旨 
本論文は、機械翻訳を介した複数人のコミュニケーションにおいて、低資源言語話者
の議論への参与をファシリテーションにより支援する手法について論じている。 
本論文では、第 1 章で本研究の目的と意義について述べ、第 2 章で機械翻訳を介した
多言語コミュニケーション支援に関する関連研究と本研究の分析対象のフィールドに
ついて紹介している。第 3 章では、フィールドで収集した多言語対話データを分析する
ための対話行為アノテーションについて述べている。第 4 章では、ファシリテータの対
話行為とそれに対応する参加者の応答数を分析し、参加者の応答を促す対話行為を明ら
かにするとともに、機械翻訳による対話行為への影響を分析している。第 5 章では、低
資源言語話者による議論内容の理解を支援するために、議論内容を要約するファシリテ
ータエージェントを提案している。最後に、第 6 章において、本論文をまとめている。 
機械翻訳を介した複数人のコミュニケーションでは、母語の異なる参加者が増える
と、参加者間の翻訳品質が非均一になる。特に低資源言語の翻訳精度は他の言語よりも
低いことで、低資源言語話者は議論から孤立する傾向にある。そこで、本論文では、実
際のワークショップから収集された多言語対話データに対して、対話行為アノテーショ
ンを行い分析することで、ファシリテータの「命令」行為よりも「依頼」行為が参加者
の応答を促すことを明らかにしている。また、たとえ翻訳が正しくとも、機械翻訳は聞
き手の解釈する対話行為を変化させることを明らかにしている。次に、低資源言語話者
が議論内容に追従できるように、大規模言語モデルによって議論を要約するファシリテ
ータエージェントを構築している。統制実験により、要約が低資源言語話者の議論の理
解度を向上させ、他の高資源言語話者による低資源言語話者への配慮行動を増加させる
ことを明らかにしている。 
結論として、本論文のフィールド分析による知見とファシリテータエージェントによ
って、低資源言語話者の議論への参与を向上させられることを示した。

旨 
本論文は、低資源言語話者の議論への参与を支援するために、低資源言語への翻訳精
度を向上させるのではなく、ファシリテーションによって低資源言語話者の発話を促そ
うとする点に特徴がある。 
実際の異文化コラボレーションのワークショップから収集された多言語対話データ
の分析では、ファシリテータの対話行為に着目し、各対話行為に対する参加者の応答数
を言語間で比較することで、日本語では聞き手の同意を必要としない「命令」行為より
も、同意を必要とする「依頼」行為の方が応答を促す作用が強いことを明らかにしてい
る。分析からは、低資源言語のクメール語話者の応答を促す対話行為を明確にできなか
ったが、日本語による「依頼」行為が、機械翻訳によって翻訳が正しくともクメール語
で他の対話行為に変化することを統計的に明らかにし、これがクメール語話者の発話を
阻害している可能性を見いだしている。この知見は、従来の機械翻訳の指標である翻訳
の適切さと流ちょうさに加えて、対話行為の一貫性という新たな評価指標を示唆してお
り、機械翻訳分野における貢献が認められる。 
ファシリテータエージェントの構築では、従来のエージェントが相づちなど発話しや
すい雰囲気を醸成することに焦点を当てているのに対し、多言語コミュニケーションを
対象としている本手法は他者の発話の理解支援に着目している点に特徴がある。本論文
は、低資源言語話者の沈黙時に大規模言語モデルで作成した議論の要約を提供すること
で、低資源言語話者の議論の理解度を向上させることに成功している。さらに、参加者
の視点で重要な点を要約できるように、要約を高資源言語話者に依頼することで、低資
源言語話者への配慮行為を促進する効果があることも統計的に明らかにしている。要約
を依頼する手法は、高資源言語話者の作業負荷、特に作業中の時間的ストレスや不満を
高めてしまうものの、低資源言語話者の理解度だけでなくグループの一体感の強化に繋
がる知見を得ている点で高く評価できる。 
本論文の公聴会は、学位申請者による論文要旨の説明の後、審査委員は学位申請者に
対する口頭試問を行った。 
以上により、審査委員会は一致して、本論文は本研究科の博士学位論文審査基準を満
たしており、博士学位を授与するに相応しいものと判断した。

本論文の審査に関して、2025 年 2 月 4 日（火）15 時から 16 時まで、立命館大学大
阪いばらきキャンパス H 棟 8 階 H802 にて公聴会を開催し、学位申請者による論文要
旨の説明後、審査委員は学位申請者に対する口頭試問を行った。審査委員および公聴会
参加者より、発話アノテーションの正確性、フィールド分析から得られた知見の一般性、
分析結果とファシリテータエージェントの設計の関係、低資源言語話者の参与支援にお
ける要約の必然性、他の参加者からの配慮の重要性、低資源言語話者の参与支援の今後
の展望などについて質問がなされたが、いずれの質問に対しても学位申請者の回答は適
切なものであった。主査および副査は、公聴会の質疑応答を通して、学位申請者が十分
な学識を有し、博士学位に相応しい能力を有することを確認した。 
以上の諸点を総合し、審査委員会は、本学学位規程第 18 条第 1 項に基づいて、学位
申請者に対し博士（工学 立命館大学）の学位を授与することが適当であると判断する。

