Aloha Kākou!  
Mahalo to Chief Justice Recktenwald and Professor Antolini for having this 
wonderful event. 
And mahalo Justice Wilson for your kind introduction. It is a true pleasure to 
be here as part of this Environmental Court Training, but more importantly, 
as part of this opportunity to celebrate the ongoing success of Hawai‘i’s 
Environmental Court. 
Many of the people you heard from today, including our own Justice Wilson 
and Professor Antolini, were some of the inspired visionaries who fought 
long and hard for many years to pass the legislation that created the 
Environmental Court. 
In only six years short years since its creation in 2015, this court has 
become a true model for the world, as it should be. We’re Hawai‘i. 
If we won’t be champions for our natural and cultural resources, who will 
be? 
As a kanaka and lifelong fisherman, I have a deep appreciation of the 
importance of our land and sea. Growing up in the fishing village of Miloliʻi, 
my father and family taught me about kuleana, which is both our right and 
responsibility to our resources and our communities.

In Washington, D.C., as part of the U.S. Congress, I am committed to doing 
my part to protect our ‘āina, this means authoring and supporting legislation 
that protects Hawaiʻi’s natural wealth for future generations – we owe this 
to our children. 
We, all of us, must commit, here and now, to live faithfully by the 
dictum that we must leave this earth to our children in better 
condition than we inherited it.   
The environmental court is key to this commitment. 
Environmental courts for the state of Hawaiʻi were established by a 
community that recognized “Hawaiʻi’s natural resources are 
compromised every day resulting in numerous violations of the law. 
An environmental court will better ensure that the State upholds its 
constitutional obligation to protect the public trust for the benefit of 
all beneficiaries.”    
The environmental court has been on the front line of protecting our 
oceans, our fisheries, and our conservation lands. For those who track the 
work of the court, you know the work is not only important, but very difficult.  
I’d say Judge Jeffrey Crabtree has one of the hardest jobs in the state… 
but hey, I’m in Congress. (shrug and pause for laughter) 
I am honored to have been asked to be with you today. I look forward to 
working with all of you and celebrating more success by the environmental 
court.

What: Message for the ILWU Local 142 Twenty-ninth Convention (virtual event) 
Who: 300 delegates and guests; delegates represent 18,000 members and retirees who 
work for the State of Hawaiʻi in diverse industries and occupations.  
 
 
 
Aloha kākou! 
 
I’m Congressman Kai Kahele. When I learned that I would have the opportunity to share 
a message with all of you today, I felt especially moved by the invitation. 
 
I’ll tell you why, but first, I want to say mahalo to the Union Leadership, President Donna 
Domingo, Vice- President Corinna Salmo Nguyen [wynn], Secretary-Treasurer Brian 
Tanaka, and Longshore Division Director Baba Haole, elected delegates, and everyone 
participating in today’s Local Convention of the I-L-W-U.  
 
In Hawaiʻi, there is an appreciation for individuals and organizations with strong ties to 
the community and a record of helping others. In that same vein, the I-L-W-U Local 1-4-
2 has an enduring presence in the islands, dating back nearly 70 years, when four 
smaller units joined forces to become one. 
 
This merge galvanized the collective resources and strengths of many, and built the 
solid foundation for the eighteen thousand members it now represents. This is a 
monumental feat that you all should be proud of! Congratulations! 
 
Unions are often referred to as the backbone of the working class and all rights in the 
workplace. This is significant. 
 
Organized labor opened the doors of opportunity for millions of Americans to help them 
buy homes, secure healthcare, educate their children, and enjoy leisure time with family 
and friends.  
 
Organized labor also employs thousands of Hawaiʻi’s workforce. Like the I-L-W-U,  
I have been a strong supporter of the Jones Act. The Jones Act industry supports 
13,000 jobs for Hawaiʻi families and provides an annual workforce income of nearly 
$780 million. The Jones Act also plays a critical role in our national security. 
 
The well-being and livelihoods of our local families, of our communities is another top 
priority we share. For over a year now, the COVID-19 pandemic has caused enormous 
upheaval in all of our lives and it continues to change the way we live and work.  
 
