No full textThe author of this article cites an innovative seventeenth-century better vision of repairing human things, invented and implemented by Jan Amos Comenius, see De rerum humanarum emendatione consultatio catholica, Eng. General Consultation on an Improvement of Human Affaire; to the human race, primarily however to European scholars and clergy, and to those in power; Czech. Obecná porada onápravě věcí lidských. In his dedication to Europae Lumina (various variants of this manuscript are known) he calls for broadly understood consultations and focuses not only on didactic and educational reform issues, but first and foremost introduces the reader to bothering philosophical and pansophical issues. This work opens a new perspective on the sketch of his thinking and creates the concept of his recovery plan. This work entitled To the LIGHT of EUROPE, men of learning, piety and eminence, greetings must be highly appreciated because of its pedagogical ideas and socio-political reflections, but also because of the philosophical and pansophic aspects that he worked on until the end of his earthly days. In his dedication to the „Lights of Europe” Comenius invites you to a peaceful discussion in the field of repairing broken human things and aims to unite all humanity in the pursuit of its implementation with a vision of a better future.Autor niniejszego artykułu przywołuje nowatorską, siedemnastowieczną wizję naprawy rzeczy ludzkich, stworzoną i realizowaną przez Jana Amosa Komeńskiego, przed-stawioną w dziele pt. De rerum humanarum emendatione consultatio catholica, czes. Obecná porada o nápravě věcí lidských, pol. Powszechna narada o naprawie rzeczy ludzkich. Rękopis ten zawiera dedykację pt. Europae Lumina (znane są różne warianty tego rękopisu), w której Komeński nawołuje do szeroko pojętych konsultacji i koncentruje się nie tylko na problematyce dydaktyczno-oświatowej reformy, ale przede wszystkim wprowadza czytelnika w obszar filozoficzno-pansoficznych zagadnień. Pracę De rerum humanarum… otwiera dedykacja pt. Pozdrowienia uczonym, pobożnym i dostojnym mężom, ŚWIATŁOM EUROPY, którą trzeba wysoko ocenić ze względu na zawarte w niej idee pedagogiczne i społeczno-polityczne prze-myślenia, ale i z uwagi na aspekty filozoficzno-pansoficzne, nad którymi pracował do końca życia. No full textW repozytorium zamieszczono bibliografię i streszczenie książki w języku francuskim.Dans le livre on a décrit l’activité du Parti Populaire Polonais (PSL) en France qui a fonctionné dans les années 1947-1990. Ce groupe faisait partie du Parti Populaire Polonais en Exil sous la direction de Stanisław Mikołajczyk. A la base des sources de la présente élaboration reposent les archives (documents, correspondance, circulaires et notes internes, rapports, livres de protocoles des réunions des clubs) provenant du PSL, recueillis dans les collections: du Musée de l’Histoire du Mouvement Populaire Polonais à Varsovie, de l’Institut de l’Histoire du Mouvement Populaire à Varsovie. On a aussi utilisé la presse publiée en exil par les structures du PSL, sortant en France et en Grande Bretagne («Journal Populaire», «Demain dela Pologne», «Bulletin du Parti Populaire Polonais en France», «Bulletin du Conseil Européen du PSL»). On a également utilisé les rapports de Kajetan Morawiecki ambassadeur de la République de Pologne à Paris au nom du gouvernement de la République de Pologne à Londres, ceux-ci archivés dans la Bibliothèque Polonaise à Paris. L’Edition des sources de provenance des services de sécurité polonais qui effectuaient la surveillance et le sabotage envers le PSL en exil, s’est également montrée de grande utilité. Ces sources ont été publiées par les employés de l’Institut de la Mémoire Nationale de Varsovie dans une vaste édition de sources en trois volumes: Stanisław Mikołajczyk dans les documents des services de sécurité, v. 1-3, Varsovie-Łódź 2010. Genomic research and problem of human identity preservation
No full textThe authors of the article have analyzed the problem of preserving human identity in the context of genomic research; reviewed the history of the development of the ideas about philosophical, psychological, and social aspects of the phenomenon; presented the conditions for the “identity crisis” formation in the information society and the idea of transhumanism on the identity transformation through biotechnology; characterized the legislative guidelines in the field of genetic engineering activities aimed at protecting constitutional human rights. In conclusion, the athors state that preserving identity as a necessary condition for the free development and formation of the individual in the situation of the biotechnical revolution actualizes the problem of protecting human dignity and their right to integrity.Autorzy artykułu przeanalizowali problem zachowania tożsamości człowieka w kontekście badań genomicznych. Dokonali przeglądu idei filozoficznych, psychologicznych i społecznych aspektów tego zjawiska, przedstawili uwarunkowania powstania „kryzysu tożsamości” w społeczeństwie informacyjnym oraz ideę transhumanizmu w kontekście transformacji tożsamości poprzez oddziaływanie biotechnologii. No full textW artykule autor porusza problematykę organizacji i funkcjonowania szeroko rozumianej ochrony ludności w Polsce, realizowanej przez różne powołane do tego elementy systemu bezpieczeństwa narodowego (podsystemy). Te systemowe rozwiązania służyć mają bezpieczeństwu ludności, poprzez działania przygotowania i prowadzenia takiej ochrony. W artykule wyróżniono działania i przedsięwzięcia zarządzania kryzysowego oraz wskazano na zależności i wspólne płaszczyzny przedsięwzięć zarządzana kryzysowego, ratownictwa, obrony i ochrony. Posługując się teoretycznymi metodami badawczymi, takimi jak: analiza, synteza, porównanie i wnioskowanie, stwierdzono, że w strukturze tych systemów zachodzą istotne zbieżności realizowanych przedsięwzięć (planistycznych) i zadań. Elementami tożsamymi są przede wszystkim podmioty, realizujące tę ochronę, i ich szerokie