    Exploring the development of an integrated, participative, water quality management process for the Crocodile River catchment, focusing on the sugar industry

    Water quality deterioration is reaching crisis proportions in South Africa. Many South African catchments are over-allocated, and decreasing volumes of source water mean increasing concentrations of pollutants. The Crocodile River Catchment in the Mpumalanga province in South Africa was identified through previous research, as a catchment faced with deteriorating source water quality for water users in the catchment. Poor source water quality has become a sufficiently acute concern for the stakeholders in this catchment to co-operate in developing a process that assists with compliance control of their water use and waste disposal to reduce costs, decrease industrial risks as water quality compliance increases, and improve source water quality. The sugar industry is downstream within the Crocodile River Catchment, and is affected by the activities of all upstream water users; the industry is thus dependent on the stakeholders upstream participating in the effective management of the resource. However, the sugar industry is also located just before the confluence of the Crocodile River and Komati River upstream of the Mozambique border, and thus the water quality of the sugar industry effluent will affect the quality of the water that flows into Mozambique. The sugar industry is on the opposite river bank to the Kruger National Park, which has high water resource protection goals. Therefore, the sugar industry has a national role to play in the management of water resources in the Crocodile River Catchment. This study provides a focused view of the role of the sugar industry in the development of a co-operative, integrated water quality management process (IWQMP) in the Crocodile River Catchment. In order to address the objectives of this study, this research drew from an understanding of the social processes that influence water management practices within the sugar industry as well as social processes that influence the role of the Inkomati-Usuthu Catchment Management Agency as the main governing institution in water resource management in the Inkomati Water Management Area. The study also drew from an understanding of scientific knowledge in terms of a water chemistry which describes the upstream and downstream water quality impacts related to the sugar industry. The water quality analysis for the Lower Crocodile River Catchment shows a decline in water quality in terms of Total Dissolved Solids (TDS) loads when moving from below Mbombela to the Mozambique border. The major sources of TDS in the Lower Crocodile River are point source dominated, which may be attributed to the extensive mining, industrial and municipal activities that occur across the catchment. When observing Total Alkalinity (TAL) and pH values from below Mbombela to the furthest monitoring point, there is deterioration in the quality of the water in the Lower Crocodile River, with the Kaap River contributing a negative effect that is diluted by the Crocodile main stem. The Hectorspruit Waste Water Treatment Works (WWTWs) (located in the Lower Crocodile River Catchment) contributes high concentrations of TDS and TAL into the Crocodile River. Total Inorganic Nitrogen and Soluble Reactive Phosphorus concentrations decrease in the lower reaches of the Crocodile River compared with the river below Mbombela, which can be attributed to the extensive sugar cane plantations located in the Lower Crocodile River Catchment acting as an “agricultural wetland” that serves a function of bioremediation resulting in large scale absorption of nutrients. This is an interesting result as earlier assumptions were that fertiliser application would result in an overall increase in nutrient loads and concentrations. Biomonitoring data show no substantial change in aquatic health in the Lower Crocodile River Catchment. For a catchment that has an extensive agricultural land use in terms of sugarcane and citrus production, the Crocodile River is unexpectedly not in a toxic state in terms of aquatic health. This is a positive result and it suggests that pesticide use is strictly controlled in the sugar and citrus industry in the Crocodile River Catchment. For long term sustainability, it is essential for the sugar industry to maintain (and possibly improve) this pesticide management. The social component of this study aimed to provide an analysis of the management practices of the sugar mill as well as examining agricultural practices in the sugar cane fields in relation to water quality management through the use of Cultural Historical Activity System Theory (CHAT). This component showed that there are contradictions within the sugar industry activity system that are considered to be areas of “tension” that can be loosened or focused on to improve the contribution the sugar industry can make to the IWQMP. Surfacing contradictions within the sugar industry activity system and the Inkomati-Usuthu Catchment Management Agency activity systems highlighted areas of potential for learning and change. While an understanding of biophysical processes through scientific knowledge is critical in water management decision making, it is evident that an understanding of other actors, institutions and networks that inform water quality management decision-making also plays a significant role. The notion of improving the role of scientific or biophysical knowledge in contributing to socio-ecologically robust knowledge co-creation, decisions and actions towards resolving water quality problems is emphasised. Specifically, moving towards improving interactions between scientists and other actors (water users in the Crocodile Catchment in this case), so that scientific practices become more orientated towards societal platforms where water quality management is tackled to enable improved water quality management practices. Therefore, linking the social and biophysical components in this study provides a holistic understanding of how the sugar industry can contribute to the development of an IWQMP for the Crocodile River catchment

    NGOs and the depoliticisation of development : the case of GADRA education in Grahamstown

