In recent years, comparative research has 
received renewed attention in the humani-
ties and social sciences.[1] The publication 
of The Rise of Comparative History emerges 
from the Comparative History Project, 
which was launched at the Central Euro-
pean University in Budapest in 2006 and 
codirected by the editors Balász Trencsé-
nyi, Constantin Iordachi, and Péter Apor. 
It is the latest addition to a range of pub-
lications on historiography in Central and 
Eastern Europe that the three editors have 
published over the last 15 years.[2] The Rise 
of Comparative History is the first part of 
a three-volume reader that seeks to pro-
vide an overview of the legacies and new 
perspectives on comparative and trans-
national history in East-Central Europe 
within a global research context. Each of 
the three volumes is concerned with a dif-
ferent period of historiographical writing. 
The first volume traces efforts in the inter-
war period that sought to devise compara-
tive research frameworks as an alternative 
to national exceptionalism. The second 
volume will continue the chronology and 
follow the discussion on comparative ap-
proaches after 1945 while linking them to 
macro-theories of sociology in the context 
of the Cold War. Finally, the third volume 
will turn to the proliferation of compara-
tive and transnational approaches after 
1989. According to the Central European 
University Press, all three volumes are de-
signed to be stand-alone books. Therefore, 
this review discusses The Rise of Compara-
tive History separately, with the publisher’s 
aim in mind and without knowledge of 
the content of the subsequent volumes.
The first volume is an anthology of texts 
written between the 1910s and early 
1940s that outline the main features of 
comparative historical studies, with a par-
ticular emphasis on the historiographi-
cal traditions in Central, Eastern, and 
Southeastern Europe. In the introduction, 
Trencsényi, Iordachi, and Apor outline the 
objectives of the volume as a result of their 
own research and teaching, where they ob-
served a lack of access to key readings that 
had been translated into English. There-
fore, this anthology includes a selection 
of excerpts from 18 texts that were writ-
ten by scholars with personal and educa-
tional backgrounds in places ranging from 
France and Germany to Hungary, Roma-
nia, and Serbia and that were translated 
from their respective languages into Eng-
lish. Some of the texts were reproduced 
from earlier English translations, such as 
Marc Bloch’s “A Contribution Towards a 
Comparative History of European Socie-
ties” (1967 [1928]) and Otto Hintze’s 
“The Preconditions of Representative 
Government in the Context of World 
History” (1975 [1931]). What makes the 
anthology stand out is the editors’ aim to 
bring the texts by Bloch, Hintze, and oth-

ers into a dialogue with “less well-known 
texts” (p. 25) coming from East-Central 
and Southeastern Europe. The readers find 
excerpts from monographs, articles, and 
conference proceedings that are accompa-
nied by short biographies of the authors 
and information on the historiographical 
context of the texts.
The volume starts with a selection of texts 
focusing on German, French, and Belgian 
history and then places a particular empha-
sis on the supranational approaches devel-
oped within the context of Southeastern 
European and Balkan studies. Here the 
editors do not limit their selection to his-
torians, but they also include authors from 
other disciplines, such as human geography 
(Jovan Cvijić), classical philology and lin-
guistics (Milan Budimir and Petar Skok), 
and political science (David Mitrany). This 
selection is a result of the editors’ argu-
ment in the introduction that comparative 
history did not form part of the historio-
graphical mainstream in the early twen-
tieth century. According to the editors, 
while the discipline of history focused on 
the nation-state, comparative approaches 
rather emerged from cross-disciplinary dis-
cussions or were in connection with topics 
that went beyond national frameworks. 
This concerned, in particular, the social, 
cultural, and economic development of dif-
ferent nations and the local adaptation of 
what were considered universal phenomena 
(such as revolutions or liberalism), which 
are addressed in the texts of the anthology.
In view of the extensive historiographical 
literature of potential interest, the editors 
aim to provide “a sampling of different 
national and transnational historiograph-
ic traditions” rather than to reproduce a 
canon on comparative history (p. 27). By 
framing it like this, the editors understate 
the intertextual and personal references 
made by the authors in the selected contri-
butions and instead leave it to the readers 
to unravel these interlinkages. For instance, 
Bloch refers to the texts by Henri Pirenne 
and Louis Davillé as predecessors of his 
own historiographical deliberations (p. 
90), which are both included in the anthol-
ogy. The writing by Georghe I. Brătianu 
can be found alongside those from his col-
laborator Victor Papacostea and his men-
tor Nicolae Iorga. Indeed, many of the 
authors featured in the anthology were 
part of the same transnational networks, 
in particular in the context of the Interna-
tional Congresses of Historical Sciences. 
The importance of this institutional setting 
for the elaboration of comparative histori-
cal studies in the interwar period is only 
underlined by the book cover, which shows 
a group of participants of the seventh con-
gress, held in Warsaw in 1933.
While the editors accentuate their objec-
tive to initiate a dialogue between the 
historiographical traditions in Western 
Europe and those in Central, Eastern, 
and Southeastern Europe, their selection 
of texts conveys further arguments that 
go beyond this rationale given in the in-
troduction. Crucially, the assembly of 
only male authors reproduces a gendered 
understanding of the discipline of history 
and in particular the history of historiog-
raphy as an all-male enterprise.[3] While 
women indeed have had a marginalized 
position in academia, this selection is es-
pecially regrettable because the editors 
strived to expand the conventional scope 
of historical scholarship. This intervention 
into discourse can be seen in particular 
in the cross-disciplinary approach of the

anthology, which chooses to include a hu-
man geographer over a historian. Namely, 
the text “Aim and Significance of Balkan 
Studies” (1934) by Budimir and Skok 
mentions Cvijić, one of the authors in 
the volume, as their inspiration from the 
perspective of human geography, whereas 
Konstantin Jireček, whom they credit as 
their inspiration for historical approaches 
(p. 355), was omitted from the anthology. 
Here the focus of the editors on bring-
ing out the regional research tradition 
obscures, to some extent, the method of 
comparison with studies examining differ-
ence and diversity within a region or state. 
In some cases, like Yugoslavia, bridging 
difference through historical enquiry also 
served the objective of state-building, be-
ing arguably shared with national frame-
works. Here it remains to be seen whether 
the second and third volumes will address 
more prominently the role of ideology in 
comparative approaches that not only seek 
to bridge difference but also legitimate the 
alleged superiority of economy, govern-
ment, or people over another. The com-
plicity of scholarship with genocide and 
eugenics can be observed in the biography 
of Fritz Valjavec, the last author included 
in The Rise of Comparative History.
In sum, the 18 texts and the excellent over-
view in the introduction provide a range of 
fascinating angles for further reflection on 
comparative methods in historical studies. 
The English translation of the Hungarian 
text by István Hajnal, alongside others, al-
lows for a more diverse engagement with 
historiographical traditions in research 
and teaching. Moreover, the emphasis on 
cross-disciplinary approaches is one of 
the major strengths of this volume, which 
will appeal not only to historians but also 
to scholars in other fields. Several of the 
texts in the second part of the book are in-
deed part of a canon, though not in what 
is today considered the field of compara-
tive history in English-language academia. 
These texts were formative for area studies 
ranging from Balkan studies and Black Sea 
studies to Southeastern European studies 
or Eastern European studies. The accessi-
bility of key readings in English gives rea-
son to hope for greater engagement with 
these intellectual traditions in the over-
arching fields of historical enquiry.

