    Strengthening Local Administrations’ Crisis Management Capacities: Lessons from the COVID-19 Pandemic

    As early as March 2020, then-Chancellor Angela Merkel described the COVID-19 pandemic as one of the most significant societal challenges since World War II. Three years later, by the time the World Health Organization (WHO) declared the global health emergency over on 05 May 2023, the virus had claimed 173,307 lives in Germany alone. Although COVID-19 is no longer classified as a pandemic, future crises of similar or even greater magnitude will likely occur. Consequently, there is a broad consensus on the need to draw lessons from the pan- demic. This need has also been recognized by the new federal government, which anchored in its 2025 coalition agreement the creation of an Enquete commission to produce an overall picture of the pandemic and to conduct an analysis of government measures. As part of this review, it is essential to examine not only the actions of federal and state governments, but also the role of local administrations, which served as frontline actors during the pandemic