    Non-governmental organisations (NGOs) have been criticised for depoliticising development through focusing on alleviating suffering rather than on addressing the root causes of poverty and underdevelopment. This research explores whether and how NGOs can act in ways that do not depoliticise development. The research focuses on education NGOs and in particular on the NGO GADRA education in Grahamstown, South Africa, to provide insights into ways in which politically conscious leadership of NGOs attempt to deal with the contradictions that are inherent in this field of work. This research provides a brief history of the South African Education system as a means to set a basis for the discussion of the role of education NGOs in the country. Furthermore it looks at the work that is done by GADRA education in the Grahamstown community. The thesis makes the argument that education NGOs can act in ways that do not depoliticise development because by providing access to education for people who are structurally excluded from education, they contribute to shifting power. This research found that although the leadership of GADRA Education acknowledge that they are confronted with great challenges in terms of how to bring about changes in the education system, they are hopeful that advocating for quality education will bring about the potential for the disruption of power relations as they exist between the state organs and the public

    Developing a cross platform IMS client using the JAIN SIP applet phone

    Since the introduction of the IP Multimedia Subsystem (IMS) by the Third Generation Partnership Project (3GPP) in 2002, a lot of research has been conducted aimed at designing and implementing IMS capable clients and network elements. Though considerable work has been done in the development of IMS clients, there is no single, free and open source IMS client that provides researchers with all the required functionality needed to test the applications they are developing. For example, several open and closed source SIP/IMS clients are used within the Rhodes University Conver- gence Research Group (RUCRG) to test applications under development, as a result of the fact that the various SIP/IMS clients support different subsets of SIP/IMS features. The lack of a single client and the subsequent use of various clients comes with several problems. Researchers have to know how to deploy, configure, use and at times adapt the various clients to suit their needs. This can be very time consuming and, in fact, contradicts the IMS philosophy (the IMS was proposed to support rapid service creation). This thesis outlines the development of a Java-based, IMS compliant client called RUCRG IMS client, that uses the JAIN SIP Applet Phone (JSAP) as its foundation. JSAP, which originally offered only basic voice calling and instant messaging (IM) capabilities, was modified to be IMS compliant and support video calls, IM and presence using XML Configuration Access Protocol (XCAP)

    A comparative analysis of derivative regulation following the global financial crisis : an emerging markets perspective

    The international financial environment has become riskier due to the recent developments in product offerings and failure of regulation to keep abreast with these changes. The Global Financial Crisis exposed inadequacies of regulation, thus consensus on the need for comprehensive and uniform regulation was made by G-20 member states. Imposing exchange trading, clearing, reporting and capital requirements on the derivatives market are some of the ways of dealing with the problems caused by lax regulatory oversight. In this study, through the comparative analysis of derivatives regulation in South Africa, Brazil, India and Turkey, it was established that emerging countries are taking active steps to implement the G-20 agreement. Uniformity in the core rules was noted, with differences in the supportive legislation. Country specific rules which support the macroeconomic factors that are faced by these countries and the infrastructure available for regulatory execution are used amongst countries. The study concluded that current regulation in emerging countries is accommodative and regulatory differences are in line with economic factors in each country

    “Peer Pressure” and “Peer Normalization”: Discursive Resources

    “Peer pressure” is associated in the scientific literature with a range of risky sexual behaviors and with undermining public sexual health messages. Interventions are instituted encouraging young people to resist peer pressure or to model positive peer norms. Taking a discursive psychology perspective, we show how young people themselves use the discourses of “peer pressure to have sex” and “peer normalization of sex” to explain and justify youth sexual activity. Using data from focus group discussions about youth sexualities with students at a South African further education and training college, we show how participants outlined a need for young people to be socially recognizable through engaging in, and talking about, sex and how they implicated peer norms in governing individual sexual behavior. Both discourses pointed to a gendering of peer-endorsed sexual norms: masculine virility, the avoidance of shameful virgin or gay positions, and multiple sexual partners were emphasized for men, while the necessity of keeping a boyfriend and avoiding a “slut” position were foregrounded for women. These discourses potentially undermine the aims of public sexual health programs targeting youth. Nuanced engagement with peer group narratives, especially how sexual activity is explained and justified in a gendered fashion, is indicated

    An analysis of the certificate of the theory of accounting knowledge and knower structures : a case study of professional knowledge

    This research project explores issues around the poor throughput and high dropout rate in the Certificate of the Theory of Accounting (CTA) by focusing on Accounting knowledge as an object of study. The CTA was identified as a serious block in the steps that one needs to go through on the journey to becoming a Chartered Accountant. Having a clear understanding of Accounting knowledge can lead to finding ways that can make the subject more accessible to students from diverse backgrounds. This study contributes to understanding Accounting knowledge at the CTA level with the aim of clearly delineating its legitimate knowledge and knower structures. It answers the following two research questions: • What constitutes legitimate knowledge structures in the CTA? • What constitutes legitimate knower structures in the CTA? Academics from nine universities and representatives of the South African Institute of Chartered Accountants (SAICA) participated in this study. Data was collected through interviews, observation and document analysis. Eighteen CTA lecturers and two members of the SAICA management team were interviewed. Three universities provided documents on their practices, which included learner guides, examination papers, suggested answers, lecture notes, tutorials and other curriculum documents for each of the four CTA subjects. SAICA provided the competency framework and examinable pronouncements. A conference that was jointly hosted by SAICA and International Financial Reporting Standards (IFRS) Foundation was observed. This study used Critical Realism as its ontological underpinnings and Legitimation Code Theory (LCT) as its substantive theory. It used the Specialisation and Autonomy principles of LCT to analyse the data. Specialization establishes the ways agents and discourses within a field are constructed as special, different or unique and thus deserving of distinction and status (Maton, 2014). The principle of Autonomy is concerned with the extent to which the field is self-governing and can do things of its own free-will (Maton, 2004). The study found that the CTA has a hierarchical knowledge structure, which means that when new knowledge is created in Accounting it is integrated into existing knowledge, resulting in coherent and integrated knowledge. CTA also has a hierarchical curriculum structure. While horizontal curriculum structures evolve through the replacement of existing knowledge by new approaches and content, a hierarchical curriculum typically grows through integration and subsumption of new knowledge into pre-existing knowledge and it relies on the acquisition of knowledge developed in previous modules or levels of study

