    Accountability of the Minahasa Regency Regional General Election Administration (KPUD) (Study on the 2018 Minahasa Regency Head Election)

    This study aims to analyze the accountability of the general election administration in the Minahasa Regency. This research uses qualitative methods, direct research to data sources and researchers are the key instruments. Qualitative research emphasizes the process of searching for the meaning behind the phenomena that arise in research with the aim that the problems studied are more in-depth, natural, and as they are without interference from researchers. From the results of the study, it was found that accountability is an ethical concept that is close to government public administration (government executive institutions, parliamentary legislative institutions, and judicial institutions) this is often used synonymously with concepts such as accountability, the ability to provide answers (answerability) that can be blamed (blameworthiness) and which have liability, including other terms that have no connection with the hope of being able to explain part of one aspect of public administration. The technical guidance received by PPS and KPPS is just a matter of election procedures. Submission of other information to voters is still carried out directly by the KPU and its implementation is not too optimal and not yet accountable, where the limitations of KPU members are not good in quantity. Then for suggestions to make it even better, it is recommended that the implementation of the Regional Election for the Regional Head Election of the Minahasa Regency KPUD should be more accountable from the preparation stage to the announcement stage of the Pilkada winner

    This study examines the role of a Javanese nobleman and hero from among the royal palaces in an effort to defend Indonesia's independence during the Indonesian revolution of independence. K.G.P.A.A. Paku Alam VIII, then, a representative of the Sultanate of Yogyakarta under Sri Sultan Hamengkubuwono IX together to make Yogyakarta as the territory of the Provisional Government of the Republic when Jakarta was successfully ruled by the Dutch allies. Both figures were also involved in the 1 March 1949 general attack event along with General Sudirman and Suharto in the face of Dutch milier aggression in Yogyakarta. In this study will discuss more specifics on the role of both figures in relation to the Independence Revolution period during the period of 1945-1949

    Strategies for Improvement of Government Budget Absorption of Bogor City

    This study aims to analyze for factors that cause delays in the absorption of the Bogor City Government's expenditure budget so that a strategy can be formulated to improve the performance of this budget absorption. Searching for variables forming the causal factors is done by using primary data sourced from Dinas Kesehatan and Sekretariat Daerah, based on the researcher's work experience when assigned to the Finance Section and the Planning and Reporting Division of Dinas Kesehatan and Bagian Pengadaan Barang dan Jasa Sekretariat Daerah Kota Bogor for approximately 10 years of the assignment period and library data search. Exploratory Factor Analysis (EFA) is used to look for underlying factors extracted from the factors forming variables. The search foralternative strategies to improve performance of budget absorption was carried out using the Analytic Hierarchy Process (AHP). The EFA analysis found five main factors causing delays in the absorption of budget expenditure, namely factor in budget planning activities, factor in government regulation and bureaucracy, factor of work conditions, factor influencing financial activities and disbursement of the Government budget, and human resources of the state civil apparatus (ASN). AHP analysis shows that of the five leading sectors of the Regional Apparatus that play a role as key leaders in improving the performance of budget absorption is Sekretariat Daerah. The main obstacle in improving budget absorption is internal and external intervention. The main strategy to correct delays inspending is to improve quality of budget planning and procurement of service goods

    This research aimed at analyzing the characteristics of resolution of forest area disputes based on the Decision of the Supreme Court Number 269K / TUN / 2018. This research used normative legal method with legal, case, and conceptual approaches. The results showed that the Decidendi Ratio of the Supreme Court’s Decision was inappropriate. It is because in the context of the principle of legal certainty, that the object of the dispute is not included in the PTUN Decree, because of the Decree of the Minister of Agrarian Affairs and Spatial Planning / Head of the National Land Agency Number 1 / Pbt / KEM-ATR / BPN / 2016, is an integral part of the execution of criminal law against the act of falsifying documents carried out by officials within the North Kalimantan National Land Agency (formerly East Kalimantan), in issuing the PT Nunukan Jaya Lestari HGU certificate. The Supreme Court’s consideration regarding the overlapping area between PT Adindo Hutani Lestari and PT Nunukan Jaya Lestari, covering ±3,500 Ha is also incorrect because it must be understood that the area claimed to be overlapping is a dispute of the forest area

