    Ovaj rad bavi se analizom tijela lokalne i područne (regionalne) samouprave u Republici Hrvatskoj, s naglaskom na Grad Gospić i Ličko-senjsku županiju kao konkretne primjere. Kroz prikaz predstavničkih, izvršnih i upravnih tijela obrađuje se njihov ustroj, način funkcioniranja, međusobni odnosi te nadležnosti. U radu se pojašnjavaju temeljna načela lokalne samouprave, pravni okvir i uloga Europske povelje o lokalnoj samoupravi. Cilj je pokazati kako lokalna tijela doprinose ostvarivanju javnih potreba građana, učinkovitom upravljanju i razvoju zajednice. Posebna pažnja posvećena je radu Županijske skupštine, župana i upravnih odjela te gradskog vijeća i gradonačelnika Grada Gospića. Rad zaključuje da su kvalitetno organizirana lokalna tijela ključna za funkcionalnu i blisku upravu, ali i da postoje izazovi koje je potrebno sustavno rješavati.This paper analyzes the bodies of local and regional self-government in the Republic of Croatia, with a focus on the City of Gospić and the Lika-Senj County as concrete examples. It examines the structure, functioning, interrelations, and competencies of representative, executive, and administrative bodies. The paper explains the fundamental principles of local self-government, the legal framework, and the role of the European Charter of Local Self-Government. The aim is to demonstrate how local bodies contribute to meeting the public needs of citizens, effective governance, and community development. Special attention is given to the work of the County Assembly, the county prefect (Župan), administrative departments, the City Council, and the Mayor of Gospić. The paper concludes that well-organized local bodies are essential for a functional and accessible administration, but also notes that there are challenges that need to be addressed systematically

Uvođenje informacijskih sustava u ova područja pruža važnu podršku koja omogućuje tvrtkama bolje planiranje, upravljanje i kontrolu logističkih procesa. Ovaj rad istražuje kako informacijski sustavi podržavaju unutarnji transport iskladištenje. Rad analizira različite sustave, njihove načine primjene i utjecaj na poslovanje. Kroz proučavanje relevantne literature i primjere iz prakse, razmatra se kako informacijska podrška unaprjeđuje operativne procese te potiče inovacije unutar logistike.In the modern business environment, the optimization of internal transport and storage is a key factor in ensuring the competitiveness and efficiency of the supply chain. The introduction of information systems in these areas provides important support that allows companies to better plan, manage and control logistics processes. This paper explores how information systems support internal transport and warehousing. It analyzes different systems, their implementation methods and their impact on business. Through the study of relevant literature and practical examples, it is considered how information support improves operational processes and stimulates innovation within logistics

    U ovome se radu ističe važnost sigurnosti svih sudionika u cestovnom prometu. Proces osposobljavanja kandidata za vozače, uz ostale čimbenike, ima vrlo važnu ulogu u segmentu sigurnosti. Nadalje, naglašava se da su vozač, vozilo, cesta, okolina i incidentni faktor vrlo bitni čimbenici za sigurnost u cestovnom prometu. Prikazuje se i opisuje proces osposobljavanja kandidata koji prvi puta pristupaju edukaciji, u skladu s Pravilnikom o osposobljavanju kandidata za vozače i Zakonu o sigurnosti prometa na cestama. S obzirom na veliku potražnju u Hrvatskoj i Europskoj uniji, a i šire, sve su veće potrebe za profesionalnim kategorijama kandidata za vozače te je stoga, u skladu sa zahtjevima struke, obuka za takve kandidate na višoj i složenijoj razini koja se u ovome radu obrazlaže. Analizira se provedba vozačkih ispita B, C, CE i D kategorije. Predstavljaju se i tumače pojedini prijedlozi za povećanje kvalitete obuke kandidata i općenito poboljšanje procesa osposobljavanja.This paper emphasizes the importance of safety for all participants in road traffic. The process of training driver candidates, along with other factors, plays a very important role in the safety segment. Furthermore, it is emphasized that the driver, vehicle, road, environment and incident factor are very important factors for road traffic safety. The process of training candidates who are being trained for the first time is presented and described, in accordance with the Ordinance on the Training of Driver Candidates and the Road Traffic Safety Act. Given the high demand in Croatia and the European Union, and beyond, there is an increasing need for professional categories of driver candidates and therefore, in accordance with the requirements of the profession, training for such candidates is at a higher and more complex level, which is explained in this paper. The implementation of driving exams for categories B, C, CE and D is analysed. Certain proposals for increasing the quality of candidate training and generally improving the training process are presented and interpreted

