Value Choice of Russia in the Reform Process: The Sociological Aspect
The transition in Central and Eastern Europe since the late 1980s has provided a testing ground for classic propositions. This project looked at the impact of privatisation on private consumption, using the Czech experiment of voucher privatisation to test the permanent income hypothesis. This form of privatisation moved state assets to individuals and represented an unexpected windfall gain for participants in the scheme. Whether the windfall was consumed or saved offers a clear test of the permanent income hypothesis.
Of a total population of 10 million, 6 million Czechs, i.e. virtually every household, participated in the scheme,. In a January 1996 survey, 1263 individuals were interviewed , 75% of whom had taken part. The data obtained suggests that only a small quantity of transferred assets were cashed in and spent on consumption, providing support for the permanent income hypothesis. The fraction of the windfall consumed grows with age, as would be predicted from the lower life expectancy of older consumers. The most interesting deviation was for people aged 26 to 35, who apparently consumed more that they would if the windfall were annuitised. As these people are at the stage in their lives when they would otherwise be borrowing to cover consumption related to establishing a family, etc., this is however consistent with the permanent income hypothesis, which predicts that individuals who would otherwise borrow money would use the windfall to avoid doing so
Phonetic Aspects of Speech Communication
Nadeina set out to develop methods of speech development in Russian as a mother tongue, focusing on improving diction, training in voice quality control, intonation control, the removal of dialect, and speech etiquette. She began with training in the receptive skills of language, i.e. reading and listening, since the interpretation of someone else's language plays an important role in language production. Her studies of students' reading speed of students showed that it varies between 40 and 120 words per minute, which is normally considered very slow. She discovered a strong correlation between speed of reading and speaking skills: the slower a person reads the worse is their ability to speak and has designed exercises to improve reading skills. Nadeina also believes that listening to other people's speech is very important, both to analyse its content and in some cases as an example, so listening skills need to be developed.
Many people have poor pronunciation habits acquired as children. On the basis of speech samples from young Russians (male and female, aged 17-22), Nadeina analysed the commonest speech faults - nasalisation, hesitation and hemming at the end of sense-groups, etc. Using a group of twenty listeners, she looked for a correlation between how voice quality is perceived and certain voice quality parameters, e.g. pitch range, tremulousness, fluency, whispering, harshness, sonority, tension and audible breath. She found that the less non-linguistic segment variations in speech appeared, the more attractive the speech was rated.
The results are included in a textbook aimed at helping people to improve their oral skills and to communicate ideas to an audience. She believes this will assist Russian officials in their attempts to communicate their ideas to different social spheres, and also foreigners learning Russian
The Supportive Role of the Family in Solving Real and Projected Problems of Everyday Life
In this research the supportive role of the family in coping with everyday problems was studied using two large data sets. The results show the importance of the structural aspect of social support. Mapping individual preferences to support referents showed the crucial role of spouse and parents in solving everyday problems. The individual choices of particular support referents could be fairly accurately predicted from knowledge of the composition of the family, in both categorical regression and logit models. The far lower predictability of the criterion variable was shown using a wide range of socioeconomic, social and demographic indicators. Residence in small cities and indicators of extreme occupational strata were particularly predictive of the choice of support referent.
The supportive role of the family was also traced in the personal projects of young adults, which were seen as ecological, natural and dynamic middle-level units of analysis of personality. Different aspects of personal projects, including reliance on social support referents, turned out to be highly interrelated. One the one hand, expectations of support were determined by the content of the project, and on the other, expected social support also influences the content of the project. Resocialisation of Disabled Veterans in Former Yugoslavia
The team examined 147 amputated war veterans in the former Yugoslavia between February and December 1998. The official end of the war, substitution of lost body parts and adjustment to the new state of physical disability added extra tasks to these people's efforts to rejoin "normal life". The resocialisation process of amputated persons, i.e. the process of their return into the social environment with the related readjustment and establishment, was observed through its objective and subjective indicators. In addition to obtaining information about socio-demographic characteristics and current working status, the group focused on the psychological dimension, i.e. the individual reality of the disabled persons. In this sense they began with research into the personal, social and professional identity (how they see themselves under these altered circumstances and how they determine their place in the world). To do so they used the model of basic personality supports and observed the resocialisation according to the psychological support systems. They therefore focused on the following topics: body, social identity and belonging, personal identity, working status and engagement, individual responsibility and expectations from the social environment, and orientation towards the future. These were considered with respect to certain significant socio-demographic characteristics of the interviewees. The data were gathered through standardised interviews.
Bearing in mind the unpopularity of this subject among experts in the country and the lack of material in specialist literature, the group chose to use descriptive research logic in order to "record" the situation in this field and to establish a framework for future studies which may be methodologically and statistically more complex and thematically more focused
Romany Families in Romania: Intelligence and Personality of Children Cross-cultural and Specific Problems of Development
Psychogenetic research has emphasised the influence of social factors on a child's intellectual development. In her work, Ms. Dumitrascu examines two such factors; family size and order of birth. However, since these formal parameters tend to be unstable, other more informal factors should be taken into consideration. Of these, perhaps the most interesting is the "style" of parental education, which Ms. Dumitrascu regards as an expression of national traditions at the family level.
This educational style is culture dependent. Only a comparative, cross-cultural study can reveal the real mechanism through which educational style influences the development of a child's intellect and personality.
