    Fundamentos e desafios da aliança luso-americana

    A complexificação de um leque alargado de desafios securitários tem exigido a adoção de uma postura de avaliação permanente das políticas públicas de segurança. Os estados projetam as suas necessidades de segurança além-fronteiras, procurando alicerçar nos pilares da cooperação internacional um renovado domínio das respostas securitárias. A presente investigação de doutoramento visa o estudo comparativo do eixo da segurança interna em Portugal e nos Estados Unidos da América, almejando compreender de que forma as respetivas condições securitárias internas dos dois países contribuem para o desenvolvimento da aliança luso-americana em matéria de segurança interna. A análise do domínio da segurança interna dos dois países assume-se como o eixo nevrálgico da investigação doutoral, procedendo à compreensão dos domínios das políticas públicas de segurança e das estruturas de segurança interna. Por sua vez, a exposição dos instrumentos de cooperação luso-americana em matéria de segurança interna é procedido de um enquadramento histórico da amizade entre as duas nações, visando identificar especificidades próprias do seu relacionamento.La complexité d’un large éventail de défis sécuritaires a exigé l’adoption d’une posture d’évaluation permanent des politiques publiques de sécurité. Les États projettent leurs besoins en matière de sécurité au-delà des frontières, cherchant à fonder une domaine renouvelée des réponses sécuritaires sur les piliers de la coopération internationale. La présente recherche doctorale vise à étudier de manière comparative l’axe de sécurité intérieure au Portugal et aux États-Unis d’Amérique, cherchant comprendre comment les conditions de sécurité intérieure respectives des deux pays contribuent au développement de l’alliance luso-américaine en matière de sécurité intérieure. L’analyse du domaine de la sécurité intérieure des deux pays constitue l’axe central de la recherche doctorale, s’efforçant de comprendre les domaines des politiques de sécurité publique et des structures de sécurité intérieure. Par ailleurs, la présentation des instruments de coopération luso-américaine en matière de sécurité intérieure est précédée d’un cadre historique de l'amitié entre les deux nations, visant à identifier les spécificités propres à leur relation.The increasing complexity of a broad range of security challenges has required the adoption of a permanent evaluation stance regarding public security policies. States project their security needs beyond borders, seeking to ground a renewed domain of security responses on the pillars of international cooperation. This doctoral research aims to conduct a comparative study of the internal security axis in Portugal and the United States of America, aiming to understand how the respective internal security conditions of the two countries contribute to the development of the Portuguese-American alliance in terms of internal security. The analysis of the internal security domain of the two countries is assumed as the central axis of the doctoral research, focusing on understanding the domains of public security policies and the internal security structures. In turn, the presentation of the Portuguese-American cooperations instruments in the field of internal security is preceded by a historical framework of the friendship between the two nations, aiming to identify specific features of their relationship

    Understanding higher education students’ perceptions of ChatGPT use: Drivers and impacts

    Dissertation presented as the partial requirement for obtaining a Master's degree in Statistics and Information Management, specialization in Information Analysis and ManagementThe integration of artificial intelligence tools such as ChatGPT into educational environment has attracted significant attention, with several studies focusing on the factors influencing their adoption and usage. However, there is a gap regarding the implications of these tools on educational outcomes, specifically their influence on academic integrity, students’ critical thinking skills and learning outcomes. The aim of this study is to fill this research gap by analysing a conceptual model that explores both the antecedents and outcomes of ChatGPT use in higher education. The model incorporates the technology acceptance model (TAM), the hedonic-motivation system adoption model (HMSAM) and student-related factors such as work overload and academic integrity. Data were collected through an online questionnaire with 206 completed answers and analysed using PLS-SEM method. The results reveal that perceived usefulness, attitude, and subjective norms are significant predictors of students’ behavioural intention to use ChatGPT. Emotional factors, namely joy and control, contribute to immersive use, which, along with behavioural intention, drives to actual use. In turn, actual use positively influences students’ individual impact and learning engagement. Furthermore, the study finds that the relationship between behavioural intention and actual use is moderated by both work overload and academic integrity, highlighting the importance of contextual factors in shaping responsible and effective AI usage. These findings provide valuable theoretical insights and practical implications for institutions aiming to support meaningful, ethical, and student-centred integration of AI tools in education