    Sažetak Digitalna transformacija javne uprave predstavlja jedan od strateških ciljeva Nacionalnog plana razvoja Republike Hrvatske za razdoblje od 2022. do 2027. godine, u skladu s europskim smjernicama i načelima europeizacije digitalne uprave. Uredba o uredskom poslovanju iz 2021. godine elektroničko poslovanje postavlja kao primarni oblik uredskog poslovanja u javnopravnim odnosima i na taj način mijenja dotadašnji pristup koji je elektroničku obradu pismeno predviđao samo kao mogućnost. Međutim, u praksi je i dalje prisutna znatna upotreba fizičke dokumentacije, što ukazuje na potrebu za dosljednom primjenom Uredbe i unaprjeđenjem tehničkih i organizacijskih uvjeta. U sklopu ovog završnog rada su analizirani pravni i tehnički preduvjeti potpune digitalizacije uredskog poslovanja, s osvrtom na administrativno-tehničku obradu pismena u kontekstu informacijsko-komunikacijske tehnologije. U sklopu rada su prikazani normativni akati na nacionalnoj i europskoj razini te komparativna analiza njihove primjene, istražili su se izazovi, zablude i prepreke u provedbi elektroničkog uredskog poslovanja. U sklopu rada je prikazana uloga informacijskog sustava uredskog poslovanja (ISUP/SEUP), kao i shvaćanje i pravilna upotreba kvalificiranih elektroničkih potpisa i pečata. Cilj rada je pružiti teorijskopraktična rješenja koja mogu doprinijeti učinkovitijem upravljanju uredskim postupcima, većoj pravnoj sigurnosti i razvoju dobre prakse, čime se digitalno poslovanje afirmira kao standardni oblik suvremene javne uprave u Republici Hrvatskoj.Summary The digital transformation of public administration is one of the strategic goals of the National Development Plan of the Republic of Croatia for the period from 2022 to 2027, in line with European guidelines and principles of Europeanization of digital administration. The 2021 Regulation on Office Operations sets electronic operations as the primary form of office operations in public law relations, thus changing the previous approach that envisaged electronic processing in written form only as an option. However, in practice, there is still a significant use of physical documentation, which indicates the need for consistent application of the Regulation and improvement of technical and organizational conditions. This final paper analyzes the legal and technical prerequisites for the complete digitalization of office operations, with a focus on administrative and technical document processing in the context of information and communication technology. The paper presents normative acts at the national and European levels and a comparative analysis of their application, and explores challenges, misconceptions and obstacles in the implementation of electronic office operations. The paper presents the role of the office business information system (ISUP/SEUP), and the understanding and proper use of qualified electronic signature and seal. The aim of the paper is to provide theoretical and practical solutions that can contribute to more efficient management of office procedures, greater legal certainty and the development of good practice, and thus the affirmation of digital business as a standard form of modern public administration in the Republic of Croatia

    Ovaj rad bavi se detaljnom analizom ključnih prometnih arterija kroz povijest, ističući njihov značaj u oblikovanju gospodarskog, kulturnog i društvenog razvoja ov. Kroz povijest, ceste su bile ključni faktori u povezivanju unutrašnjosti Hrvatske s jadranskom obalom, omogućujući trgovinu, migracije, vojne operacije i kulturnu razmjenu. U radu se proučavaju rimske ceste, Karolinska i Jozefinska cesta, Majstorska cesta te Lička magistrala. Rad istražuje tehničke karakteristike ovih cesta, povijesni kontekst njihovog nastanka te dugoročni utjecaj na razvoj naselja i gospodarsku aktivnost u regiji. Korištenjem povijesnih izvora, kartografskih podataka i stručne literature, rad nudi sveobuhvatan uvid u evoluciju cestovne mreže u Ličkosenjskoj županiji, pružajući kontekst za razumijevanje njihovog suvremenog značaja i potrebu za očuvanjem ovih povijesnih arterija.This paper deals with a detailed analysis of main arterial roads, highlighting their importance in shaping the economic, cultural and social development of this area. Throughout history, roads have been key factors in connecting the interior of Croatia with the Adriatic coast, enabling trade, migration, military operations and cultural exchange. The paper examines the Roman roads, Karolina and Jozefina roads, Majstor roads and Lika highway. The paper investigates the technical characteristics of these roads, the historical context of their creation and the long-term impact on the development of settlements and economic activity in the region. Using historical sources, cartographic data and professional literature, the work offers a comprehensive insight into the evolution of the road network in Lika-Senj County, providing a context for understanding their contemporary significance and the need to preserve these historic arteries

