Implementation of Government Regulation on Civil Servant Discipline at the Regional Secretariat of North Sulawesi Province
This study discusses the problems in the implementation of Government Regulation Number 94 of 2021 concerning Civil Servant Discipline at the Regional Secretariat of North Sulawesi Province. Although this policy aims to strengthen the culture of ASN discipline, in its implementation there are still obstacles that have an impact on its effectiveness. The focus of the research is directed at the Implementation of Government Regulations on Civil Servant Discipline at the Regional Secretariat of North Sulawesi Province. This study uses a qualitative approach with a descriptive method. Data collection techniques are carried out through in-depth interviews, observations, and documentation studies. Data analysis is carried out interactively using the Van Meter and Van Horn policy implementation theory, which includes six main variables: policy standards and targets, resources, characteristics of implementing agents, inter-organizational communication, socio-political environmental conditions, and implementer dispositions. The results of the study indicate that the implementation of the civil servant discipline policy has not been fully optimal. Some of the obstacles found include the lack of employee understanding of the contents of the regulations, limitations in terms of policy socialization, budget limitations, and the suboptimal supporting facilities and infrastructure. In addition, communication between work units is not yet fully consistent, which has an impact on the coordination of policy implementation. The conclusion of this study is that the implementation of Government Regulation Number 94 of 2021 still needs to be strengthened through increasing human resource capacity, ongoing socialization, and consistent supervision. The researcher recommends improvements in aspects of internal communication, budget allocation for disciplinary enforcement activities, and the use of information technology to support effective policy implementation
Analysis of Talent Management Implementation at the Domestic Policy Strategy Agency and the Ministry of Home Affairs
Talent management is basically a model of HR development based on talent. The implementation of talent management at BSKDN, especially UKE-1 Kemendagri, is still faced with several problems. This study aims to determine and analyze the implementation of talent management, obstacles and efforts to improve talent management in supporting the performance of BSKDN Kemendagri (UKE-I). This study was conducted with a qualitative approach that is descriptive in nature with a post-positivist approach design, namely a modification of the positivist approach. The informants in this study numbered 7 people. The results of the study concluded, namely: (1) Analysis of Efforts to Implement Talent Management at BSKDN and Kemendagri still requires improvement. Placement of HR is still not fully in accordance with the principles of optimal talent management. Many HR cannot channel their talents completely because they do not match the job formation they hold, because they are influenced by the procurement of job formation needs that limit employees in showing their talents. (2) Analysis of Inhibiting Factors in the Implementation of Talent Management at BSKDN and Kemendagri, including there is still coercion in the placement of HR that does not match the competencies they have and in the procurement of formations it is sometimes forced and the job formations that are opened do not always match the needs of the work unit. (3) Efforts that need to be made to support the Implementation of Talent Management at the BSKDN Ministry of Home Affairs are to make improvements through the realization of Smart ASN by building employee character that upholds integrity, works professionally, has a spirit of nationalism, and has a global perspective
The Role of Traditional Government in Mangrove Forest Management (Case Study of Women's Forest Management in Enggros Village, Jayapura City)
Customary forests cannot be separated from the existence of indigenous communities that have settled there since ancient times. The habits that are carried out often become a derivative of traditions that have lasted from time to time. Nowadays, with the reason of development, customary forests are finally opened to build buildings. In the Youtefa Bay Nature Tourism Park (TWA) it has become a conservation area, but it has become a place that receives pressure from development and waste that flows with high frequency. Moreover, indigenous communities who receive gifts of waste from the city and are directly affected in Enggros Village. Thus, the role of the Customary Government and Enggros Indigenous Women is actually very important to maintain the Women's Forest and manage the Women's Forest in Enggros Village, Jayapura City so that it remains sustainable. This study uses Soekanto's role theory which consists of three types, namely: a. Active role; b. Participatory role; c. Passive role. This study uses a qualitative method based on the social constructivism paradigm. In data collection, researchers conducted interviews, observations, and documentation as well as data triangulation regarding the role of the Customary Government in managing mangrove forests in the Women's Forest of Enggros Village. The results of the study show that by using this role theory, it is possible to see the role of Harsori in carrying out its responsibilities in managing customary forests. Then the role of Enggros indigenous women is included in the participatory category, because they provide real contributions to customary forests by consistently maintaining customary forests. However, there are also those who have a passive role in environmental and development problems because they are considered not to provide benefits to them. Legal Protection for Micro-Entrepreneurs in Tax Disputes: A Comparative Study of Indonesia and Malaysia
