Instrumentaci´on e instrumentalizaci´on de TICs para la organizaci´on del trabajo colectivo en contextos globales, un estudio de caso
This article aims to study the processes of instrumentationand instrumentalization information through theuse of ICT for the organization of collective work within anSME with only 20 workers as an adaptive response to a globalmarket context. We present a case study carried out in 2018in a small organization, with headquarters in Paris-France,specialized in mountmaking (soclage). We will focus on theuse of new communication and information technologies as atechnological infrastructure for the collective organization ofwork in order to meet a demand that may be local, regionalor global. The methods used in this study were specific to theergonomics of organizations, cognitive ergonomics and the digitalhumanities. From the clues of an organizational analysis, andwith the use of techniques of interviews, observation and dataanalysis, the activity of 20 workers was studied throughout theproductive mountmaking process, emphasizing the organizationof collective activity and arbitration processes that use digitaltools such as email, Google calendars and WhatsApp conversations.The results of the study show the preponderant role ofICTs as infrastructures for the dynamics of information typeartifacts that allow the organization of collective work whenit is dispersed in time and space, a recurrent aspect in theprovision of a service Worldwide. They also show how the use ofthese technologies generates virtual cooperation and negotiationspaces that facilitate arbitrations to face the demands of theactivity and facilitate the development of a collective of work. Byway of conclusion, we show how the cognitive technologies usedto study the use of digital tools, methods of natural languageprocessing, semantic analysis and classification of information,are a resource for the creation of adaptable and ergonomic toolsappropriate to the organization and its workers. This perspectivecan facilitate continuous improvement and human developmentwithin organizations.El presente articulo tiene el objetivo estudiar los procesos de instrumentación e instrumentalización de información a través del uso de TICs para la organización del trabajo colectivo en el seno de una PYME con tan solo 20 trabajadores como respuesta adaptativa a un contexto de mercado mundial. Presentamos un estudio de caso realizado en 2018 en una pequeña organización, con sede social en Paris-Francia, especializada en la construcción de soportes para obras de arte (soclage). Nos centraremos en el uso de nuevas tecnolog´ıas de comunicación e información como infraestructura tecnológica para la organización colectiva del trabajo con el fin de hacer frente a una demanda que puede ser local, regional o mundial. Los métodos utilizados en este estudio fueron propios a la ergonomía de las organizaciones, la ergonomía cognitiva y las humanidades digitales. A partir de las pistas de un análisis organizacional, y con el uso de técnicas de entrevistas, observación y análisis de datos, se estudió la actividad de 20 trabajadores a lo largo del proceso productivo de soclage, haciendo hincapié en la organización de la actividad colectiva y los procesos de arbitraje que utilizan herramientas digitales como correo electrónico, calendarios Google y conversaciones WhatsApp. Los resultados del estudio ponen de manifiesto el papel preponderante de las TICs como infraestructuras para la dinámica de artefactos de tipo información que permiten la organización del trabajo colectivo cuando este se encuentra disperso en el tiempo y el espacio, aspecto recurrente en la prestación de un servicio a nivel mundial. También muestran como el uso de estas tecnologías genera espacios de cooperación y negociación virtuales que facilitan los arbitrajes para hacer frente a las demandas de la actividad y facilitan el desarrollo de un colectivo de trabajo. A manera de conclusión, mostramos cómo las tecnolog´ıas cognitivas utilizadas para el estudio del uso de herramientas digitales, sobre los métodos de tratamiento de lenguaje natural, análisis semántico y clasificación de información, son un recurso para la creación de herramientas adaptables y ergonómicas propias a la organización y sus trabajadores. Esta perspectiva puede facilitar el mejoramiento continuo y el desarrollo humano al interior de las organizaciones
A Novel Hybrid SVM-CNN Method for Extracting Characteristics and Classifying Cattle Branding
