PLA Logistics and Sustainment: PLA Conference 2022

    Get PDF
The US Army War College People’s Liberation Army Conference (PLA) Conference was held March 31 to April 2, 2022, at Carlisle Barracks, Pennsylvania. The conference focused on PLA logistics and sustainment. As the PLA continues to build and modernize its combat forces, it is important to examine if the capabilities meant to support combat operations are also being developed. Specific topics included: 1) China’s national-level logistics, including how China mobilizes national resources for the military and how it provides joint logistics support to the PLA Theater Commands; 2) the logistics capabilities of the different PLA services, especially the Army, Navy, and Air Forces; 3) PLA logistics in China’s remote regions, such as airpower projection in the Western Theater Command along the Indian border; and, 4) the PLA’s ability to sustain overseas operations at its base in Djibouti. Despite notable potential shortfalls and points of friction, the PLA has successfully sustained counterpiracy maritime operations for many years and conducted noncombatant evacuation operations well-distant from China. It is increasingly able to move forces across the vast distances of China and conduct large training exercises. Far more must be known about PLA sustainment and logistics before the hard questions about PLA operational reach and endurance can be answered.https://press.armywarcollege.edu/monographs/1954/thumbnail.jp

    Defeat in Afghanistan: An Autopsy

    Get PDF
Policy initiatives in the Trump administration and the Biden-Harris administration significantly accelerated the Taliban’s victory in Afghanistan. This article supports the conclusion that the major factors in this defeat were the historical difficulty in governing Afghanistan, the Afghan republic’s two inefficient and corrupt governments, an ineffective US strategy, operational shortcomings by US forces, an ineffective Afghan military, Pakistan’s duplicitous policy, and the strength and determination of the Taliban. This article rejects the claim that the United States’ nation-building effort was a major factor in its defeat and concludes with a discussion of lessons encountered

The Chechen Kadyrovtsy’s Coercive Violence in Ukraine

    Get PDF
Russia pioneered exploiting civilian inequalities to maximize military effectiveness in Chechnya, contributing to the Kadyrovtsy blocking detachments observed in Ukraine. Kadyrovtsy, pro-Russian Chechens, are drawn from a unique political order enabling this specialized military role. Military inequality literature typically ignores how minority-ethnic forces often serve in specialized combat roles. Understanding the Chechen Wars, the Kadyrov regime, and living standards in Russia helps explain these minority-ethnic blocking detachments in Ukraine. Analysis of this vital section of Putin’s regime offers actionable recommendations for Western actors to undermine Russian military efforts and identifies the potential risks of those actions

Ukraine’s Lessons for Future Combat: Unmanned Aerial Systems and Deep Strike

    Get PDF
The Russia-Ukraine War holds many lessons for the US Army and American policymakers and leaders on the nature and role of reconnaissance-strike complexes in modern combat, especially Ukraine’s development of a battle-management system that fuses unmanned aerial systems and satellite reconnaissance to enable the fire coordination for deep strikes into the enemy rear. In the research presented here, open-source analysis and interviews in Ukraine focus on the development and employment of reconnaissance-strike complexes with respect to deep strike and the likelihood of mutual territorial attack

Ambivalent Offshore Balancer: America in the Middle East and Beyond

    Get PDF
This article enters the debate on American grand strategy by questioning the logic underpinning offshore balancing. It concludes that the United States is an ambivalent balancer due to the stopping power of water. It builds on the relevant literature in International Relations, producing a novel set of theoretical propositions that are applied to the contemporary Middle East. There and elsewhere, the United States could fail to maintain the balance of power when it is most threatened
