Challenges in Fostering Functional Positions After the Issuance of the Regulation of the Minister of State Apparatus Empowerment and Bureaucratic Reform Number 1 of 2023
Human resource development (HR) is one of the development priorities in Indonesia, including human resources in the public sector. Bureaucratic simplification is one of the efforts to reform the bureaucracy to improve the quality of performance, which has an impact on the equalization of echelon 3, echelon 4, and echelon 5 positions into functional positions. Strengthening functional positions in government agencies is also one of the steps to improve the professionalism of Civil Servants (PNS). This research is a descriptive qualitative research, which collects data through literature studies, observations, and interviews. The result of this study is that there are several challenges faced after the issuance of PANRB Ministerial Regulation Number 1 of 2023. The first is that by determining credit scores and drafting performance contracts only involving functional officials with their direct superiors, it is necessary to pay attention to how these two parties can ensure that functional officials have performance targets by their scope. Second, from the side of the functional position coaching agency, it has the task of monitoring and evaluating the agency that uses its functional position. The challenge is that there is no clear mechanism for following up on the results of the monitoring and evaluation. Then the third is how training can be used by coaching agencies to overcome the competency or knowledge gap that occurs
Notary Liability on Contract Renegotiation in Business Contracts
A notary is a public official who is given the mandate to make authentic deeds, one of which is through business contracts. In practice, business contracts often experience various updates for one reason or another. As part of a notary's duties to make business contract deeds, the notary also has the responsibility to ensure that all procedures and contract clauses do not conflict with the law. This research will discuss considerations about the role of notaries in preparing business contract documents, potential sources of disputes related to the implementation of business contracts and provisions for resolving disputes related to business contract deeds. To discuss this problem, an empirical juridical approach will be used through analytical descriptive research. The research concludes that the presence of a notary takes into account the interests of the parties when drafting business contract deeds so that they can anticipate possible conflicts that may arise. The authenticity of a notarial deed becomes absolute with the commitment of the parties concerned to continue to rely on consultation and agreement in resolving disputes that may arise
Analysis of Financial Ratios of PT Industri Jamu and Farmasi Sido Muncul TBK (Sido) for the Period of 2018-2020
The purpose of this study is to find out the financial performance of PT Industri Jamu dan Farmasi Sido Muncul Tbk in the 2019-2023 period to see what the Company's capabilities are like using financial ratio analysis. This research uses secondary data such as financial statements and company reports. The analysis tools used in this study are liquidity ratio, activity ratio, solvency ratio and profitability ratio. Based on the results of this study, PT Industri Jamu dan Farmasi Sido Muncul Tbk in the 2019-2023 period experienced fluctuations in its ratio value. Especially in 2020-2021, the results of the calculation of the liquidation ratio in 2020 experienced a significant decrease compared to the previous year. Meanwhile, the solvency ratio increased in 2020 and gradually decreased in the following years. Similar to the solvency ratio, the value of the profitability ratio also experienced a significant increase in 2020-2021. For the calculation of the activity ratio, the value of Total Asset Turnover, in the 2019-2023 period, no one has reached the existing industry standard figure of 5 times, resulting in the Company being in a bad position. However, for the calculation of other ratio values, despite fluctuations affected by the Covid-19 pandemic in 2020-2021, the Company's ratio value is still in a good position because it is still above industry standards
Analysis of the Influence of Organizational Culture, Transformational Leadership Style and Employee Performance Assessment on Employee Satisfaction at Bio Farma
Bio Farma (Persero) is a state-owned pharmaceutical company that was established in 1890 as a bacteriology laboratory by the colonial government of the Dutch East Indies and has undergone many transformations until it became Bio Farma (Persero) in 1997. This study aims to examine the influence of leadership style, organizational culture, and performance assessment on the satisfaction of permanent employees at Bio Farma. In this scientific paper, the influence of employee participation through latent variables Power Distance Index (FOC1), IDV (FOC2), Masculinity versus Femininity (FOC3), Uncertainty Avoidance Index (FOC4), Ideal Influence (FOC5), Individual Consideration (FOC6), Inspirational Motivation (FOC7), Intellectual Stimulation (FOC8), Validity (FOC9), Approval (FOC10), Reliability (FOC11), Objective (FOC12), Salary (FOC13), Promotion (FOC14), Co-workers (FOC15), Boss (FOC16), and Employment (FOC17). The researcher used Partial Least Square to see the influence between variables by testing the outer model as well as testing the inner model. Penelitian ini dilakukan terhadap 120 responden karyawan Bio Farma. The results of the study show that the three independent variables had a direct influence on employee satisfaction (p-value < 0.05), meanwhile, the simultaneous influence of the three variables showed no real influence (p-value = 0.639) with a p-value limit of < 0.5.