This study explores the implementation of legal protection mechanisms for micro-entrepreneurs involved in tax disputes in Indonesia and Malaysia, using a qualitative comparative case study approach. By focusing on two core variables tax regulation compliance and access to legal aid and considering the moderating role of national legal contexts, the research examines institutional, procedural, and cultural differences that shape tax justice outcomes. Data were collected through in-depth interviews with micro-entrepreneurs, legal aid practitioners, and tax officials, complemented by secondary sources including legal documents and scholarly literature. The findings reveal significant disparities between the two countries: while Malaysia has institutionalized early-stage mediation and integrated legal aid into its tax dispute framework, Indonesia’s system remains reactive, fragmented, and inaccessible to most micro-entrepreneurs. These structural differences impact not only the effectiveness of dispute resolution but also taxpayer compliance and trust in legal institutions. The study highlights the importance of institutional synergy, legal awareness, and early legal intervention in promoting equitable access to tax justice. Practical recommendations include reforming Indonesia’s legal aid structure, enhancing inter-agency collaboration, and introducing non-litigious resolution mechanisms. This research contributes to regional discourse on fiscal justice and offers insights for policy reforms aimed at supporting vulnerable economic actors within developing legal systems
Current Analysis of Automatic Charger and Transformer During Emergency Household Battery Charging
Electricity is a very important need, especially in the field of information technology development, educational facilities and households. The application of alternative electrical energy sources as backup energy by utilizing DC (direct current) energy sources from batteries (accu) which are converted through circuit stages so that they can be used as AC (Alternating current) backup energy sources. PLN electricity used to charge the battery (charge) through a step down transformer to 24Vac then rectified through a rectifier circuit in the form of a bridge rectifier aims to rectify the AC voltage to a DC voltage of 24Vdc to charge the 24Vdc battery. This automatic charger test aims to obtain the performance of the circuit that will cut off the charging current at a voltage of 13.5V on a 12V battery with a capacity of 5AH automatically when the battery is fully charged. Where the battery input comes from the rectifier output of 13.5V and the battery output will be used as input from the inverter. Before the automatic Charger circuit is connected to the battery, the battery input voltage is set at 11.5Vdc. Charging the charger produces a voltage of 13.5 volts with a maximum charging current of 1.17Amperes with a charger time of 2.5 hours, the charging process from a voltage of 11.5 Volts increases to 13.5 Volts. The temperature of the battery when charging must also be monitored so that there is no excessive heat that can damage the battery cells which reduces the life of the battery
Knowledge Management In the Development of State Civil Apparatus in the Honorary Council of Election Organizers of the Republic of Indonesia (DKPP RI)
The study aims to identify the causes of the suboptimal implementation of Knowledge Management in ASN development and formulate strategies to optimize its implementation. The research method used is a descriptive qualitative method with an inductive approach, using the SECI theory by Nonaka and Takeuchi and the SWOT analysis theory by Albert Humphrey. Data collection techniques include observation, interviews, and documentation. The results of the study indicate that at the socialization stage, the lack of two-way communication, minimal incentives for sharing knowledge, and low interest in training are the main obstacles. At the externalization stage, weaknesses in document management and organizational discussions hinder the transformation of tacit knowledge into explicit knowledge. The combination stage is disrupted due to the ineffectiveness of the database system, which has an impact on decision making and career development. Meanwhile, at the internalization stage, limited Information Technology infrastructure, weak internet networks, and lack of mass media utilization slow down organizational learning. These findings emphasize the need to strengthen the system, knowledge sharing culture, and adequate technology and communication support to encourage effective knowledge management at the DKPP RI. Strategies that can be carried out by overcoming weaknesses include limited human resources, low budget, and lack of supporting facilities and infrastructure. Strategic opportunities lie in increasing human resource capacity, strengthening infrastructure, increasing budgets, and preparing internal regulations related to knowledge management. Meanwhile, the main challenges include disparities in employee education levels and the lack of ongoing evaluation and policies. By utilizing existing strengths and opportunities and anticipating weaknesses and threats, DKPP RI can build a more structured, sustainable knowledge management system that supports improving institutional performance