This anthology, edited by Helsinki histo-
rian Janne Lahti, seeks to re-examine US 
and German colonialism from a transim-
perial perspective. It is concerned with 
how colonial actors, practices, policies, 
patterns of cultural experience, and codes 
were intertwined, exchanged, copied, and 
otherwise related to one another in the 
United States and Germany. The book 
does not claim that there was a particular-
ly privileged or important relationship be-
tween the two countries. Rather, the two 
countries’ entanglements are examined as 
examples of larger circulations of colonial 
discourses, policies, and actors. Germany 
and the United States were “relational em-
pires” – but so were others as well.
The contributions contained in the vol-
ume are divided into three main sections 
entitled “Portabilities”, “Passages”, and 
“Parallels”. The first section focuses on 
how intellectuals got to know and advo-
cated transfers of colonial models. The sec-
ond section takes us to the level of larger 
debates and implemented colonial practic-
es and policies. The third section focuses 
on colonial representations. As the editor 
points out, the division of the texts is not 
always obvious, as there are thematic over-
laps. Some contributions connect to more 
than one section. 
In the first section, Gregor Thum and 
Robert L. Nelson examine how economists 
Friedrich List and Max Sering looked at 
the western expansion of the United States 
and tried to draw political and economic 
lessons for Germany’s own economic de-
velopment and eastward expansion. Tracey 
Reimann-Dawe’s essay is devoted to geog-
rapher Gerhard Rohlfs’s attempt to derive 
lessons from American railroad develop-
ment for the infrastructural penetration 
of Central Africa. George Steinmetz’s essay 
presents Raymond Aron as a critical theo-
rist of colonialism and empire. 
The second section opens with an analy-
sis by Jens-Uwe Guettel of debates in the 
late nineteenth and early twentieth centu-
ries about which route German colonial-
ism should take. As he shows, the option 
of expanding overseas colonies was often 
thought of in opposition to territorial ex-
pansion eastwards. Dörte Lerp examines 
German imperial population policies in 
East Prussia and Southwest Africa in a 
transimperial perspective. As she shows, 
German administrators drew on US 
models of settlement and racialization in 
some examples; in others, European em-
pires were more important inspirations. 
Jeannette Eileen Jones examines how the 
private Kolonial-Wirtschaftliches Ko-
mitte and the official Reichskolonialamt 
sought to draw on American agricultural 
expertise for turning colonized lands in 
Southwest Africa into white settlements. 
Eriks Bredovskis’s contribution analyses 
the 1905 voyage of the German ship Falke 
to the Pacific Northwest as an example of 
Germans’ interaction with colonial spaces

in areas controlled by other powers than 
their own government.
The third section is opened with a con-
tribution by Volker M. Langbehn on car-
toons depicting Chinese in German and 
US satire magazines. A. Dana Weber ex-
plores gender fluidities in Karl May’s fic-
tion and their theatrical adaptations. Lahti 
and Michelle R. Moyd compare the enlist-
ment of Apache scouts by the army in the 
US West and African askari fighters by the 
Schutztruppe in German East Africa, with 
an emphasis on the larger effects these 
enlistments had on the fighters’ families 
and social status. The final contribution, 
by Edward B. Westermann, compares 
the rhetoric and practice of the US gov-
ernment’s conquest of the West and Nazi 
Germany’s warfare of annihilation in East-
ern Europe, which despite some rhetorical 
overlaps were very different.
The contributions are all carefully devel-
oped investigations, and they often build 
on larger projects or finished publications 
by the authors. As a reader, one therefore 
has the opportunity to appreciate the re-
sults of many extensive studies in a quite 
compact form.
If one takes seriously the claim made in the 
book’s title and introduction that transim-
perial entanglements between Germany 
and the United States are to be the topic, 
it is however striking that the flows are 
examined almost exclusively in one direc-
tion: The United States was a role model 
for Germany. That German practices, 
ideas, and participants played a significant 
role in the colonization of the US West is 
not discussed in any of the contributions. 
On the level of the participants, there 
would have been many examples: from 
German frontier settlers and miners, who 
participated very directly in the disposses-
sion and warfare against native nations, to 
elites such as Carl Schurz, who as secre-
tary of the interior in 1877–1881 pushed 
for the establishment of native boarding 
schools and promoted the allotment and 
sale of reservation lands that was later im-
plemented under the Dawes Act of 1887. 
On the other hand, there probably were 
few precedent ideas and policies from Ger-
many that could have served as models 
for the conquest and incorporation of the 
US West. The United States was seen as 
a model of successful expansion and colo-
nial rule that German elites tried to emu-
late. Read that way, the apparent one-sid-
edness of the flows becomes an interesting 
historical argument: while there is debate 
among historians today as to whether the 
US westward expansion should be read as 
an imperial history or rather as a history 
of nation-building, there was apparently 
little controversy among contemporary 
international observers and emulators.[1] 
They saw a successful imperial model for 
their projects in the conquest and incor-
poration of the US West. There was no 
doubt about the fundamental identity of 
these endeavours.
On a methodological level, it would be 
worth asking what significance is attached 
to transimperial exchanges and to what ex-
tent this global perspective differs substan-
tially from critical histories that remain 
oriented towards the national scope. The 
individual contributions show how Ger-
man actors – from Friedrich List, Max 
Sering, and Gerhard Rohlfs to Adolf Hit-
ler – thought about US colonial models or 
what they held to be models and how they 
then attempted to adapt and modify parts 
of them for Germany’s own projects. Na-

tional concerns and particularities there-

that German elites selectively drew upon. 
How exactly, then, does this approach 
differ from a critical history in a national 
framing? 
The anthology offers excellent special stud-
ies on a variety of aspects of transimperial 
exchange between the United States and 
Germany. The chapters are written in an 
accessible manner and are very well docu-
mented so that at the points where one 
might disagree, one always knows what 
evidence and reasoning the authors base 
their judgments on. The book does not 
cover all aspects of the entanglement, and 
it offers no overarching theory. The book 
never promised either, however, and the 
editor and contributors can only be con-
gratulated on this interesting anthology.

The global and imperial turns in history 
have been influencing the profession for 
more than two decades. As a consequence, 
historians have questioned narratives and 
concepts that derive from Eurocentrism 
and in turn included perspectives that 
explore history from the vantage point 
of transnational networks, geographical 
peripheries, and subaltern groups. This 
excellent volume, originating from a semi-
nar and a concluding conference at the 
University of Oxford in 2016/17, joins 
a growing number of books dedicated 
to incorporating these historiographical 
trends into the field of modern Jewish his-
tory. It asks how one of the latter’s central 
problems – the relationship between Jews, 
liberalism, and antisemitism – appears dif-
ferent if examined from angles informed 
by the historical sensibilities of the twenty-
first century. 
In their introduction, the editors formu-
late an ambitious research agenda that 
seeks to challenge traditional scholarship 
by overcoming Euro- and Anglocentric 
perspectives, favouring transnational and 
comparative approaches over methodo-
logical nationalism and breaking with

