Chancellor of the Federal Republic of Germany 
Willy Brandt was born on December 18, 1913 in the old por.t 
city of Luebeck·on the Baltic. He began his journalism career be-
fore graduation from high school by writing articles for a local 
news~aper. 
At the age of 17, he joined the Social Democratic Party 
of Germany (SPD). In 1935 he escaped Nazi prosecution by fleeing 
to Norway.· 
He studied history at the University of Oslo and became 
a newspaperman •. 
After the German armies occupied Norway in 1940, Mr. Brandt 
went to Sweden, where he continued to work as a journalist until 
after the war when he retur-ned to Germany. 
In 1948, the leaders of the Social Democratic Party asked 
i Mr. Brandt to head the SPD's secretariat in Berlin. 
In 1949, West Berlin's Social Democrats appointed Mr. 
Brandt as one of their deputies to the Bundestag (Lower House 
of the Federal Parliament) in Bonn. He served in the Bundestag 
until 1957, specializing in intra-German relations and foreign 
· affairs. 
A member of the Berlin city parliament since 1950, he became 
its president in 1955 and was elected Governing Mayor of Berlin 
in 1957. 
In 1958, Willy Brandt was elected Berlin party chairman, 
1ri 1962 deputy national chairman and in 1964 national chairman. 
He was his part's canoidate for the Chancellorship three 
times -- 1961, 1965 and in 1969. 
He was appointed Foreign Hinister and Vice Chancellor in 
1966 when the SPD joined the Government coalition with the 
Christian Democratic Union/Christian Social Union (CDU/CSU). 
Under his leadership, the Social Democrats have continued 
to broaden their popular support. Following the September 1969 
elections, the SPD formed a coalition government with the Free 
Democratic Party (FDP).

On October ·21, 1969, r1r. Brandt was elected Federal 
Chancellor by the Bundestag. 
The Chancellor is the author of a number of books. His 
latest, "A Peace Policy for Europe", lias published in 1968 
while he was Foreign l\Unister. He holds honorary degrees from · 
the University of Pennsylvania (1958), Harvard University 
(1963) and Oxford University (1970). 
He is married and has four.child.ren •

Gilles Briatta 
Gilles Briatta is First Secretary for Trade at the Delegation of 
the Commission of the European Communities. Before being 
appointed at the EC Delegation, he had worked for the French 
Government for seven years of which four years had been with the 
Economic Directorate at the French Ministry of Foreign Affairs. 
In that Directorate, Mr. Briatta was in charge of several aspects 
of the EC Internal Market (environment, Research & Development, 
transportation, telecommunications) . In 1990, he transferred to 
the Trade Section of the Economic Directorate, where he was in 
charge of EC-OS and EC-Japan trade negotiations. Be represented 
the French Foreign Ministry in meetings devoted to these 
questions, both in Paris and in Brussels (113 Committee) . Be 
participated in various conferences on the subject, including the 
1991 Ditchley Conference on the Uruguay Round (in the OK) and the 
1991 Aspen Conference on EC-Japan relations (in France) . 
Mr. Briatta took up his post to Washington on December 1991 where 
he is responsible for intellectual property rights, export 
controls and competition questions. Mr. Briatta is a graduate 
from Ecole Superieure des Sciences Economiques et Commerciales 
(1981), Institut d' Etudes Politiques de Paris (1983) and Ecole 
Rationale d'Administration (1987). 
Be resides in Washington with his wife Christine and their son 
Adrian .

BiographJ 
Harm G. Buiter was born in 1923 in Tubbergen on the German-Dutch border. 
He is a Dutch citizen. He has served as secretary general of the European 
Labor Union Secretariat since 1958. The Secretariat is responsible for 
coordinating labor union activities within the European Community. 
After studying economics at the University of Amsterdam, Mr. Butter was 
employed in 1946 by the Dutch Steel Workers Union. He represented the Dutch 
Labor Unions during negotiations of the European Communities' Treaties. 
In 1956, he was appointed by the Miners and Steel Workers Unions of the 
Community member countries to head their Permanent Secretariat. Mr. Butter 
was also in charge of the first information delegation of the European Coal 
and Steel Community to the United States in November of the same year.
