No full textLos dos últimos años de la segunda década del siglo XXI han supuesto, sin lugar a dudas, la vuelta a la agenda institucional y política de la preocupación por la protección del medio ambiente. En este contexto global favorable, desde el Derecho hemos de impulsar propuestas para que se implementen los instrumentos jurídicos y organizativos a fin de seguir avanzando en dicha necesaria protección, con la imprescindible implicación de la ciudadanía.
En este objetivo se encuadra esta obra, como una aportación académica con un enfoque práctico, siguiendo una metodología de elaboración que va desde lo global a lo local, desde lo abstracto y teórico hasta la experiencia real de gestión, basada en la filosofía de pensar en lo global y actuar en lo local, descendiendo al análisis de la aplicación en el ámbito local de las previsiones constitucionales y del marco normativo sobre protección del medio ambiente.
En cuanto a sus contenidos, la monografía se estructura en cuatro capítulos, que se inicia con uno que aborda el estudio de los aspectos internacionales de la protección del medio ambiente, que incluye la evolución histórica de la protección del medio ambiente a nivel universal, en particular las cumbres internacionales de Naciones Unidas sobre medio ambiente, desde la primera de 1972 hasta las celebradas en 2019 Nueva York y Madrid

La "tierra de fuego" ofrece una trama de interesante desarrollo en el que alternan o concluyen el fundamento histórico, el autoanálisis psicológico y el relato de viajes. A este impulso del interés se agrega el haber contextualizado la acción de la Patagonia decimonónica, prácticamente desconocida para el lector de fines del pasado siglo XX
Effective population size and inbreeding depression on litter size in rabbits. A case study
No full textEmbargado hasta 01-01-2100The purpose of this study is to use demographic and litter size data on four Spanish maternal lines of rabbits (A, V, H and LP), as a case study, in order to: (i) estimate the effective population size of the lines, as a measure of the rate of increase of inbreeding, and (ii) study whether the inbreeding effect on litter size traits depends on the pattern of its accumulation over time. The lines are being selected for litter size at weaning and are kept closed at the same selection nucleus under the same selection and management programme. The study considered 47 794 l and a pedigree of 14 622 animals. Some practices in mating and selection management allow an increase of the inbreeding coefficient lower than 0.01 per generation in these lines of around 25 males and 125 females. Their effective population size (Ne) was around 57.3, showing that the effect of selection, increasing the inbreeding, was counterbalanced by the management practices, intended to reduce the rate of inbreeding increase. The inbreeding of each individual was broken down into three components: old, intermediate and new inbreeding. The coefficients of regression of the old, intermediate and new inbreeding on total born (TB), number born alive (NBA) and number weaned (NW) per litter showed a decreasing trend from positive to negative values. Regression coefficients significantly different from zero were those for the old inbreeding on TB (6.79 ± 2.37) and NBA (5.92 ± 2.37). The contrast between the coefficients of regression between the old and new inbreeding were significant for the three litter size traits: 7.57 ± 1.72 for TB; 6.66 ± 1.73 for NBA and 5.13 ± 1.67 for NW. These results have been interpreted as the combined action of purging unfavourable genes and artificial selection favoured by the inbreeding throughout the generations of selection

Hydrogen Production by Water Biophotolysis
No full textEmbargado hasta 01/01/2100The use of microalgae for production of hydrogen gas from water photolysis has been studied for many years, but its commercialization is still limited by multiple challenges. Most of the barriers to commercialization are attributed to the existence of biological regulatory mechanisms that, under anaerobic conditions, quench the absorbed light energy, down-regulate linear electron transfer, inactivate the H2-producing enzyme, and compete for electrons with the hydrogenase. Consequently, the conversion efficiency of absorbed photons into H2 is significantly lower than its estimated potential of 12–13 %. However, extensive research continues towards addressing these barriers by either trying to understand and circumvent intracellular regulatory mechanisms at the enzyme and metabolic level or by developing biological systems that achieve prolonged H2 production albeit under lower than 12–13 % solar conversion efficiency. This chapter describes the metabolic pathways involved in biological H2 photoproduction from water photolysis, the attributes of the two hydrogenases, [FeFe] and [NiFe], that catalyze biological H2 production, and highlights research related to addressing the barriers described above. These highlights include: (a) recent advances in improving our understanding of the O2 inactivation mechanism in different classes of hydrogenases; (b) progress made in preventing competitive pathways from diverting electrons from H2 photoproduction; and (c) new developments in bypassing the non-dissipated proton gradient from down-regulating photosynthetic electron transfer. As an example of a major success story, we mention the generation of truncated-antenna mutants in Chlamydomonas and Synechocystis that address the inherent low-light saturation of photosynthesis. In addition, we highlight the rationale and progress towards coupling biological hydrogenases to non-biological, photochemical charge-separation as a means to bypass the barriers of photobiological systems