In their introduction, the editors formu-

by overcoming Euro- and Anglocentric 
perspectives, favouring transnational and 
comparative approaches over methodo-
logical nationalism and breaking with

conventional categories that result from 
the former. The geographical scope of the 
15 essays (plus one concluding comment 
by Samuel Moyn) reaches from the Car-
ibbean and the United States to Europe’s 
peripheries and the Ottoman Empire. This 
reflects the editors’ aim “to ‘provincialise 
Europe’ in a Jewish key” (p. 5) and to inte-
grate transnational and global viewpoints, 
as well as the concepts of empire and co-
lonialism, into the study of modern Jewish 
history. Taken together, the essays compli-
cate a historiography that has approached 
the relationship between Jews, liberalism, 
and antisemitism largely from the perspec-
tive of Central and Western Europe and 
operated with “classic” binaries such as 
majority/minority, metropole/colony, and 
inclusion/exclusion. 
The contributions are consistent in their 
high quality of scholarship. Many of the 
chapters deliberately attempt to push 
against well-established boundaries. A 
good example of this is Julia Phillips Co-
hen’s fascinating examination of Jewish 
citizenship in the late Ottoman Empire. 
Cohen convincingly draws a parallel be-
tween the place of Jews in the sultanate to 
that of their coreligionists in the United 
States, mentioning, among others, their 
self-positioning as a model minority and 
their relations towards other marginalized 
communities, thus challenging the clas-
sic trope of American Jewish exceptional-
ism. Intervening in another debate, James 
Loeffl er shows that Jewish liberalism had 
more faces than is usually conceded. By 
taking mid-nineteenth-century Eastern 
European Jewish political thought as a 
starting point, he argues that a considera-
ble number of Jewish liberals favoured the 
idea of collective rights and were sceptical 
towards the Western liberal model of as-
similation. This breaks with the common 
understanding that associates Jewish lib-
eral politics exclusively with the support of 
individual human rights. 
The volume is particularly stimulating 
where it incorporates recent developments 
in the research on liberalism. For two dec-
ades, a growing body of historical works 
has demonstrated that liberalism cannot 
be examined without acknowledging its 
entanglement with certain practices of 
exclusion and violence, particularly in 
respect to race, capitalism, empire, and 
genocide.[1] Some of the volume’s most 
compelling chapters ask what this new 
awareness of the limits of liberalism means 
for modern Jewish history. Lisa Moses 
Leff, for instance, invites us to rethink our 
perception of antisemitic movements as 
inherently opposed to liberalism, showing 
that the latter was deeply enmeshed in an-
ti-Jewish ideas and practices in places like 
Romania and French Algeria. At the same 
time, Jews themselves were not necessar-
ily immune to the paradoxes of liberalism. 
When confronted with other minorities, 
as Ari Joskowicz suggests, they some-
times benefited from or even intentionally 
sought to make use of liberalism’s mecha-
nisms of exclusion and privilege, pointing 
to Jewish anti-Catholicism in nineteenth-
century Central and Western Europe and 
the Jews’ long-time indifferent relationship 
to the Romani community. His call for de-
voting more attention to Jewish relations 
with other marginalized groups in liberal 
democracies deserves further scrutiny. 
Curiously absent from the volume are 
women and gender as categories of analy-
sis, with Laura Arnold Leibman’s study 
of the clothing habits of Caribbean lib-

eral (male) Jews and brief accounts on the 
liberal Jewish women Sara Nathan and 
Emma Lazarus as noteworthy exceptions. 
The editors openly tackle this lacuna and 
justify it with the fact that women were 
historically excluded from the liberal pol-
ity and Jewish communal politics. How-
ever, as Abigail Green herself remarks in 
passing, Jewish women did find various 
ways to circumvent these restrictions and 
engaged in political and social activism 
(pp. 356 f.). In addition, it is a rather es-
tablished fact that gender played a seminal 
role in the construction of Jewishness, an-
tisemitism, and liberalism. More emphasis 
on these aspects could have added a fur-
ther layer of complexity to the volume’s 
subject and thus would have contributed 
to its intended purpose.
This notwithstanding, the volume is a 
major contribution to the field of mod-
ern Jewish history. It is remarkable for a 
project with such an ambitious agenda 
that it largely succeeds to deliver on its 
promises. The collected essays effectively 
apply transnational and post-colonial 
methods and perspectives to their objects 
of investigation, showing as a whole that 
the relationship between Jews, liberalism, 
and antisemitism is more complex and in-
volves more places and linkages than often 
assumed. However, the greatest achieve-
ment of the volume is perhaps its poten-
tial to stimulate further questions. It could 
serve, for instance, as a starting point for 
the examination of Jewish-gentile relations 
in other places, like modern Iraq. More 
broadly, the authors brilliantly demon-
strate the benefits of studying the mod-
ern Jewish experience in its transnational 
dimension and in close connection to the 
ambiguities of liberalism and other mar-
ginalized groups. Transcending established 
pathways of interpretation may prove es-
pecially valuable at a time of increasing 
debates on the relationship between the 
Holocaust and colonial violence. This ren-
ders the volume relevant for scholars in 
various fields. It should be considered as 
a major historiographical intervention that 
will hopefully become a reference point 
not only for historians of Jews and anti-
semitism but also for future research on 
liberalism, colonialism, minorities, geno-
cide, and human rights.

The story of the almost 3,000 Spanish chil-
dren evacuated to the Soviet Union during 
the Spanish Civil War (1936–1939) is one 
of the facets of the conflict that has gener-
ated so much literature that the evacuation 
could be considered one of the great myths 
of the post-war period and the democratic 
restoration of Spain. The Franco regime 
used the idea of children “stolen” and 
“enslaved” in Russia by the “reds”, while 
democracy regarded them as lost and later 
recovered citizens, the last representatives 
of a lost and distant republic. Throughout 
the large body of literature, however, an 
exhaustive work on the schools-residenc-
es that took in the children was lacking. 
What we knew about them was, above all, 
through the memories of the protagonists 
themselves. Karl D. Qualls provides in this 
book a fresh insight into the history of “a 
Soviet education”, drawing on both Span-
ish and Soviet archives.
The book explores “the lived experience of 
the Spanish refugee children and how they 
were educated and raised by the Soviets”. 
After two chapters about their displace-
ment from Spain and settling in the Un-
ion of Soviet Socialist Republics (USSR), 
chapters 3 and 4 focus on the schools and 
the educational techniques for becom-
ing Soviets – and Spaniards. The last two 
chapters analyse the dreadful and horrific 
times of the Second World War, when 
the evacuation of the Spanish boarding 
schools brought to an end the comfort-
able life of the children and forced them 
to deal with the upheavals of war. The last 
pages of this part examine the lives of the 
children during their transition to adult-
hood in the turbulent times of reconstruc-
tion. A short chapter examines the afterlife 
of the Spanish community in the USSR, 
especially when, after Stalin’s death, they 
were faced with the choice of staying or 
returning to Franco’s Spain. This period of 
the children’s lives is surprisingly studied 
very little – especially in relation to those 
who remained and lived their lives as So-
viet citizens – and Qualls’s book, for obvi-
ous reasons of its overall focus, does not 
get into this.
Qualls’s success is to introduce the history 
of the refugee children in a much larger 
and more relevant context. In this way, 
the mere anecdote of the solidarity of the 
Soviet Union with a country at war and 
with some refugees who after only two 
years would lose the possibility of return-
ing to their homeland becomes a “part of 
a Pan-European modernization process”. 
Schools for Spanish children were not an 
isolated phenomenon: there was already 
an educational model of ethnic minorities 
throughout the entire USSR, in which the 
language of instruction was their own and 
what counted was the internationalization 
of certain rules, ideological assumptions, 
and construction of community or na-
tionalist sentiments. This is what served to 
turn the children into Soviets, as was the 
case for the rest of the national minorities

