    Damage accumulation modelling of two reinforced concrete buildings under seismic sequences

    The extent of earthquake damage depends solely on the seismicity, site conditions and vulnerability of the building stock in a region. Hence, studies to assess the seismic behavior of building stocks with similar vulnerabilities are important to mitigate seismic risk in earthquake-prone regions. This study aims to simulate the seismic behavior of selected reinforced concrete (RC) school buildings by modelling damage accumulation under multiple earthquakes sequence. The observed data of two RC school buildings heavily damaged after the 2011 Van earthquake sequence in Turkey, namely, the Gedikbulak and Alakoy schools is used. Among these two school buildings, the Gedikbulak school building collapsed immediately after the main excitation, while the Alakoy school building withstood several seismic sequences, suffering heavy damages. In this study, three-dimensional numerical models that can consider the deterioration effects are developed and the capacities of the buildings were evaluated by conducting a force-based adaptive pushover procedure. Additionally, non-linear dynamic analyses were conducted using the concrete plastic damage model. Both degrading and conventional material models were used to examine the structural response under multiple ground motion sequences. The hysteretic behaviors of the studied buildings are presented.     Sixth-grade students’ pattern generalization approaches

    This study investigates sixth-grade Turkish students’ pattern-generalization approaches among arithmetical generalization, algebraic generalization, and naïve induction. A qualitative case study design was employed. The data was collected from four sixth-grade students through the Pattern Questionnaire (PQ) and individual interviews based on the questionnaire. The findings revealed that all students generalized near terms using arithmetical generalization as the first step and then they mostly looked for a general rule through memorized procedures by skipping far term generalization. When they found the general rule, far terms were calculated by rote. In other words, students did not generalize the pattern to far terms using an algebraic generalization. The current study's findings would give valuable information to the mathematics educators regarding the necessity of avoiding creating a procedural instructional environment by focusing on the rote procedure of finding the general rule of a pattern. These findings would also expand the horizons of curriculum developers regarding the importance of objectives about both near terms and far term generalization by progressing from arithmetical generalization to algebraic generalization.Eki

    Parenting measurement, normativeness, and associations with child outcomes: Comparing evidence from four non-Western cultures

HartThis study compared parenting across four non-Western cultures to test cross-cultural commonality and specificity principles in three aspects: measurement properties, parenting normativeness, and their associations with child outcomes. Both mothers and fathers (N = 1509 dyads) with preschool-aged children (M = 5.00 years; 48% girls) from urban areas of four countries (Malaysia, N = 372; China, N = 441; Turkey, N = 402; and Japan, N = 294) reported on four parenting constructs (authoritative, authoritarian, group harmony socialization, and intrusive control) and their sub-dimensions using modified culturally relevant measures. Teachers reported on children's internalizing, externalizing, and prosocial behaviors. The commonality principle was supported by two sets of findings: (1) full measurement invariance was established for most parenting constructs and sub-dimensions, except that intrusive control only reached partial scalar invariance, and (2) no variations were found in associations between parenting and any child outcomes across cultures or parent gender at the construct level for all four parenting constructs and at the sub-dimensional level for authoritarian and intrusive control sub-dimensions. The specificity principle was supported by the other two sets of findings: (1) cross-cultural differences in parenting normativeness did not follow the pattern of economic development but yielded culture-specific patterns, and (2) at the sub-dimensional level, the authoritative parenting and group harmony socialization sub-dimensions were differently associated with child outcomes across cultures and/or parent gender. The findings suggested that examining specific dimensions rather than broad parenting constructs is necessary to reflect cultural specificities and nuances. Our study provided a culturally-invariant instrument and a three-step guide for future parenting research to examine cross-cultural commonalities/specificities.     Türkiye’s Humanitarian Diplomacy Efforts During Pandemic Era: Scope and Challenges

    There is no universally agreed-upon definition of the term humanitarian diplomacy, which covers activities carried out to meet the urgent needs and alleviate the suffering of victims of humanitarian crises, natural disasters, or man-made disasters such as civil war. This concept, which has been widely used in the International Relations literature during the 2000s, aims to mobilize both public and government support and resources for humanitarian activities and programs. In this framework, various actors including International Organizations, Non-governmental Organizations, private sector, and individuals operate along with the states. The COVID-19 pandemic, which was first reported by officials in Wuhan City, China, on December 31, 2019, has caused the death of millions of people, disrupted the international economy, and changed all aspects of social life with its ravages. In the face of the COVID-19 pandemic, affecting the whole world and turning into a global crisis, all national and international actors, especially the states, have been insufficient in terms of their capacity to manage the crisis. During this humanitarian crisis process, where there has been a need for solidarity and cooperation at various levels among all national and international actors, Türkiye has taken initiatives for humanitarian diplomacy activities beyond its borders, while struggling against this disease within its own borders. In this context, Turkish authorities have stated that “Türkiye will continue to put forward its initiatives for the recuperation from this calamity of humanity in cooperation and solidarity, and use the lessons learnt to pave the way for a fairer, share-based and effective structure of the international system in the post-pandemic World”. The aim of this study, in which Türkiye’s humanitarian diplomacy practices during the COVID-19 pandemic process are analyzed, is to reveal how Türkiye’s humanitarian diplomacy activities during the pandemic process have become operational. In this framework, this study focuses initially on the elaboration of the concept of Humanitarian Diplomacy. Then, the impact of the COVID-19 process on Türkiye’s humanitarian diplomacy activities, and the domain and limitations of these activities will be discussed.Eylü

