulturne aspekte razvoja turizma i mora se uspostaviti odgovarajuća ravnoteža između ove tri dimenzije kako bi se garantovala njegova dugoročna održivost (Протић и сар., 2022). Ovaj rad kroz kraći pregled literature koja tretira problematiku turističke infrastrukture i razvoja turizma prikazuje značaj turističke infrastrukture za održivi razvoj turizma.Urednici: Dejan Filipović, Velimir Šećerov, Dejan S.     An attempt to locate the Russian spatial planning system within the European planning families

    Since the end of the 1980s, several studies have been conducted aiming at understanding the heterogeneity of spatial planning traditions across Europe. Over the years, such studies became more comprehensive and included many European (and not only the European Union) countries. Nevertheless, some parts of Europe (e.g., the Western Balkans or the post-Soviet countries) usually remained excluded from the mentioned studies. To mitigate this gap, the paper focuses on the case of Russia. Using a twofold methodological approach, the paper firstly examines the attributes of Russian spatial planning (through a multi-layered analysis of the socio-economic and institutional settings, the evolution of spatial planning over a century, and contemporary planning instruments and procedures of plan-making), to then compare the attributes of the Russian spatial planning system to the core features of the European planning styles. As a result, the elements of multiple distinct spatial planning styles can be traced in Russian spatial planning: land use management and regional economic planning seem to prevail, whilst comprehensive integrated and urbanism traditions are less represented but not absent. Bearing in mind the complexity of the exercise, this contribution should be considered a preliminary attempt to enlarge the existing comparative studies beyond European countries

    Процена туристичког климатског комфора на примеру Новог Сада

    Climate elements are one of the most important factors for tourism development. This study aims to show the values of the tourist climate comfort index based on monthly values. For the needs of the research, the method of tourist climate comfort (TCCI) was used, on the example of the city of Novi Sad. Meteorological data for the climatological period of 30 years (1991–2020) from the meteorological station Rimski Šan?evi were analysed. Meteorological data that were observed, analysed, and statistically processed are: mean monthly air temperature, monthly temperature amplitude, mean monthly humidity, monthly insolation, and number of rainy days. The obtained results indicate that May and September are the most climatologically suitable months for tourist activities. Data on the number of tourist arrivals and their overnight stays in this area covers the period from 2004-2020. In this paper, a linear correlation between the value of climate comfort and the number of tourists has been made in order to provide local authorities and tourism organizations a more precise overview of the perception and valorisation of climate elements for the improvement of tourist potential.Климатски елементи представљају један од најзначајнијих фактора за потребе развоја туризма. Ова студија има за циљ да прикаже вредности туристичког климатског индекса комфора на основу месечних вредности. За потребе истраживања коришћена је метода туристичког климатског комфора (TCCI), на примеру града Новог Сада. Анализирани су метеоролошки подаци за климатолошки период од 30 година (1991–2020), са метеоролошке станице Римски Шанчеви. Метеоролошки подаци који су сагледани, анализирани и статистички обрађени су: средња месечна температура ваздуха, месечна температурна амплитуда, средња месечна влажност ваздуха, месечна инсолација и број кишних дана. Добијени резултати указују да су месеци мај и септембар климатолошки најпогоднији за туристичке активности. Подаци о броју долазака туриста и њихових ноћења на овом простору обухватају период од 2004-2020 године. У раду је извршена линеарна корелација између вредности климатског комфора и броја туриста, како би се локалним властима и туристичким организацијама пружио јаснији приказ у сагледавању и валоризацији климатских елемената за потребе унапређења туристичког потенцијала

    Risk management of unexploded ordnance in the Republic of Serbia for environmental protection - Borovac case study

    Introduction/purpose: Decades of dealing with unexploded ordnance (UXO) in some areas of the Republic of Serbia have confirmed that it presents a substantial hazard to the security of people, property, and the environment. Even though the terrain has been cleaned, various threats from difficult-tofind UXO components remain serious. Inadequate systemic solutions for UXO management can have significant harmful consequences. Methods: Based on the spatial distribution analysis and different UXO types and quantities, this article studies the effects of dangerous components of unexploded ordnance on human lives and the environment. Two different geospatial analyses were performed including the guidelines for risk management through risk elimination based on multiple criteria, the GIS, and the Remote Sensing analysis. Results: Two different geospatial analyses resulted in the areas at high risk of remaining UXO. Conclusion: The article significantly contributes to creating an environmental risk management strategy for UXO-contaminated regions. It presents an effective technique for addressing risk assessment challenges in such sites. The analysis considers both risk analysis and environmental protection options. Using the multi-criteria analysis and the GIS, it estimates the exposure of built structures, people, soil types, and plant species to UXO dangers in key locations. This paper serves as a guideline for environmental risk assessment