of the USSR. In this sense, the children 
who were educated in a Soviet-Spanish du-
ality were transformed into finished prod-
ucts of hybridization that maintained two 
types of identification with two different 
cultural discursive formations. Education 
in those schools made them Soviet while 
framing them as Spaniards. According to 
Qualls, the Soviets tried to build establish 
“Hispanidad”, a homogeneous Spanish 
identity, above the regional differences of 
the children, being in a way equivalent to 
the Soviet identity, which included – but 
did not eliminate – the ethnic and cultural 
diversities of minorities.
Qualls uses the concept of “double as-
similation”, borrowed from Francine 
Hirsch, to tell us about the heterogeneity 
and ambiguity of many Stalinist policies. 
Despite vacillating between international-
ism and Russocentrism, the truth is that 
the USSR never completely discarded the 
more ideological aspects of its conforma-
tion as a socialist state. In a strange way, 
the Soviets were able to fuse two forms of 
national identification together. This is a 
perfect instrument to those researchers on 
nationalism who want to avoid the nation-
alist framework and go beyond nationalist 
narratives.
In his short reference to the return of the 
refugees from 1956, Qualls seems to share 
the vision of a backward Spain that the 
children themselves had. If – as Qualls 
affirms – the history of children serves to 
“understand the USSR as a modern state, 
not one outside the history of twentieth-
century Western models of development” 
(p. 163), it is not clear in the book how 
Spain also, especially in those years in 
which the children returned, was visibly 
modernizing itself. This modernization, 
whether explicit or not, would lead, for 
example, the Communist Party of Spain 
to change its own policies, realizing that 
Francoism was not going to disappear 
soon enough and that they should start 
looking for solutions for a modern, (let’s 
call it) “post-fascist”, society.
The book contains a few tiny errors, with 
the most of them regarding the assessment 
of Spanish history. Gernika was not then – 
nor now – the capital of the Basque Coun-
try (p. 3), but a symbolic locality of Bis-
cayan culture and, by extension, of Basque 
nationalism. The Basque Communist Party 
was never “pro-Catholic” (p. 10) but quite 
the contrary. I suppose that Qualls refers 
to the Basque Nationalist Party, the then 
hegemonic party in the Basque rural envi-
ronment, being anti-Spanish, but radically 
religious. This and other small flaws do not 
alter the enormous value of a book that has 
managed to put a story in a theoretical and 
methodological environment that, at first 
glance, might seem anecdotal. And this 
testifies once again to how strange it turns 
out that international historiography has 
not taken more seriously the possibilities 
of the case study of the Spanish Civil War 
and the Franco dictatorship – after all, 
being the longest-lasting fascist regime in 
Europe – as an extraordinarily illustrative 
example to explore various issues in the 
struggle between totalitarianism and de-
mocracy in the middle years of the twen-
tieth century. Qualls has taken it seriously, 
and his work opens new doors for a more 
comprehensive evaluation of a phenom-
enon – the Spanish path to fascism – that, 
even today, produces reverberations.

Nachdem die Turkestancy als politische 
Kraft ausgeschaltet waren und die Mus-
limkommunisten das politische Feld zu-
nehmend aus eigener Kraft dominierten, 
zeigten sich unter den letzteren immer 
stärkere Divergenzen. Diese wurden von 
ihnen nun national gedeutet. Die Interes-
sen der nomadischen „Kasachen“ aus dem 
Siebenstromland wurden im Widerspruch 
stehend zu denjenigen der sesshaften „Us-
beken“ im Ferghanatal gesehen. Die Zen-
trumsvertreter haben diese Konflikte aber 
weder gefördert noch ausgenutzt. Eine 
Neugliederung Turkestans unter Einbezug 
Bucharas und Chivas in nationale Repub-
liken wurde von den meisten Muslimkom-
munisten angestrebt und erhielt 1924 die 
Unterstützung Moskaus (S. 409). Danach 
sollten die Muslimkommunisten das poli-
tische Leben Zentralasiens bis zum Gro-
ßen Terror 1936–1938 bestimmen.
Insgesamt leistet Fedtke einen bedeuten-
den Beitrag zum Verständnis Zentralasiens 
und seiner Positionierung in der Global-
geschichte, indem er zeigt, dass die Bol-
schewiki zwar das koloniale Erbe des Za-
renreiches ausgeschlagen, sich aber dessen 
imperiale Strukturen durchaus angeeignet 
haben. Damit hebt er einmal mehr hervor, 
dass Kolonialismus und Imperialismus in 
Zentralasien als klar getrennte Phänomene 
zu betrachten sind. Darüber hinaus weist 
er auch auf die zahlreichen Forschungs-
desiderate in Bezug auf Turkestan hin (S. 
185, 194, 195, 236, 253, 300, 310). Ein 
Wermutstropfen ist, dass aus einem uner-
findlichen Grund der Text der Einleitung 
mehr oder weniger wortgleich zu Beginn 
des ersten Kapitels wiederholt wird (S. 6–7 
und 35–36). Dieser editorische Lapsus 
steht aber dem insgesamt sehr positiven 
Gesamteindruck von Fedtkes Buch nicht 
im Weg.

Das von Bernd Lemke edierte Buch stellt 
in der Einleitung (S. 9–49) drei bedeu-
tende Akteure der Geopolitik und deren 
Orientbild im kaiserlichen Deutschland 
vor. Der historische Kontext der deut-
schen Politik im Vorderen Orient wird 
anhand des von den Geografen Ewald 
Banse, Ludwig Ferdinand Clauß und Paul 
Rohrbach geschilderten Bildes der Türken, 
Araber, Kurden und Armenier im Spiegel 
von Modernisierungsprozessen und Krieg 
nachgezeichnet. Ein gewichtiger Vorwurf 
gegen Edward Saids Werk „Orientalis-
mus“ war immer, dass Deutschland in sei-
nem Werk fast gänzlich unberücksichtigt 
blieb. Diese Lücke ist inzwischen weit-
gehend geschlossen worden. „Indes liegt 
das Schwergewicht dieser Publikationen

