Regulation 61-33: Drycleaning Facility Restoration Trust Fund
This regulation outlines the procedures for implementing the Drycleaning Facility Restoration Trust Fund Act. It sets forth criteria for determining the priority of rehabilitation for Drycleaning Facilities contaminated with Drycleaning Solvents using funds provided under the Act. It applies to dry cleaners, individuals, and wholesalers registered with the Department of Revenue who have used or owned facilities related to Drycleaning Solvents. However, it does not apply to dry cleaners who have chosen not to participate in the fund, government-owned dry cleaners, textile mills, linen supply, or uniform rental facilities that were not commercial Drycleaning Facilities before July 1, 1995, and Releases resulting from gross negligence after November 18, 1980

Federal FY 2025 DWSRF Emerging Contaminants Grant Intended Use Plan For State FY 2026
The Drinking Water State Revolving Fund (DWSRF) was created by the 1996 amendments to the federal Safe Drinking Water Act (SDWA) to assist public water systems with financing the cost of infrastructure needed to achieve or maintain compliance with the SDWA. Section 1452 of the SDWA authorizes the Administrator of the US Environmental Protection Agency (EPA) to award capitalization grants to states to provide seed money for the purpose of establishing a low-interest loan program (the DWSRF) and other types of assistance to eligible water systems. This Intended Use Plan (IUP), required under the SDWA, describes how South Carolina proposes to use available DWSRF funds for State Fiscal Year (SFY) 2026 (July 1, 2025 through June 30, 2026) provided by federal funds allocated to South Carolina through the DWSRF Emerging Contaminants appropriations for FFY 2025