In March of this year, I joined my House colleagues and voted in favor of the American 
Rescue Plan Act. This life-saving legislation provided urgently-needed resources to help 
defeat the virus, put money into families’ pockets, children safely back into classrooms 
and people back to work.  
 
The American Rescue Plan received strong support from a large majority of the 
American people, trade unions like the I-L-W-U, bipartisan state and local leaders, 
education groups, advocacy organizations and hundreds of businesses and chambers 
of commerce. It helped our kūpuna, keiki, and ‘ohana -- yet there is still more work to 
do.  
 
Just last month I voted in favor of President Biden’s $3.5 trillion dollar Build Back Better 
Agenda. The President’s plan creates more jobs, cuts taxes, and lowers costs for things 
like child care and the price of medicine. Build Back better is an investment in families, 
in you and the middle class. There is hope on the horizon. We will get through this -- 
together. 
 
Here at home, unions successfully raised the standard of living for thousands of our 
residents. I am proud to say that Hawai‘i has the highest union membership rate in the 
nation, at twenty-three point seven percent. 
  
I am a member of the Air Line Pilots Association. As a card carrying union member, I 
know first-hand how unions can level the playing field. This is important to me and to 
you.  
 
Unions give us a stronger voice to advocate for higher wages, better benefits and for 
improved workplace conditions. Unions put the power in the hands of the workers. This 
is important for my daughters and other children because when they come of age and 
are able to make career choices, should they decide to enter the workforce, I want to be 
sure they can enjoy all the opportunities that a union may provide. 
  
This is also one of the reasons why I spoke on the House Floor in support of the 
Protecting the Right to Organize Act. The PRO Act lifts up American workers and 
strengthens America’s middle class.   
 
In Congress I will continue to support your efforts and the work of the I-L-W-U.

Notes: The Local Convention is the highest policy-making body in the ILWU and meets 
once every three years in September. The last Local Convention was held in 2018.  
 
 
FROM ILWU: 
1. Welcome the delegates and the officers (this is the 29th ILWU Local 142 
Convention and will be held virtually this year because of Covid and the 
restrictions). Don’t have to mention names, but if he wants to can mention: 
a. President – Donna Domingo 
b. Vice-President – Corinna Salmo Nguyen 
c. Secretary-Treasurer – Brian Tanaka 
d. Longshore Division Director – Baba Haole 
2. Kahele supported the PRO Act (Protecting the Right to Organize Act).  ILWU 
Local 142 and nearly all the labor organizations also strongly support the PRO 
Act.  
In the United States, wealth inequality continues to rise and the wage gap 
between the rich and the poor continues to grow at an exponential rate. Just last 
year, during the Covid-19 pandemic, millions of Americans lost their jobs, yet 
billionaires increased their wealth by a staggering $1.3 trillion. This type of wealth 
inequality shows our economic and political system is broken and something 
needs to be done to bring power back to the workers and help revitalize the 
working class. 
Passage of the PRO Act will bring power back to the workers and remove many 
barriers to organizing by essentially repealing ‘right-to-work’ for less laws, allow 
for workers to organize easier by streamlining the NLRB election process, 
increasing the election speed, and decreasing company interference by 
prohibiting mandatory anti-union company meetings by making it an unfair labor 
practice which will help prevent employer interference in union elections.  
3. Kahele can talk about his story. Airline pilot, in a union, supports unions, etc.  
History of growing up in Hawaii on the Big Island.  He’s really good at this.  
4. Wish the delegates a good convention, stay safe and healthy, that kind of stuff. 
5. Discuss the importance of the CARES Act and American Rescue Plan.  This was 
very helpful to many members that lost their jobs during the pandemic and 
government shutdowns. 
a. UI extension and UI additional payments 
b. 100% COBRA health benefits 
c. Eviction Moratoriums 
d. Child Tax Credit 
e. Direct Payments ($1,400, etc.) 
f. Rental Assistance 
6. Discuss the Jones Act (Merchant Marine Act).  Kahele has been a strong 
supporter and knows the issue very well.  The ILWU Local 142 strongly supports 
the Jones Act.  A top issue for the ILWU and ILWU Local 142. 
7. Raising minimum wage to $15 at the federal level and eliminating the tip credit.  
Kahele has been a supporter and ILWU supports.