 
AFT Pattimura CSR Pentahelix Collaboration in the Implementation of Waste Management Center Social Innovation Program: NEKAT SA (Negeri Katong Tanpa Sampah)
The Waste Management Center: NEKAT SA (Negeri Katong Tanpa Sampah) program, initiated by PT Pertamina Patra Niaga Aviation Fuel Terminal Pattimura, represents a social innovation aimed at addressing waste management issues in Negeri Laha through a pentahelix collaboration approach. This approach entails the cooperation of five key elements: businesses, government, academia, media, and the community. The program integrates four community empowerment initiatives through CSR AFT Pattimura partners, functioning as community groups that implement waste management programs across three primary stages: upstream (education and waste collection), process (converting waste into valuable products), and downstream (establishing a circular economy). The program emphasizes zero waste and circular economy principles by managing organic, inorganic, and residual waste into valuable products that can enhance the income of beneficiary communities. This study employs a descriptive analytical method to delineate the roles of each stakeholder in the implementation of the NEKAT SA program. Primary data were gathered from field implementation processes, while secondary data were sourced from literature reviews and documentation. The findings indicate that the pentahelix collaboration approach in the NEKAT SA program is effective in mitigating waste issues, increasing community income, and fostering a culture of cleanliness and health. The success of this program underscores the importance of sustained commitment from all involved stakeholders to ensure the ongoing positive environmental and economic impacts in Negeri Laha
Analysis of Junction Congestion and ITS Handling Efforts on Urban Roads
Congestion is one of the problems that often occurs in several areas, such as the Damage Circle Line Intersection. This research aims to identify the causes of traffic problems, the characteristics of traffic movements, and the level of service in the area. The research method was carried out by collecting related data from the results of literature studies, agency surveys, and observations. There are several transportation problems at the Damage Circle Line Intersection. The Damage Circle Line Intersection has transportation problems because of the road capacity and vehicle and other commonly known as conflict points. In addition, the traffic light is not functioning properly, and the level of road service is quite low, indicating that road service is quite high, while the travel speed is low
Software Defect Elimination Information System in Software House Company
In software that is free from defects or errors, a fixed method and technique of software testing is required. For this step, an Information System is needed to help eliminate software defects, so that testing or testing work is not a burden on software costs but is a perfection of software development work so that Zero Defect Application Software can be realized. From several software testing methods and techniques, a strategy suitable for the size of a software development project is required. So even though the software development project is small, it still requires a suitable test. And for software development testing to have reliable quality, it is necessary to measure and criteria for each software testing practice, so that a software development project can be determined in quality. To support software testing work, an Information System is needed that supports the need for processors to assess a quality software development test. With the Software Defect Elimination Information System, an objective quality of software development testing can be produced
The Existence of Pancasila in the Draft Law on the Direction of Pancasila Ideology (Sociolegal Study on Public Response to Law Enforcement)
Pancasila as the basis of the Indonesian state has an important role in national and state life. However, along the way, Pancasila experienced various challenges and dynamics, including the emergence of the Pancasila Ideology Policy Bill (RUU HIP) which sparked pros and cons in society. This research aims to analyze the existence of Pancasila values in the Draft Law on Pancasila Ideology and formulate the public's response to the enactment of the resulting law. The method in the research uses a qualitative approach by collecting data through literature studies. After the data is collected, it then involves analysis techniques through three steps, namely simplifying information, presenting data findings, and drawing conclusions. The findings of the research show that supporters of this bill argue that aligning the law with Pancasila values will strengthen the state's ideological foundation and ensure that the nation's noble values become the basis for all activities. However, on the other hand, critics highlight several controversial aspects of this bill that the interpretation of the trisila in the HIP Bill is not in line with the version of Pancasila that is widely accepted by Indonesian society. In addition, the absence of an MPRS regulation regulating the dissolution of the PKI in the bill raises concerns that the removal of this reference could give the impression that the government does not recognize the history of the dissolution of the PKI, which is considered an important moment in Indonesian history. Apart from that, there are concerns that this bill could be misused for certain political interests which could damage social harmony and stability in Indonesia
Law Enforcement of Thrifting Practices Through Overseas Online Thrift Shops with Instagram Applications
Technology has changed people's habits, including the way they buy things. Thrifting can be a way for fashion lovers or fashionistas to learn about trends so that they can find very varied and unexpected clothing models. In the implementation of thrifting, there are currently many platforms that can be used online. The most commonly used online platforms are Instagram, TikTok, shopee, and many other e-commerce. This article aims to discuss the mechanism of online thrifting through the Instagram application and to examine law enforcement against the practice of Thrifting through the Instagram application. The result of this research is that the impact of the online thrifting mechanism using the Instagram application hurts security in customs supervision and threatens local industries. The practice of thrifting carried out online utilizes loopholes in supervision and regulation so that many business actors can still sell imported used goods illegally. To address this issue, cooperative action is needed between the government, social media platforms, and the public. The government needs to strengthen regulations and improve oversight of online buying and selling activities, including working with platforms like Instagram to identify and crack down on unlawful accounts
Evaluation of Enterprise Resource Planning System Maturity with IT-IL V3 Framework at CV. Syntax Corporation Indonesia
This research aims to evaluate the development of the Enterprise Resource Planning (ERP) service system at CV. Syntax Corporation Indonesia uses the IT-IL V3 framework, especially in the Service Operations domain. This research is conducted by analyzing the performance and effectiveness of the ERP system that has been implemented, as well as how the system supports the company's daily business operations. Through an IT-IL V3-based evaluation approach, the study assessed critical aspects of ERP service operations such as incident management, problem management, and request management. The findings of this study provide insights into the strengths and weaknesses in the ERP system implementation at the company, as well as recommendations for improvements that can increase efficiency and user satisfaction. Using the IT-IL V3 framework, this study provides practical guidance for better management and development of ERP systems in the future