    A segurança europeia baseada na cooperação policial e a necessidade de uma estratégia ibérica

    A cooperação policial é um elemento nuclear da segurança europeia e a cooperação policial ibérica assume particular relevância, pelos contributos que pode impulsionar do extremo sul do território da União Europeia (EU), para a estratégia total e segurança da União. Com base neste pressuposto, foi definida a cooperação policial ibérica como objeto de investigação e como objetivo geral “Avaliar os contributos da cooperação policial ibérica para a segurança europeia e a necessidade de uma estratégia de cooperação policial ibérica.” A estrutura da tese subdivide-se em 10 capítulos que, de forma transversal pretendem confrontar os contributos dos níveis político-estratégico, operacional e tático para a cooperação policial, avaliando normas, instrumentos, organização e ações decorrentes e concorrentes para a segurança europeia. Além da introdução e das conclusões, o estudo assenta em duas partes principais. Uma parte dedicada à análise e avaliação normativa e documental, através do roteiro do projeto europeu, outra parte composta pelo trabalho empírico, assente na aplicação, análise e discussão de resultados de entrevistas e questionários e no processo criativo de reflexão estratégica. Foi adotada uma abordagem multidisciplinar, através do raciocínio indutivo, ancorado numa estratégia mista e num estudo de caso, como desenho de investigação. Como principais resultados salienta-se que, apesar dos elevados níveis da cooperação, devem ser promovidas, na Península e no âmbito das operações, das informações e da formação, dinâmicas conjuntas de modernização e inovação, digitalização tecnológica e interoperabilidade, liderança e motivação. Potenciar as capacidades de cooperação policial, estimular a comunicação, a confiança e a partilha são elementos-chave na eficiência da cooperação e sucesso da segurança europeia. Sublinha-se que os contributos da cooperação policial ibérica promovem a segurança europeia e justificam a formulação de uma estratégia de cooperação policial ibérica, bilateral, mas alinhada e integrada nas estratégias europeias.Police cooperation is a core element of European security and Iberian police cooperation is particularly relevant, due to the contributions it can make from the extreme south of the European Union (EU) territory, to the Union's total strategy and security. Based on this assumption, Iberian police cooperation was defined as an object of investigation and the general objective was to “Assess the contributions of Iberian police cooperation to European security and the need for an Iberian police cooperation strategy.” The structure of the thesis is subdivided into 10 chapters that, in a transversal way, intend to compare the contributions of the political-strategic, operational and tactical levels to police cooperation, evaluating standards, instruments, organization and actions to and from European security. In addition to the introduction and conclusions, the study is based on two main parts. A part dedicated to normative and documentary analysis and evaluation, through the European project roadmap, another part composed of empirical work, based on the application, analysis and discussion of results from interviews and questionnaires and on the creative process of strategic reflection. A multidisciplinary approach was adopted, through inductive reasoning, anchored in a mixed strategy and a case study, as a research design. As main results, it is highlighted that, despite the high levels of cooperation, joint dynamics of modernization and innovation, technological digitalization and interoperability, leadership and motivation must be promoted in the Peninsula and within the scope of operations, information and training. Boosting police cooperation capabilities, stimulating communication, trust and sharing are key elements in the efficiency of cooperation and the success of European security. It is highlighted that the contributions of Iberian police cooperation promote European security and justify the formulation of an Iberian police cooperation strategy, bilateral, but aligned and integrated into European strategies.La coopération policière est un élément central de la sécurité européenne et la coopération policière ibérique est particulièrement pertinente, en raison des contributions qu'elle peut apporter depuis l'extrême sud du territoire de l'Union européenne (UE), à la stratégie et à la sécurité globales de l'Union. Partant de cette hypothèse, la coopération policière ibérique a été définie l’objectif général était "évaluer les contributions de la coopération policière ibérique à la sécurité européenne et la nécessité d'une stratégie de coopération policière ibérique". La structure de la thèse est subdivisée en 10 chapitres qui, de manière transversale, visent à comparer les contributions des niveaux politico-stratégiques, opérationnels et tactiques à la coopération policière, en évaluant les normes, les instruments, l'organisation et les actions résultantes et concurrentes pour la sécurité européenne. Outre l’introduction et les conclusions, l’étude s’articule autour de deux parties principales. Une partie dédiée à l'analyse et à l'évaluation normative et documentaire, à travers la feuille de route du projet européen, une autre partie composée de travaux empiriques, basés sur l'application, l'analyse et la discussion des résultats d'entretiens et de questionnaires et sur le processus créatif de réflexion stratégique. Une approche multidisciplinaire a été adoptée, à travers un raisonnement inductif, ancré dans une stratégie mixte et une étude de cas, comme conception de recherche. Comme principaux résultats, il est souligné que, malgré les niveaux élevés de coopération, les dynamiques conjointes de modernisation et d'innovation, de numérisation technologique et d'interopérabilité, de leadership et de motivation doivent être promues dans la péninsule et dans le cadre des opérations, de l'information et de la formation. Renforcer les capacités de coopération policière, stimuler la communication, la confiance et le partage sont des éléments clés de l’efficacité de la coopération et du succès de la sécurité européenne.     Estudo do Potencial de Quantificação de UHPLC-MS das Espécies Químicas: Ácido Succínico, Colina e Tetraciclina

