Efectos del pago realizado luego de declararse la prescripción en materia tributaria: ¿Pago indebido u obligación natural?
Get PDFIn Ecuador there is uncertainty as to the effects of the payment of a tax obligation even though the prescription has been declared. There are two different opinions on this matter. The tax law understands the prescription to disappear the obligation. If this is the case, a subsequent payment opens the possibility of requesting an improper payment. It is also determined as the extinction of the recovery action of the taxpayer. The article analyzes, by means of an analysis of the most relevant norms and doctrine, the effects of the prescription. In the results of the study, it is concluded that, together with the prescription, the action of the active subject is eliminated. Therefore, by means of the supplementary nature of the norm, the prescribed tax obligation becomes natural since there is no right to demand the obligation and granting it a right of retention.En Ecuador existe incertidumbre sobre los efectos del pago de una obligación tributaria a pesar de haberse declarado la prescripción. Al respecto, se enuncian dos criterios distintos. El primero, se basa en que la norma tributaria entiende la prescripción como una forma de desaparecer la obligación. Si fuera así, un pago posterior abre la posibilidad de solicitar un pago indebido. Por otro lado, se la determina como la extinción de la acción de cobro del sujeto activo. En ese sentido, el artículo analiza los efectos de la prescripción, concluyendo que junto a la prescripción se elimina la acción del sujeto activo. Por tanto, mediante la supletoriedad de la norma, la obligación tributaria prescrita deviene en natural al no existir un derecho para exigir la obligación, otorgándole un derecho de retención
Integrando la ciencia ciudadana y la educación para fomentar los vínculos entre las personas y la naturaleza en áreas urbanas
Get PDFUrban green areas can host important biodiversity and maintain natural resources and environmental services. In an increasingly urbanized world, these areas play fundamental roles in mitigating the negative impacts of urban growth and climate change and are essential for a healthy environment. A key aspect to promote the development of harmonious and lasting relationships between humans and nature in urban areas is the generation of processes that call for the reflection, reconstruction and resignification of the interactions between people and green areas and that encourage the construction of knowledge and experiences. Citizen science is an excellent strategy to promote the involvement of people in nature activities and has been used around the world as an effective tool in environmental education, with better results than traditional tools. The purpose of this article is to present activities that have been promoted by the outreach project "Celebrating Urban Nature," with the aim of promoting links between people living in urban areas and biodiversity, through the synergy between citizen science and education. In particular, we highlight two case studies carried out in schools in Quito, the first focused on the integration of citizen science and the Sustainable Development Goals and the second on the creation of learning spaces through the "Jardines Silvestres\u27\u27 program.Las áreas verdes urbanas pueden alojar una importante biodiversidad y mantener recursos naturales y servicios ambientales. En un mundo cada vez más urbanizado, estas áreas juegan roles fundamentales para mitigar los impactos negativos del crecimiento urbanístico y del cambio climático, y son indispensables para un entorno saludable. Un aspecto clave para promover el desarrollo de relaciones armoniosas, cercanas y duraderas entre los humanos y la naturaleza en zonas urbanas es generar procesos que llamen a reflexionar, reconstruir y resignificar las interacciones de las personas y las áreas verdes, y que fomenten la construcción de conocimiento y experiencias. La ciencia ciudadana es una excelente estrategia para involucrar a las personas en actividades de naturaleza y se ha utilizado alrededor del mundo como una herramienta efectiva en los procesos de educación ambiental, con mejores resultados que las herramientas tradicionales. El propósito de este artículo es presentar actividades impulsadas por el proyecto de vinculación "Celebrando la Naturaleza Urbana", con el objetivo de promover los vínculos entre las personas que viven en áreas urbanas y la biodiversidad, mediante la sinergia entre la ciencia ciudadana y la educación. En particular, destacamos dos casos de estudio realizados en colegios de Quito, el primero enfocado en la integración de la ciencia ciudadana y los Objetivos de Desarrollo Sostenible, y el segundo sobre la creación de espacios de aprendizaje a través del programa "Jardines Silvestres"
A Data Driven Solution to the Dark Matter Problem

We present redundant, independent and consistent measurements of the dark matter particle comoving root-mean-square velocity vhrms(1), or equivalently, of the dark matter temperature-to-mass ratio. These measurements agree with the “no freeze-in and no freeze-out” scenario of spin zero dark matter that decouples early on from the Standard Model sector, e.g. spin zero dark matter coupled to the Higgs boson or to the top quark.

