ОПРЕДЕЛЕНИЕ ПАРАМЕТРОВ И ИХ ЗАВИСИМОСТЕЙ В АККАУНТАХ СОЦИАЛЬНЫХ СЕТЕЙ
В статье приведена статистика использования социальных сетей по итогам 2018 года на территории Республики Казахстан в сравнении с данными Комитета статистики. Из года в год основными целями использования Интернет гражданами страны является участие в социальных сетях, размещение информации и обмен мгновенными сообщениями, что показывает все увеличивающийся интерес к социальным сетям. В свою очередь, целью статьи является определение параметров, указывающих на реальность аккаунта. Отобраны три группы параметров: информация об аккаунте, наполненность аккаунта и друзья. Согласно открытой информации социальных сетей и их API, каждая группа включает в себя ряд параметров, указывающих, что аккаунт принадлежит реальному или фейковому пользователю. Пример указанных групп параметров приведены на примере использования Graph API Explorer социальной сети Facebook. Дополнительно, проанализированы зависимости между параметрами и как они могут повлиять на результаты алгоритма. В статье предложена гипотеза – на основе друзей и выявленных родственных отношений, возможно более точно определить принадлежность аккаунтов к реальному человеку и результаты проверки гипотезы
CENTRALIZED COLLECTION AND ANALYSIS OF LABORATORY RESEARCH RESULTS ON COVID-19
This article describes the process of centralized collection of laboratory study results for COVID-19. Their further analysis using web service technology since the spread of COVID-19 has affected the economic and social life in all countries of the world, including the Republic of Kazakhstan, which has led to an acceleration in the adopting of digital technologies in a wide variety of areas. Digitalization contributes to the transition to the online environment of health care, office work, education, and receiving more data on the spread of the virus, and exchanging information on laboratory studies results. The presented solution is an analytical module and it is based on the LIS SmartLAB platform [1]. It performs complex automation of the laboratory, in particular, PCR (polymerase chain reaction) [2] laboratory, observing all work processes to obtain reliable results by direct interaction with laboratory equipment according to international standards HL7 (English Health Level 7) [3], ASTM (English American Society for Testing and Materials) [4] and automatic detection of deviations from regulatory data. For implementing of the solution, used LIS SmartLAB platform, and PHP 7.3 was used as the API development language, and MariaDB 10.3 was used as the DBMS. At present, the analytical module has been tested in four PCR laboratories for transferring the results of laboratory studies to the portal of the “National Center for Expertise” of the Committee for Quality Control and Safety of Goods and Services of the Ministry of Health of the Republic of Kazakhstan
SYSTEM OF PREVENTIVE АCTION OF CONSTRUCTION ENTERPRISES ON THE BASIS OF IDENTIFICATION OF ANTICRISIS POTENTIAL
Peculiarities of formation of anti-crisis potential of construction enterprises are considered. Construction companies are rapidly adapting to the requirements of the digital economy, transforming the management structure, business processes. To improve the system of preventive protection and protection of enterprises from loss of viability and subsequent self-liquidation or bankruptcy, a system of indicators is proposed, which allows to identify existing risks and threats at an early stage. In order to improve the mechanism of control of the stability of the system of anti-crisis potential of construction enterprises in the medium term, a cluster analysis was performed. The study was based on 53 enterprises of the type of activity «construction». This study allowed us to identify the most important, priority, leading indicators of the loss of economic security and to clarify the threshold values of these indicators and the degree of their «blurring» in the unstable conditions of the external economic environment. Indicators of crisis state of construction enterprises are determined by means of fuzzy sets, among which it is possible to allocate: level of capital consumption by owners, level of operating sales on retained earnings, return on working capital on retained earnings, cost ofoperating expenses on personnel costs, term of accounts payable. The main direct and indirect signs of deterioration of the anti-crisis potential of the enterprise are revealed. The model of information interaction of divisions of the enterprise is offered. All processes of information exchange with the help of IMS (Information Management System) have the ultimate goal of the maximum possible exclusion from the business practice of paper documents and the transition to direct paperless data exchange (in the practice of construction is an example of creating a BIM-model of objects)
MODEL OF STRATEGIC ANALYSIS OF FORMATION AND ADMINISTRATION OF INVESTMENT ACTIVITY OF STOCKHOLDER CONSTRUCTION COMPANY
The article analyzes the market position of construction companies and builds a justification for updated methodological and analytical tools for evaluating, selecting, and building a productive system of portfolio administration of housing projects, which are implemented in a single operating system of the development company. The problems of investment activity of stakeholder construction companies, which have been constantly carried out in many countries by prominent foreign and domestic scientists, have been studied. Several variants of circumstances that shape the external and internal environment of the developer are analyzed, which must be taken into account when determining the strengths and weaknesses of the enterprise, its capabilities and threats, which provides a general picture of the internal situation and is important for developing optimal strategy for the enterprise.The operating system is determined by the introduction of fundamentally new updated scientific and applied tools designed to provide the development company with a clear formalization and proper analytical support of the processes of formation, analysis, and productive subsequent administration: the leading innovation of the tools introduced commercial housing construction, which are implemented in a complex economic and managerial format – production-technological, resource-logistical and administrative management of the content of business processes of project cycles as part of the portfolio of housing construction projects of the developer