tendenziell auf der Zeit des 19. Jhs. bis 
zum Ende des Kaiserreiches. Zwar wurde 
auch die Zeit danach thematisiert, insbe-
sondere aber die Frage der Kontinuität 
über das Jahr 1918 hinaus noch nicht er-
schöpfend behandelt“, wie Lemke urteilt 
(S. 9). Das Orientbild Ewald Banses und 
zweier weiterer bedeutender Reisender im 
historischen Kontext zu beleuchten, ist 
Ziel dieser Quellenpublikation. Vor allem 
in Hinblick auf „Rassedenken“ und kul-
turell-geografische Vorstellungen fanden 
sich bei den drei erwähnten Geografen 
Schnittmengen, auch wenn es wie in der 
Armenierfrage auch recht bedeutende Un-
terschiede zwischen Rohrbach und Banse 
gab. 
In den einleitenden Ausführungen sollen 
„die elementaren Schaffensgebiete von 
Rohrbach, Banse und Clauß, insbesonde-
re die zivilisatorischen Entwicklungskon-
zepte und die geografisch ausgerichtete 
Rassenpsychologie, mit einer militärge-
schichtlichen Analyse verbunden werden“ 
(S. 11). Dabei vertrat Rohrbach eher einen 
liberalen Imperialismus wie ihn Großbri-
tannien praktizierte, und er lehnte eine ak-
tive Kolonisierung durch deutsche Bauern 
ab. „Die Türken betrachtete Rohrbach als 
wichtigste Stütze seiner Pläne, auch wenn 
deren wirtschaftliche und organisatorische 
Defizite noch deutscher Hilfe bedurften, 
wie er meinte“ (S. 13). Als größten Hoff-
nungsträger sah Rohrbach die Armenier 
an, die die Entwicklung der Wirtschafts-
region Mesopotamien im Wesentlichen 
stützen sollten. Diese Position war zum 
Scheitern verurteilt „je stärker die Türken 
als Bündnispartner Deutschlands betrach-
tet wurden“ (S. 14). Rasse und Hautfarbe 
spielten bei Rohrbach wie auch bei Banse 
und Clauß in Bezug auf diese Modernisie-
rungsbestrebungen eine große Rolle und 
„gipfelten schließlich in der Annahme 
eines ewigen Kampfes, in dem sich nur 
die wertvollsten, fähigsten und kräftigsten 
Rassen durchsetzen würden. Dabei spiel-
ten nicht nur die bekannten Ideen von Ar-
thur de Gobineau und Houston Stewart 
Chamberlain eine Rolle, sondern auch 
Vorstellungen, dass die Menschen weni-
ger durch Geburt, Erziehung, oder sozi-
ale Verhältnisse geprägt würden, sondern 
vielmehr durch externe, durch Menschen 
nur sehr bedingt beeinflussbare Faktoren, 
wie z.B. Geografie und Landwirtschaft“ 
(S. 17).
Dezidiert geht der Herausgeber auch auf 
die Entwicklung der sogenannten Ras-
senpsychologie bei Rohrbach, Banse und 
Clauß ein: „Diese entwickelten in zahlrei-
chen Publikationen die Rassenpsychologie 
als angebliche Königswissenschaft zur Be-
wertung der Völker der Welt. Dabei grün-
deten sie ihre Ansätze und Erkenntnisse in 
erster Linie auf die Beschäftigung mit den 
Völkern des Orients – eines der zentralen 
Themen in Rohrbachs Publizistik“ (S. 18). 
In dem Unterkapitel „Ewald Banse und 
Ludwig Ferdinand Clauß – Parallelen und 
Kontinuitäten im Orientbild“ (S. 19–40) 
konzentriert sich Lemke auf die Darstel-
lung des Werks und der Anschauungen 
von Ewald Banse, der von 1906 bis 1914 
Tripolitanien, Mesopotamien, Syrien und 
Kleinasien bereiste. Lemke widerspricht 
der Auffassung, dass Banse zwei Schaf-
fensphasen durchlaufen hätte, „eine eher 
moderate (bis1918/20) und eine insbeson-
dere in Rassefragen radikalere. […] Seine 
grundlegenden Vorstellungen zu Geogra-
fie, Rassen und Methodik waren jedoch 
bereits 1914 voll entwickelt, wenn auch, 
im Hinblick auf den Orient, noch etwas

poetischer und positiver gefasst als nach 
1918. Rassistische Stereotype und teils 
deutliche Rechtfertigungen zur Unter-
drückung unliebsamer Minderheiten […] 
bis hin zur Legitimierung von Genozid 
ebenfalls“ (S. 21). Die ganze Bandbreite 
von Banses Publikationstätigkeit zeigt sich 
auch in der Tatsache, dass er sich bereits 
vor 1933 für den „totalen Krieg“ aussprach 
und die Ausrichtung aller Lebensbereiche 
„auf einen neuen Krieg“ (S. 27) forderte. 
Banses radikale, zugespitzte Ansichten 
entsprachen zwar in vielerlei Hinsicht je-
nen der Nationalsozialisten, waren aber 
aus taktischen Gründen unerwünscht, da 
sich das Regime noch in einer Konsolidie-
rungsphase befand. Im Fazit seiner Einlei-
tung benennt der Herausgeber Rohrbach, 
Banse und Clauß als Beispiele dafür, „dass 
die Beschäftigung mit den Völkern des 
Orients im Zeitalter der Weltkriege und 
deren Rolle im Kriegsgeschehen weder 
ausschließlich Sache ausgesprochener Mi-
litärschriftsteller war noch primär immer 
der Heilige Krieg im Zentrum der Erör-
terungen stand. Die drei Orientreisenden 
[…] bewerteten Türken, Araber, Armenier 
und Kurden nicht in erster Linie von der 
Frage des direkten Nutzens für die Kriegs-
führung, sondern unter anderen Perspek-
tiven, hier vor allem der zivilen imperialen 
Erschließungskonzepte und des Rasseden-
kens“ (S. 40). Die Einleitung endet mit 
Hinweisen zu den Quellentexten und de-
ren Sprache und Stil (S. 43–49).
Breiten Raum nimmt die Edition der Tex-
te von Ewald Banse ein (S. 50–226), die 
sich im Wesentlichen fünf Sujets zuordnet. 
In dem Unterkapitel „Lebensweg und Rei-
sen in den Orient“ (S. 50–104) schildert 
Banse seinen Lebensweg und seine Reisen 
nach Tripolitanien (heute ein Landesteil 
Libyens), Bagdad und Mesopotamien. 
Warum Bernd Lemke zwischen den zwei 
Reisen Banses Reflektionen „Meine Oase, 
Menschen und Dinge aus der Enge ins 
Weite“ von 1947 eingeordnet hat, er-
schließt sich dem Rezensenten nicht, eine 
chronologische Abfolge der Quellentexte 
wäre sicher naheliegender. Unter dem Titel 
„Landschaft und Seele: Rassen- und Kul-
turgeographie“ (S. 105–114) werden die 
Ansichten Banses beispielhaft verdeutlicht, 
deren Wirkungen auf die deutschsprachige 
Öffentlichkeit so nachhaltig waren und zu 
Recht so breit vom Herausgeber erörtert 
wurden. Mystisch mutet es an, was Banse 
hierzu auf Papier gebracht hat: “So sind es 
tief geheimnisvolle Bindungen, die zwi-
schen Mensch und Erde verstrickt lagern, 
und wer aufmerksam hinhorcht, der wird 
die stillen Wasser der Tiefe rauschen hö-
ren, die aus unbekanntem Erdinnern in 
unsere Blutbahn hinüberfluten und im 
Pochen unseres Herzens, im Wollen unse-
res Hirnes tagtäglich, stundstündlich wirk-
sam werden“ (S. 105).
Im letzten Unterkapitel „Völker, Konflikte 
und Krieg im Orient: Vergangenheit und 
Zukunft“ verdeutlicht Banse, wie untaug-
lich die der europäischen Geschichte ent-
lehnten Begriffe für Auseinandersetzungen 
und Konflikte im Nahen Osten seien und 
begründet diese Feststellung mit geografi-
schen Argumenten. 
Ein Abschnitt Quellen und Literatur (S. 
227–243) und ein Register (S. 244–249) 
vervollständigen diese wichtige und gelun-
gene Quellenedition zum Zusammenhang 
von geografischer Beobachtung und Ras-
senideologie im deutschsprachigen Raum.

