Assessing the Asset Management Programs of Locals: Bridges and Pavement Conditions
Indiana’s 2016 House Enrolled Act (HEA) 1001 provided a funding mechanism for transportation infrastructure that required Local Public Agencies (LPAs) to have an Asset Management Plan (AMP) to be eligible for funding. In 2022, the Indiana General Assembly desired to know the extent to which LPAs had adopted AMPs in response to this legislation. This study’s literature review found that LPAs nationwide are increasingly adopting asset management practices. Analysis of aggregate data on local road expenditures and revenues in Indiana showed significant reductions in maintenance expenditures in post-HEA 1001-2016 years, suggesting the efficacy of the 2016 legislation. The data trend suggests a 2-year lag in the effects of the 2016 legislation—in 2018 and afterwards, the pavement conditions improved significantly.
Overall, the results of the present study indicate that goals of the 2016 legislation have largely been realized, as approximately 100% of Indiana’s LPAs have developed AMPs of various levels of maturity, and the AMP-enabled asset management practices are yielding positive outcomes by reducing maintenance spending and improving road asset conditions. LTAP should continue to reach out to LPAs and provide technical support and training that could further advance existing AMPs, particularly at LPAs that face resource constraints

English Writing Centers in China: Opportunities, Challenges, and Paths Forward
English writing centers at Chinese universities present a fascinating paradox. On one hand, the number of universities with writing centers and the professional interest in writing centers in China have grown steadily over the past two decades. But on the other, the number of centers is still modest and only a few centers have had a significant influence on the culture of writing on their campuses, which is surprising given the vast number of universities in China and the documented need for strengthening and expanding writing instruction in English. This international research study explores the current state of English writing centers in China in a more comprehensive way than previous literature has done. Using data from new in-depth interviews with 17 professionals involved with English writing centers at 15 Chinese universities—professors, tutors, instructors, directors, administrators, and university leaders—as well as data from publicly available websites and WeChat accounts and published literature in Chinese and in English, this study identifies important needs that English writing centers can meet in Chinese universities, offers a typology and descriptions of existing centers, and identifies challenges that writing centers face and possible paths forward, or strategic action fields, for successfully institutionalizing writing centers in China. This study not only offers practical advice to support the promising future of writing centers in China but also introduces English writing centers in China to a larger international audience and reveals powerful insights into the ways models, principles, and practices of writing centers travel and change across continents and educational cultures
Efficient Heating for High Altitude Housing in Peru
A research station is being built in Sumbay, Peru, located at an elevation of 13,543 feet above sea level. Because of the constant cold temperatures throughout the year and the remote off-grid location of the station, a efficient heating system is required for the on-site Airbnb residence. This project explores the viability of an air-source heat pump (ASHP) under high-altitude conditions with much lower air density. An Engineering Equation Solver (EES) model, an altitude factor, and 8760-hour weather analysis were utilized to estimate the heating requirements. Preliminary results indicate as much as 40% derating in capacity at the high altitude, raising the system output requirement from 23,000 BTU/hr to 37,000 BTU/h
A Computational Perspective on Segregated Processing and the Privileged Role of Space in Binding
Modeling Effects of Edge Classification and Perceptual Organization on the Appearance of Disk/Annulus Stimuli
In classical theories of sensory psychophysics, appearance matches conducted with simple stimuli consisting of disks surrounded by annuli were posited to probe low-level contrast mechanisms in the visual pathways that computed the approximate luminance ratio between the disk and annulus for the purpose of achieving lightness constancy (Wallach, 1948). Subsequent models have explained such matches on the basis of neural edge integration (Shapley & Reid, 1985; Rudd & Zemach, 2004). Here, I demonstrate that appearances matches made in the disk/annulus paradigm are influenced by at least two types of top-down effects involving edge classification and perceptual organization. I present a neural edge integration model of achromatic color computation that accounts for these top-down effects by assuming the existence of cortical feedback mechanisms that adjust the neural gains applied to edges at multiple stages of cortical processing to influence judgments of the disk brightness (perceived luminance), lightness (perceived reflectance), and brightness contrast (the perceived disk/annulus luminance relationship)