EFFECTIVE MANAGEMENT AND OPTIMIZATION OF BUSINESS PROCESSES
This article discusses the problems of introducing an effective business, as well as optimizing business processes. Various approaches to managing and optimizing business processes are analyzed. The reasons for which it is necessary to improve the process and each component of this process are identified and described. Two main approaches to improving business processes are considered: functional and approach, the main differences between them, as well as the advantages and disadvantages of each of them are demonstrated. Any process has a life cycle, thanks to which it follows; the article considers the life cycle of six sigma. Based on the material studied, methods for improving business processes are proposed, and the role of the leader is examined, and concepts such as creative management and a creative manager are examined and what their role is in modern business. Any life cycle needs modeling, timely improvement, so that the company can get good results, so managers and chief managers must follow the simple rules discussed in the article in order to simulate the business process “as is” and “as it should be” , you can use the Business Process Management Notation and special software designed for this. The general conclusion of the article is that each company should choose its own approach and method of optimizing business processes based on general principles
МНОГОУРОВНЕВОЕ ГИБРИДНОЕ УПРАВЛЕНИЕ ИНФРАСТУКТУРНИМИ ПРОГРАМАМИ
Анализ тенденций развития систем управления инфраструктурными программами показывает, что ключевыми факторами являются надежность реализации, эффективность при создании ценностей и экологическая гармонизация. При этом повышение уровня эффективности инфраструктурных программ являются стратегическими направлениями развития большинства стран мира. Ключевую роль в успешном решении насущных проблем инфраструктурных проектов и программ, включая удовлетворение определенных отраслей экономики с улучшением состояния окружающей среды, определять инновационные технологии, направленные на развитие «интеллектуальных» технологий. Проведенный анализ и проблем систем регионов, городов, поселков и потребителей определил актуальность и практическую значимость исследований, по реализации инфраструктурных проектов в условиях турбулентности, построения гибридной многоуровневой методологии управления инфраструктурными программами на основе конвергентного сбалансированного подхода. При этом выявлены проблемы и вызовы по внедрению инфраструктурных проектов и программ как драйверов развития. Построена холистическая модель решения проблем реализации инфраструктурных проектов и программ на основе многоуровневого дуального управления в пределах гибридных методологий, объединяющих разные по принципам управления модели. Проведенные экспериментальные исследования предложенных подходов, моделей и методов управления инфраструктурными программами подтвердили их адекватность и эффективность. Методология многоуровневого проактивного дуального управления инфраструктурными проектами на основе адаптивных технологий базируется на трех взаимосвязанных адаптивных системах: планирование и формирование, мониторинга и управления изменениями, и регламентирует формирование устойчивого к возмущениям в процессе управления, позволяет предотвращать существенному снижению качества управления и потере управляемости проектной деятельности
USING OF ADDITIONAL METHODS OF USER AUTHORIZATION
The article considers the methods of additional authorization of users of information systems, their advantages, and disadvantages, typical examples of usage. Multifactor authentication is becoming a standard tool for verifying the identity and access rights of information systems, from banking operations to access to enterprise databases. With the expansion of the spheres of use of various information systems, applications, and services, users of the systems get new opportunities, convenience, and mobility. But at the same time, there is a problem of secure and controlled access, authorization and identification of the user, confirmation of his authority. The options under consideration cannot be limited to service delivery alone: mechanisms could and should be used in various combinations. In addition to the analysis, experiments were carried out on implementing and testing additional authorization mechanisms, and feedback from end users was collected. Each of the methods was evaluated from many angles: ease of implementation, ease of use by the end user, availability, and adequacy of use. At the same time, there is no way to identify the optimal and universal method of additional authorization, since various service sectors have their own requirements for accessibility, reliability, and security. One can single out corporate services that provide data exchange, data processing or analytics, or remote management services industrial network management as the most promising areas for implementation. The authors analyzed the various methods most widely used in the security market, their capabilities, advantages, and disadvantages. The authors did not set the goal of nominating one selected mechanism as a priority; therefore, no recommendations are given to use a particular method
