編集後記
『立命館平和研究』第26号には、論文3本、書評1本、
「調査・研究」2本、実践報告2本の投稿を得て、厳正な
査読、加筆・修正、再査読ののち、すべてを掲載した。ま
た、立命館守山中高校の6人の先生方の共同執筆による
平和教育実践報告を掲載した。
水谷論文は滋賀県内にある靖国非合祀の戦死者を慰霊す
る13の戦争碑を対象に、敵との戦闘死にこだわる靖国の
論理と兵士個人の死を慰霊する地域の忠魂碑の論理との矛
盾を描き出している。桝澤論文はBLM運動を契機とした
銅像撤去の動きを紹介したうえで、戦争賛美の像ゆえ撤去
すべきと言われたドイツ・ハールブルグの「兵士像」に対
抗的記念碑として「嘆きの子ども像」を置いた事例をとり
あげ、記念碑教育学の理論と実践、展開の可能性について
触れている。佐々木論文は小林秀雄が対米開戦直後に発表
した「戦争と平和」を手がかりに小林の戦争観への再考を
試みた。いずれも戦争の表象について向き合った論考であ
る。
本号では巻頭の平和学特集から巻末まで平和創造に示唆
を与える論考を掲載できた。この場を借りて、執筆者、編
集委員、査読にあたった運営委員、編集担当スタッフら、
すべての関係者に深甚なる感謝を献げたい。

覧
ガルトゥング主要文献一覧を、次の手順で作成し
た。まず、英文で単著の論文集・著書に限定した
（例外はC6）。一部に共著もあるが、ガルトゥング
が主体の著作としてここに含めた。これらを年代順
に並べ、かつ内容的に見て、大きく次の4つに分
類した。
A：中心は Essays in Peace Researchと共通の表
題の付いた論文集。1巻から6巻まであり、年代は
1975年から1988年にわたる。「暴力・平和・平和
研究」（1969、A2所収）、「生き方としてのコンフ
リクト」（1969、A4所収）、「帝国主義の構造的理
論」（1971、A5所収）など初期の著名な論文はこ
の論文集に見出される。A7はA2-A6を基礎に1
つの世界モデルを提出したユニークな作品。ここで
最初（A1）と最後（A9）にヨーロッパ共同体に関
する著作が来るのも興味深い。
B： 初 期 の 論 文 集（B1） お よ び Essays in 
Methodologyと共通の表題が付いた3巻からなる
論文集（B2-B4）。社会科学の方法の諸問題を専ら
扱う。年代は1967年から1988年にまでわたる。
C：年代的には1990年から2012年まで、内容
は多岐にわたる。いくつかの特徴が指摘できる。ま
ず、「平和的手段による平和」との思想を基礎にガ
ルトゥング平和学の体系が初めて示されたこと
（C4）、そして、「トランセンド法」という平和的紛
争転換のためのメソッドが編み出されたこと（C7・
C9）、さらに、アメリカ帝国批判など世界の現実へ
の鋭い批判が行われ（C15）、また、ジャーナリズ
ム批判（C17）や経済学批判（C19）など主流のイ
デオロギー批判が行われたこと、等々である。C3
は著者の思想の特徴がよく表れた啓蒙的著作である。
D：2010年から2017年に至る時期で、ガルトゥ
ング平和学の体系化が精緻に行われ、その成果が五
部作として結実した（D1・D2・D4・D6・D7）。
「平和数学」と題する特異な著作であるD3、および、
「文化的暴力」（1990）や「積極的および消極的平
和」（2012）などガルトゥング平和学への鍵となる
代表的論文の集成であるD5はここに分類した。
なお、この文献一覧には日本語の翻訳を挙げるこ
とはしなかった。新しい読者にはガルトゥングの英
文著作そのものから直にその特異かつ創造的な発想
を読み取ってほしいとの強い思いからである。
「未来の平和」（Peace-Future）の構想者として
の読者が、ガルトゥング平和学というほとんど未知
の土地を実地に探検し、そこから新しいアイデアを
見出されることを期待する。この文献一覧はそのた
めの最初のガイダンスとして役立つだろう。

“The Sustainability of the Nordic Elderly Care System 
From an East Asian Perspective”
Yoko OTSUKA
Aging is progressing in the West and the East as well as in developed and developing countries. This is a common 
global issue both in the Nordic countries, which are advanced welfare states, and in East Asia, where welfare policy 
design has lagged behind the speed of aging.
