The view from above: visual representation of Serbia’s citizens on Instagram profile of the president Aleksandar Vučić
Veliki broj političara koristi vizuelni medijski sadržaj za potrebe lične promocije,
predizbornih kampanja i za komunikaciju sa biračima. Pored televizijskih
snimaka i fotografija u štampanim medijima, političari sve više koriste
vizuelno-centrične digitalne platforme, poput Instagrama, Jutjuba, Snepčeta
i TikToka, kako bi doprli do šire javnosti i obezbedili veću podršku. Jedan
broj političara redovno koristi Instagram kao mrežu koja beleži ogroman
rast u odnosu na druge poznate društvene mreže. Instagram je svojom
vizuelnošću omogućio političku hiperindividualizaciju, pa se čini da su inače
distancirani predsednici, premijeri i drugi političari sve „običniji” i bliži
građanima. Jedan od njih je i predsednik Srbije Aleksandar Vučić, čiji je zvanični
Instagram profil @buducnostsrbijeav poslednjih godina postao važan
izvor informacija mejnstrim medijima u Srbiji, pa i Javnom medijskom servisu.
Imajući u vidu ovaj kontekst, u radu se istražuje kako se na Instagram
profilu predsednika Srbije vizuelno reprezentuju građani Srbije i kao objekat
i kao izvor politike. Na osnovu kvantitativne i kvalitativne analize fotografija
i video snimaka objavljenih u toku 2019. i 2021. godine, identifikuju se glavni
vizuelni okviri u kojima se predstavljaju građani Srbije, kao i vizuelne strategije
na osnovu kojih Aleksandar Vučić stupa u interakciju sa običnim ljudima, uspostavlja odnose sa pojedinim društvenim i profesionalnim grupama,
a istovremeno šalje određene političke poruke.A large number of politicians often use visual media content for promotion, cam-
paigning and communication with citizens. Alongside traditional visual con-
tent, such as TV newscasts and images in print media, visual digital platforms
and social media have become popular avenues for politicians to reach the au-
dience and garner support. Some of them regularly use Instagram as a growing
platform in recent years, which has contributed to political hyper-individualiza-
tion and made “distanced” presidents, prime ministers and other political lead-
ers more “ordinary” and closer to citizens. The Instagram account of Aleksandar
Vučić, Serbia’s president, has become highly popular in recent years and high-
ly relevant source of information for the mainstream media in Serbia, including
the Public Broadcasting Service RTS. Against this background, this paper exam-
ines how Serbia’s citizens have been visually represented on the president’s In-
stagram. For that purpose, quantitative and qualitative content analysis of pho-
tographs and videos published in 2019 and 2021 has been conducted. The study
identifies the main visual frames in which the citizens of Serbia appear on this
profile and discusses the leading visual strategies of Vučić’s interaction with the
people in general and with specific social and professional group
Networking of Social Sciences Knowledge in the Function of Solving Practical Problems and Development of Society
The development of modern societies is based on the latest concepts of the knowledge economy and knowledge society, which implies sectoral and disciplinary connection and integration of all available knowledge of a society and putting it into the function of achieving social goals (development). The purpose of this paper is to look at the scope of this concept in the world and make a comparison with the degree of knowledge application and integration of science in Serbia, with a focus on social sciences. Accordingly, an overview of general global trends and challenges in the field of social sciences, education, and the application of knowledge is given first. After that, examples of good practice and one case study (Social Science Research Park in Great Britain) are presented. Then the state of social sciences (and their practical application) in the Republic of Serbia was analyzed. It was observed that there is a solid institutional framework for the development and networking of knowledge, but also that there are open questions and problems that need to be worked on in the future. In the final part of the work, potential solutions were offered for the identified challenges that could contribute to mitigating the observed problems and more effectively achieving the set goals
Ukraine and its position on the European Hydrogen Map
The European Union is striving to achieve an ambitious goal of
becoming the first climate-neutral continent in the world by
2050. On that path, hydrogen is expected to play an essential
role as an energy source. Countries worldwide are developing
projects to utilize hydrogen in various sectors, such as energy,
transport, and industry. Although hydrogen is in an early
development phase, the current situation with global warming
and ambitious climate targets are pushing countries to act faster
with the key stakeholders and market participants. Ukraine is
perceived as a “priority partner” of the European Union
regarding the supply and transport of green hydrogen to its
Member States. The geographical position and the potential for
wind and solar power generation in Ukraine are postulated as
the advantages in this paper. Additionally, Ukraine has
developed natural gas transmission network that potentially
could be seen as a transport network for a certain amount of
hydrogen. One of the main partners of Ukraine in this field is
Germany, which seeks to receive supplies of green hydrogen
from this country. Some projects have already been recognized
as an important step in implementing the hydrogen strategy.
