    A Preliminary Fuzzy Inference System for Predicting Atmospheric Ozone in an Intermountain Basin

    High concentrations of ozone in the Uinta Basin, Utah, can occur after sufficient snowfall and a strong atmospheric anticyclone creates a persistent cold pool that traps emissions from oil and gas operations, where sustained photolysis of the precursors builds ozone to unhealthy concentrations. The basin\u27s winter-ozone system is well understood by domain experts and supported by archives of atmospheric observations. Rules of the system can be formulated in natural language ( sufficient snowfall and high pressure leads to high ozone ), lending itself to analysis with a fuzzy-logic inference system. This method encodes human expertise as machine intelligence in a more prescribed manner than more complex, black-box inference methods such as neural networks, increasing user trustworthiness of our model prototype before further optimization. Herein, we develop an ozone forecasting system, CLYFAR, informed by an archive of meteorological and air-chemistry measurements. This prototype successfully demonstrates proof-of-concept despite rudimentary tuning. We describe our framework for predicting future ozone concentrations if input values are drawn from numerical weather prediction forecasts rather than observations as CLYFAR initial conditions. We evaluate inferred values for one winter, finding our prototype demonstrates mixed performance but promise after optimization to deliver useful forecast guidance for decision-makers when forecast data are used as input.     We develop a conceptual model characterizing two types of individuals: one myopic and the other hyperopic. A myopic individual ignores his private contributions to both a social and private negative externality, as well as the effect that his accumulation of stuff (i.e., the stock of consumption goods) has on his habit parameter. A hyperopic individual internalizes both externalities as well as his habit-formation effect. We find that the hyperopic individual consumes a greater amount of a clean good and a lesser amount of a dirty good, with the magnitude of the latter difference being greater than the magnitude of the former. Consequently, the hyperopic individual\u27s cumulative consumption of the two goods is lower. The hyperopic individual\u27s lower cumulative consumption also contributes to a less-persistent consumption habit. Further, we explore the extent to which the allocation of consumption across the clean and dirty goods made by an astigmatic individual (an intermediate type of individual who internalizes the private externality, as well as the habit-formation effect) diverges from the myopic individual\u27s allocation. We consider the implications of our findings for traditional environmental tax policy as it applies to myopic and astigmatic individuals. Conceptually, we find that Pigovian tax rates in the presence of habit formation diverge from corresponding standard rates that ignore habit formation based on the difference between the magnitudes of the cumulative marginal benefit associated with habit formation and the marginal cost associated with the accumulation of stuff. Results from a simple numerical analysis demonstrate these conceptual results and more

    Documented Newborn Hearing Screenings in Florida Administrative Hospital Data: State Policy Compliance by Hospital Types

    Purpose: Florida policy mandates newborn hearing screenings (NBHS) in hospitals. U.S. inpatient administrative hospital data reflects low rates of documented screenings. This analysis investigates inconsistencies between Florida policy and administrative records. Method: Analysis of Florida statutory language was completed. Florida hospital administrative data was retrospectively analyzed using various statistical methods to explore differences in proportions of documented NBHS among distinct hospital types based on profit and teaching statuses. Results: Florida mandate requires NBHS completion in the hospital prior to discharge from the birth facility or within 21 days after birth and allows for billing a third-party payer. The median proportions of screenings in Florida hospitals were as follows: not-for-profit teaching hospitals 0.35 (σ: 0.00-0.83), for-profit teaching hospitals 0.00 (σ: 0.00-0.07), not-for-profit non-teaching hospitals 0.08 (σ: 0.00-0.36), and for-profit non-teaching hospitals 0.05 (σ: 0.00-0.27). Hospital types exhibit significantly different proportions of documented NBHS (χ2 = 194,321.85, p \u3c.0001). Conclusion: Improving administrative documentation practices to align with policy will enhance adherence to statutory regulations. Boosting volume of documented screenings could lead to increased hospital revenue and present opportunities to invest in infrastructure for the NBHS program

    Te Pūnaha Ātea -1 (TPA-1), A Capability Development and Validation Mission From New Zealand