Thomas Adam: Deutschland in der 
Welt. Gesellschaft, Kultur und Politik

An gewichtigen Überblicksdarstellun-
gen zur deutschen und europäischen Ge-
schichte des 20. Jahrhunderts mangelt es 
nicht. Der Titel von Thomas Adam kün-
digt jedoch in zweifacher Hinsicht neue 
Wege an: Einerseits als internationaler Zu-
gang zu „Deutschland in der Welt“, und, 
wie der Titel verspricht, auch die Einlei-
tung von Transfer- und Vergleichsperspek-
tiven; andererseits durch den Einbezug des 
19. Jh.s, was eine andere Betrachtung der 
Zeitgeschichte eröffnen könnte. Die Lek-
türe fällt jedoch, um dies vorwegzuneh-
men, denkbar ernüchternd aus. Das Buch 
fokussiert sich eng und konventionell auf 
die deutsche Nationalgeschichte. Stärker 
noch als traditionelle Darstellungen spart 
es sogar jene internationalen Verflechtun-
gen aus, die Kriege, Medien oder interna-
tionaler Handel in diesen Jahrhunderten 
bescherten. Lediglich einzelne Seitenbli-
cke auf deutsche Migrant:innen, die in die 
USA gingen, deuten eine grenzübergrei-
fende Perspektive an.
Auch der Einbezug des 19. Jh.s beschert 
wenig neue Einsichten. Die Abschnit-
te für die Phase bis 1871 rekapitulieren 
vor allem politische Entwicklungen, vom 
Wiener Kongress hin zum Norddeutschen 
Bund, vom Aufblühen nationaler Vereine 
über die Entstehung von Verfassungen 
und Revolutionen hin zur Ausformung 
einer nationalen Identität. Dies geschieht 
ganz aus deutscher Sicht, obwohl gerade 
hier eine stärker internationale Perspektive 
nahegelegen hätte. Umso ärgerlicher wirkt 
deshalb die einleitende, recht unpassende 
Kritik an Jürgen Osterhammel und Se-
bastian Conrad, diese würden eine poli-
tikgeschichtliche Verengung bieten. Einen 
kurzen Seitenblick auf die USA bietet ein 
Abschnitt zum Transfer des Weihnachts-
festes in die USA und zu den deutschen 
Auswander:innen dort, wobei Adam be-
sonders deren großen Respekt gegenüber 
den „Indianern“ betont. 
Die Abschnitte für die Zeit seit dem Kai-
serreich behandeln größtenteils Kultur 
und Gesellschaft, wie etwa die sozialmo-
ralischen Milieus. Generell fällt die eigen-
willige Schwerpunktsetzung des Buches 
auf. Das Bildungswesen und die Museen 
erhalten viel Raum, aber ganz auf die Rol-
le von Stiftungen bezogen. Weitgehend 
ausgeblendet wird dagegen der deutsche 
Kolonialismus. Vielleicht deshalb be-
zeichnet der Autor die Phase bis 1914 
als Friedenszeit mit wenigen Kriegstoten. 
Obgleich die meisten neueren Überblicks-
darstellungen die globale Dimension des 
Ersten Weltkriegs aufzeigen, bleibt die 
Darstellung auch hier national fokussiert, 
ebenso später der Abschnitt zum Zweiten 
Weltkrieg. Der Darstellung der Kultur der 
Weimarer Republik folgt eine ausführli-
che Behandlung des Nationalsozialismus. 
Und auch hier überraschen die Akzente: 
Die Gesellschaft wird vor allem mit Blick 
auf den „Mythos Autobahn“ beschrieben, 
zudem durch „Kraft durch Freude“. Der 
Holocaust wiederum wird länger mit Blick 
auf seine Vorgeschichte und insbesondere

über die Eugenik dargestellt, kaum aber 
seine Umsetzung ab 1941.
Auch im Abschnitt zur jüngsten Zeitge-
schichte verwundern die Gewichtungen. 
Wie in jüngeren Darstellungen üblich, 
stellt Adam die geteilte deutsche Ge-
schichte nach 1949 verschränkt dar. Der 
DDR und Ostdeutschland seit 1990 ge-
währt er sogar mehr Raum als der Bundes-
republik. Hier dominiert stark der Blick 
auf die Gesellschaft, während das Handeln 
der unterschiedlichen Regierungen kaum 
Erwähnung findet. Wiederum werden die 
angekündigten Bezüge zur Welt, wie Han-
del und Globalisierung, Tourismus und 
internationale Diplomatie, ausgespart. 
Für die DDR werden die Dissident:innen 
und Flüchtenden ausführlicher themati-
siert, weniger der Repressionsapparat. Die 
Unzufriedenheit der DDR-Bürger:innen 
1989 wird vor allem mit den Westbildern 
des Fernsehens und der fehlenden Reise-
freiheit erklärt (S. 359). Die Abschnitte zu 
den 1990er Jahren beziehen sich ganz auf 
Ostdeutschland, wobei die Kritik an der 
Übernahme von Leitungspositionen durch 
Westdeutsche im Vordergrund steht.
Das Buch verzichtet komplett auf Fußno-
ten oder auch nur auf die Nennung von 
Historiker:innen, die Erkenntnisse zu den 
Themen aufbrachten. Das fällt umso leich-
ter, da sich die Darstellung stark auf die 
Ereignisgeschichte und Sozialdaten kon-
zentriert. Selbst bei Themen wie der Be-
wertung des Kaiserreiches, des Ausbruchs 
des Ersten Weltkriegs, dem Holocaust 
oder dem Umgang mit der NS-Vergangen-
heit, wo selbst Schulbücher unterschiedli-
che Fachpositionen aufzeigen, verzichtet 
der Text auf die Andeutung kontroverser 
Forschungspositionen. Überraschend ist 
schließlich für ein neueres Buch eines 
US-Autors, dass Frauen kaum vorkom-
men. Erst auf Seite 332 findet sich ein 
Abschnitt, der die berufstätigen Frauen in 
der DDR den Hausfrauen in der Bundes-
republik gegenüberstellt. Der Verlag hat 
eine Flasche Tsingtao-Bier auf das Cover 
gesetzt. Im Buch werden die sich wandeln-
den deutsch-chinesischen Beziehungen 
hingegen nicht behandelt, trotz ihrer of-
fensichtlichen Relevanz.
Bereits andere Rezensenten monierten 
zahlreiche faktische Fehler. Weitere ließen 
sich ergänzen: Ein Parteiverbot erfolgte 
nicht „bislang nur einmal“ gegen die KPD 
(S. 316), sondern 1952 bereits gegen die 
SRP. Und in den Bundestag kommen Par-
teien nicht nur mit 5% (S. 317), sondern 
auch mit drei direkt gewählten Abgeord-
neten, wie die DP 1953/57 oder die PDS 
1994. Das mag bei so einem großen Über-
blick passieren. Ärgerlicher erscheinen 
mir Einschätzungen, die jenseits der For-
schung stehen: Die Berlin-Blockade 1948 
wird etwa allein als Reaktion der Sowjet-
union auf die westdeutsche Währungsre-
form erklärt und die Stalin-Noten 1952 
als real verhandelbares Angebot eines neu-
tralen, vereinigten Deutschlands (S. 314); 
den 68ern wird eine Aufarbeitung und ein 
Dialog über die NS-Vergangenheit zuge-
schrieben; unzutreffend ist auch, dass „nur 
wenige Gastarbeiter in ihre Heimatländer 
zurückkehrten“ (S. 342, tatsächlich kehrte 
eine große Mehrheit zurück); oder es wird 
postuliert, dass „nur wenige Ostdeutsche“ 
einen DDR-Sender einschalteten (S. 354, 
Unterhaltungsendungen der DDR waren 
tatsächlich beliebter).
Es ist unklar, welche Zielgruppe dieses 
Buch ansprechen soll. Eine akademische 
Leserschaft ist aufgrund des sehr darstel-
lenden Stils und des Verzichts auf eigene