This paper aims to present the potential of Ukraine to become a
hydrogen supply and transport country and its importance to
European countries. Finally, it intends to describe severe
challenges and obstacles on this path, especially after the fullscale
armed conflict in Ukraine this year
Discursive traces of small states: shaping of Serbia's and Croatia's identities and roles at the United Nations
Tokom trideset godina nakon raspada socijalističke Jugoslavije, Srbija i Hrvatska su
kao postjugoslovenske male države ipak drugačije osmišljavale svoje mesto u regio-
nalnom i globalnom kontekstu. O tome svedoči i njihov različit odnos prema među-
narodnim organizacijama poput Evropske unije (EU), NATO ili Ujedinjenih nacija.
Ovaj članak u središte svog interesovanja uzima UN kao multilateralni forum ili
arenu u kojoj se bitno predstavljaju i oblikuju spoljnopolitičke uloge i identiteti
malih država. Oslanjajući se na konstruktivističku analizu spoljne politike i teoriju
uloga, autor se fokusirao na glavne deonice u razvoju spoljnopolitičkih narativa Sr-
bije i Hrvatske kao aktivnih malih država članica u Ujedinjenim nacijama. Iako obe
države vide sebe kao aktivne, ta aktivnost bi trebalo da bude u funkciji dve različite,
teorijski profilisane, strategije malih država. Obrazlaže se sledeći argument: dok
Srbija zbog složenosti kosovskog pitanja vodi uglavnom defanzivno autonomnu
strategiju u skladu sa proklamovanom vojnom neutralnošću, dotle je Hrvatska
kao mala članica EU i NATO priklonjena traganju za integracionističkim uticajem
u konstelaciji sa evroatlantskim partnerima. Analizom zvaničnih diskursa dveju ze-
malja u Generalnoj skupštini UN, između 2000. i 2020. godine, pokazano je na koji
način, i u kojoj meri se njihovi diskursi o regionalnoj, evropskoj i svetskoj politici
približavaju ili udaljavaju, i razmatra se šta to znači za njihova mesta u svetu.In 30 years after the breakup of the socialist Yugoslavia, Serbia and
Croatia as small states differently envisaged their place in regional
and global context. Such difference is demonstrated by their diffe-
rent relationships toward international organizations such as the
European Union, NATO or the United Nations. This article, as its
central interest takes the United Nations as a multilateral forum or
an arena where small states importantly represent and shape their
foreign policy identities and roles. Relying on the constructivist
foreign policy analysis and role theory, I focused on the key stages in
the development of Serbia's and Croatia's foreign policy narratives as
active member states of the United Nations. Although both of these
post-Yugoslav states perceive themselves as active, such activity
belongs to two different, theoretically conceptualized strategies of
small states. I argue that Serbia, due to the complexity of Kosovo pro-
blem mostly leads defensive autonomous strategy that is bounded by
its proclaimed military neutrality, whereas Croatia being a small EU
and NATO member is closer to integrationist influence seeking under
the same constellation with its Euro-Atlantic partners. By analyzing
the official diplomatic discourses of both states at the UN General
Assembly between 2000 and 2020, I show how and to what degree
their discourses on regional, European and global politics converge
or diverge, and discuss what that means for their respective places in
the world
The individual and society from the point of view of the theory of empowerment in social work
Osnovni cilj ovog rada je prikaz teorije osnaživanja i njenih osnovnih eleme-
nata, prednosti i ograničenja, kao i identifikacija neophodnih promena važnih za
poboljšavanje primene ovog koncepta u praksi, sa ciljem osnaživanja kako pojedinaca tako i društvene zajednice. Rad se zasniva na analizi postojeće naučne
literature, a metod rada korišćen u radu je analiza sadržaja dokumenata. Kako
bismo ostvarili navedene ciljeve neophodno je pre svega definisati osnovne pojmove važne za razumevanje teorije osnaživanja. Zatim ćemo se kratko osvrnuti
na istorijski razvoj, a potom i na razvojni tok teorije i njenu poziciju u socijalnom
