Collaborative Governance in Tourism Development Policy
The tourism sector has an important role in economic development by utilizing its potential and developing new tourism. This tourism development effort is implemented by the government in collaboration with the public in deciding the policies to be implemented or can be called collaborative governance. This study aims to determine the implementation of collaborative governance in tourism development policies. This study uses qualitative research methods, while the data collection techniques are carried out by exploring journals, books and other information relevant to the study. The results show that the government implements collaborative governance in tourism development policies by issuing a number of tour packages to support the development of tourism activities themselves. These activities include promotions, tourist destinations, main and supporting facilities, tourism products and human resources. Due to the collaboration between the government and the community, currently there are various tourist objects that have been known to foreign countries and tourism objects that are in the process of promotion which of course have their respective potentials and attractions
Development of Learning Videos for Introducing Character Values to Early Childhood
The impact of the COVID-19 outbreak is being felt in various fields, one of which is education in all corners of the world, including Indonesia. The educational process that was previously carried out face-to-face is required to be immediately carried out online, both the administrative process and the learning process. All levels of education starting from PAUD to tertiary institutions carry out the online learning process. The thing that then becomes an obstacle in the online learning process is that there are several levels of education in Indonesia that cannot do online learning due to limited facilities in accessing the internet in their respective areas. One of them is the level of Early Childhood Education (PAUD) in Maluku. Not all PAUD in Maluku can carry out the online learning process. The use of media as a tool in the world of education is recognized by many educational practitioners to assist the learning process. And one of the learning media that can be used online and offline is learning video. This video development research using the ASSURE model was carried out by focusing on developing learning videos for children aged 5-6 years with the choice of topics focusing on the characters of empathy, honesty and discipline. This quantitative research was conducted at 4 PAUD schools in Kairatu Village, Kairatu District, West Seram Regency, namely El-Aye Joyo PAUD, Nurul Aini PAUD, Kairatu Indah PAUD, and Falmen PAUD. The results of the validation test from experts from the results of filling out questionnaires for children and teachers obtained the results that this learning video was good and suitable for use in the learning process in PAUD
Interpretation of Educational Values in Lontara "Latoa" and its Relevance to the Formation of Student Character in Madrasah Aliyah Negeri Bontang (Hermeneutic Analysis)
This study aims to interpret the educational values in Lontara Latoa and their relevance to the Pancasila Student Profile in shaping the character of students in a State Islamic Senior High School. The data used comprises dialogues within Lontara Latoa containing moral messages. The research results identify educational values such as honesty, intelligence, religiousness, resilience, national spirit, social concern, and love for the homeland within the messages between Kajao Laliddo and Arungmpone. Data collection employed reading, note-taking, and documentation with a hermeneutic approach. This research is descriptive-qualitative, providing a descriptive data explanation regarding the educational values within Lontara Latoa. The findings demonstrate that the dialogues in Lontara Latoa reflect values such as honesty, religiosity, intelligence, national spirit, social concern, and love for the homeland. These values are relevant to the Pancasila Student Profile, particularly in terms of faith, noble behavior, critical thinking, cooperation, global diversity, and creativity. The study suggests the need for further exploration of cultural diversity in Indonesia and in-depth research into educational values within ancient texts such as Lontara Latoa
The Empowerment of The Cyber Communities By The Indonesian Goverment From The Perspective of Total War Strategy
The development of Information Technology and Computers (ICT) has made changes that affect the concept of security. The impact of these ICT developments poses a cyber threat to the National Critical Information Infrastructure (IIKN). The cyber community empowerment effort aims to help the government, institutions and private parties related to the ICT sector in safeguarding and securing IIKN from cyber attacks whose impact can collapse a country if it is not anticipated earlier. For that we need a strategy that is able to support the empowerment of the cyber community by the government in the perspective of universal war. In writing this article, the author uses a method by collecting data and information through the help of various materials contained in the literature (books) or also known as the type of phenomological research associated with qualitative descriptive. From the results of the literature research that the authors get, it is known that the cyber community has not fully helped the government in national defense, there are some cyber communities that have not been involved, it takes the role of government, institutions and private parties related to ICT to be able to realize cyber community empowerment by the Government in the perspective of Total war.