Francis Fukuyamas 1992 formuliertes 
berühmtes Diktum vom „Ende der Ge-
schichte“ wurde in den vergangenen Jah-
ren vehement kritisiert und leidenschaft-
lich diskutiert. Mit dem Ende des Kalten 
Krieges hätten sich, so seinerzeit der Po-
litikwissenschaftler, weltpolitische Wider-
sprüche verflüchtigt, habe sich die liberale, 
kapitalistische, demokratische Markwirt-
schaft als Ordnungsmodell durchgesetzt. 
Nachwirkung und Erbe dieser These ste-
hen im Mittelpunkt dieses Buches, das ak-
tueller kaum sein könnte. Neben geopoli-
tisch-strategischen Aspekten, die die Welt 
seit dem 24. Februar 2022 in Atem halten, 
waren es zunächst die Ereignisse des Jahres 
2016, als mit dem „Brexit“-Referendum 
und der Wahl Donald Trumps zum US-
Präsidenten vermeintliche Gewissheiten in 
aller Heftigkeit in ihren Grundfesten er-
schüttert wurden. Angestoßen durch diese 
Geschehnisse scheinen eben jene in den 
Jahren zwischen 1989 und 1991 erfolg-
ten politischen, sozialen, kulturellen und 
nicht zuletzt wirtschaftlichen Entwick-
lungen, die seinerzeit verbreitet affirmativ 
und enthusiastisch begrüßt worden waren, 
zunehmend mit Misstrauen betrachtet zu 
werden. Daraus entwickelten sich jüngst 
durchaus aufgeregt-alarmistische Dis-
kussionen über die Überlebensfähigkeit, 
Erfolgsaussichten und Dauerhaftigkeit 
des westlich-europäisch-liberalen Weges, 
woraus Fragen nach künftigen wirtschaft-
lichen Modellen, der Zukunft der NATO 
oder der Bindekraft repräsentativer Demo-
kratie resultierten. 
Jene Annahme, dass 1989 Katalysator für 
die europäische Integration, die EU-Ost-
erweiterung unter den Vorzeichen einer 
Liberalisierung wie „Verwestlichung“ und 
ebenso die heute prominent diskutierte 
„Veröstlichung“ des Einflussbereiches der 
NATO gewesen sei, greift der vorliegende 
Band auf, indem die damit verbundenen 
zeitgenössischen Annahmen konsequent 
in ihrer Genese, Reichweite und Nachwir-
kung historisiert werden. Denn all diese 
Entwicklungen waren seinerzeit Antwor-
ten auf umfassende Herausforderungen, 
mit denen die westlichen Staaten „nach 
dem Boom“ konfrontiert waren. Mit dem 
Schwerpunkt auf die Entwicklungen in 
Westeuropa geht es den Herausgebern 
um das Aufspüren historischer Konti-
nuitäten und Diskontinuitäten, die ihre 
macht- und wirtschaftspolitischen, geo-
strategischen wie politkulturellen Wurzeln

ben. Dabei wird deutlich: Der Siegeszug 
der europäischen Idee und das Hohelied 
auf das Supranationale ist einer zuneh-
mend skeptischen Haltung hinsichtlich 
künftiger länder übergreifender Koopera-
tionen gewichen. Dazu gehört nicht nur 
der Umgang mit wirtschaftlichen Prob-
lemen, steigender Verschuldung oder das 
angemessene Reagieren auf Flüchtlings-
ströme; es schließt auch und nun immer 
häufiger Fragen danach ein, ob der Kalte 
Krieg überhaupt zu Ende ist, ob der Wes-
ten diesen gewonnen hat und was eigent-
lich unter dem „Westen“ zu verstehen ist. 
Vielmehr weite sich ihr Blick auf die Rolle 
der sog. Visegrád-Staaten oder potentieller 
Aufnahmestaaten wie dem Kosovo, Ser-
bien, Moldawien oder der Ukraine aus. 
Hinzu kommen die Herausforderungen 
bezüglich der Vielzahl bereits existierender 
Diskrepanzen zwischen finanzstarken und 
finanzschwachen EU-Mitgliedstaaten oder 
in Bezug auf handfeste kulturelle Unter-
schiede, die tendenziell vor allem zwischen 
westlichen und östlichen Mitgliedstaaten 
bestehen und insbesondere in puncto Mi-
gration, Umgang mit Minderheiten oder 
auch Fragen um die nationale Souveräni-
tät entstanden sind. 
In heuristischer Perspektive scheint es je-
denfalls zielführend, so wie von den He-
rausgebern angeregt, das Gegebene nicht 
vom Ende her zu denken, sondern deutlich 
zu machen, dass jener Prozess mitnichten 
linear und unwidersprochen verlaufen ist. 
Man denke nur an das Phänomen der 
„Eurosklerose“ in den späten 1970er und 
frühen 1980er Jahren, wodurch die dama-
ligen integrativen Bemühungen vorerst 
an Dynamik verloren, ehe im Lichte ver-
besserter wirtschaftlicher Kennzahlen die 
Idee europäischer Integration als geopoli-
tisches, sozioökonomisches sowie symbol-
politisches Projekt gegen Ende der 1980er 
wieder an Attraktivität gewann. In diese 
Phase fiel die markante Süderweiterung 
des Staatenverbundes durch die Einbezie-
hung vormals diktatorischer Staaten wie 
Griechenland, Spanien und Portugal, was 
in eine Zeit fiel, in der neoliberale Ansich-
ten, der Glaube an die Mächte und Kräf-
te des freien Marktes und die Bedeutung 
von Privatisierung und Deregulierung 
politisch handlungsleitend waren. Gewis-
sermaßen „im Windschatten“ profitierte 
das demokratische Modell – mannigfache 
Kritik inklusive. Diese kaum zu vernach-
lässigenden und miteinander verwobenen 
Prozesse werden in vier thematischen Sek-
tionen in gut einem Dutzend Beiträgen 
behandelt: zunächst die sich verändernde 
Stellung Deutschlands in Europa, zweitens 
die Transformation eines neoliberal über-
formten Kapitalismus, sodann die vielfäl-
tigen geopolitischen Herausforderungen 
und viertens die derzeitigen Krisenerschei-
nungen repräsentativer Demokratie. 
Es gibt reichlich Gründe dafür (wie auch 
dagegen), der Bundesrepublik eine so 
prominente Rolle einzuräumen. Trotz 
aller unbestreitbaren Errungenschaften 
nach gut drei Jahrzehnten Einheit sind es 
ja nicht zuletzt Aspekte wie wohlfahrts-
staatliche Verwerfungen, ökonomische 
Unterschiede zwischen neuen und alten 
Bundesländern, kulturelle Abweichungen 
(samt politischer, sozialer und mentaler 
Differenzen), die in den letzten Jahren 
die Diskurse mitgeprägt haben. Dennoch 
avancierte Deutschland, so der Tenor der 
Beiträge, zu einem, wenn nicht dem domi-
nanten Staat auf dem europäischen Konti-
nent, zum Taktgeber für wirtschafts- und 
finanzpolitische wie sonstige Weichenstel-