Implementation of Low-Cost Programmable Logic Controller (PLC) Based on Arduino Uno as a Magnetic Relay Control System
This research aims to develop and implement a magnetic relay control system based on a low-cost Programmable Logic Controller (PLC) using Arduino Uno and LDmicro programming. The main focus of this research is to create a reliable, efficient, and affordable control system that can be easily integrated into industrial and household applications. The hardware design was carried out systematically, involving the selection of main components, electronic circuit design, and physical arrangement of components, considering efficiency and safety. Software testing was conducted using LDmicro to design and simulate ladder diagrams, and XLoader to upload the program to the Arduino Uno microcontroller. The test results show that the control system based on Arduino Uno and LDmicro functions well in controlling the magnetic relay according to the designed logic. This ladder diagram-based approach proves to be simple, efficient, and economical for developing control systems. The implementation of an Arduino Uno-based PLC offers an affordable alternative to conventional automation solutions, making it suitable for applications in education, prototype development, and small-scale industries. This research is expected to contribute significantly to the development of low-cost automation technology and open up broader opportunities for implementation in various sectors

Pancasila is not only a political system, but also a philosophical structure that combines five main principles: Almighty God, Just and Civilized Humanity, Unity of Indonesia, Democracy guided by wisdom in deliberation and representation, and Social Justice for All Indonesian People. This article will look at how Pancasila emerged, developed, and influenced Indonesian society, government, and culture. A Study Of Electrical Equipment Life Analysis Influenced By Unbalanced Load Use
The use of unbalanced electrical loads in power systems can significantly impact the lifespan of electrical equipment. Load imbalance often occurs in power distribution systems serving various types of consumers with diverse consumption patterns. This study aims to analyze the effect of unbalanced load usage on the lifespan of electrical equipment, such as transformers, cables, and protection devices. The methodology involves measuring electrical parameters such as current, voltage, and power factor under balanced and unbalanced load conditions. Operational data are processed to determine the level of imbalance and its effects on temperature rise, power losses, and equipment efficiency degradation. The analysis is complemented with simulation models to predict equipment lifespan reduction based on thermal and electrical standards. The results indicate that load imbalance leads to a significant increase in operating temperatures, particularly in transformers and cables, accelerating insulation degradation. Additionally, load imbalance increases power losses, reducing overall system efficiency. This study concludes that better load management to achieve balance can extend the lifespan of electrical equipment and improve the reliability of power systems
Implementation Of BPK Corporate University Policy At The State Financial Audit Education And Training Agency Of BPK RI
BPK RI Establishes BPK Corporate University in 2021 as a strategy used to achieve BPK's vision and mission, by realizing a link and match between learning, knowledge management, and application of values with BPK's performance targets. Therefore, the author is interested in taking the title "Implementation of BPK Corporate University Policy at BPK RI's PKN Education and Training Center". This study aims to describe and analyze the implementation of BPK Corporate University policy, inhibiting and supporting factors, and efforts to overcome these obstacles. This research method uses a qualitative research method with a descriptive approach. The data collection techniques used are interviews, observations, and documentation. The informants in this study were 19 (nineteen) people who were determined using purposive sampling and snowball techniques. The data analysis technique used is triangulation. Based on the results of the research and discussion, it can be concluded that the implementation of the BPK Corporate University policy at BPK RI's PKN Education and Training Center is still not running well and needs to be optimized, this can be seen in several aspects, namely communication, resources, disposition, and bureaucratic structure. The things that support the implementation of the BPK Corporate University policy are competent human resources, ease of coordination, the formation of a learning committee, and the existence of a digital learning system platform, while the things that hinder are the lack of human resources at the PKN Education and Training Center, the lack of support and role of the learning committee, the lack of employee learning motivation, the unavailability of BPK Corporate University Standard Operating Procedures (SOP), the suboptimal management of the Knowledge Management System (KMS) and Integrated Learning Model (ILM).