 
Implementation of Artificial Intelligence in the Legal Protection of Cyber Bullying Victims on Social Media According to Law No. 1 of 2023
Cyberbullying on social media is a serious problem that can negatively impact the mental health and well-being of victims. Lack of supervision in the family, school, community, and individual environments causes cyberbullying. Article 433 paragraph (1), and paragraph (2) of Law No. 1 of 2023 concerning the Criminal Code (KUHP) provides a new legal basis regarding defamation through social media and will be enforced in 2026. Artificial intelligence (AI) can be an innovative solution in addressing this problem. The purpose of the study is to analyze the legal protection of victims of cyber bullying on social media according to Law No. 1 of 2023 and explore the potential integration of AI in its handling. The research method used is normative juridical, using a legislative approach and an analytical approach. The results of the study show that although Law No. 1 of 2023 provides a clear legal framework, its implementation is still hampered by a lack of resources and understanding in the community. On the other hand, AI integration has proven to be effective in detecting and analyzing bullying behavior on social media, providing support to victims, and speeding up the investigation process by authorities. This study concludes that legal protection for victims of cyber bullying can be improved through the integration of artificial intelligence. Therefore, collaboration between the government, social media platform providers, and technology experts is needed to create more effective and responsive solutions to the problem of cyber bullying in societ

Analysis Of Pavement Improvement Planning For the Lumajang City Boundary Road Section – BTS, Jember District
Road damage is a common issue that arises due to various factors, including substandard construction quality, overloaded vehicles, and extreme weather conditions. The road segment connecting Lumajang City Limits to Jember District Limits has been identified as experiencing deterioration at several locations, predominantly caused by vehicles carrying loads that exceed the maximum allowable capacity. This study focuses on evaluating the current condition of the road, estimating the required repair costs, and assessing the economic feasibility of implementing the repairs. The research methodology incorporates field surveys to gather primary data, such as the extent, severity, and distribution of road damage, along with secondary data on traffic volumes and vehicle loads. The analysis involves classifying road conditions and calculating repair costs using the overlay method, which considers structural improvements needed to restore optimal functionality. The results indicate that out of the total road length, 1.66 kilometers are classified as being in good condition, 1.3 kilometers are in fair condition, 7.2 kilometers have minor damage, and 4 kilometers are severely damaged. These findings provide essential insights for prioritizing repair works and formulating cost-effective strategies to improve road infrastructure in the region
Actors Distortion of News Agencies Framing Surveys in Online Mass Media about Political Parties Bearer Presidential-Candidates 2024
This research aims to acknowledge the News Framing of political actors in online mass media in determining presidential candidates in 2024. A political actor is an individual who plays a role in networking and Communication actions, acting as individuals, groups, or organizations. Political actors in the black box in the theory of actor networks are framed through the processing of information resulting from the social interactions of individual actors involved in everyday life, who are tied to systems and ideologies regarding their views on a political party reality. The actions of actors Survey institutions and online mass media in the community model network of actors with a situational approach. The theory used is the theory of actor networks and qualitative descriptive research methods with a narrative approach to analyzing online mass media news framing. The study’s result shows an integrated black box between the theory of actor networks and the theory of communicative actions. The news framing indicates a distortion of survey agency actors through online mass communication networks due to the efforts of survey agency actors. Unreliable survey results deceive political party actors in the presidential nomination of the Republic of Indonesia in 2024 who cannot carry actors in political parties. Political Parties are distorted due to the lack of use of internal survey agencies of political parties and the role of Political Parties Actors, which is still minimal to socialize with constituents, as well as dependence on external survey agencies, which are profit organizations. Political Parties are incapable of producing leaders who are already institutionally managed. Further research recommendations on the role of Political Parties actors in managing quality Human Resources in collecting and preparing actors ready to become national leaders
Implementation and Obstacles of The Third Dosage COVID-19 Vaccination Program in Lampung Province in 2022
The high number of cases and deaths due to COVID-19 has caused a number of countries, including Indonesia, to continue to struggle to stop its spread. In addition to carrying out health protocols, it is necessary to carry out vaccinations. The COVID-19 vaccine has proven to be quite safe and effective and shows high protection against infection, hospitalization and death from the virus. However, the efficacy or effectiveness against viral infections decreases after six months, so a booster vaccine is needed. Coverage of the third dose of the covid-19 vaccine in Indonesia is still low at 28.39%. Lampung Province is one of the provinces that has a low coverage of 26.96%. In addition, Lampung Province is a province with a high risk when viewed from the CFR COVID-19 figure of 5.59%. The purpose of this study was to describe the implementation of the third dose of COVID-19 vaccination in Lampung Province and identify the obstacles that occurred in its. This research is a qualitative research with a descriptive approach. Data collection techniques used in-depth interviews and document review. The research results show the availability of policies that support implementation, there is a regional role in funding, a lack of human resources, infrastructure as well as tools and materials. There are obstacles to the process of implementing, recording and reporting and the low coverage of the third dose of the COVID-19 vaccine. The implementation of the third dose of Covid-19 vaccination in Lampung Province is still not optimal and there are still obstacles in its implementation that affect program coverage. Barriers that occur are internal (service provider) and external (service recipient) barriers
Management of Personnel Administration through the Employee History Application System (SARIP) at the Tomohon Regional Personnel and Human Resources Development Agency
This study aims to describe the administration of personnel administration through the Employee History Application System (SARIP) at the Regional Personnel and Human Resources Development Agency of Tomohon City. This study uses qualitative research methods and uses data collection techniques: Observation, Interview, and Documentation. The primary data source for this research is the Tomohon City Government, in this case, the Civil Servant at the Tomohon City Regional Personnel and Human Resources Development Agency, and the secondary data sources are supporting documents, archives, and literature. The results of the study show that: Management of Personnel Administration through SARIP has not been carried out optimally, although the SARIP component is adequate, SARIP managers or users have not maximized their role through inputting data and personnel documents so that the number of employees whose data is inputted in SARIP has only reached approximately 38% of the total number of all Civil Servants in the Tomohon City Government.
The results of the study concluded: (1) SARIP as a digital archiving forum is sufficient in terms of software components, hardware, and also networks but still needs to be improved on Human Resources as users. All components must work together so that Document Archiving through SARIP can be carried out; (2) The management of the promotion administration is quite helped by the existence of SARIP, but there are still frequent technical errors in data input and document uploads which become obstacles in the promotion process