    Dataset for Green Transition Policies, Stakeholders and Practices in Albania

    This dataset contributed to deliverable 4.2 Regional Mapping Report and shows the Albanian mapping. This report is the second deliverable of WP4 – Measuring and assessing impacts and costs of a just green transition in the WB, of the GreenFORCE project. It was jointly authored by the WB project partners, as well as 2 subcontracted parties from the region. The EU Economic and Investment Plan for the WB includes a green agenda for the WB, with pillars to be pursued for transitioning towards a carbon-neutral economy. Such a shift will surely challenge the economies and societies in the WB. The social and policy context is yet fragile to allow for the development and mass distribution of green transition technologies, while human resources are not prepared and/or are insufficient to produce and implement innovation. Yet, the green transition also paves the way towards new development and resilience opportunities. The research will inform on the readiness/potential of societal actors (industry, academia, policymakers, civic society) to embrace the pathways to transformation, and will propose a framework for continuous monitoring of impacts and costs. The key findings and lessons learnt derived within WP4 will be transferred into the scientific papers and policy briefs (WP 2 & 3) and published under the dissemination events (WP5). Regional mapping is a key task for the research, contributing to initial data gathering and the refinement of the research proposal, and to the sub-question on the identification of sectors and territories affected by the transitions and current progress of transition practices. This is a participatory mapping, engaging local stakeholders and communities to reveal local knowledge. Each WB partner will produce the respective country report, and Co-PLAN will work on the final regional report. This deliverable is the final regional report. It will also include the mapping frame used to conduct the mapping process. The WB partners will do the mapping for their own countries. The PC will subcontract data gathering for the remaining countries. The mapping is done for actors, practices and policies in place, territories upon the level of relevance and potential for engaging in green transition; and sectors. All partners will design the mapping frame, using also knowledge from other mapping processes. The frame will contain the type of information to be collected, the standardisation of data entry, and the tailored instruments to be deployed for accessing information

    Application of the Flash Flood Potential Index in Torrential Floods Risk Assessment (FFPI): A case study of Svilajnac Municipality

    This paper analyses areas at risk of torrential floods in the municipality of Svilajnac. Flash floods are very important from the aspect of environmental protection and disaster management, considering that they can have serious consequences. Damage caused by floods results in the destruction of homes and infrastructure, as well as the displacement of people and loss of agricultural land, alteration of ecosystems and landscapes. For the purposes of this analysis data about geological structure, terrain slope, land cover and bare soil index were processed in the GIS environment. Flash Flood Potential Index (FFPI) was used to calculate the predisposition for flash flood occurrence in the study area. The obtained results indicate a high vulnerability to flash flood occurrence and they are classified into five vulnerability classes

    U radu je detaljno analizirano kraško polje u istočnoj Srbiji sa ciljem vrednovanja terena za potrebe turizma, rekreacije i izgradnje infrastrukturnih objekata. Primena GIS-a u geoekološkom vrednovanju reljefa Odorovskog polja omogućava efikasno prikupljanje i organizovanje prostornih podataka, čijim se kombinovanjem i analizom identifikuju područja sa posebnim geološkim karakteristikama, kao i potencijalne lokacije za turističke objekte i infrastrukturu. Takođe, omogućava donošenje relevantnih odluka o razvoju turističkih destinacija i efikasno planiranje izgradnje objekata u skladu sa geološkim karakteristikama i zahtevima očuvanja prirode. Pored toga, može se koristiti i za identifikaciju i analizu rizika koji mogu uticati na turističke aktivnosti i izgradnju objekata. Kroz integraciju prostornih podataka i analitičkih alata, GIS pruža informacije potrebne za precizne odluke i održivo planiranje, što rezultira unapređenju upravljanja i optimalnim korišćenjem potencijala ovog područja u turističke i druge svrhe.Urednici: Dejan Filipović, Velimir Šećerov, Dejan S.     Prostorna organizacija i razvoj turizma u Toplici: železnička pruga kao potencijalni turistički itinerer

    U periodu tranzicije došlo je do stagnacije i propadanja industrije kao dominantne privredne delatnosti u Topličkom okrugu. Početkom XXI veka, privredni razvoj okruga, strateški se oslanja na uslužne delatnosti, pre svega turizam, od kojeg se očekuje da multiplikativnim efektima podstakne razvoj ovog, nedovoljno razvijenog okruga, i omogući egzistenciju malobrojnom stanovništvu. Neravnomerni raspored turističkih lokaliteta, zona i aktivnosti na prostoru okruga, odnosno koncentracija istih na prostoru Kuršumlije, zahteva unapređenje prostorne organizacije turizma u cilju alokacije turista i uravnoteženog razvoja okruga. Hipoteza rada je da prostorna grupacija turističkih lokaliteta uz železničku prugu Prokuplje-Kuršumlija-Merdare i turistička atraktivnost pruge, omogućavaju formiranje kombinovanog turističkog itinerera i razvoj novih oblika turizma. Potencijalni Toplički turistički itinerer povezao bi zonu okružnog centra Prokuplja i brda Hisar sa turističkom zonom Radan-Kosanica-Đavolja varoš, što bi omogućilo celovit obilazak okruga. U cilju potvrđivanja hipoteze, u radu su opisane i prikazane sve turističke vrednosti železničke pruge i turističkih punktova (lokaliteta) u njenoj zoni. Prostornom analizom ukazano je na stepen koncentracije/grupacije turističkih punktova i zona u neposrednoj zoni pruge, što omogućava njihovo kombinovanje, povezivanje i formiranje turističkog itinerera. Kako je danas prostorna organizacija turizma značajan segment ukupnog privrednog razvoja, predložen je koncept prostorne organizacije turizma, zasnovan na formiranom turističkom itinereru. Ovako koncipirana prostorna organizacija turizma, doprinela bi očuvanju prirode i životne sredine usled smanjenja koncentracije turista u samo jednoj zoni.Urednici: Dejan Filipović, Velimir Šećerov, Dejan S.