radu. Detaljnije ćemo obraditi područja primene teorije osnaživanja na individualnom, grupnom i nivou zajednice. Kako bi ovaj rad bio potpuniji prikazaćemo
i nekoliko istraživanja kao primere uspešnosti i pozitivnih ishoda primene ove
teorijske perspektive i metode direktnog rada sa korisnicima. U zaključku ćemo
se osvrnuti na neophodnost promena sistema socijalne zaštite i usvajanje novih
veština i metoda rada zaposlenih kao i neophodnost osnaživanja korisnika u cilju
razvoja novih nedostajućih usluga.The main goal of this paper is to present the theory of empowerment and
its basic elements, advantages and limitations, as well as to identify necessary
changes important to improve the application of this concept in practice, with
the aim of empowering both individuals and society. The paper is based on the
analysis of the existing scientific literature, and the method of work used in the
paper is the analysis of the content of documents. In order to achieve these goals,
it is necessary to first define the basic concepts important for understanding the
theory of empowerment. Then we will briefly look at the historical development,
and then at the developmental course of the theory and its position in social work.
We will discuss in more detail the areas of application of empowerment theory
at the individual, group and community level. In order to make this paper more
complete, we will present several researches as examples of success and positive
outcomes of the application of this theoretical perspective and the method of direct work with users. In conclusion, we will address the need to change the social
protection system and adopt new skills and methods of work of employees, as well
as the need to empower users in order to develop new missing services
Утицај пандемије на спољну политику НР Кине и њену улогу глобалне силе
In this paper, we assume that China, like other major
powers, does not change its strategic views and behavior hastily,
even being affected by powerful exterior influence like the
Covid-19 pandemic. On the other hand, such significant global
events could speed up or deepen ongoing trends and changes in
major power relations, the global system, and China’s place in
it. Accordingly, changes in China’s foreign policy, as the most
direct tool of realizing its external goals, but primarily being a
reflection of its internal political dynamics and needs for domestic
security and stability, should not be affected differently. Although
assuming that there have not been and will be no change to
China’s foreign policy’s main course and medium-term goals, we
study the possible catalyzing effect of the pandemic and eventual
changes it caused. Our analyses will try to identify and examine
these changes and continuities and prove our initial assumptionsУ овом раду полазимо од претпоставке да Кина, попут
других великих сила, не мења исхитрено своје стратешке
погледе и пратеће понашање, чак и када је изложена снажним
спољним утицајима, каква је и пандемија Ковид-19. Са друге
стране, тако значајни глобални догађаји могу убрзати или
продубити текуће трендове или промене у односима великих
сила, самог глобалног система и места Кине у њему. Сходно
томе, утицај пандемије на промене у кинеској спољној
политици, као најдиректнијој алатки за спровођење циљева у
спољном свету, будући да је она одраз унутрашње политичке
динамике и домаћих потреба за стабилношћу и безбедношћу,
не би требало да буде другачији. Иако полазимо од тезе да
до сада није било, те да и надаље неће бити промена главног
курса и средњорочних циљева кинеске спољне политике,
истраживали смо могуће утицаје пандемије на убрзавање или
успоравање текућих токова и потенцијалних модификација
насталих под тим утицајем. Наша анализа је имала за циљ
да идентификује и истражи да ли је до ових промена дошло,
како бисмо проверили нашу почетну претпоставку
Electoral strategies of parties and candidates for the Serbian 2022 parliamentary and presidential elections
In this paper, the author deals with the basic elements of
the strategies of political parties and candidates in the
2022 campaign for the parliamentary and presidential
elections in Serbia - types of campaigns, positioning,