Contents 
While manual document processing is increasingly replaced with Artificial Intelligence 
(AI) in all spheres of human activity, this process is slow in governmental settings. The 
main reasons for the latter include the absence of a credible framework for the AI 
deployment, as well as deficiencies in the relevant Machine Learning (ML) models and 
other resources available. To address these problems, a Business Process Re-engineering 
(BPR) approach based on ML has been devised in this dissertation. The framework 
identifies key application areas and proposes tools to automatically process governmental 
documents. To test the framework validity, experiments have been conducted with a 
specialized Indonesian language model, which has also been developed in this research. 
The model has been deployed to automatically classify 1) budget documents of the 
Indonesian government (multi-class single label), 2) sustainable development program 
documents of the government (multi-class multi-label), and to assist manual selection of 
application documents. Results obtained in all experiments convincingly demonstrated 
that the proposed framework provides for practical design solutions for the development 
of effective and efficient tools for automatic document processing in the governmental 
settings. In addition, to improve the sustainability of ML-driven document processing, a 
novel approach to classification model benchmarking has been devised and validated in 
experiments. It has been demonstrated that the approach allows for significantly reducing 
AI carbon footprints associated with the development of ML models. 
Chapter 1 of this dissertation introduces challenges of government document processing, 
the role of ML in addressing these challenges, and sustainability issues associated with 
ML. Chapter 2 surveys the related literature on government BPR, BPR and ML, ML 
model development, and ML sustainability. Chapter 3 presents the proposed framework 
for government BPR based on ML, developing the necessary models and tools, and 
describes two case studies of the framework deployment in practice. Chapter 4 discusses 
sustainability issues of ML document processing and presents a model benchmarking 
approach that helps reduce the environmental impact of ML. Chapter 5 summarizes the 
main contributions of the study, reviews its limitations, and outlines future research.

Results 
In this dissertation, a Business Process Re-engineering framework is devised for 
efficiently developing and effectively deploying computational tools for automatic 
document processing in governmental settings. 
One of the substantial contributions of the dissertation is IndoGovBERT, the specialized 
pre-trained Indonesian language model, as well as its development methodology. The 
model was trained from scratch on internal government documents and performed much 
better (F1 macro of 0.683) than all other relevant models (with the highest F1 macro of 
0.646) when tested on budget tagging data. IndoGovBERT outperformed (F1 macro in the 
range of 0.80-0.87) the state-of-the-art unsupervised labeling algorithm MLTM and a 
relevant multi-lingual model (F1 macro in the range of 0.36-0.42) on various document 
classification tasks. The IndoGovBERT model was also better (reducing the document set 
for manual processing by 57%) than all other tested models (a 22-32% reduction) in 
document screening experiments. 
Another substantial contribution of this dissertation is the proposed benchmarking 
approach for text classification models, called LMDFit benchmarking. LMDFit 
supplements conventional benchmarking with model initial selection that allows for 
disqualifying less-relevant models from environmentally costly benchmarking 
experiments, based on results of a simple model fitness assessment procedure. In extensive 
experiments on eight different corpora with seven popular language models, the developed 
approach allowed for a 37% reduction, on average, in carbon footprints associated with the 
benchmarking experiments. 
Critically discussing the presented study results, it is noted that to improve the practical 
applicability of the proposed framework, future research needs to be conducted, focusing 
on testing its scalability, expanding the domain and applications of IndoGovBERT to all 
departments of the government, and testing LMDFit with ML models other than 
transformer-based language models. This would allow for further reducing human 
involvement in government document processing but also for minimizing the associated 
environmental impact. 
As a result of the defense examination, all the screening committee members agreed that 
this dissertation meets the doctor’s thesis evaluation criteria and is suitable for conferring a 
doctoral degree.

The defense examination was held from 13:00 to 14:30, Friday, January 31, 2025, in 
Osaka-Ibaraki Campus Building H, H708. After the degree applicant explained the outline 
of the dissertation, the screening committee members conducted the defense examination. 
The committee members and public hearing attendees asked questions, such as what is the 
role of sustainability in the proposed BPR framework, could IndoGovBERT be used to 
process government documents unrelated to the tasks discussed in the dissertation, why 
models trained on both internal and public government documents performed worse than 
IndoGovBERT trained on the internal documents only, what are metrics tested for LMDFit 
model fitness assessment, etc. The degree applicant’s answers were sufficient and 
pertinent to the questions. 
With the deputy examiners, through the defense examination, we confirmed that the 
degree applicant has enough knowledge and abilities for the doctoral degree. 
According to this evaluation, the screening committee hereby verifies that the degree 
applicant meets requirements for Clause 1, Article 18, Ritsumeikan University Degree 
Rules and is suitable for conferring the degree of Doctor of Engineering from the Graduate 
School of Information Science and Engineering, Ritsumeikan University.

