AEMS News and Reviews: Winter 2009 (Issue: #31)
Robert Fish leads us off with a review of the extraordinary documentary on World War II kamikaze pilots and their legacy, Wings of Defeat. We were privileged to host the filmmakers, Risa Morimoto and Linda Hoaglund, in May to lead sessions at our Digital Asia Workshop and were deeply impressed by both their filmmaking and their teaching. Karen Nakamura brings her expertise on the disabled in Japan to bear on the unusual love story, Josee, the Tiger and the Fish. Critically acclaimed in its limited U.S. release, The Taste of Tea is reviewed by Tim Engles, with special attention to its appeal to middle and high school students. Rachel Lenz, with her review of Train Man and its place in the “Densha phenomenon,” and Paul Dunscomb, with his overview of the origins and history of anime and manga, orient us to the world of Japanese popular culture.Center for East Asian and Pacific Studie
2023-2024 Illinois Hunter Harvest Report
A random sample of 5,000 Illinois resident hunters was selected from adult 2022 Illinois resident Habitat Stamp and hunting license holders. Selected individuals were mailed an 8-page self-administered questionnaire designed to query hunters about their hunting activities and harvest in Illinois. We received 1,873 questionnaires, 1,726 of which were usable, for a 36% response rate. Illinois resident license sales increased from 2022-23 (235,564) to 239,050 for the 2023-24 seasons. Total days afield increased for rabbit, wild quail, wild pheasant, groundhog, gray squirrel, fox squirrel, turkey, deer, raccoon, red fox, and coyote. Harvest increased for 9 game species (wild pheasant, groundhog, gray squirrel, fox squirrel, turkey, deer, raccoon, red fox, and coyote) from 2022-23. Hunters were also asked questions regarding hunting activity and harvest in Illinois, proposed hunting regulations, and communication with Illinois Department of Natural Resources (IDNR). Estimates of wild quail and pheasant harvested beginning with the 2011-12 season were calculated differently than previous estimates to include harvest of captive-raised birds distinct from wild birds, so comparisons with seasons prior to 2011-12 are to be made with caution.Federal Aid in Wildlife Restoration W-112-R-3

Victim: Prisoner 38750008 is an experimental, interview-driven short centered on Olivia Darvish, an incarcerated woman serving 25-to-life for killing her abusive husband. In a fixed, confessional setup that breaks the fourth wall, Olivia recounts a lifetime of sexual abuse—first by her father, then by partners—culminating in the birthday-night assault that triggers her decisive act. As the camera slowly pushes in, an on-screen aging effect advances Olivia through decades in real time, turning testimony into temporal evidence of harm and punishment. The film poses a stark question—who gets punished in cases of lifelong victimization—and uses minimal mise-en-scène, direct address, and VFX aging to braid memory, trauma, and the carceral gaze into a single, unflinching statement
Government information use by first-year undergraduate students: A citation analysis
Objective – The objective of the study was to investigate how first-year undergraduate students in a general education communication course engaged with government information sources in their academic research. The study examined the frequency, types, and access points of cited government information, as well as patterns in secondary citations and topic-based variation, to identify implications for library instruction, discovery systems, and collection strategies.
Methods – For the study, the researchers analyzed citations from persuasive papers submitted by 136 students across 14 course sections. A total of 1,704 citations were reviewed, of which 124 were identified as government information sources. A classification scheme was developed to code citations by source type, government level, agency, and access point. Researchers also conducted a secondary citation analysis to identify where students referenced government-produced content through nongovernmental sources and categorized papers by topic to assess variation in government information use.
Results – Government sources constituted 7.3% of all citations, with 45.3% of students citing at least one government source. Most cited materials came from U.S. federal agencies, particularly the Department of Health and Human Services and the U.S. Congress. Students predominantly accessed government sources through open Web sources, with minimal use of library databases and materials. The types of government sources most commonly cited were webpages, press releases, and reports. An additional 201 secondary citations referenced government information indirectly. Citation patterns varied by topic, with higher engagement in papers on government, immigration, and environmental issues.
Conclusion – The findings suggest that even without explicit instruction or assignment requirements, undergraduate students demonstrated baseline awareness and independent use of government information sources. However, their reliance on open Web access and secondary references highlights gaps in discovery, evaluation, and access. Instructional support could enhance students’ ability to locate and critically engage with more complex and authoritative government documents. Beyond instruction, the findings inform strategies for enhancing discovery, improving visibility, and promoting balanced access to government information

Operational Media Analysis as Research: Frameworks From Afghanistan For Communication Scholarship
This paper introduces the concept of Operational Media Analysis (OMA) as a hybrid practice of communication research carried out in a conflict environment. Drawing on the author’s leadership of NATO’s International Security Assistance Force (ISAF) Media Analysis Office in Kabul (2008–2009), the study demonstrates how a multinational team of fourteen Afghan analysts and two U.S. Navy noncommissioned officers systematically monitored and interpreted media coverage from approximately 14,000 outlets worldwide. Using tools such as Google Alerts, BBC Monitoring, and partnerships with Afghan broadcasters (notably Tolo TV), the office produced the Daily Media Review, an unclassified analytical product for NATO leadership.
OMA combined quantitative methods (frequency counts, sentiment distribution, trend analysis) with qualitative methods (cultural annotation, frame analysis, adversarial narrative tracking). This methodological combination allowed analysts to identify emerging themes, detect reputational vulnerabilities, and predict narrative tipping points. The author also situates this work in the lived experience of being embedded in the Afghan community as a civilian, building informal knowledge networks through social engagement with embassy staff, NGOs, and UNAMA. These informal insights created additional interpretive depth, complementing formal monitoring with real-time observations of diplomatic and local discourses.
The findings reveal that Taliban narratives often gained first-mover advantage, while NATO’s institutional processes slowed its response. Afghan media, once donor-dependent, grew into an autonomous and unpredictable field that shaped legitimacy discourses. Yet Taliban propaganda also relied heavily on distortion and intimidation. Their rapid claims often included outright fabrications, while journalists and civilians amplified these narratives under threat of reprisals.
Over time, NATO became regarded as the more credible source, its slower but fact-based releases gaining trust among Afghan and international media. The paper argues that OMA represents not only a military tool but also a form of research producing empirical datasets, methodological frameworks, and theoretical insights into fragile-state legitimacy and narrative competition. The recognition of OMA as research bridges the gap between field-based practitioner knowledge and academic communication studies, offering lessons for both future scholarship and policy practice

It allows each core to directly access the fast scratchpad memory in other cores, which enables new parallel computing paradigms. However, without proper support for the scalable inter-core connections in current DL compilers, it is hard for developers to exploit the benefits of this new architecture. This thesis proposes T10, the first DL compiler to exploit the inter-core communication bandwidth and distributed on-chip memory on AI chips. To formulate the computation and communication patterns of tensor operators in this new architecture, T10 introduces a distributed tensor abstraction rTensor. T10 maps a DNN model to execution plans with a generalized compute-shift pattern, by partitioning DNN computation into sub-operators and mapping them to cores, so that the cores can exchange data following predictable patterns. T10 makes globally optimized trade-offs between on-chip memory consumption and inter-core communication overhead, selects the best execution plan from a vast optimization space, and alleviates unnecessary inter-core communications. Our evaluation with a real inter-core connected AI chip, the Graphcore IPU, shows up to 3.3× performance improvement, and scalability support for larger models, compared to state-of-the-art DL compilers and vendor libraries