The Nordic countries were most praised in the 2000s as ideal welfare states. However, what has been praised is 
the Nordics as the Nordic welfare model1), and the Nordic countries have sustained their systems while facing with 
many crises in the midst of economic globalization. This research aims to elucidate policy implications for East Asia 
by re-examining the sustainability of the Nordic elderly care system through the changes that occurred in the last 
two decades, including COVID-19 as well as the two wars to investigate the dynamic relationships between public 
and private actors such as the state, family, market and community, and the results of cooperation and dialogue 
between Nordic countries regarding social policy
Jon Kvist (2013) regards the Nordic countries as bumblebees when discussing the sustainability of the Nordic 
welfare model. Bumblebees do not appear to be flying at all, as their wings are smaller compared to their bodies, but 
in fact they are flowing on the ground. In other words, the Nordic countries are steadily maintaining the Nordic 
welfare model, despite exposure to domestic and international crises and influences.2) However, even after a decade, 
are “the bumblebees” in the same situation?
The special issue in this journal is based on some achievements of Research Project D “Pluralistic Welfare and 
Economic Society”, one of the Research Projects in the Graduate School of Policy Science, Ritsumeikan University. 
Some members of the Research Project joined an international joint symposium entitled “Citizenship, Local 
Governance and the Welfare State in Denmark and Japan” at the University of Southern Denmark on the16th and 
17th of March, 2011, and published the results of our research as the Journal of Policy Science vol. 7, 2013.3) We also 
published a Japanese translation book, Is the Nordic Welfare States sustainable? pluralism and future policy 
coordination (2017) 4) and Globalizing Welfare: An Evolving Asian-European Dialogue, Edward Elgar 2019 with 
Nordic and Chinese researchers.5)
And also, the special issue in this journal is based on two international symposiums organized by the Research 
Project D. One is an international symposium on "The Sustainability of the Nordic care system from an East Asian 
perspective: the relationship between public and private actors in elderly care" at the Graduate School of Policy 
Sciences on the 16th of November, 2023. The conference aims to assess the disparities between China, Japan, and 
South Korea by reviewing the rapid transformations in elderly care systems in East Asia during the last twenty 
years. Subsequently, we will endeavour to draw policy implications for the sustainability of the Nordic countries' 
elderly care system by comparing it with East Asian nations. Three guest speakers were invited: Prof. Klaus 
Petersen from Denmark, specializing in the history of the welfare state, Prof. Sang Hun Lim from South Korea, 
specializing in social policy, and Prof. Yang Yu, a Chinese economist specializing in public economics and social

The other symposium is “Welfare Robots and the Future of Care” which was held at the Graduate School of Policy 
Science on the 18th of January 2024. This symposium focused on the relationship between innovative technology and 
the social implementation of elderly care policies from a viewpoint of collaboration among academics, government 
officers, industrial managers, and health- social care professionals. The guest speaker, Prof. Naonori Kodate from the 
School of Social Sciences and Law at the University College Dublin (UCD) spoke about the characteristics of social 
policy in Europe, with a focus on Ireland, and the prospects and challenges of using technology such as nursing care 
robots, including the latest research trends.
The special issue consists of the following six chapters. The six contributors have different majors and originate 
from different countries, but they all explore the sustainability of elderly care through information exchange and 
dialog with multidisciplinary perspectives.
Klaus Petersen points out that, under the common Nordic idea of the Nordic welfare model, the changes that have 
occurred in Danish elderly care policy over the past 20 years had led to a decline in the quality of care due to the 
use of technology and robots and the involvement of the private sector. He explains that a shortage in the “warm 
hands” of care workers, to the extent that the expectations of quality of care fostered by past economic growth could 
not be met, had produced a social dilemma, which was being actively debated in Parliament.