INTEGRATED ANTI-RISK MANAGEMENT OF CONFLICTS OF A SCIENTIFIC PROJECT IN A BEHAVIORAL ECONOMICS
The object of the research is the processes of managing uncertainties such as risks, conflicts, and factors of behavioral economics which may have negative consequences for a scientific project. The study has revealed that the success of any project depends onthe ability of the project manager to effectively manage his team to meet the values of each stakeholder and the goals of the project itself. To solve this goal it is necessary to complete the following tasks:• analysis of methods of integration of risk management, conflicts and factors of behavioral economics;• justification of the necessity to build integrated anti-risk management of conflicts in behavioral economics;• to carry out conceptual modeling of integrated anti-risk conflict management in behavioral economics.A conceptual model of integrated anti-risk management of conflicts of a scientific project in the context of behavioral economics is proposed, built based on the “Change Management Iceberg” model. The management of scientific projects has been further developed through the integration of methodologies: project management, the theory of stakeholders, risk management, HR management, conflict management, and behavioral economics. A conceptual scheme of integrated anti-risk management of conflicts of a scientific project in behavioral economics has been developed which allows a project manager to manage uncertainties(risks, conflicts, factors of behavioral economics).Research refers to the project management methodology and improves it by integrating the processes of risk, conflict, and behavioral economics management into one process. The main goal of the study is to reduce and eliminate all negative consequences in a scientific project, to complete it within the approved budget, terms and a certain quality
MODELS AND MECHANISMS MANAGEMENT OF PROGRAM PROJECTS OF SOCIO-ECONOMIC DEVELOPMENT THE TERRITORIES
The scientific article considers an important scientific and applied problem of developing models and mechanisms for projects and programs management for the socioeconomic development of territories by means of financial regulation instruments. The priority of reorienting the paradigm of project management using mechanisms of financial regulation and project management is justified. The genesis of the problem of projects and programs management for the development of territorial socio-economic systems was researched on the example of leading scientific schools. An informational and literary analysis of modern trends in the implementation of large-scale programs and projects for the socio-economic development of territories was carried out on the example of Ukraine, Kazakhstan and Japan. Based on the informational and literary analysis of modern trends in the implementation of programs and projects for the socio-economic development of territories, specific categories of development projects were formulated taking into account the cross functional culture of the multi-project environment. A life cycle model has been developed for the development projects of the regional socio-economic territorial system. A definition of a regional socio-economic territorial system is given using project management definitions, in particular the concept of a project environment. The synergistic effect of the socio-economic development projects and programs is achieved precisely by integrating the best project management practices using the P2M methodology, financial regulation tools using subsidies and subventions for targeted program projects as sources of financing projects and public-private partnership mechanisms. The scientific results obtained in the article complement the existing methodology for managing programs and portfolios of regional development projects and change the vision of the value characteristics of the project by reloading the existing management paradigms using financial regulation mechanisms
THE EXPERT SYSTEM OF CONTROL AND KNOWLEDGE ASSESSMENT
The article deals with the problem of objective knowledge assessment using expert automated systems for monitoring and evaluating knowledge. The expert systems of control and knowledge estimation are usually developed on the basis of different approaches to constructing a question and answer on test. The analysis of existing testing methods made it possible to conclude that questions with selective and selectively constructed types of answer do not always allow objectively assessing the knowledge of trainees, which reduces the stimulating effect of pedagogical evaluation on cognitive activity of trainees, and the quality of the learning process as a whole. The article proposes a method of knowledge estimation, which is based on a new approach to constructing a question and answer that allows a freely designed form of a test response. Such answer is analyzed by a set of criteria for its formation based on the developed algorithms for the criteria for assessing their quality. This makes it possible to apply the obtained results to solve the scientific problem of objective knowledge assessment using testing. The proposed approach gives an opportunity to expand the functions of tests, thereby increasing the approximation degree of the estimation for the test to the level of the real knowledge of students. The purpose of the article is to justify the effectiveness and develop the expert system of control and knowledge assessment.
