    기업과 구직자의 무형적 요구분석을 통한 청년층 노동시장 분석

    This study explored youth labor market by intangible demand analysis from firms and applicants. The employment problems, especially for young generation, would be serious issues in the labor market since they would be related to over-education, loss of social capital, and skill discontinuity. The previous labor economic studies focused on tangible mismatch such as mismatch of information, skill, and income. However, this approach could not reflect the variety of companies in the labor market. To overcome this limitation of tangible labor market mismatch approach, marketing or human resource management approach based on internal and behavioral variables would be needed. The youth labor market of Korea has some unique characteristics compared to other developed countries like OECD countries. The Korean young generation has low employment, but it also has low employment rate too. This ostensibly conflicting labor market features would resulting from the late labor market entry of Korean young generation. The features and causes of NEET were also analyzed.

    To establish the competence based society, the government induces industries to construct human resource management system based on job competency evaluation system and National Competency Standard (NCS). Since the paradigm shift in human resource management, the government practices NCS based recruiting and promotion system, and carry forward competence based human resource management system excluding educational background and qualification, there exist the need of the change in human management skill and process such as recruiting and HR, career development, refresher and extension course. In this situation, the need of NCS is raised for public institutions. For this reason, it is urgent to find out a good method to convert current HR system of public institutions to NCS based HR system.

    Currently, the most important issue of the Korean economy is employment. Hereupon, while employment rate which means the problem related to amount of employment has been the subject of social and political considerable interest, the problem of the quality of employment has been a target to be relatively marginalized from policy and research. However, in the Korean economy where the polarization of the labor market is becoming even more serious, the labor market policy’s research project must be oriented with the goal of improvement of both the amount of employment and its quality.

    This study aims to suggest ways to cultivate a reliable ecosystem of entrepreneurship education and training in South Korean universities through examining overall startup situations in Korea and benchmarking good examples of overseas. Especially we focused on finding viable alternatives to activate practical youth entrepreneurship activities. The main findings are as fellows. First, the most important factor in determining the level of youth entrepreneurship activities turned out to be the existence of entrepreneurial success model within the university.     The purpose of this study is to reset the basic law and the operating system for HR (human resources) policy in Korea. To fulfill this purpose, we reviewed the actual condition and the performance of the NHRD policy that was pursued by Ministry of Education and Human Resource Development from 2000 to 2007. At the same time, we examined new agendas of the human resources policy in relation to the social change in the future. And, based on past experience and new agendas, we extracted key elements to reestablish the new system of human resource policy on the ground of experts’ opinions. The main contents of this report are composed of four chapters: the experience and performance of HR policy, current status and future of human resource policy, experts' opinions on HR policy, and strategies of resetting human resources policy system.

    This study focuses on the concept and spread of social economy, which has been actively discussed recently and analyzes the status of social economy and social enterprises in foreign countries that have developed the social economy relatively early compared to Korea. In addition, it analyzes the growth and job creation effects of social enterprises, thus highlighting their importance in the economy. Identifying the status of employment of the social enterprises through questionnaires, it suggests measures to create and sustain jobs.

    As one of the measures to overcome credentialism, it should be necessary to develop selection tool for suiting the tasks of each occupation, by complementing and strengthening the aptitude test. When diverse sorting tools rather than academic achievement can be developed and spread around the so-called decent jobs, it will become possible to overcome so called “diploma disease”. For the success of these efforts, cooperations between government and schools, educational organizations and employer & occupational organizations should be essential.