    We report an overview of the Te Pūnaha Ātea -1 (TPA-1) 3U CubeSat and its payloads, which is manifested for an upcoming launch. Within the context of the New Zealand space sector, the mission is aimed at developing and validating capability in mission delivery and operations through in-house processes and infrastructure. The mission includes four payloads comprising: a deployable/stowable inspection boom, an integrated Raspberry Pi based Earth observation and deployables imager, thermal monitoring payload and miniaturised dragsail for end-of-life disposal. The first mission by Te Pūnaha Ātea - Space Institute represents an important step along the path to becoming the hub for future aerospace activities in New Zealand

    Testing of Wideband Small Satellite Receivers in Complex Radio Frequency Environments Using Synthetic Spectrum Generation Techniques

    As spacecraft technology improves, smaller cost-effective spacecraft become capable of increasingly sophisticated Earth observation missions, including wideband Radio Frequency (RF) sensing. Current methods available for validating the RF payloads on-board these missions, such as on-orbit payload validation using a pathfinder mission, are expensive, time consuming, and difficult. The challenge of modelling the RF environment of an orbital receiver is increased by path characteristics that become nontrivial at orbital velocities and distances, as well as unique modelling challenges such as ionospheric delay and multiple transmitters. A fast, inexpensive method for validating RF sensing payloads on the ground is presented in this paper. This method makes use of custom-made synthetic spectrum generation software, where the transmitter-receiver system is modelled in high fidelity and digital signal processing tools are used to simulate the RF environment at the orbital receiver. This modelling is performed using a set of modules to simulate factors affecting signals received by the spacecraft. Path loss, Doppler shift, and other channel-effect modules are used to create a realistic RF environment at the receiver. Representative networks of transmitters are simulated in this system, with nodes adhering to rules defined in network modules. Modules can be added to alter the overall transmitter network, receiver, and path models as required. To perform end-to-end payload testing, a Software Defined Radio transmitter generates representative RF spectrum, which is injected into the payload under test either over the air or via cable. Testing components along the RF chain is accomplished by modelling components up the chain, then injecting synthetic RF spectrum at the component of interest. The test system presented in this paper can also simulate the data output of Software Defined Radio payload receivers, such that data analysis methods and software processes can be validated without requiring access to physical payload components. End users of orbital RE spectrum can simulate scenarios to determine what data will be most useful to them, and modelling the RF stages up to the analog-to-digital converter ensures representative inputs for signal processing validation. The ability to accurately, quickly and cost-effectively test RF payloads at the component level or end-to-end makes this system a powerful tool for small satellite developers

    Mission SeaLion Integrated CubeSat Design Approach to Accommodate Mission Critical Payloads in a Low Earth Orbit

    In the dynamic landscape of space applications, CubeSats have emerged as pivotal platforms for scientific research, technological innovation, and educational endeavors. As the demand for small form factor satellites continues to rise, there is an increasingly critical need for a holistic and rapid development approach in the design of CubeSat structures and payloads. This research focuses on Old Dominion University’s (ODU) integrated design approach of accommodating mission critical payloads in its second space mission, nicknamed Mission SeaLion. The 3U CubeSat class satellite mission is a partnership between ODU, the U.S. Coast Guard Academy (USCGA), and the U.S. Air Force Institute of Technology (AFIT). The goal of Mission SeaLion is to validate on-orbit – (i) an impedance probe, (ii) a commercial-off-the-shelf UHF Doppler payload, and (iii) a deployable composite structure (DeCS) experiment. Mission SeaLion is scheduled to be launched aboard Firefly Aerospace’s small launch vehicle, Alpha, out of Vandenburg Space Force Base in Fall 2024. In development for Mission SeaLion is a novel multi-function drag enhancement and measurement system, which is encapsulated in the DeCS experiment. The integrated design approach to Mission SeaLion’s satellite bus is characterized by its three primary payloads and the need to accommodate a 3-tier communication system including a software defined UHF radio as a Doppler payload, which is aimed at extending the U.S. Coast Guard’s reception of distress calls beyond visual line of sight within the arctic circle. This paper describes the integrated design approach as well as the comprehensive framework utilized to seamlessly integrate peripherals and subsystems within mission space, power, and weight constraints. A significant section of the paper is dedicated to the design of a novel deployment mechanism as a technology enabler for NASA’s in-space assembly and manufacturing program. The paper also describes in detail the design of a sheet-metal based CubeSat structure to accommodate a host of peripherals on the surface. As part of the discussion on the CubeSat structure, the paper also provides an insight into the design of custom configurations of surface mounted and deployable solar panels to ensure adequate power generation despite the absence of an attitude control system