    Promet je jedan od ĉovjekovih temeljnih potreba i naĉina ţivota. U uţem smislu promet znaĉi prijevoz ljudi i dobara. Promet moţe biti: cestovni, zraĉni i pomorski. Najveći dio prometa se odvija cestom, odnosno prometnicama. Izgradnja ceste se razvojem civilizacije takoĊer razvijala i napredovala. Napredak cestogranji pridonio je urbanizaciji i poboljšanom transportu. Planiranje odrţavanja i izgradnje cesta u Republici Hrvatskoj ureĊeno je Zakonom o cestama, a provodi se: dugoroĉno kroz Strategiju prometnog razvoja RH koju donosi Hrvatski sabor; srednjoroĉno kroz ĉetverogodišnji program kojeg donosi Vlada RH i godišnje kroz planove koje donose društva koja upravjaju cestovnom mreţom.(Pravilnik o odrţavanju cesta:NN 148/2013 ĉl.17)Traffic is one of man's basic needs and way of life.     Mirovinski sustav predstavlja jedan od temeljnih uporišta socijalne sigurnosti svake države, a njegova uređenost i efikasnost izravno utječe na kvalitetu života građana, i to prvenstveno građana treće životne dobi, kao osjetljive socijalne skupine. No, tu su i ostali korisnici prava iz mirovinskog osiguranja koji ne nose nužno teret starije životne dobi, poput korisnika obiteljske mirovine, korisnika dječjeg doplatka ili prava na novčanu naknadu zbog tjelesnog oštećenja. U svakom slučaju, mirovinskim sustavom je obuhvaćen značajan dio populacije. Tijekom svog radnog iskustva spoznala sam da veliki dio problematike osiguranika proizlazi iz njihova nedovoljnog poznavanja vlastitih prava. Sam proces prelaska iz svijeta rada u mirovinski sustav često je opterećen administrativnim i pravnim izazovima. Jedan od ključnih izazova je neusklađenost između očekivanja osiguranika i stvarnih uvjeta za ostvarenje prava na mirovinu. Visina mirovina, nažalost, često ne odgovara stvarnim potrebama umirovljenika, što uzrokuje promjenu u razini dotadašnjeg životnog standarda, nakon umirovljenja. Jedan od problema razumijevanja funkcioniranja mirovinskog sustava je i podložnost zakonskim izmjenama, unatoč činjenici da su one povoljnije za krajnjeg korisnika. Tumačenje zakonskih odredbi, biranje najpovoljnije opcije za korisnika, složenost administrativnih procedura i ponekad, duže čekanje rješenja; su glavni problemi na strani korisnika mirovinskog sustava. Motiv odabira ovakve teme završnog rada sadržan je u težnji za podrobnijim razumijevanjem strukture, zakonskog okvira i specifičnosti različitih oblika mirovinskih primanja koje postoje u Hrvatskoj. U radu se razrađuju osnovne kategorije mirovina prema važećim zakonima, uključujući starosnu, prijevremenu, invalidsku i obiteljsku mirovinu te se analizira njihov utjecaj na društvo i pojedinca, pri čemu je poseban naglasak na isticanju aktualnih izazova s kojima se mirovinski sustav suočava te na reforme koje se provode s ciljem njegov održivosti i unaprjeđenja. Ključne riječi: mirovinski sustav, starosna, obiteljska i invalidska mirovina, HZMOThe pension system represents one of the fundamental pillars of social security in every country, and its organization and efficiency directly impact the quality of life of citizens—primarily those in the elderly population, as a socially vulnerable group. However, other beneficiaries of pension insurance rights are also included, such as survivors’ pension beneficiaries, child benefit recipients, or those receiving compensation for physical impairment. In any case, a significant portion of the population is covered by the pension system. As an employee of the Croatian Pension Insurance Institute (HZMO), I witness daily the challenges faced by insured persons who are not sufficiently informed about their rights. The transition from the world of work into the pension system is often burdened with administrative and legal challenges. One of the key issues is the discrepancy between the expectations of the insured and the actual conditions required to exercise pension rights. Unfortunately, the pension amount often does not correspond to the real needs of retirees, leading to a reduced standard of living after retirement. Another challenge in understanding the pension system lies in its frequent legal amendments, even though these changes often aim to benefit the end user. Interpreting legal provisions, choosing the most favorable option for the beneficiary, the complexity of administrative procedures, and sometimes long waiting times for official decisions are major problems faced by pension system users. This thesis was chosen with the aim of providing a deeper understanding of the structure, legal framework, and specifics of different forms of pension benefits available in Croatia. The paper defines the main pension categories under current legislation, including old-age, early retirement, disability, and survivors’ pensions, and analyzes their impact on society and the individual. Special emphasis is placed on current challenges facing the pension system and the reforms being implemented to ensure its sustainability and improvement