    Neste estudo, avaliou-se o potencial de quantificação UHPLC-MS, Cromatografia Líquida de Ultra Desempenho acoplada a Espectrometria de Massa, através da análise de três espécies químicas: ácido succínico, colina e tetraciclina. O objetivo foi identificar como diferentes parâ metros do método impactam a análise das diferentes espécies químicas e, consequentemente, a sensibilidade e robustez do método. Os resultados demonstraram que a constituição da fase móvel influencia de forma significativa a ionização dos analitos na fonte ESI, Ionização por Eletrospray, e, por conseguinte, a sensibilidade do método. A redução da concentração de Ácido A, associada a um aumento do pH da fase móvel de 2,3 para 3,3, provocou um incremento de 50 vezes na resposta do ácido succínico. Este resultado demonstra que compostos com tendência para desprotonar reque rem fases mais alcalinas, enquanto espécies com carga positiva ou tendência para protonar, como a colina e a tetraciclina, atingem maior sensibilidade com fases móveis mais ácidas. O UHPLC-MS permitiu alcançar limites de quantificação (LoQ) reduzidos: 1,69 ppb para a colina, 675 ppb para o ácido succínico e 78 ppb para a tetraciclina. Comparativamente com métodos da Literatura com deteção por UV, dispendiosos para analise compostos não cromóforos, como a colina e ácido succínico, os limites obtidos foram até 170 vezes inferiores no caso do ácido succínico e 6 vezes inferiores no caso da tetraciclina. O limite de deteção (LoD) da colina foi de 0,5 ppb, inferior aos descritos na literatura. A robustez do método revelou-se fortemente dependente do tamponamento da fase móvel, um parâmetro com impacto particularmente relevante nesta técnica. A fase ajustada, contendo 0,5 M de Sal C, 1,1 mM de Ácido C e 0,9 mM de Ácido A, permitiu obter valores máximos de RSD% de 10% e 0,9%, cumprindo os requisitos descritos na norma ICH Q2(R2) para a análise do ácido succínico. Este estudo evidencia a importância da otimização da fase móvel e do seu tampona mento para garantir sensibilidade e precisão por UHPLC-MS, permitindo estabelecer diretrizes fundamentais para o desenvolvimento de métodos aplicáveis a diferentes espécies químicas.This study investigated the quantification potential of UHPLC-MS, Ultra-High Performance Liquid Chromatography coupled with Mass Spectrometry, through the analysis of three chemical species: succinic acid, choline, and tetracycline. The objective was to determine how different method parameters affect the analysis of these chemical species and, consequently, the method’s sensitivity and robustness. The results demonstrated that the composition of the mobile phase significantly influences the ionization of analytes in the ESI source (Electrospray Ionization), and thus the sensitivity of the method. A reduction in the concentration of Acid A, corresponding to an increase in the mobile phase pH from 2.3 to 3.3, resulted in a fifty-fold increase in the response of succinic acid. This finding indicates that compounds prone to deprotonation require more alkaline phases, whereas positively charged species or those prone to protonation, such as choline and tetracycline, achieve higher sensitivity with more acidic mobile phases. UHPLC-MS enabled the achievement of low limits of quantification (LoQ): 1.69 ppb for choline, 675 ppb for succinic acid, and 78 ppb for tetracycline. Compared to literature methods using UV detection, which are costly for the analysis of non-chromophoric compounds like choline and succinic acid, the limits obtained were up to 170 times lower for succinic acid and six times lower for tetracycline. The limit of detection (LoD) for choline was 0.5 ppb, lower than those reported in the literature. Method robustness proved highly dependent on mobile phase buffering, a parameter of particular relevance in this technique. The optimized mobile phase, containing 0.5 M Salt C, 1.1 mM Acid C, and 0.9 mM Acid A, allowed maximum relative standard deviation (RSD%) values of 10% and 0.9%, respectively, meeting the requirements of the ICH Q2(R2) guideline for succinic acid analysis. This study highlights the importance of optimizing the mobile phase composition and buffering to ensure sensitivity and precision by UHPLC-MS, providing essential guidelines for the development of methods applicable to diverse chemical species.Dissertação desenvolvida na Empresa: Cipan, Companhia portuguesa de Antibióticos – Grupo SUANFARM