Sang Hun Lim states that the social economy generally lies in the gray area between the for-profit and non-profit 
sectors, but that in Korea, for-profit enterprises that intend to increase the profit of individuals (the unemployed and 
poor) are also part of the social economy and have developed within and outside the public policy as a way to 
promote economic capacity building for the disadvantaged. He argues from the development process of the social 
economy in South Korea that the ambiguous position of the social economy between for-profit and non-profit 
enterprises cannot therefore be captured by the concept of “not-for-profit”, as the South Korean government 
considers the creation of employment to be the main function of the social economy. The “not-for-profit” as a social 
economy is essential for the sustainability of welfare, but even the concept of “not-for-profit” is not sufficient to cover 
the ambiguous position of the social economy between the sectors of for-profit and non-profit.
Yang Yu explains the diversity of elderly care systems in Japan and China over the last two decades. While Japan 
has implemented an independent elderly care insurance system consisting of three parts (premiums, taxes and 
co-payments), China has experimented with an elderly care system based on health insurance policies. To solve the 
shortage in care personnel, both countries are promoting ICT and DX, but new operational challenges continue to 
emerge and the care robot market is limited.
Akiko Sakanishi explains the challenges and sustainability of Japan's public long-term care insurance (LTCI) 
system. Japan faces unprecedented financial and workforce pressures in the context of its rapidly aging population. 
Japan's long-term care insurance is funded by a hybrid model of insurance premiums and taxes and imposes an age 
limit whilst the Nordic countries’ long-term care services are mainly funded by taxes. In this study, she focuses on 
potential policy responses, such as adjusting insurance premiums, strengthening preventive care for healthy life 
expectancy, and introducing technology such as nursing care robots to solve the labour shortage. She says that, in 
contrast to the Nordic countries, where the pace of ageing is slower, exploring ways to address the financial and 
operational challenges of nursing care in Japan will provide a model for the rapid super-aged societies in the world.
Naonori Kodate views the digitalisation and automation of care and the use of welfare technologies (WT), including 
robotics, as part of a policy solution to global ageing and the sustainability of fractured welfare states. Indeed, 
Sweden and the other Nordic countries, which are social democratic welfare states characterised by universalism, 
have been world leaders in the introduction of WT and have shaped universal access to health and social care.

Although Ireland's digitalisation has been better, he surveyed stakeholders to determine its link to the care system. 
The results revealed that the introduction of a universal care system, which is known as Sláintecare, hold the 
potential to bridge the gap between health and care and provide sustainable, equitable and high quality welfare.
Gong Yi explores the reasons underlying the choice of the elderly of comprehensive hospitals instead of primary 
care practices, despite the government's healthcare system reforms to promote primary care in major urban areas in 
China. The fact that the elderly do not trust the skills of general practitioners and choose comprehensive hospitals 
increases the workload of specialists in comprehensive hospitals and prevents the healthcare system from a 
successful cycle, which undermines the sustainability of the healthcare system. He examines these factors by 
conducting a survey on 315 elderly people in Shanghai using the Health Belief Model (HBM) and the Theory of 
Planned Behaviour (TPB). The results lead to the conclusion that raising the awareness of the elderly about the 
importance of visiting family doctor on a regular basis, this can lead to a virtuous cycle in the healthcare system and 
disease prevention among the elderly.
Looking at the six papers above, in East Asia, there is a focus on securing financial resources and care resources, 
including both public and private sectors. On the other hand, in Denmark, which is at the forefront of technology 
utilization, there is a growing concern about the quality of care. This is a characteristic of Denmark, where the 
public care service sector is staffed by regular female workers and where human care skills have been improved 
under the principles of the Nordic welfare model. In East Asia, however, family carers are the main caregivers and 
specific policy direction does not exist for a sustainable elderly care system. There is a tendency to focus on the 
quantity of care rather than its quality. Even in East Asia, the debate will be about the quality of care, even if 
technology is fully used.
