要約：総合研究所には 8 つの研究センターが設置されていますが、その 1 つである「分子デザ
イン研究センター」の研究活動と教育活動について紹介します。「異分野融合」をキーワードに
した本センターでは、単独のグループではなし得ない研究を展開するとともに、学生に対する
教育活動も並行して行なっており、大学の研究・教育レベルの向上に貢献することを目指して
います。
1. はじめに
野球では、かつて先発完投型のピッチャーである
ことが求められていました。それは今でも理想の姿
ではありますが、今は先発、中継ぎ、抑えと分業化
していることが当たり前となっています。科学にお
いても、学術分野が細分化されている現在では、膨
大な量の知識と技術を兼ね備えている各々の研究者
がユーティリティープレーヤーになることは難し
く、新しい機能を有する物質を単独で創出すること
が益々困難になりつつあります。そのような背景の
下、複数の異なった分野の研究者によって協力する
ことを目的として設立されたのが、分子デザイン研
究センターです。
本センターの前身となる物質創成工学研究セン
ターも同じコンセプトで運営されていましたが、無
機―有機ハイブリッド材料をメインとする人たちが
構造ナノ化学研究センターとして新たに活動を始め
ることになりましたので、有機分子を中心に 2020
年度からリスタートを切ったのが、分子デザイン研
究センターになります。従って、本センターは前身
と同様に、「インターディシプリナリー」すなわち
「異分野融合」をキーワードにして、学際的な場の
提供を行ない、学内外の異分野の研究者間の連携を
促進する拠点として、新しい機能性物質や機能性材
料の創成を行なっています。
実際にセンター員も学群と分野の垣根を超えた
人達で構成されています。センターは、システム工
学群の蝶野成臣教授、辻知宏教授（機械工学、流体
工学）、理工学群の小林未知数准教授（シミュレー
ション物理学）林正太郎講師（高分子化学、結晶工
学）、伊藤亮孝講師（光物性化学）、西脇永敏教授
（有機合成化学）の 6 名で発足しました。翌年度か
らは新たに着任した岩井健人助教（有機合成化学）
が加わりました（職位はセンター発足当時のもの）。 
2023 年度からは蝶野教授が学長に就任されました
ので構成員から外れました。
これらのセンター員が協力して新分野の創出を
目指した研究に励んでいます。本稿では、現在展開
されているいくつかの研究テーマのうち、3 つのト
ピックスを取り上げて解説します。また、学生に対
して行なっている教育活動についても紹介します。

2. 研究活動 
2.1  液晶分子を用いたマイクロアクチュエータの
開発（機械工学×シミュレーション物理学×有
機合成化学）
物質の三態とは、固体、液体、気体のことです
が、実際にはそれらの枠に収まらない分子も存在し
ます。分子が規則正しく整列した固体を結晶と言い
ます。一方、分子がばらばらになり、流動性を持っ
たものを液体といいます。液晶とは、文字通り結晶
と液体の中間に位置しており、規則正しい配列を持
ちながら流動性を有する物質のことです。身の回り
では液晶ディスプレイとして馴染みがあるかと思い
ますが、他の用途にはあまり用いられていません。
蝶野教授と辻教授は液晶分子が整列する時のパ
ワーを駆動源にすれば、医療器具などの小さな機械
のマイクロアクチュエータ（微小モータ）として利
用できると考え、その研究を展開してきました。し
かしながら、ディスプレイ用に開発されている市販
の液晶分子の内、アクチュエータ用に利用できる数
には限りがありますので、性能を向上させることも
至難の技です。
一方、有機合成化学の手法を用いれば分子レベル
で設計し、合成することができます。しかし、それ
を利用してくれる人がいなければ、何の役にも立ち
ません。もちろん、自分たちで用途開発をして利用
されている人もいますが、考え付くアイデアには自
ずと限界があります。
これらの限界を打破するためのキーワードが、先
に述べた「異分野融合」です。すなわち、どのよう
な液晶分子が有望かという方向性が見えれば、合成
化学の手法を使って調製することができますし、合
成した液晶の評価を行なって、その結果をフィード
バックすれば、より高性能な液晶分子の構築が可能
になります。
しかし、闇雲に分子を合成して、それを評価して
も、検討すべきパラメータが多いので、目標の物性
を示す液晶分子に効率良く辿り着くことができませ
ん。そこで、様々な角度からシミュレーションをし
た結果、3 つのパラメータが重要であることを明ら
かにしました。しかし、どのような分子設計をすれ
ば、そのようなパラメータを有する分子になるのか
までの隙間を埋めるには至っていません。現在、小
林准教授がシミュレーションをして、その間を埋め
ることを検討しています。 
2.2  新規な光物性を示す分子の開発（有機合成化学
×結晶工学×光物性化学）
分子の中には紫外線や赤外線などの電磁波を吸
収すると光るものがあります。また、分子に与える
刺激の違いによって光の色調が変わるものもありま
す。その用途や応用は拡大の一途を辿っています。
特に有機分子は構造を少しずつ変化させることがで
きますので、繊細なチューニングが可能になりま
す。無機材料では、そこまでの精度を求めることが
できませんので、有機材料の特長の 1 つであると
言えます。
電子を押し出す置換基と引っ張る置換基を併せ
持ちますと、分子内で電子密度に偏りが生じ、特異
的な光物性を示すことが多くあります。西脇と岩井
助教はそのような骨格の分子を合成する手法の開発
をしています。一方、伊藤准教授はこれらの分子の
光物性を測定し、より高機能を示す分子の構造の開
発を検討しています。
分子は固体状態では光らないけれども溶媒に溶
かして溶液状態になれば光るものもあれば、逆に溶
液状態では光らないけれども固体状態では光るもの
もあります。後者の場合、結晶の状態が異なれば、
すなわち、分子同士のパッキングの状態が異なれ
ば、発光する様子も大きく異なります。そのような
場合には、その分野の知見やノウハウを多く持って
いる林准教授の協力が不可欠になります。
 
