Innovative solutions for forming supply chains in the conditions of economic instability
The article examines the changes in the requirements for the development and implementation of innovations in the process of forming and improving supply chains in the face of increasing economic instability. Economic instability is presented as the most important trend in the modern economy and significant factor forming new requirements for supply chains. This, in turn, involves the improvement of applied technologies and development of new technologies, as well as the search for progressive technical and managerial solutions to meet the interests of a wide range of business entities and consumers of goods and services. A distinctive feature of this study is the fact that economic instability is viewed by the authors through the prism of both economic and non-economic processes having, inter alia, an impact on the economic system, including political, military, environmental, epidemiological and other processes. The article focuses on the COVID-19 coronavirus pandemic, as well as its impact on logistics solutions, and the specific demands on supply chains. It is substantiated that the introduction of technical and managerial innovations in this area will allow us to take into account the features and consequences of the impact of COVID-19 on the economy and to effectively influence the processes associated with improving supply chains. Thus, it will ensure compliance with the requirements and conditions determined by modern conditions associated with increased economic instability

Compliance with legislation in general and the Federal Law “On Combating Legalization (Laundering) of Criminally Obtained Incomes and Financing of Terrorism" (AML / CFT) in particular, is a civic duty of the population and officials. At the same time, the media and Internet resources inform about its violation quite often. In this regard, the authors aimed to study the specialists’ value attitudes in relation to the AML/CFT law. For this purpose, a sociological survey was conducted on a multistage sample. The results were processed utilizing the adapted Table of Eleven (T11) methodology, based on the concept of rational choice, the theory of justified actions and the normative theory of law. To study the factors that affect compliance with the anti-money laundering law, the authors summarized and analyzed the opinions of the special officials of commercial banks, the AML / CFT specialists of the Central Bank of the Russian Federation, and the employees of units for combating economic and organized crime of law enforcement agencies. The results of the study indicate that the state anti-money laundering policy resonates with the special officials, the law itself is clear and understandable to the executors. However, control over banks, sanctions against violators and the indifference of the population and the business community in information interaction with regulatory authorities do not contribute to full compliance with the provisions of anti-money laundering legislation. Measures for the development of general solidarity in society and the expansion of financial literacy programs among entrepreneurs are called upon to significantly improve the environment for the implementation of the law. Financial and Legal Background of State and Banking Incentives for Digital Transformation of the Cultural Sphere During the COVID-19 Pandemic
The article is devoted to measures of state and banking stimulation of the digital transformation of cultural organizations during the COVID-19 pandemic, as well as the need for legal understanding of such concepts of Russian legislation as financial support, methods of financial support. The authors of the study propose regulatory changes to improve the financial and legal mechanism of interaction between participants in tax and public banking legal relations, including government bodies, as well as representatives of the banking sector to provide financial support to cultural organizations. It has been concluded that the state is the main subject of financial support for cultural organizations in Russia during the spread of the COVID-19 pandemic. At the same time, at the institutional level, the financial and legal regulation of the provision of such financial assistance has yet to be built
Sustainable development of agriculture in a large industrial region
The study provides an assessment of the state and prospects of sustainable agriculture in a large industrial region, which is the Sverdlovsk region, as the basis for its sustainable development in the new economic realities generated by the global pandemic of 2020 associated with the threats of COVID-19. The hypothesis of the study is the assumption that the sustainable development of agriculture in the region in the new conditions is provided by the accumulated economic potential in the conditions of the coronacrisis contradictions trigger. The purpose of the study is a comprehensive assessment of the real potential and level of food supply in the Sverdlovsk region, which is provided by agricultural producers, based on the analysis of their numerical composition, geographical location and the allocation of the structural orientation of their activities, the dynamics of its development in the context of new strategic challenges. An economic and statistical study of the agricultural sector of the economy of a large industrial region, the Sverdlovsk region, was conducted. To ensure representativeness, 143 agricultural producers were studied and the existing enterprises of the Sverdlovsk region were grouped as of 01.09.2020