frameworks and slogans. In the analysis of propaganda
messages, speeches and texts of party representatives
and candidates, as well as election program documents,
he uses the method of qualitative content analysis as
a general research method. Judging by the general
characteristics of this election campaign in Serbia, its
basic function was fulfilled - the voters were mobilized
and they supported the pretenders to power. In the
realization of this function, the parties and candidates
resembled each other in relation to the key elements of
the strategy - they mostly started from realistic political
goals and designed campaigns so that they represent
the expression of their long-term strategies of politicalpropaganda action. In terms of positioning, they resorted
to different marketing strategies – they took their own
positions, borrowed themes, but also sided with stronger
opponents. The goals highlighted in the campaign were
most often general, and the messages were mainly
addressed to the entire electorate. Among the special
frameworks of the campaign, if we exclude the one
related to the presentation of the candidate’s personality,
the dominant ones were political and ideological. The
first ones were concentrated around the concept of
„change“, and the second ones emphasized the positions
of parties and candidates on numerous relations – „leftright“, „liberal-conservative“, „republican-monarchist“
and „national-civilian“. Slogans, mostly derived from
the general frameworks of the campaigns, represented
an expression of identification with the state community.
Economic and social issues and the topic of health care
in the context of the initiated transformation of society
were imposed as the framework of the campaign by
the ruling party, while the opposition responded with
issues of the functioning of institutions, the fight against
the party state, ecology, education, demography and
political topics - the status of Kosovo and Metohija and
the positioning of the country according to the Ukrainian
crisis, that is, on the line between Russia and the West.Аутор се у раду бави основним елементима стратегија политичких партија и кандидата у кампањи за парламентарне и председничке изборе у Србији 2022. године – типовима кампања, позиционирањем, окосницама и слоганима. У анализи пропагандних порука, говора и текстова партијских представника и кандидата, као и изборних програмских докумената користи методу квалитативне анализе садржаја као општу истраживачку методу. Налази да су изборни циљеви углавном реално одређени и да су у опредељењу за стратегију кампање партије и кандидати полазили од дугорочних стратегија политичко-пропагандног деловања. Међу посебним окосницама у кампањи доминантне су политичке и идеолошке. Коришћени слогани су у складу са окосницама и најчешће представљају израз идентификације са државном заједницом

Knjiga Čovek krize u svetu korisnika i onih koji govore kao oruđa Nataše Milović predstavlja izrazito autorski intonirano istraživanje u kojem se vješto povezuju, ali i plodotvorno raspliću razmatranja iz istorije filosofije, istorije književnosti i istorije filma, na jednoj strani, i pronicljiva fenomenološka zapažanja vezana za temeljnu situaciju savremenoga čovjeka, na drugoj, pri čemu je odabir autora i problema iz pomenutih oblasti tematski tijesno korelisan s odabirom situacija iz svakodnevice, koje autorka problematizuje. Stepen temeljitosti, nalazi i njihovo vješto povezivanje u strukturu djela – to su neke od vrlina rukopisa koji zaslužuje svaku pohvalu. Iako često polazi od poznatih metodičkih toposa kritičke teorije i egzistencijalne fenomenologije, Nataša Milović uspijeva da pronađe pregršt u teoriji neobrađenih, za njenu temu signifikantnih situacija, za koje iznalazi u pomenutoj tradiciji neopažene, odnosno nezabilježene argumente. Osim toga, ona na vješt način povezuje izlaganje i poznate zaključke iz relevantnih mjesta iz istorije filosofije, odnosno savremene književnosti i svoje uvide i zaključke, koje, nadalje, uspješno sklapa u konstrukciju svoje, obimom nevelike, ali zato sviježe, originalne i bezmalo značajne monografije.