2.3  新規歯科材料の開発（産学連携＆地域貢献）
他府県に比べますと、高知県にある企業の数は多
くはありませんが、大きなシェアを誇り、一目も二
目も置かれている企業があります。その内の 1 つ
が YAMAKIN 株式会社です。この会社は歯科材料
を開発しており、従来の貴金属、セラミックスに加
えて、有機材料（レジン）を用いた製品開発を精力
的に行なっています。
本センターは地元の有力企業である YAMAKIN
株式会社と包括的な共同研究契約を締結し、それぞ
れの分野で協力し、新規な製品開発を目指していま
す。例えば、レジンの原料である低分子化合物は有
機合成化学の分野（西脇、岩井助教）と密接な関係
がありますし、それを高分子化しますと、高分子化
学の分野（林准教授）と関連します。また、レジン
を歯科材料として使用するためには、フィラーと呼
ばれる補助基剤を混ぜて強化する必要があります
が、そこでは無機ナノ粒子の分野（小廣教授、大谷
教授）の協力を仰ぎます。このように本学の化学分
野全体と協力した産学連携、地域貢献のプラット

ホームの役割を本センターが果たしています。
また、 YAMAKIN 株式会社とは研究協力だけでは
なく、社員教育の面でも協力しています。すでに多
くの方が本学で博士号の学位を取得していますが、
現在も社会人大学院生として在籍して、二足の草鞋
を履いている人もいます。 
2.4  研究支援
本研究センターは、センター員の研究グループが
ストレスを抱えることなく、研究を遂行できるよう
にサポートをしています。
データを集めるためには、大型の分析機器を操作
して収集します。機械類は正しく使っていても、故
障をする時はします。しかも、修理代は高額である
ことが多いのも事実です。この突発的な出費は研究
の大きな妨げとなりますので、そのような場合、セ
ンターが可能な範囲でサポートをしています。
手元に化合物があったとしても、分子は非常に小
さいために、その構造を知ることはできません。そ
のような時に私たちの目の代わりとなるのが核磁気
共鳴装置（NMR）です。言い換えますと、NMR が
なければ研究は何も進展しませんし、それだけ使用
頻度も高いと言えます。実際に年間 1000 時間程度
使用されています。受益者負担として、1 時間あた
り 300 円の使用料が必要ですが、積み重なると結
構な額になります。そこで、センターがこの使用料
を負担することにより、NMR を気兼ねなく使える
環境を提供しています。
化学式や構造式は、分子を扱う人の言語です。
従って、分子の構造を描くことが頻繁にあります
が、その時に活躍するのが Chem Draw という専用
のソフトウェアです。センターでは、このソフト
ウェアのサイトライセンス契約の費用を負担してい
ます。使用するにあたっては、何も制限がありませ
んので、学内の教職員、学生の誰でも利用すること
ができますので、必要があれば是非ご利用下さい。
その他、国際会議での発表などの補助もしていま
すが、ここ数年はコロナ禍のために、参加すること
もままならなかったことから、その回数はあまり多
くはありません。 
2.5  研究業績
このように大学からの支援を受けている以上、そ
れに見合った研究業績を出す必要があります。しか
し、分子デザイン研究センター独自の業績と個々の
センター構成員との業績を明確に切り分けることは
難しいかと思います。ですので、センターのアク
ティビティを測る指標として、各々の構成員が各研
究室で外部発表した論文の総数を表 1 に示しまし
たが、学会発表や国際会議での発表は論文数の数倍
の数に上ります。
こうした研究業績を挙げることができたのは、各
研究室の教員、特に学生達の頑張りが大きいことは
もちろんですが、センターがサポートしたことによ
り、研究費を、自分達の研究を前進させることや学
生教育のみに費やすことができた結果であると言え
ます。また、研究センター以外に、学長裁量経費に
よる研究機器の充実や大学支援研究員なども大きく
貢献しています。 
3. 教育活動
3.1  高知化学シンポジウム
高知県は大都市圏から遠く離れていますので、地
理的に不利なことが多々あります。その 1 つに他
研究機関の研究者や学生と情報交換や意見交換する
機会が少ないことと、学生が発表する機会が少ない
ことが挙げられます。