La responsabilidad de las plataformas digitales por publicitar viviendas turísticas con datos ilegales: Una responsabilidad tocada, pero no hundida
No full textEmbargado hasta 01/01/2100Este trabajo analiza el régimen de responsabilidad a que quedan sometidas las plataformas digitales de alojamiento turístico por publicitar viviendas con datos ilegales. El problema que se ha planteado en nuestro ordenamiento es que, por un lado, las Administraciones autonómicas españolas las han sancionado con multas muy cuantiosas por esa ilegalidad, que está prevista como infracción en su normativa de turismo. Sin embargo, por otro lado, y conforme a lo previsto por la Ley 34/2002, que ha asumido la regulación europea al respecto, esas plataformas no están sujetas al régimen sancionador de las normativas sectoriales que puedan resultar aplicables -de turismo, en nuestro caso- , sino únicamente al previsto por la propia ley estatal que, con carácter general, parece eximirlas de responsabilidad por esa ilegalidad. En cualquier caso, más que una exención lo que la Ley 34/2002 ha previsto, en realidad, es una responsabilidad condicionada que puede y debe exigirse a las plataformas mediante medidas concretas de restablecimiento de la legalidad e, incluso, mediante la imposición de sanciones por incumplimientos específicos. Por su parte, el nuevo Reglamento europeo de Servicios Digitales ha previsto una solución equivalente a la de la Directiva sobre Comercio Electrónico que fue la que inspiró la actual regulación de la Ley 34/2002.This paper analyzes the liability regime to which digital tourist accommodation platforms are subjected for advertising homes with illegal data. The problem that has arisen in our legal system is that, on the one hand, the Spanish regional administrations have penalized them with very large fines for this illegality, which is foreseen as an infraction in their tourism regulations. However, on the other hand, and in accordance with the provisions of Law 34/2002, which has assumed the European regulation in this. regard, these platforms are not subject to the sanctioning regime of the sectoral regulations that may be applicable - tourism, in our case-, but only as provided by the state law itself which, in general, seems to exempt them from responsibility for that illegality. In any case, more than an exemption, what Law 34/2002 has provided is actually a conditioned liability that can and should be required of the platforms through specific measures to restore legality and even through the imposition of sanctions. The new European Regulation of Digital Services has provided a solution equivalent to that of the Directive on Electronic Commerce, which was the one that inspired the current regulation of Law 34/2002
Crossbreeding parameter estimation for functional longevity in rabbits using survival analysis methodology
No full textEmbargado hasta 01/01/2100A complete diallel cross involving 3 maternal lines of rabbit was performed to estimate cross-breeding parameters for functional longevity. This trait was defined as the ability to delay involuntary culling. The lines considered, A, V, and Prat, had all been selected by litter size at weaning for a long period. Data were related to a total of 653 does belonging to the 9 genetic types from the diallel cross; does were reared and bred on the same commercial farm. Survival analysis was performed using a Cox proportional hazard model. The model incorporated time-dependent factors, such as year-season, litter size, and the interaction between cycle and physiological status of the female; time-independent factors, such as the genetic type of the doe; and sire and dam random factors. Crossbreeding parameters were estimated from the solutions obtained for the type of doe and its estimated variance-covariance matrix, using a generalized least squares procedure. The estimated parameters were the differences between lines in direct genetic effects and maternal genetic effects and individual heterosis. Relevant differences were observed in direct genetic effects between lines A and Prat but not in any maternal effects. Heterosis was found to be significant and favorable between lines A and Prat, and between the lines V and Prat. The magnitude of this effect was variable but important, especially in the first cross. Results stress the importance of using crosses between specialized lines to produce does for intensive meat rabbit production
