    Human capital in the system of sustainable development goals: significance and prospects

    The concept of human capital through the prism of international economic relations and the problem of achieving sustainable development goals are considered in this paper. The value of HCI in the system of assessing the prospects for the development of human capital at the global level is shown. The characteristics of the relationship between HCI components and sustainable development goals are given. The analysis of the ranking of the countries of the world by the HCI is given. The features of the BRICS countries are revealed: despite the high potential for the development of human capital, it is not always used effectively, which is reflected in the implementation of the program to achieve sustainable development goals. It is shown that in modern conditions, the concept of sustainable development of human capital is of decisive methodological importance. It is based on the need to maintain a balance of various spheres of human life, reflecting, in fact, the quality of his life. The COVID-19 pandemic has strengthened the importance of anchoring the principles of this concept at the global level

    Since the World Health Organization declared the Corona Covid-19 virus as an epidemic, in the following, the Indonesian Government also stated that the Corona virus problem has become a non-natural national disaster. The President of the Republic of Indonesia and the Regional government together with their staff are helping one another in preventing the spread of Covid-19 in Indonesia. Many government bureaucratic efforts have been made by issuing policies as the initial steps to prevent the spread of Covid-19. As the implementer of the bureaucracy, the Government always strives to provide effective public services in efforts to prevent the spread of the Corona Covid-19 virus in society. From the central level to the heads of the provinces, Regencies and even the municipal governments. This study applies the content analysis method, in which the content analysis is limited to newspaper media which convey information related to some policies information presented by each head of government, both in several regions and countries. The purpose of this research is to provide education to the public in dealing with global disasters and efforts to prevent them. The results show that the bureaucratic efforts of the central government and local governments through various policies have carried out many communication strategies for their respective regional communities through coercion, informative, expulsion, targeting, persuasion and excess techniques in message packages in the form of instructions, to the public to prevent Covid-19 in their area. However, the techniques of coercion up to the approval stage are enforced to prevent the effect of violations on offenders. The central government in this case has not maximized its roles in implementing a comprehensive communication strategy for all local governments. This is due to the absence of the National Command from the central government which seems to be slow in preventing the transmission of Covid-19, which has become a global disaster, including in Indonesia

    Study of student’s self-isolation adaptation strategies during the Covid-19 pandemic

    The COVID-19 epidemic, which turned into a pandemic, has led to the introduction of lockdown in many countries as a measure to prevent the spread of the virus. Significant changes have occurred in the lives of Russian students. The research objective is to study students’ strategies of adaptation to the self-isolation caused by the need to prevent the spread of COVID-19. To achieve this purpose, an online survey of students was conducted, followed by a correlation analysis of the data. The survey involved 269 students aged 17-21. In self-isolating conditions, students prefer to use strategies aimed at self-change. Two groups of strategies are distinguished in the structure of students’ adaptive behavior, between which there are positive correlations of average strength. The first group includes students’ preferable behavior strategies (accommodating, self-change, and self-immersion). The second group consists of strategies that are not popular among students (environment changing, waiting, avoidance, and passive self-representation). Male students are more active in solving problems than female students. The research results expand the existing understanding of students’ reactions to changes related to self-isolation. They can be useful to teachers, psychologists involved in assessing the social consequences of the COVID-19 pandemic on students

    Curriculum Design and Scholarship for New Educators: A Professional Development Workshop for Medical Students

    Introduction: Medical students' professional development includes their role as educators. Despite greater opportunities to join medical education curriculum development, medical students' engagement in these activities remains limited. A recent national study on student leadership in curricular change revealed a formal lack of leadership and training in medical education as significant barriers. Medical students' unawareness of how to disseminate curricula as educational scholarship and its value to their careers also restricts the fullness of their formation as educators. Methods: We designed a 3-hour, interactive, project-focused conference workshop for medical students without prior knowledge in curriculum development. Of participants, 64 worked in 10 groups creating medical curricula using Kern's six-step approach in student-facilitated breakout sessions. Completed group projects were presented, including brief action plans for transforming their work into scholarship. The workshop was evaluated using a mixed-methods approach. Results: Of survey respondents, 44 mostly medical students, faculty, and administrators from different institutions rated the workshop as a very positive experience, and the pacing of the breakout groups as effective. A notable increase in self-reported mastery, as measured by learning objectives aligned with Kern's six-step model, was recorded from student respondents as compared to faculty. A sense of readiness to participate in curricular decisions either at the home institution or in individual career paths was evident from narrative comments. Discussion: Our workshop provided medical students with a foundation in curriculum development and educational scholarship. Session design provided flexibility in the pace of breakout sessions and allowed in-depth discussion of educational topics