そのような問題を解決するために、「高知化学シ
ンポジウム」を毎年永国寺キャンパスで開催してい
ます。高知工科大学、高知大学、高知工業高等専門
学校および県内企業、研究機関から 100 名以上が
集まり、学生が口頭発表やポスター発表をして、活
発な議論をしています。また、コロナ禍で中断して
いましたが、県外からも講師を招いて講演をして頂
き、最先端の化学に触れる機会も提供しています。
このシンポジウムには県外から参加する人も現
れ始めており、今後、高知が情報発信拠点になるこ
とを目指しています。
3.2  安全教育
化学は多様な試薬や機器を使用するため、他に比
べて実験中の失敗や事故が多い分野です。本学に
は、様々な分野の研究者が様々な研究を行なってお
り、中には薬品類を扱う学生や教員がいます。しか
し、化学系以外の分野では薬品類の管理・使用上の
注意・廃棄の仕方などについて十分な教育を受けて
いません。そこで、センター主催で、そのような学

生・教員を対象にした講習会を年に一度の割合で開
催しています。また、本学に導入している薬品管理
システム（CRIS）の使用法についても説明を行なっ
ています。
4. 社会貢献
社会貢献の 1 つとして、2020 年からベトナム建
設 省 の 研 究 機 関 Vietnam Institute for Building 
Materials（VIBM）と共同研究契約を締結していま
す。コンクリートの塗装フィルムがどの程度の耐食
性を有しているかという課題に関して、化学的見地
からアドバイスをしています。その関係で 2022 年 
7 月には VIBM の方々の訪問も受けました 1,2）。
建築現場では、鉄鋼業で排出される鉄スラグが埋
め戻し材として利用されていますが、鉄スラグが放
出する放射線の安全性や地下水に及ぼす影響などの
影響が懸念されます。そこで、これらの安全性評価
について技術相談を受けるとともに、論文化 3,4）の
支援を行ないました。
5. おわりに
本稿では、分子デザイン研究センターの研究内容
の一部と教育活動についてご説明しました。本セン
ターは「化学」をキーワードにして他分野との融合
を目指した研究分野を新たに開拓していくことを目
指しています。言い換えますと、物質を扱う分野は
全て化学の守備範囲であり、様々な分野の研究者と
手を組むことができます。本稿をお読みになって、
自分の研究で何か化学が役に立たないかと思われた
方は本センターに遠慮なくご相談下さい。

developing a new multidisciplinary research field. This manuscript introduces three topics studied at this

CURRENT STATE OF THE GREEN FINANCE FOR THE CONSTRUCTION 
SECTOR OF MONGOLIA

ABSTRACT: In order to meet the United Nations' Sustainable Development Goals 2030 and reduce 
greenhouse gas emissions, it is necessary for every country and industry to take decisive measures. The 
construction industry is one of the leading sectors in terms of greenhouse gas emissions, and therefore, 
reducing greenhouse gas emissions in this sector is of great importance. Financial support is critical to 
reducing greenhouse gas emissions in the construction industry, and this article attempts to identify the 
current issues with green loans for the construction sector and suggest solutions.