    Improving workload distribution and data accuracy in contract management: a digital platform for Pharma Corp - comparative analysis

    Balancing customer demand with employee workload and availability presents a significant operational challenge for pharmaceutical companies managing expert engagements. This study examines the impact of implementing a digital platform designed to streamline contract management between PharmaCorp’s Global Expert Management Services (GEMS) and its business units. Through stakeholder interviews and process analysis, we identified critical inefficiencies in the current contracting workflow. Our platform, inspired by restaurant reservation systems, transforms GEMS’ engagement request process by requiring complete information upfront. The platform demonstrates an 80% reduction in information gathering time and projects savings of $4.7 million through optimized workforce planning and enhanced efficiency. We would like to express our gratitude to all the individuals who generously shared their time and insights during our research.     O tema da qualificação da insolvência tem sido alvo de crescente atenção, considerando as alterações introduzidas pela Lei n.º 9/2022, o que coloca em questão o âmbito do escrutínio da atuação corporativa, e a responsabilidade dos administradores pela insolvência culposa. Confrontamo-nos com a necessidade de assegurar um equilíbrio entre a proteção do interesse da sociedade e dos credores, por um lado, e a salvaguarda da autonomia e discricionariedade do administrador na gestão empresarial, por outro. O presente estudo versa sobre o regime da responsabilidade dos administradores na insolvência culposa, consagrado nos artigos 185.º e seguintes do Código da Insolvência e da Recuperação de Empresas (CIRE), numa visão comparatística com o regime da responsabilidade dos administradores, à luz dos artigos 72.º e seguintes do Código das Sociedades Comerciais (CSC).The subject of the qualification of insolvency has been object of increasing attention, considering the amendments introduced by Law no. 9/2022, which raises questions about the scope of scrutiny of corporate performance and the liability of directors for culpable insolvency. We are confronted with the necessity of ensuring a balance between protecting the interests of the company and creditors, on the one hand, and preserving the autonomy and discretion of the director in corporate administration, on the other. This study deals with the regime of directors‘ liability in cases of culpable insolvency, established in articles 185 et seq. of the Portuguese Insolvency and Corporate Recovery Code (CIRE), in a comparative view with the regime of directors’ liability, in the light of articles 72 et seq. of the Portuguese Companies Code (CSC)