ANIDACIÓN DEL SALTADOR GOLIANTEADO Saltator maximus (THRAUPIDAE) Y PRIMER REPORTE DE PARASITISMO POR EL VAQUERO BRILLOSO Molothrus bonariensis (ICTERIDAE)
Get PDFThe Buff-throated Saltator Saltator maximus is common in open areas, second-growth vegetation, and borders from southern Mexico to southern Brazil. Although there is published information on its breeding biology, knowledge is still scarce. Here I describe two nesting events in northwestern Ecuador and present the first record of brood parasitism by Shiny Cowbird Molothrus bonariensis on S. maximus. I studied two nests in March–May 2020 and collected data on nest composition, dimensions, and daily eggs’ and nestlings’ weight. The nests were bulky cups, and the clutch consisted of two light blue eggs with black lines and scrawls on the larger pole. The incubation period was 14 days. The average rate of weight loss in the egg was 0.04 ± 0.01 g/day and the daily weight gain of the chicks was 1.87 g/day. In contrast, M. bonariensis chicks gained weight more rapidly (1.99 g/day). One nest was probably predated; chicks in the other nest died after being infested by Philornis sp. (Muscidae). I believe it is important to document nesting events in detail, which allows estimating the impact of brood parasitism and ectoparasites on reproductive success.El Saltador Golianteado Saltator maximus es común en áreas abiertas, vegetación secundaria y bordes de bosque desde el sur de México hasta el sur de Brasil. Aunque existe información publicada sobre su biología reproductiva, el conocimiento aúnes limitado. En este trabajo describo dos eventos de anidación en el noroeste de Ecuador y presento el primer registro de parasitismo por el Vaquero Brilloso Molothrus bonariensis hacia S. maximus. Estudié dos nidos en marzo–mayo de 2020 y tomé datos sobre composición del nido, dimensiones y medidas de pesos diarios de huevos y polluelos. Los nidos tenían forma de taza voluminosa; el tamaño de la puesta fue de dos huevos de color celeste con líneas y estrías negras en el polo mayor. El periodo de incubación fue de 14 días. La tasa promedio de pérdida de los huevos fue de 0,04 ± 0,01 g/día y el incremento de peso diario de los polluelos fue de 1,87 g/día. En contraste, los polluelos de M. bonariensis ganaron peso más rápidamente (1,99 g/día). Un nido fue probablemente depredado, y en el otro nido los polluelos fueron infestados por Philornis sp. (Muscidae). Considero que es importante documentar detalladamente eventos de anidación que, además, permitan estimar el impacto de parasitismo de cría y ectoparásitos en el éxito reproductivo de las especies

Get PDFEn el marco del aniversario número 60 de creación del Parque Nacional Galápagos, como área protegida, estamos muy contentos acerca del desarrollo de IV simposio anual sobre investigación y conservación, organizado por la Dirección Parque Nacional Galápagos (DPNG) y el Galápagos Science Center (GSC) , es un evento único que reunió a participantes interdisciplinarios y multiculturales de todo el mundo con un interés y objetivo común: la investigación aplicada y la conservación de Galápagos y su entorno.
El conocimiento científico es el eje del desarrollo de los pueblos , razón por la cual, el simposio pretendió compartir este conocimiento con la comunidad. El simposio fomentó la discusión, el debate y el intercambio de conocimientos, técnicas de investigación y experiencia para hacer frente a nuevas preguntas sobre la investigación y retos en la conservación de Galápagos .
El cuarto simposio anual se llevó a cabo junio 25 y 26 , 2019 08:00-19:00. En el Centro de Convenciones Charles Darwin en la Isla San Cristóbal-Galápagos.
El simposio tuvo como objetivo principal evidenciar la importancia de la investigación como un campo de búsqueda de soluciones y compartir los esfuerzos nacionales, regionales e internacionales de conservación, proporcionando un lugar para el intercambio de las prácticas de investigación y conservación de punta.
Los expositores del simposio han sido capaces de promover su investigación, conectar con otras personas que trabajan en su campo, y capacitar a los futuros investigadores. La idea de esta reunión fue también proporcionar una oportunidad única para que los participantes colaboren en proyectos, crear nuevas asociaciones y crear las redes internacionales vitales para la conservación exitosa