1. INTRODUCTION 
 
In Mongolia's "nationally determined contribution 
target for the implementation of the Paris 
Agreement", the six leading economic sectors that 
emit the most greenhouse gases at the national level 
(energy production and supply sector, agriculture 
sector, industry sector, road transport sector, 
construction sector and waste sector) based on the 
measures included in the development policy and 
program until 2030, greenhouse gas emissions in 
2010 were 25.8 million tons of CO2-eq. will be 74.2 
million tons of CO2-eq in 2030. It is expected to 
increase by 2.76 times, and by 2030, the national 
greenhouse gas emission reduction target has been 
determined at the level of each sector, and the overall 
amount is 22.7% or 16.89 million tons of CO2-eq by 
2030. can be reduced. Out of this, in the construction 
industry has set a target to reduce total amount of 
830,000 tons of CO2-eq. There is a need for green 
financing of 7 billion US dollars to fulfill these goals 
and the need for green financing is expected to 
increase year by year.  
A joint study by the Mongolian Banks' 
Association and the Green Economy Partnership 
determined that there is a greater need for green 
loans, especially for construction and manufacturing 
industry projects. 
The purpose of this paper is to investigate the 
current situation of green financing in the 
construction industry and identify the problems 
facing. 
 
2. CURRENT STATE OF GREEN FINANCE 
FOR THE CONSTRUCTION SECTOR 
 
In 2020, the Green Finance Corporation of Mongolia 
was established as a result of the step-by-step 
implementation of green financing initiatives in 
Mongolia since 2013. 
 
2.1 Green taxonomy of Mongolia 
Within the framework of the goal of developing a 
green economy in Mongolia, the Financial Stability 
Council approved the "Green Taxonomy", which is a 
classification and indicator of environmentally

friendly activities to reduce greenhouse gas and air

The Green Taxonomy covers the following 8 groups, 
28 sub-groups and 58 related technological 
activities.

This "Green Taxonomy" is now used by commercial 
banks and non-banking financial institutions as the 
main criteria for identifying green loan and green 
investment projects and programs. 
 
2.2 Current state of green finance 
Based on the report issued by the Bank of Mongolia, 
the amount of new green loans issued by commercial 
banks in 2020-2023 is shown in Figure 2.

By analyzing the amount of green loans issued by 
commercial banks in detail, as of the 4th quarter of 
2023, there is a total of 202,960.0 million MNT 
loans issued under the energy-efficient building 
category, and 21,091.0 million MNT loans issued 
under the green building category. Table 2 shows the 
amount of new loans granted by banks to green 
buildings in 2020-2023.

According to statistics, the amount of loans granted 
for the construction of new energy-efficient 
buildings increases year by year, reaching 200,240.5 
million MNT by 2023, while the amount of loans 
granted for the construction of green buildings is 
unstable and is 5 times smaller, or 42,739.5 million  
MNT (Figure 3). 
 
This shows that on the one hand, citizens and 
enterprises have a weak understanding of green 
building, and on the other hand, there is no green 
building standard in Mongolia, it is expensive to 
obtain in international green building certification, 
and there is a weak understanding of how apply for 
it.

In order to be eligible for the above energy-efficient 
building and green building loans, certain 
energy-efficient or green building criteria must be 
met and certified. 
 
The main indicator of an energy-efficient building is 
the building energy certificate issued by the 
building's energy auditor (Figure 4). According to 
this certificate, the building classified as energy 
efficiency category above B is considered to be 
energy efficient and banks allow to issue the loan.

But for green buildings, there is a requirement to be 
certified by an international green building 
certificate.

In order to achieve the goal of sustainable 
development in the long term, it is important to pay 
attention not only to the energy efficiency of new 
buildings, but also to pay attention to green buildings 
that meet other requirements (Table 3). 
 
3. CHALLENGES FACING TO GREEN 
FINANCE FOR THE CONSTRUCTION 
SECTOR, RECOMMENDATIONS  
 
Green financing for the construction industry faces 
the following challenges. It includes: 
1. There are no green building standards, norms and 
rules in Mongolia. There is no national green 
building rating system. 
2. There is a lack of support for the government's 
policy on green building. 
3. There is a lack of understanding of green building 
by construction industry enterprises and citizens. 
4. Development of green financing environment is 
weak.  
Therefore, it is necessary to implement the following 
measures step by step to intensify green building and 
its financing (Table 4).

4. CONCLUSIONS  
 
In order to further increase the amount of green 
financing in the construction sector, the following 
measures are required. It includes: 
1. Create a new National Green Building Rating 
System in Mongolia and provide policy support 
2. Increase the understanding of energy-efficient 
buildings and green buildings among construction 
industry enterprises and citizens 
3. Publicize measures by commercial banks on green