lungen. Erstaunlich ist dies alles auch des-
wegen, weil das Land in den frühen 2000er 
Jahren noch als „kranker Mann“ Europas 
galt. Letztlich dient den Herausgebern der 
deutsche Blick als eine Art Mikrokosmos 
für umfassende europäische Tendenzen, 
da sich hier der Glaube und die trium-
phalistisch wie affirmativ-euphorisch ar-
tikulierte Überzeugung bezüglich westli-
cher Überlegenheit besonders anschaulich 
spiegele. Die umfassenden Befürchtungen 
vor einer Rückkehr deutscher Stärke und 
breite Identitätsdebatten waren, so macht 
Jacco Pekelder deutlich, eine offenkundig 
widerstrebende Aneignung einer solchen 
Hegemonie- oder Führungsrolle, die mit 
selbstauferlegter Selbstbeschränkung inter-
agierte und kollidierte – ein Zurechtfinden 
und Suchprozess, der auch in den anderen 
Beiträgen konturiert wird und kulturelle 
wie (geo-)politische Nachwirkungen und 
Selbstverständigungsdebatten reflektiert.
Für die neoliberale Idee stellte 1989 zwei-
fellos ebenso sehr einen Beschleuniger dar. 
Sie schuf zugleich Voraussetzungen für die 
Entstehung zunehmend kritischer, aber 
durchaus unterschiedlicher Aneignungen 
im Osten und Westen Europas (wie, aber-
mals, Deutschlands). Die Verbindungs-
linien zwischen wirtschaftlicher Doktrin 
und den Vorstellungen freier Märkte wur-
den seither oftmals als mutmaßlich un-
verzichtbare Bestandteile demokratischer 
Entwicklungen verstanden, eine spätestens 
im Zuge der globalen Finanz- und Wirt-
schaftskrise des Jahres 2008 empfindlich 
gestörte Annahme. Deutlich verweisen die 
Autoren auf das Lokale als entscheidenden 
Faktor für Akzeptanzgrade und plädieren 
somit für eine differenzierte Sicht auf die-
sen normativ ungemein aufgeladenen Be-
griff. 
Die dritte Sektion setzt sich mit den vielen 
Fallstricken einer westlichen Triumphge-
schichte aus der Perspektive der europäi-
schen Integrationsgeschichte auseinander. 
Demokratiedefizite, letztlich aber auch 
die Grenzen und Reichweite der Ost-
Erweiterung sind hochgradig aktuell in 
diesen Tagen – und insbesondere die Rolle 
und das Werden Russlands wird derzeit 
rastlos erörtert. Laurien Crump hebt in 
ihrem Beitrag auf verpasste Chancen und 
versäumte Möglichkeiten ab, ein nachhal-
tiges Verhältnis zu Russland entwickelt 
zu haben – und zwar ausgehend von den 
Vorstellungen eines „gemeinsamen Hauses 
Europa“ (M. Gorbatschow). Die europäi-
sche Integration hätte andere Modelle bi-
lateraler Verbünde (OSZE) recht bald an 
Bedeutung überholt, wodurch Russland 
in vielerlei Hinsicht marginalisiert worden 
wäre. Die Frage nach einem solchen Mög-
lichkeitsfenster wurde zwar retrospektiv 
immer öfter gestellt wird, damit verbun-
dene grundsätzliche Offenheit und Kon-
tingenzen jedoch sind durch die jüngsten 
Geschehnisse („Zeitenwende“) einstweilen 
vom Tagesgeschehen eingeholt worden – 
was nicht bedeutet, diese historisch nicht 
dennoch ernst zu nehmen. Inwiefern vor 
dem Hintergrund derzeitiger Geschehnis-
se ein „moderate return of Russia to Euro-
pe“ (S. 202) überhaupt noch denkbar ist, 
entzieht sich indes den Prognosefähigkei-
ten der Geschichtswissenschaft. 
Ähnlich ist es um Sektion vier bestellt, 
in der die links- wie rechtspopulistischen 
Aufstiege im Mittelpunkt stehen – ihres 
Zeichens Ausdruck des Unbehagens neoli-
beraler Erfolgsnarrative „von unten“. Auch 
dies ist, wie die Beiträger deutlich machen, 
ein spürbares Vermächtnis von 1989, dem 
vermeintlichen Ende der überkommenen

geopolitischen Auseinandersetzungen. All 
dies fordert uns nicht nur auf, jene so skiz-
zierte westliche (und seither und bis vor 
Kurzem stetig reproduzierte) Erfolgsge-
schichte kritisch zu reflektieren, sondern 
auch deren Fragilität und ihre Umstritten-
heit künftig noch ernster zu nehmen.
Der lesenswerte Band vereint durchweg 
profunde Beiträge, die zum Nachdenken 
anregen. Ob die Befunde im Einzelnen 
wirklich vollkommen neu sind, sei da-
hingestellt, aber in der Zusammenschau 
ergibt sich ein hellsichtiges und ungemein 
gegenwärtiges Panorama. Weiterführende 
Überlegungen dazu, welche genuin ost-
europäischen Perspektiven kontrastiv oder 
bestätigend hinzugezogen hätten werden 
können, bleibt freilich oft nur angedeutet 
bis gänzlich offen – die Arbeiten von Ivan 
Krastev und anderen haben in dieser Hin-
sicht Aufschlussreiches und Ernüchterndes 
zutage gefördert. Da der Rezensent kei-
neswegs Freund eines Containerdenkens, 
weder zwischen Ost- und Westdeutsch-
land noch bezogen auf Europa ist, sei ab-
schließend eine Vermutung zu künftigen 
Zugriffen erlaubt: Voraussichtlich werden 
bald andere Unterscheidungsmerkmale 
noch prägender werden (Peripherie/Zent-
rum bzw. Stadt/Land; Arrivierte vs. „Mo-
dernisierungsverlierer“ u. a.).
Paul S. Landau: Spear: Mandela and

In his latest monograph, the Washington 
DC-based historian Paul Stuart Landau 
offers a deep rereading of the period from 
March 1960 to mid-1964 in South Afri-
can history, when the African National 
Congress (ANC) reassessed its non-violent 
anti-apartheid policies and decided to also 
embark on a course of armed liberation 
struggle. The vehicle for this armed insur-
rection was the military organization Um-
khonto we Sizwe (MK, or IsiZulu and 
isiXhosa for “Spear of the Nation”). The 
militia started a campaign of sabotage in 
December 1961, including derailing 
freight trains, downing telephone lines, 
and blowing up post offices. The violent 
contestation of the apartheid regime soon 
led to the introduction of draconian laws, 
a militarization of the South African po-
lice, and the imprisonment of dozens of 
activists without trial. Between August 
1962 and July 1963, the regime succeeded 
in capturing the movement’s leadership, 
and after the infamous Rivonia trial (Oc-
tober 1963–June 1964), the group around 
Nelson R. Mandela, Walter Sisulu, and 
Govan Mbeki was sentenced to long pris-
on terms. The option of a widespread vio-
lent insurrection was off even before it had 
seriously started. A large-scale, coordinat-
ed guerrilla onslaught (the so-called Op-