    The enactment of teacher leadership in a township high school : a restricted form

    Whilst the concept of teacher leadership is not new in the international literature (Grant, 2006), research on the topic of teacher leadership is emerging slowly as a new area of research interest in South Africa (Grant, 2006; Grant, 2005; Singh, 2007). Teacher leadership is basically about teachers who are leaders within and outside the classroom, who identify with and contribute to a community of teacher learners and leaders, influence others to improve their teaching practice and accept responsibility for realising the goals of their organisation (Katzenmeyer & Moller, 2001 in Grant, 2006). Therefore, teachers’ roles in operating as leaders in schools are acknowledged in literature. This study is a replication of a University of KwaZulu-Natal multi-case study on the enactment of teacher leadership conducted in various educational institutions in the province of KwaZulu-Natal. In line with the original study, this study aimed at obtaining an understanding of the enactment of teacher leadership in a township high school in the King William’s Town education district, in the Eastern Cape. I further explored what factors promoted or hindered such enactment. As an Eastern Cape Master of Education student participating in a group research programme at Rhodes University, we adopted and used the same research questions, research approach, data collection methods as well as data analysis techniques as utilised in the original study. Therefore, this research study was conducted within the interpretive paradigm, following a qualitative approach. I adopted a case study methodology, with the case being the school and three teacher leaders as units of analysis. Data were gathered through a multi-method approach which consisted of a school profile, a focus group interview, semi-structured individual interviews, questionnaires, self reflective journaling and observations. Whilst the research was guided by distributed leadership theory, Grant’s (2008) Model of teacher leadership and thematic content analysis was used to analyse data. Research findings revealed that the enactment of teacher leadership was evident in Zones 1, 2 and 4 of Grant’s (2008) Model of teacher leadership in the case study school. However, a restricted form of teacher leadership was enacted in Zone 3, whereby teachers were not regularly involved in school-wide decision-making processes. When teacher leadership was enacted, it was in a form of authorised distributed leadership.The study further identified the autocratic leadership style of the principal and of the School Management Team members, as well as the non-inclusive school culture as main barriers towards the enactment of teacher leadership in the case study school. Despite these barriers, teachers’ high levels of enthusiasm were identified as an enabling factor that promoted the enactment of teacher leadership in the case study school

    Feeding ecology, residency patterns and migration dynamics of bull sharks (Carcharhinus leucas) in the southwest Indian Ocean

    Bull sharks (Carcharhinus leucas) are globally distributed top predators that play an important ecological role within coastal marine communities. However, little is known about how the spatial and temporal scales of their habitat use are associated with their ecological role. In this study, a population of sub-adult and adult bull sharks were investigated within a remote subtropical marine community in the southwest Indian Ocean off the coast of southern Mozambique. The main objectives of the study were to test a minimally invasive remote biopsy sampling method; to investigate the feeding ecology of bull sharks; and to investigate the temporal and spatial scales of bull shark residency patterns and migration dynamics. Biopsy tests on free-swimming bull sharks showed that the devised sampling technique provided a minimally invasive and consistent method (biopsy retention rate = 87%) to obtain muscle tissue samples sufficiently large enough (310±78mg, mean ± SD) for stable isotope analysis. Results from the stable isotope analysis showed that adult bull sharks appeared to exhibit a shift towards consistentlyhigher trophic level prey from an expanded foraging range compared to sub-adults, possibly due to increased mobility linked with size. Additionally, bull sharks had significantly broader niche widths compared to top predatory teleost assemblages with a wide and enriched range of δ13C values relative to the local marine community, suggesting that they forage over broad spatial scales along the east coast of southern Africa. Results from the passive acoustic telemetry investigation, conducted over a period between 10 and 22 months, supported these findings showing that the majority of tagged adult sharksexhibited temporally and spatially variable residency patterns interspersed with migration events. Ten individuals undertook coastal migrations that ranged between 433 and 709km (mean = 533km) with eight of these sharks returning to the study site. During migration, individuals exhibited rates of movement between 2 and 59km.d-1 (mean = 17.58km.d-1) and were recorded travelling annual distances of between 450 and 3760km (mean = 1163km). These findings suggest that adult bull sharks are not the sedentary species once thought to be but rather, consistently move over broad spatial scales on the east coast of southern Africa and play an important predatory role shaping and linking ecological processes within the southwest Indian Ocean