The use of digital technologies in the administration of justice in the field of environmental crime
In the present paper the authors consider technological and legal problems that arise in the course of adopting information technology in legal proceedings. The authors analyze the efficiency of using digital technologies in the administration of justice within the crisis period of 2020 on the basis of the World Justice Project, worked out by the Council of European Commission for the Efficiency of Justice CEPEJ. These technologies are used by both courts of the Russian Federation and courts of some other countries. The paper presents the analysis of prospects to apply artificial intelligence in the work of courts during adjudication on certain categories of disputes (issuance of a court order, consideration of cases as summary judgment proceedings). In order to ensure accessibility of justice, the authors urge on necessity to turn to online legal proceedings; they also highlight the necessity to organize special legal services for individuals (free-of-charge) and for business entities. The paper calls for the urgency to create a special digital portal for pretrial settlement of disputes between legal entities
Teaching russian as a foreign language in the modern educational paradigm: training dictionaries
The work is devoted to the problem of intensification of teaching Russian as a foreign language in the process of formation and development of the lexical competence of students. The role of educational dictionaries of various types is emphasized. The Experimental Electronic Multilingual Dictionary of Military Terms is presented. It is based on ABBYY Lingvo software for teaching Russian to foreign students of military universities. His vocabulary includes a special vocabulary describing various segments of military activity (weapons, equipment, commands, military life, etc.). For each word there are translations into European languages (boi - English batttle, combat; French combat (m); Portuguese combate) and Asian languages (Laos ; Arabic ; Pashto ). The potential of an electronic multilingual dictionary in the implementation of multicultural and professionally oriented teaching of Russian as a foreign language in a non-linguistic university is identified. The role of the electronic translated multilingual thesaurus in the formation of speech professional competence, which ensures the removal of language barriers in the study of military-technical sciences by foreigners, is determined. The universality of the dictionary is characterized. It was created taking into account those national languages whose speakers receive special education in Russian military universities, and provides opportunities for the redistribution of classroom and independent work of students. Its effectiveness has been proven as a tool for modern interactive, multilingual and multicultural education
Prevalence of abuse against frontline health-care workers during the COVID-19 pandemic in low and middle-income countries.
Presence of viremia during febrile neutropenic episodes in patients undergoing chemotherapy for malignant neoplasms
The importance of viral infections as a leading cause of morbidity and mortality is well documented in severely immunosuppressed patients undergoing allogeneic stem cell transplantation. By contrast, viral infections generally receive less attention in patients with malignant disorders undergoing chemotherapy, where the onset of neutropenic fever is mostly associated with bacterial or fungal infections, and screening for viral infections is not routinely performed. To address the occurrence of invasive viral infections in a clinical setting commonly associated with less pronounced immunosuppression, we have prospectively screened 237 febrile neutropenic episodes in pediatric (n = 77) and adult (n = 69) patients undergoing intensive chemotherapy, primarily for treatment of acute leukemia. Serial peripheral blood specimens were tested by RQ-PCR assays for the presence and quantity of the clinically relevant viruses CMV, EBV, HHV6 and HAdV, commonly reactivated in highly immunocompromised patients. Viremia was documented in 36 (15%) episodes investigated, including the detection of HHV6 (n = 14), EBV (n = 15), CMV (n = 6), or HAdV (n = 1). While low or intermediate levels of viremia (<104 virus copies/mL) were commonly associated with bacterial or fungal co-infection, viremia at higher levels (>104 copies/mL) was documented in patients without evidence for other infections, raising the possibility that at least in some instances the onset of fever may have been attributable to the virus detected. The observations suggest that viral infections, potentially resulting from reactivation, might also play a clinically relevant role in patients receiving chemotherapy for treatment of malignant neoplasms, and routine screening for viremia in this clinical setting might be warranted