「ジェンダー・アフェクト研究」特集について
　本号には「ジェンダー・アフェクト研究」の特集を組み、東亜大学校ジェンダー・アフェクト研究所に
所属する研究者の論文を 3本掲載した。2023 年度から始まった学術交流の成果を社会的に発信すること
が目的である。ここでは簡単にその共同研究の経過を紹介しておきたい。
　まず、東亜大学校ジェンダー・アフェクト研究所の設立経過と概要についてまとめておく。東亜大学校
人文科学大学の權明娥教授（韓国近現代文学専攻）らの研究グループは、2011 年から、アカデミックな
世界にとどまらないオルタナティブな空間における研究会活動を続けてきた。ジェンダー・アフェクト研
究所は 2018 年にその研究グループの活動成果を基盤として、ジェンダー研究とアフェクト（情動）研究
を組み合わせた新しい研究分野と方法論を構築することを目標に設立された。この研究所は人文科学の新
しい領域を開拓し、人文科学専攻の研究者と若手研究者や学生を持続的に養成することを主な課題として
おり、研究会、国際シンポジウム、人材再生産研修プログラムなどを積極的に展開し、国際的なジェン
ダー・アフェクト専門人材のネットワーク構築を目指している。
　次に、共同研究を推進するに至った経緯を簡単に紹介しておく。權明娥教授と立命館大学コリア研究セ
ンターの関係者とは、2010 年からシンポジウムや研究会で同席し交流する機会があり、立命館大学で共
同研究会を開いたこともある。權明娥教授は 2015 年度にコリア研究センターの客員研究員として立命館
大学衣笠キャンパスで学外研究に専念されたが、その時期にヘイトスピーチに関する共同研究を推進した
こともある。そのような実績を背景とし、2023 年 5月にジェンダー・アフェクト研究所からコリア研究
センターに正式に学術協力協定（MOU）締結と学術大会開催の提案をいただき、7月 26日にキックオフ
のシンポジウム（カンファレンス）を開催し、MOU締結式を執り行った。カンファレンスの概要は以下
の通りであった。

　今回の特集はこのシンポジウムの東亜大学校の発表者たちが韓国の学術誌で公表した研究成果を日本語
に翻訳して掲載したものである。
　その後、コリア研究センターはジェンダー・アフェクト研究所との共同研究をさらに推進すべく、立命
館大学の「2024 年度　国際共同研究促進プログラム」に応募し、採択された。ここにその共同研究のね
らいについて簡単に説明しておく。
　この国際共同研究は、立命館大学コリア研究センターと東亜大学校ジェンダー・アフェクト研究所が共
同して、主にジェンダースタディーズと情動理論（AffectTheory）を手がかりとし、日韓関係と日韓双
方の社会における「好感」と「憎悪」をめぐる「情動ポリティクス」を対象として、人文社会科学の共同
研究を進めるものである。
　日本と韓国は、近年、経済・文化・言語・教育などの諸分野において交流が深まり、相手側の文化に対
する関心や「好感」が高まっているが、一方で、歴史認識問題に見られるように相互に葛藤や対立の要因
をはらんでおり、時にヘイトスピーチに見られるような「情動ポリティクス」をめぐる激しい「憎悪」が
噴出する。また、それぞれの国内に目を転じると、日韓ともに、少子高齢化による世代間の葛藤、根強く
残り続けるジェンダー不平等、エスニックマイノリティや性的マイノリティに対する偏見や差別の先鋭化
など、共通の深刻な社会的課題を抱えており、そこでは、人々の協働にもとづく「好感」が高まることも
あれば、敵対的な「憎悪」の感情が吹き出して、情動が政治化するケースも多々見られる。本研究では、
日韓関係と日韓双方の社会につきまとう上記のような「好感」と「憎悪」の「情動ポリティックス」を研
究対象として共同研究をすすめる。
　幸い、両機関は 2024 年 11 月に東亜大学校で第 2回、2025 年 2月に第 3回の学術大会を開催した。
今後は 2025 年 10 月に釜山で第 4回、2026 年 1月に福岡で第 5回を開催する予定である。また、その
学術大会を軸にしつつ、日常的に共同研究を進めていく。その共同研究の成果は随時、ホームページや『コ
リア研究』で発信していく予定である。
