The big law enforcement information exchange challenge
No full textCél: A cikk megkísérli számba venni és bemutatni az EU-tagállamok bűnüldöző hatóságai közötti határokon átnyúló bűnügyi adat- és felderítési információcsere legjelentősebb dilemmáit és kihívásait, amelyekkel a területen dolgozó bűnügyi állomány jelenleg szembesülhet.
Módszertan: A vonatkozó jogszabályok, ajánlások és legjobb gyakorlatok mellett a tanulmány – a szerző rendőrségi szakemberként szerzett személyes tapasztalatai alapján, kiegészítve az uniós bűnüldöző közösség tagjainak meglátásaival – leírja és bemutatja a mai nemzetközi rendőrségi együttműködés különböző kihívásait.
Megállapítások: Az EU bűnüldözési információcseréje a globalizációnak és a fokozatos információs és kommunikációs technológiai fejlődésnek köszönhetően átalakulóban van. Az intézményesített határokon átnyúló bűnügyi adat- és bűnüldözési információcsere fejlődésének lépést kell tartania a bűnözés világával, és tükröznie kell a szakpolitikai terület érzékeny jellegéből eredő kihívásokat, ahol bármilyen érdemi fejlődés csak a bűnüldözési ágazat innovációjával és kapacitásépítésével érhető el.
Érték: Ez a pillanatfelvétel strukturált áttekintést nyújt, és felhívja a figyelmet a nemzetközi bűnüldözési információcsere összetettségére és ellentmondásaira, amelyekkel a politikai döntéshozóknak és a rendvédelmi szakembereknek napjainkban szembe kell nézniük a határokon átnyúló bűncselekmények sikeres megelőzése, felderítése és kivizsgálása érdekében.Aim: The paper attempts to take stock and present the most significant dilemmas and challenges of cross border criminal data and intelligence exchange between law enforcement authorities of EU Member States that can be experienced by police personnel in the field at the moment.
Methodology: In addition to the relevant legislation, recommendations and best practices, the paper – based on personal experience as a police professional, supplemented by insights of the members of the EU law enforcement community – describes and illustrates the various challenges of today’s international police cooperation landscape.
Findings: The EU law enforcement information exchange scene is in the midst of its transformation due to globalisation and the progressive information and communication technology advancement. The evolution of the institutionalised cross border criminal data and intelligence exchange has to keep up with the world of crime and reflect the challenges which arise from the sensitive nature of the policy area itself, where any substantial development can only be reached by innovation and capacity building of the law enforcement sector.
Value: This snapshot is to give a structured overview and to draw more attention to the complexity and the controversies of the international law enforcement information exchange landscape, which policy-makers and police professionals have to face nowadays in order to successfully prevent, detect or investigate cross border criminal offences
Europol’s role in the fight against cybercrime
No full textAim: The aim of the study is to present the role and activities of Europol’s European Cybercrime Centre (EC3) in combating cybercrime, with a particular focus on the latest technological solutions and cooperation mechanisms.
Methodology: The research involved analysing the strategies and tools employed by the EC3. Data collection and analysis utilised Europol’s internal reports, publicly available sources, and case studies to provide a comprehensive overview of EC3’s activities and effectiveness.
Findings: The EC3 plays a crucial role in the fight against cybercrime, particularly in dealing with transnational criminal organisations and advanced cyber threats. The EC3 is divided into three main divisions: the operational unit, the digital support unit, and the expertise unit. The operational unit maintains four permanent analytical projects, each focusing on different areas of cybercrime.
Value: The study provides valuable insights into the functioning of the EC3 and its contributions to the global fight against cybercrime. It highlights Europol’s effective cooperation model, which aids in international collaboration against cyber threats.