No full textThis paper aims to answer the question of how the flexibility principle is being applied today in Ecuadorian local arbitration. To this end, it provides an overview of how this issue has been approached over the years. Subsequently, a brief description of the principle is provided to move towards an analysis of the limits established by Ecuadorian arbitration rules and the country’s arbitration culture for an application of the principle of flexibility. Then, the progress that has been made in recent years is analyzed. And lastly, the initial question is answered by indicating that progress has been made in the proper application of the flexibility principle in Ecuadorian arbitration. However, there is still work to be done.Este trabajo busca responder la interrogante sobre cómo se aplica actualmente el principio de flexibilidad en el arbitraje local ecuatoriano. Para ello, primero se brinda una perspectiva de cómo ha sido abordado este tema a lo largo de los años. Posteriormente, se realiza una breve descripción respecto del principio. Esto con la finalidad de avanzar hacia un análisis de los límites que establece la normativa de arbitraje ecuatoriana y la cultura arbitral del país para la aplicación del principio de flexibilidad. Después se observan los avances en este tema en los últimos años. Finalmente se contesta la pregunta inicial indicando que se ha avanzado en una debida aplicación del principio de flexibilidad en el arbitraje ecuatoriano. Influencia de la viruela símica en los fact-checkers españoles: Análisis de su actividad en Facebook
Get PDFThis article analyzes the publication and interaction dynamics of fact-checkers on Facebook during the crisis caused by monkeypox in Spain. For this, a quantitative analysis of a total of 2,740 publications issued by the 4 Spanish fact-checkers is carried out. The results show that monkeypox has barely had an impact on the activity or interaction received by the Spanish fact-checkers in their verifications.Este artículo analiza las dinámicas de publicación e interacción en Facebook de los fact-checkers, durante crisis provocada por la viruela símica en España. Para ello se realiza un análisis cuantitativo de en un total de 2.740 publicaciones emitidas por los 4 fact-checkers españoles. Los resultados muestran que la viruela símica apenas ha tenido un impacto en la actividad o interacción recibida por los fact-checkers españoles en sus verificaciones
Competencias organizacionales del Comunicador Social del ECU 911 ante situaciones de crisis
Get PDFThis research identifies and analyzes the competencies of the social communicators of SIS ECU 911 and how crisis communication was handled during the health emergency. Methodologically, the in-depth interview instrument was applied to members of ECU 911. The results show that the professionals who perform the strategic exercise of their function within centers such as SIS ECU 911 are communicators who have a holistic vision of interdisciplinary work in communication sciences, with a capacity for rapid response in terms of decision making; since this type of establishments by their organizational nature are in constant crisis and in turn have a multipurpose management of the different branches of communication.Esta investigación identifica y analiza las competencias de los comunicadores sociales de SIS ECU 911 y como se ha manejado la comunicación de crisis durante la emergencia sanitaria. Metodológicamente se aplicó el instrumento de la entrevista a profundidad a los miembros del ECU 911. Al hablar de los resultados, se constata que los profesionales que desempeñan el ejercicio estratégico de su función dentro de centros como el SIS ECU 911 son comunicadores que cuentan con una visión holística del trabajo interdisciplinario en ciencias de la comunicación, con capacidad de respuesta rápida en cuanto a la toma de decisiones; ya que este tipo de establecimientos por su naturaleza organizacional se encuentran en crisis constantes y a su vez tienen un manejo polivalente de las diferentes ramas de la comunicación

The prevalence of obesity among children age 5 to 19 was 20% or more in various countries in the Pacific, Eastern Mediterranean, Caribbean and the Americas. Also, overweight children are at greater risk of being overweight or obese in adulthood. On the other hand, there were 1,900 million overweight adults in 2020, and obese adults reached 0.6 million that same year.