    Sağlıklı bir rekabet ortamı, Türkiye’nin de dâhil olduğu piyasa ekonomilerinin temel taşıdır. Piyasa ekonomisi, ekonominin merkezi bir karar biriminin talimatları olmaksızın piyasa dinamiklerine dayalı olarak şekillendiği düzeni ifade eder: Ekonomik birimlerin koordinasyonu, arz ve talep miktarının belirlenmesi, mal ve hizmetlerin fiyatlarının oluşumu, esas olarak piyasa tarafından gerçekleştirilir . Piyasa ekonomisinin gerektirdiği rekabet koşulları, her zaman piyasa dinamikleri neticesinde kendiliğinden oluşmayabilir. Bu durumda etkin bir rekabet ortamının sağlanması amacıyla piyasaya müdahalede bulunulması meşru ve tercih edilir hâle gelir . Rekabet hukukunun temelinde de bu gerekçe yatmaktadır. Geniş anlamda rekabet hukuku, bu amaçla yapılan tüm düzenlemeleri kapsamına alır . Bunların başında, çalışmamızın konusunu teşkil eden 4054 sayılı Rekabetin Korunması Hakkında Kanun (RKHK) ve 6102 sayılı Türk Ticaret Kanunu (TTK) m. 54 ve devamında yer alan haksız rekabet düzenlemeleri gelmektedir . Rekabet hukuku ve haksız rekabet iki farklı müessese olarak farklı kanunlarda düzenlenmektedir; ancak ne TTK ne de RKHK, birbirleri arasındaki ilişkiye dair bir hüküm içerir. Bu çalışmanın amacı, öncelikle her birinin amaç ve uygulama alanları ekseninde bu iki alan arasındaki ilişkiyi ortaya koymak; ikinci olarak da bundan hareketle haksız rekabet ve rekabet hukuku düzenlemelerinin aynı anda ihlali hâlinde sorumluluk sebebinin yarışmasını ve bunun yaptırımlara etkisini incelemektir.Eki

    Assessing Mathematical Higher-Order Thinking Skills: An Analysis of Turkish University Entrance Examinations

Their valuable comments led us to put our heart and soul into the challenge of improving the manuscript during the hard times of COVID-19 quarantine.Internationally, mathematics education reform has been directed toward characterizing educational goals that go beyond topic/content/skill descriptions and develop students’ problem solving. The Revised Bloom’s Taxonomy and MATH (Mathematical Assessment Task Hierarchy) Taxonomy characterize such goals. University entrance examinations have been seen as one way of accomplishing these goals and influence learning, teaching, and assessment in mathematics. The present study analyzed mathematics items (N = 1077) in Turkish university entrance examinations in 1998-2013 and objectives (N = 621) in mathematics curricula in 2005, 2011, and 2013 to determine the extent to which they represent the dimensions/categories of these taxonomies and the degree to which items are aligned with objectives in terms of reflecting the dimensions/categories of these taxonomies. The findings reveal that the items demand, to a large extent, automated computational skills; this is also evident in the relevant mathematics curricula.     A Decomposition Algorithm for Single and Multiobjective Integrated Market Selection and Production Planning

There is a set of markets with deterministic demand, and each market has a certain revenue that is obtained if the market's demand is satisfied throughout a planning horizon. The demand is satisfied with a production scheme that has a lot-sizing structure. The problem is to decide on which markets' demand to satisfy and plan the production simultaneously. We consider both single and multiobjective settings. The single objective problem maximizes the profit, whereas the multiobjective problem includes the maximization of the revenue and the minimization of the production cost objectives. We develop a decomposition-based exact solution algorithm for the single objective setting and show how it can be used in a proposed three-phase algorithm for the multiobjective setting. The master problem chooses a subset of markets, and the subproblem calculates an optimal production plan to satisfy the selected markets' demand. We investigate the subproblem from a cooperative game theory perspective to devise cuts and strengthen them based on lifting. We also propose a set of valid inequalities and preprocessing rules to improve the proposed algorithm.