Ms. Dumitrascu conducted an experimental cross-cultural study aimed at examining the effects of the family environment on a child's intellectual development. Three distinct populations were involved in her investigation, each having quite a distinct status in their geographical area; Romanians, Romanies (Gypsies) from Romania, and Russians from the Republic of Moldova. She presented her research in the form of a series of articles written in English totalling 85 pages, and also on disc.
A significant difference was revealed between the intelligence of a child living in a large family, and that of a child with no brothers or sisters. In the case of Romany children, the gap is remarkably large. Ms. Dumitrascu concludes that the simultaneous action of several negative factors (low socio-economic status, large family size, socio-cultural isolation of a population) may delay child development. Subjected to such a precarious environment, Romany children do not seek self-realisation, but rather struggle to survive the hardship. Most of them remain out of civilisation. Unfortunately, adult Romanies seldom express any concern regarding their children's successful social integration. The school as main socialisation tool has no value for most parents. Ms. Dumitrascu argues the need for a major effort aimed at helping Romany's social integration.
She hopes this project will be of some help for psychologists, social workers, teachers, and all those who are interested in the integration into society of minority groups
The Legal Protection of Fundamental Human Values in Central and Eastern Europe and Modern Biotechnology: Towards European Harmonization
The protection of the fundamental human values (life, bodily integrity, human dignity, privacy) becomes imperative with the rapid progress in modern biotechnology, which can result in major alterations in the genetic make-up of organisms. It has become possible to insert human genes into pigs so that their internal organs coated in human proteins are more suitable for transplantation into humans (xenotransplantation), and micro-organisms that cam make insulin have been created, thus changing the genetic make-up of humans. At the end of the 1980s, the Central and Eastern European (CEE) countries either initiated new legislation or started to amend existing laws in this area (clinical testing of drugs, experiments on man, prenatal genetic diagnosis, legal protection of the embryo/foetus, etc.). The analysis here indicates that the CEE countries have not sufficiently adjusted their regulations to the findings of modern biotechnology, either because of the relatively short period they have had to do so, or because there are no definite answers to the questions which modern biotechnology has raised (ethical aspects of xenotransplantation, or of the use of live-aborted embryonic or foetal tissue in neuro-transplantation, etc.). In order to harmonise the existing regulations in CEE countries with respect to the EU and supranational contexts, two critical issues should be taken into consideration. The first is the necessity for CEE countries to recognise the place of humans within the achievements of modern biotechnology (a broader affirmation of the principle of autonomy, an explicit ban on the violation of the genetic identity of either born or unborn life, etc.). The second concerns the definition of the status of different biotechnological procedures and their permissibility (gene therapy, therapeutic genomes, xenotransplantation, etc.). The road towards such answers may be more easily identified once all CEE countries become members of the Council of Europe and express their wish to join the EU, which in turn presupposes taking over the entire body of EU legislation

The Culture of the Deaf Community in the Czech Republic
Romana Mazerova. The Culture of the Deaf Community in the Czech Republic
Mazerova set out to discover if the deaf community in the Czech Republic can be said to have its own culture and if so what this is. She began with a comprehensive survey of the history of the deaf from 1786 to the present day, identifying a major turning point in the exclusion of sign language from the education of the deaf around 1930, a move then reinforced in the communist period to the extent that teachers of the deaf had to sign a commitment not to use sign language in their lessons. She also noted the difference between so-called signed Czech, which is an exact translation of the spoken language, and Czech sign language, which has its own structure and even dialects.
Following the historical research, Mazerova studied a range of Czech and foreign materials relating to the culture of the deaf, interviewed deaf people about their experiences in school, their participation in the activities of associations for the deaf, and their experiences as a deaf person in a hearing society (these interviews are recorded on video), and visited various associations, clubs and schools for the deaf throughout the country. She concluded that while deaf people share certain behaviours which are quite distinct from those of hearing Czechs, there is little sense of a community as such. The vast majority of deaf people were not born into the deaf community and while feel that they belong together, they do not identify themselves as part of a deaf community and do not work together as a community to achieve their goals
Socio-Epidemiological Aspects of Suicide in Sarajevo from 1992-1995
The project investigated the phenomenon of suicide in war-encircled Sarajevo, where the population was uninterruptedly exposed for four years to direct danger of life from constant shelling and sniper fire, as well as from the lack of essential food items, energy sources and water. It showed that in the pre-war peacetime year of 1991 the suicide rate was 8.36, which was almost 100% less than that in the first post-war peacetime year of 1996, when 16.13 suicides were recorded per 100,000 citizens. The first wartime year, 1992, was characterised by a fall in the number of suicides by almost 40% of the 1991 figure. It is indicative that not a single suicide was registered during the six months from May to October of that first wartime year. In 1993 there was 96.29% increase on 1992, with a total of 53 suicides, showing that the initial shock of danger to one's life from others had passed and that statistics on suicide had returned to "normal". In the following year, 1994, 47 suicides were recorded, and in 1995 the figure was 49.
Data from the first post-war peacetime year clearly shows that the human tragedy of taking one's own life has continued, with the number of suicides increasing steadily, especially among demobilised soldiers ranging in age from 30 to 40. Most of them ended their lives by activating a bomb or other explosive device, choosing the place carefully so as to avoid any possible risk to other lives during the act of taking their own