A tool that can perform the automatic identification of cattle brandings is essential for the government agencies responsible for the record, control and inspection of this activity. This article presents a novel hybrid method that uses Convolutional Neural Networks (CNN) to extract features from images and Support Vector Machines (SVM) to classify the brandings. The experiments were performed using a cattle branding image set provided by the City Hall of Bagé, Brazil. Metrics of Overall Accuracy, Recall, Precision, Kappa Coefficient, and Processing Time were used in order to assess the proposed tool. The results obtained here were satisfactory, reaching a Overall Accuracy of 93.11% in the first experiment with 39 brandings and 1,950 sample images, and 95.34% of accuracy in the second experiment, with the same 39 brandings, but with 2,730 sample images. The processing time attained in the experiments was 31.661s and 41.749s, respectively

Design of an Electronic University Agenda to Keep Control of Tasks in the Students
The way in which university students manage their time for academic activities is based on the lack of organization regarding tasks, pending activities, class schedules and financial expenses generated by the study. The present investigation seeks to visualize information on the tasks according to the topic before a possible forgetfulness, to offer students a better ordering of time and tasks, through a system of university agenda that enters, calculates and gives information on tasks, activities, schedules of classes and expenses incurred during the study. Our information is composed of the following modules: Administrative management of add-ons in the agenda, university information entry, based on 3 extensions. Class schedule management is determined by subjects according to the career and the student cycle, with a total of 40 to 50 subjects. The management of academic tasks and additional activities was determined by the admission of academic tasks and additional activities as a result a total of 20 tasks were obtained. The management of the student\u27s economic expense will be with the cost of the field (write material or tickets) through a mathematical calculation of programming to determine the total expense incurred by the student

Design and Implementation of a Real-Time Monitoring System for the Parameters of Electro-Electric Variables of the Electric Power Control and Backup Equipment of the ECU 911 Loja Integrated Security System
The purpose of this research is to develop a real-time monitoring system that allows visualizing the electro-energetic parameters of the internal electrical network of the building of the Integrated Security System ECU 911 Loja. The electrical system of the SIS ECU 911 Loja, is currently integrated with electric power control and backup equipment, which is in charge of the supervision and control of said system. The proposal of this article, has to develop a software that allows to accede to the electroenergetic variables measured by these equipment, through a human-machine interface or HMI. It begins with a brief study of the monitoring and control systems used in the industry, better known as SCADA systems. Then, it proceeds to the collection of information from the work field, as well as the equipment that intervenes in it. Finally, using free software tools, which are detailed in the writing, the monitoring system is designed and implemented
Mobile Application as a legal and informative support tool for the active population of Ecuador
The purpose of this study was to design a mobile application as legal and informative resource aimed at an Active Population—employed and in search of employment—in Ecuador. A quantitative research method was used with the Feasible Project, which complement with the “Development of Mobile Apps. First, the model was obtained through the National Statistics and Census Department (INEC, 2018) and by the Employment, Unemployment and Underemployment National Survey— (ENEMDU, 2019). Second, data was gathered through a documental technique—a method consisting of empirical levels. In addition, data sheets were used as tools, while the Content Analysis enabled data interpretation. The technical diagnosis revealed that the Active Population faces unemployment and underemployment serious issues affecting the country’s productive stability in addition to decreasing the likeliness of promotion in the latter of opportunities in society. A mobile app has been designed as a tool containing legal and informative content to enable access to rules and regulations governing labor and information of productive processes. In order to accomplish the making of this app, agile methods, SCRUM work frame and a CMMI model. Furthermore, analyses requirement, conceptualization and assessment prototypes were established.