    Developing a balanced scorecard for Cascais Smart City: the public value perspective

    The Smart City concept has gained global attention, as cities leverage technology to enhance citizens' quality of life through data exchange between public infrastructures. Cascais embraced this trend in 2015, by creating a specified division within Cascais Municipal Council (CMC). As a result, the topics of managing data and innovative systems became relevant to the local council, to achieve its goal of improving quality of life for both citizens and visitors. Over time, CMC recognized the need to track its strategy's success using specific measures. This research project supports CMC in assessing whether its efforts align with continuous Smart City evolution, incorporating a public value perspective to tailor the Balanced Scorecard for Cascais

    A DEA and SFA analysis on Public Emergency Department efficiency in Portugal

    This Work Project carries out a comparative analysis of the efficiency of 15 emergency departments (EDs) within the Portuguese National Health Service, using Data Envelopment Analysis (DEA) and Stochastic Frontier Analysis (SFA). The work takes on a Problem-based learning (PBL) approach, in which complex real-world problems—like the efficiency of healthcare services—are used as vehicles for learning and collaborative student work. The dataset used, covering 2021 to 2023, was collected by EDs and submitted to the Tribunal de Contas (Portuguese Court of Auditors) for an upcoming audit. The analysis highlights Decision-Making Units (DMUs) 8 and 10 as best performers, showcasing adequate resource management, staffing levels and time allocation. In contrast, DMUs 7 and 14 consistently underperform, exhibiting inefficiencies in staffing ratios and prolonged patient wait times. A seasonality analysis revealed that efficiency drops in summer, due to staffing shortages and operational challenges, while a cost-analysis identified DMU 13 as the more cost-effective unit. Further analyses are conducted to examine factors influencing ED efficiency, such as non urgent users, whose findings trace a clear path for targeted policy interventions, where underperforming units can benefit from adopting best practices observed in efficient EDs

    Sovereign debt restructuring in theory and practice

    This paper examines the economic dynamics of debt restructuring, focusing on the in centives behind defaults and the evolution of restructuring mechanisms. Using a canonical model of sovereign default solved quantitatively, I analyze the trade-offs sovereigns face between default and austerity. Empirical evidence from Argentina, Greece, and Zambia restructurings illustrates the changing nature of sovereign debt negotiation. I show that higher interest rates can lower the strategic default debt-to-GDP threshold level by as much as 15%. I also analyze empirically the vanishing impact of sovereign-debt restructuring on debt-to-GDP levels and real consumption, both reverting to pre-crisis levels within 5-7 years on average

    O presente relatório tem como objetivo a descrição e análise dos trabalhos desenvolvidos durante o estágio curricular realizado na Relógio D’Água Editores, entre setembro e dezembro de 2024, correspondendo à componente não-letiva do Mestrado em Edição de Texto da Faculdade de Ciências Sociais e Humanas da Universidade Nova de Lisboa. Dos trabalhos levados a cabo durante este período, que consistiram sobretudo em tarefas de revisão de texto, foram selecionados dois casos práticos para uma análise mais meticulosa e aprofundada sobre temas de revisão, tradução e edição, bem como a sua interface, sem abdicar de um trabalho de contextualização do respetivo projeto editorial e do mercado onde ele se insere. Pretende-se assim demonstrar o raciocínio por detrás das diversas dúvidas e resoluções, que é fruto da aplicação prática do conhecimento teórico e científico que fui adquirindo ao longo do meu percurso académico.The purpose of this report is to describe and analyse the work carried out during the curricular internship at Relógio D'Água Editores, between September and December 2024, necessary to the conclusion of the Master's Degree in Editing and Publishing at NOVA FCSH. From the assignments undertaken during this period, which consisted mainly of proofreading tasks, two case studies were selected for a more meticulous and in-depth analysis of proofreading, translation and editing topics, as well as the interface between them, whilst also contextualizing the specific editorial project and the market in which it operates. The aim is to demonstrate the reasoning behind the various doubts and resolutions, which is the result of the practical application of the theoretical and scientific knowledge I have acquired throughout my academic path