    Criminal Liability for Forest Burning in Indonesia

    Degradation of the forest environment has a huge negative effect on the environment, economy, institutions, as well as society, especially in terms of accessibility of forest resources and biodiversity. Forest and land fires (“Karhutla”) in Indonesia have increased drastically this year during the dry season, according to the non-profit organization Madani Sustainable. Based on their monitoring findings, an area of 152,678 hectares is an indicative area for land fires and forest and land fires in Indonesia in August 2023 alone. This study aims to determine criminal liability for forest burning in Indonesia. This research uses normative legal methods which are supported by literature reviews from various scientific journal sources published in 2019-2023. The research results show that criminal liability has been regulated in Article 108 of Law Number 32 of 2009 concerning Environmental Management

    Analysis of Attacks and Cybersecurity in the Health Sector During a Pandemic COVID-19: Scoping Review

    COVID-19 as a global pandemic in March 2020 medical personnel and all types of patients with various chronic conditions is undeniably the largest group of users of digital technology during the pandemic. Increased exposure and massive use of the internet is certainly a potential security threat in itself, especially in the threat of cyber-attacks. The purpose of this study is to analyze cyber-attacks and security in the health sector during the COVID 19 pandemic. The scoping review was conducted by searching two main scientific databases (PubMed and Scopus) using the search formula “COVID 19, Pandemic and cyber-attack, cyber security.” Reports, news articles or websites are also included if they are directly related to previously published work, or if they are the only sources available at the time of writing. Only articles in English published in the last decade are included (i.e., 2009-2020) to focus on current problems, challenges, and solutions. In total, 34 papers were included in the review. We found information technology in the health sector that was used during the COVID 19 pandemic. The COVID-19 pandemic situation is a type of non-traditional security that has a broad impact on various aspects of human life, including the health sector. At a time when many countries have responded to the pandemic situation with various restrictive policies to the prohibition of mobilization, people are adapting by shifting to a new landscape of activity. The cyber world is then used by the community to continue to run productivity. This then has implications for the increase in internet users globally, including Indonesia. Some of the cyberattacks include the practice of phishing emails targeting individual and corporate entities, ransomware targeting healthcare facilities and companies. Further research is needed, especially exploring research on cyber-attacks during a pandemic from the point of view of implementation of cyber security

    This research examines the Loss of Agricultural Traditions: A Study of the Social Impact of Mining on Mine-Round Communities by appointing PT. IWIP as a case study. This appointment is based on the reason that PT. IWIP is the first integrated industrial estate management company in Indonesia. This research is a qualitative research conducted in Weda Tengah District, Central Halmahera Regency, North Maluku Province. The purpose of this study is to explain the Loss of Agricultural Traditions: A Study of the Social Impact of Mining on Mine-Round Communities. The method used in this study is descriptive qualitative with an ethnographic approach. Data collection was carried out through document studies (literature review), observation (observation), and in-depth interviews. Research informants are people who live in the mining area which are determined by purposive sampling based on their knowledge and experience related to the research topic. The results of the study show that the presence of mining companies has a broad impact on people's lives. One of these impacts can be found in social and cultural aspects. Based on their nature, these impacts are positive and negative. If viewed from the perspective of social change, the various descriptions above show that the community in the mining area has experienced changes, whether consciously or not. This social change that occurred at the same time also penetrated the joints of the culture of society that was oriented towards agriculture

    Regulation of the Minister of Education and Culture Number 6 of 2021 Concerning the Technical Guidelines for Regular School Operational Assistance states that the purpose of providing BOS Funds is to help with school operational costs, increase flexibility and quality of learning for students. The government hopes that every poor citizen can get an education and experience a better teaching and learning process. school operations in North Halmahera Regency. This study uses qualitative research. The population study was all schools in West Kao District, North Halmahera Regency with a sample of 11 schools. This research was conducted from June to August 2022. The research instruments were interviews and observations. The results showed that the use of BOS funds had not been effective so that the quality of education was still relatively low

    Bullying Prevention Method in High School with Humanistic-Religious Approach

    Bullying has an impact on victims, not only in a short time, but in a long time. Victims usually experience various symptoms such as anxiety, depression, pain due to blows, and so on which require a relatively long time to heal. Victims of bullying also become perpetrators of future bullying because of revenge for what they have experienced. Therefore, counseling guidance has an important role in preventing bullying in high school. The purpose of this study is to analyze the model of preventing bullying cases so that they do not occur in school institutions. In this study, the author uses a descriptive method with library research. Based on the results of the study, it was found that preventing bullying behavior with a religious humanistic approach can be done by: Coping strategies, habituation, guidance, coordination with parents, affection and example, in order to provide students with an understanding of the impact that occurs after bullying