Korištenjem povijesnih izvora, kartografskih podataka i stručne literature, rad nudi sveobuhvatan uvid u evoluciju cestovne mreže u Ličkosenjskoj županiji, pružajući kontekst za razumijevanje njihovog suvremenog značaja i potrebu za očuvanjem ovih povijesnih arterija.The topic of this paper is the Institute of Immunity in Republik Croatia, its comparison with other legal systems, and examples of immunity removal, all of which are defined in the Constitution, serving as legal protection for high-ranking officials, ensuring their uninterrupted performance of duties. This mechanism is applied to the President of the Republic, members of the Government, Members of Parliament, judges, ombudsmen, and other public servants. The President of the Republic enjoys special protection from criminal prosecution for decisions made within the scope of their authority, while Government members and Members of Parliament enjoy immunity in relation to statements and actions performed in office. Judges, including those on the Constitutional Court, have immunity that ensures their independence. Although immunity ensures the independence and stability of democratic institutions, it also opens the door to abuse. Abuse of immunity can lead to impunity, which has negative consequences on the trust in the legal system. International legal standards and human rights emphasize the need for accountability of public officials. Compared to other countries, Croatia is positioned in the middle concerning the scope and application of immunity, which presents challenges in balancing the protection and responsibility of officials. During the preparation of the final paper, domestic sources were primarily used, including legal regulations, bylaws, academic papers, and online sources. The main objective of the paper is to examine the legal nature and application of the institute of immunity in Croatia and consider its impact on accountability, rights, and justice

Razvojem tehnologije tijekom vremena, podaci i informacije postali su dostupniji svim razinama upravljanja poslovnim procesima. U suvremenom poslovnom okruženju, dobro razvijen i implementiran informacijski sustav omogućuje ubrzanje poslovnih procesa od promjena u svakodnevnim radnim aktivnostima do uvođenja novih proizvoda i usluga. Informacijski sustav u poduzeću CESTE d.d. ističe se kao primjer dobrog korištenja podataka iz poslovanja i okoline obrađenih u informacije koje svakodnevno poboljšavaju poslovne procese, te proizvode i usluge. U nekim granama poslovanja informacijski sustavi su ključna prednost na tržištu. Cilj rada je istražiti aspekte i načine korištenja informacijskih sustava u poslovanju prometnih poduzeća kroz proučavanje teorijske podloge iz literature, te usporediti sa postojećim stanjem u poduzeću CESTE d.d. Bjelovar, s naglaskom mogućnosti unaprjeđenja poslovanja daljnjom digitalizacijom. Također, rad će istražiti utjecaj digitalizacije na efikasnost poslovanja, te važnost intenzivne primjene informacijsko komunikacijskih tehnologija kao nezaobilaznog faktora modernog poslovnog sustava.Information systems today play an important role in every branch of business. With the development of technology over time, data and information have become more accessible to all levels of business process management. In a modern business environment, a well-developed and implemented information system enables the acceleration of business processes from changes in everyday work activities to the introduction of new products and services. The information system in the company CESTE d.d. stands out as an example of good use of data from the business and the environment processed into information that improves business processes, products and services on a daily basis. In some branches of business, information systems are a key advantage in the market. The aim of the paper is to explore aspects and ways of using information systems in the business of transport companies through the study of the theoretical basis from the literature, and to compare it with the current situation in the company CESTE d.d. Bjelovar, with an emphasis on the possibility of improving business through further digitalization. The paper will also explore the impact of digitalization on business efficiency, and the importance of intensive application of information and communication technologies as an unavoidable factor of a modern business system