    Problems of Professional Self-Development Among Undergraduates in the Digital Space, Identified During the COVID-19 Pandemic

    The article examines the problems of professional self- development among undergraduates in the digital space, identified during the COVID-19 pandemic. The results of the study showed that students have characteristics that are necessary for further personal growth. They want to know themselves and ready to change and learn new things, improve themselves. Conducted during a pandemic and distance learning in self- isolation showed that 50% of students expressed satisfaction with this form of education, explaining their opinion with a high level of independent search for the necessary information, opportunities for self-development, self-realization, and self-improvement. Among the difficulties of distance learning, all surveyed identified: search and critical analysis of digital information; communicative dissatisfaction, the need for approval. The surveyed students in their self-development need a micro- and macro- environment that would create a secure creative educational space. It is necessary to search for new solutions to overcome psychological barriers associated with the need for self-development as future highly qualified specialists in the context of modern trends in the development of digital education

    The influence of technological changes in energy efficiency on the infrastructure deterioration in the energy sector

    The energy and its entire related infrastructure are the main drivers for a economic development and for ensuring a good level of employment. As part of a global study about international energy sector, we evaluate here the impact of technological changes on the state of the energy infrastructure. This study includes a detailed analysis of the global challenges facing the energy industry. We propose scenarios for the development of a modernized energy infrastructure with an assessment of the entire energy system. Our evaluation indicators are chosen in terms of the reliability of the energy infrastructure, of its quality, of the accidents that may happen and of the consequent environmental risks. This study is particularly adapted for forecasting the necessary measures (of technical nature, of governance kind) that have to be implemented to reduce the acceleration of the infrastructure deterioration rate. Our results reveal that the use of digital and information technologies has many positive impacts on the development and on the control of an efficient consumption of energy. In addition, our predictions, due to the further modernization of the energy sector, can contribute and help in the creation of preconditions that will be highly stimulating and profitable to the growth of investments in the energy infrastructure

    Application of digital tools to enhance tax administration processes

    The article discusses approaches to organizing the process of tax administration, reveals the problems and prospects of tax administration through the use of digital tools. The theoretical aspects of tax administration are investigated, the subject and subjects of tax administration are described, the functions and conditions for the implementation of administration processes are revealed. The main problems of tax administration that directly affect tax production are outlined, including: difficult integration of digital tools into the Russian tax space, synchronous interaction of tax administrations on the transfer of necessary data, and others. The main platforms and automated systems used in the practice of tax administration are characterized. Examples of use and statistics of the positive dynamics of tax collection after the introduction of digital resources are given. The ways of overcoming the existing problems, the solution of which will increase the efficiency of tax administration, thereby reduce arrears, increase the collection of tax payments and, as a consequence, increase the revenue side of the state budget

    The purpose of this work is to consider and highlight the main problems of introducing digital technologies into the work of agricultural organizations in Russia. Moreover, the main emphasis is placed on the coordination of the practice of using intelligent technologies and the rural contingent. Considered are decrees and resolutions of the Government aimed at the priority development of the agricultural sector of the Russian Federation (RF) through digitalization, for example, the order of the Government of the Russian Federation dated July 28, 2017 No. 1632-r “Digital economy of the Russian Federation”. The infrastructure of rural settlements in the Russian Federation, its state and composition of the population were studied, the shortcomings and problems associated with digitalization in the agro-industrial complex were identified, and ways of overcoming them were simultaneously proposed - in particular, the use of clustering of Russian regions to improve work in the agricultural sector of the Russian Federation, the determination of the main characteristics for carrying out multidimensional scaling both for all territories of the Russian Federation and for agriculture in each region