 
La política de ciencia, tecnología e innovación y el retorno del Estado: 2007-2010, años de inestabilidad
This article analyzes the implementation process of the Ecuadorian science, technology and innovation policy (PCTI) within the framework of the beginning of the post-neoliberal period, which implied the strengthening of the State and the insertion of the paradigm of buen vivir. For this purpose, the novel elements in the definition of this policy under the framework of buen vivir are described as an introductory note. Then, the complex construction process of the explicit PCTI during these years is reviewed. Finally, the instruments implemented and their relationship with the definition of PCTI are analyzed. To this end, the concepts of explicit scientific policy and implicit scientific policy of Herrera [1] and the notion of scientific-technological paradigm of Velho[2] are used. The chosen approach is framed in the new institutionalism that understands the definition and implementation of the PCTI as the result of the strategic game of the actors involved in these processes. This case study uses investigation of historical archives, documentary analysis and indepth interviews with relevant actors. It is found that the PCTI during these years was unstable, as there were several short-term policy documents, and that its implementation was far from the ambitious rhetoric and the major objectives, limited to two instruments: international postgraduate scholarships and financing of research and development projects.En este artículo se analiza el proceso de implementación de la política de ciencia, tecnología e Innovación (PCTI) ecuatoriana en el marco del inicio del periodo postneoliberal, que implicó el fortalecimiento del Estado y la inserción del paradigma del buen vivir. Para ello, se describen, como nota introductoria, los elementos novedosos en la definición de esta política bajo el referencial del buen vivir. Luego, se reseña el complejo proceso de construcción de la PCTI explícita durante estos años. Finalmente, se analizan los instrumentos implementados y su relación con la definición de PCTI. Para ello se usan los conceptos de política científica explícita y política científica implícita de Herrera [1] y la noción de paradigma científico-tecnológico de Velho [2]. El enfoque elegido se enmarca en el nuevo institucionalismo, bajo el que la PCTI se entiende como el resultado del juego estratégico de los actores involucrados en estos procesos. Este estudio de caso usa investigación de archivos históricos, análisis documental y entrevistas en profundidad a actores relevantes. Se encuentra que la PCTI durante estos años fue inestable, pues existieron varios documentos de política de corta duración, y que su implementación estuvo lejos de la ambiciosa retórica y de los grandes objetivos planteados, limitándose a dos instrumentos: becas de posgrado en el extranjero y financiamiento de proyectos de investigación y desarrollo (I&D)
Regulación de la Neutralidad de Red en Sudamérica: Una revisión del progreso
The Internet is one of the most important technological innovations in human history. Nowadays, more than half of the global population is using Internet, and became the basis for the new Digital Economy. Although the Internet was created as a technology without a unique point of control, many actors have increased their efforts to control the infrastructure and traffic pursuing their own interests. In this scenario, with the changes driven by advances in technologies, services and the fast-growing of the Internet over the past two decades, the role of those who control the Internet infrastructure is one of the central issues of public debate about Internet policies. The main point of discussion is the Net Neutrality, that includes the access and control over content and applications without discrimination, the users and Internet service provider’s rights. This work analyzes how government authorities and stakeholders in four South American countries have approached the Net Neutrality debate between 2010 and 2017, also detail the particular conditions and characteristics of the situation that surround the creation and application of laws. The conclusions presents some problems and challenges that the countries should face in order to maintain the benefits of the policy.
Internet es una de las innovaciones tecnológicas más importantes en la historia humana. Actualmente, más de la de la mitad de la población global está usándola, y se ha convertido en la base para la nueva Economía Digital. Aunque la Internet fue creada como una tecnología sin un único punto de control, varios actores han aumentado sus esfuerzos para controlar la infraestructura y tráfico en base a sus intereses. En este escenario, con los cambios producidos por los avances en tecnología, servicios y la rápida penetración de Internet en las dos últimas décadas, el rol de aquellos que controlan la infraestructura de Internet es uno de los temas centrales del debate público sobre políticas de Internet. El principal punto de discusión es la Neutralidad de Red, que incluye el acceso y control sobre el contenido y aplicaciones sin discriminación, los derechos de los usuarios y proveedores de servicio. Este trabajo analiza como las autoridades gubernamentales y partes interesadas, en cuatro países de Sudamérica, han abordado el debate sobre Neutralidad de Red entre 2010 y 2017; además detalla las condiciones particulares y características de la situación alrededor de la creación y aplicación de las leyes. Las conclusiones presentan algunos problemas y retos que los países deberían afrontar con el objetivo de mantener los beneficios de las políticas.
 
Design of a Prototype of Accident Prevention System for Industrial Vehicles Using Radio Frequency Identification Technology
Given the inherent need to have technological tools to reduce the number of incidents caused by the operation of heavy machinery, this document briefly describes the design of a prototype Accident Prevention System for industrial vehicles using Radio Frequency Identification Technology (RFID). ) that warns about the proximity of people to the area of operation of industrial equipment, the deployment of Open Source technology provides the necessary resources for a Raspberry Pi 3 B + control device to execute information processing through a control interface that will activate an alarm and through a management module the RFID components (TAGS and Readers) will be managed and the reports of the readings will be obtained. Finally, considering factors such as frequency, the operating environment, the type of modulation, the antenna height, the radiation pattern of the antenna, the antenna gain and the receiver gain influence the propagation of the waves radio will perform a predictive investigation in different scenarios by means of an estimation of the coverage based on the model of propagation of loss in free space to verify the reliability of the prototype that operates with Ultra Narrow Band technology and employs techniques of Spread Spectrum by Jump Frequency
