    [Excerpt] Eurofound’s new multiannual work programme was launched in 2017, initiating a series of research and communication activities in the areas that the Agency has identified as critical to progress in the upward convergence of living and working conditions across Europe. These six strategic areas for intervention are: 1. Working conditions and sustainable work 2. Industrial relations 3. Labour market change 4. Quality of life and public services 5. The digital age: Challenges for work and employment 6. Monitoring convergence in the European Union Labour markets are healthier than they have been in a decade, with more people in work than ever before and the number of people active in the labour market at an all-time high. Unemployment is decreasing across the Member States, and youth unemployment fell dramatically over the course of 2017. While these are undeniable achievements, other dimensions of the employment narrative, highlighted by Eurofound’s labour market research, also demand our attention: the fact that there are not enough jobs to meet the demand for work, that too many workers struggle with poverty, and that a large group of people are completely alienated from the labour market, all of which is socially destructive. The social impact of economic change and political decisions was set out in the first major output of Eurofound’s programme – the results of the 2016 European Quality of Life Survey (EQLS). This rich data source describes a Europe that has rallied from the wreckage of the recession. Across many dimensions of quality of life, Europeans are doing at least as well as before the economic crisis, if not better. But as well as heralding good news, the EQLS sends a clear signal that groups within our society are being failed by the economy, the labour market and social policy, that significant social inequalities remain, and that many citizens are anxious about the future

    This working paper addresses how energy systems and services in South Asia can improve women’s economic empowerment and well-being. It focuses on integrating gender equity considerations into technology design and on drawing women into this process for equal employment opportunities. South Asia’s low-carbon energy transition has significant implications for gender equality and social inclusion. The rising energy demand and the commitment to mitigate climate change are the driving force in energy technology innovation. This paper is the beginning of an ongoing research project that will also include a pilot program to field test a gender equality and social inclusion reference energy system

    Key Points: Cambodia is endowed with an ample supply of labor, but the labor force is characterized by low levels of education and skills. As technological change and competitiveness increase, there is a growing demand for an adaptable workforce with both cognitive and noncognitive skills. The government has an important role in ensuring access to basic education and technical and vocational training to a qualification and standard that supports entry into the workforce, but partnership with industry in workforce development is even more essential in responding to the changing demands of technology in the workplace. Countries are exploring different partnership models toward ensuring actual training is funded and driven by industry. Experiences also show that industry is a reluctant partner at the outset, and that piloting a skills development scheme to build credibility and confidence among partners, especially industry, is important before a full-fledged skills development fund can be established

    Statutory Minimum Wages 2018

    The term ‘minimum wage’ refers to the various legal restrictions governing the lowest rate payable by employers to workers, regulated by formal laws or statutes. This report provides information on statutory minimum wages that are generally applicable in a country and not limited to specific sectors, occupations or groups of employees. While the scope of the report covers all 28 EU Member States, the main findings relate to the 22 countries that had a statutory minimum wage in place in 2018. In the majority of countries, the social partners have been involved in the setting of the minimum wage in 2018 – in marked contrast to the beginning of the decade when minimum wage-setting was characterised by strong government intervention. While the highest increases in the minimum wage were recorded (in nominal and real terms) in Bulgaria and Romania, both of these countries – as well as several others – have a long way to go to catch up with the minimum wage levels prevailing in western European countries

    Good Food Purchasing for the Buffalo Public Schools

    Good food is vital for our students and our community. Recognizing the important connections between the amount and quality of food that students receive, their behavior, and their academic performance, numerous stakeholders within Buffalo Public Schools (BPS) and the community have taken strides to improve school food. This report provides an initial overview of the current status of school food at BPS and many of these school food improvement initiatives. Based on interviews with local school food stakeholders, experiences from other school districts across the United States, and various other studies analyzing school food, this report documents the successes thus far and assesses where there is room for improvement. The analysis is framed within the Good Food Purchasing Program’s (GFPP) core values: local economies, nutrition, labor, environmental sustainability, and animal welfare