kompetencje władcze. Ponadto należy wskazać, że podejmowanie czynności ratunkowych realizowane jest na rzecz wszystkich systemów, niezależnie od stanu funkcjonowania państwa. Zatem wdrażane rozwiązania zarządzania kryzysowego wykorzystują potencjał wykonawczy innych podsystemów.In the article, the author discusses the issues of organization and functioning of broadly understood civil protection in Poland, implemented by various elements of the national security system (subsystems) established for this purpose. These system solutions are to serve the safety of the population through the activities of preparing and conducting such protection. The article distinguishes crisis management activities and indicates the dependencies and common tasks of crisis management, rescue, defense and people protection. Using theoretical research methods, such as: analysis, synthesis, comparison and inference, it was found that the structure of these systems has significant convergence of implemented (planning) projects and tasks. Identical elements are primarily actors performing this protection, and their broad coercive powers. In addition, it should be noted that rescue operations are carried out for all systems, irrespective of the state of functioning of the state. Therefore, the implemented crisis management solutions use the executive potential of other subsystems

Get PDFThe article below presents multidimensional character of cyberpathology as public security threat. The world today interrupts subject’s feeling of security since there is a clear evolution of threats, among which digital threats are becoming particularly insistent. They are problematic to an individual and society and influence its functioning, state activities, economic and social institutions. Using digital media and information-communication technologies is connected with emergence of a new type of threats to public security and the network development is accompanied by emergence of dangerous phenomena and crime in the Internet. The threats are the result of human activity. The article presents phenomena that are of negative character projected from the real world into the net as well as emergence of new category of dangerous behaviors and crimes. Authors draw attention to the scope of the youth contact with new technologies and their addiction to electronic media that facilitate the development of socialpathology on the basis of research on social pathology within the youth.Artykuł ukazuje wielowymiarowy charakter cyberpatologii jako zagrożenia dla bezpieczeństwa publicznego. Dilemmas related to potential changes in the taxation of farms
Get PDFPolish farms are burdened with the following taxes: agricultural tax, forestry tax, property tax, motor vehicle tax, VAT, and excise tax.The research showed that small farms suffered losses in the years 2014-2018. However, income made by small farms (income of EUR 8,000 to 25,000) was burdened with all taxes ranging from 29.9% in 2014 to 67.05% in total. In 2018, middle-sized farms with income between EUR 50,000 and EUR100,000 had a share of all taxes in their income of about 4-6%. Very large farms (>EUR 500,000 of income) had a symbolic tax burden of ca. 1%.In the case of the tax burden on farms’ revenues, very small and small farms were in the worst situation, similarly as before. They recorded ca. 2.7% of taxes in their revenues. The medium-sized farms had a burden of ca. 1% of their revenues with all taxes. By contrast, the revenues of very large farms were burdened with symbolic taxes in the amount of ca. 0.2%. In this situation, while maintaining the current tax burden borne by farms, it should be remembered that the income tax rate and the revenue tax rate cannot exceed 5% and ca. 1%, respectively.Gospodarstwa rolne w naszym kraju obciążone są: podatkiem rolnym, podatkiem leśnym, podatkiem od nieruchomości, podatkiem od środków transportowych, a także podatkiem VAT i akcyzowym. W wyniku przeprowadzonych badań stwierdzono, że gospodarstwa małe w latach 2014-2018 osiągały straty. Natomiast dochody gospodarstw małych (8-25 tys. EUR dochodów) obciążone były łącznie wszystkimi podatkami w wysokości od 29,9% w 2014 r. do 67,05%. W 2018 r. gospodarstwa średnie realizujące dochody w granicach 50-100 tys. EUR, miały udział wszystkich podatków w ich dochodach, na poziomie ok. 4-6%. Gospodarstwa bardzo duże (>500 tys. EUR dochodów) ponosiły ciężar podatkowy w symbolicznej wysokości tj. ok. 1%. W przypadku obciążenia przychodów gospodarstw podatkami, to w najgorszej sytuacji, podobnie jak poprzednio, znalazły się gospodarstwa bardzo małe i małe. Zanotowano wśród nich ok. 2,7% podatków w przychodach. Gospodarstwa średnie miały obciążenia w wysokości ok. 1% przychodów wszystkimi podatkami. Natomiast przychody gospodarstw bardzo dużych obciążone były podatkami symbolicznymi w wysokości ok. 0,2%. W tej sytuacji, zachowując dotychczasowy ciężar podatkowy ponoszony przez gospodarstwa rolne, należy pamiętać, iż stawka podatku dochodowego nie może przekroczyć 5%, a podatku przychodowego ok. 1

No full textThe article presents the reflection of the antique tradition in the memoirs of the
Russian emigrant of the nineteenth century V.S. Pecherin. Written in epistolary form
these memoirs are confessional in their character and one can traced a strong
classical influence, formed by his education. Particular attention is given to Berlin as
educational space, where V.S. Pecherin studied at the university and regularly visited
the Altes Museum. There is a close relationship between the influence of Ancient
Greek art V.S. Pecherin saw in the museum and his cultural and aesthetic views
presented in his memoirs. According to the author, V.S. Pecherin presented himself
as the second Xenophon wandering around Europe and expelled from his homeland
in absentia. The title of the memoir Apologia pro vita mea, probably, has as its prototype both the Socratic tradition and the Christian tradition, especially expressed in the title of the work Apologia pro vita sua by John Henry Newma
