політичні декорації й стилізовану під параметрію правової, демократичної
та соціальної держави конструкцію основного закону, а про дійсність у
всьому її багатоманітті: substantia (матерія та діяльність), cogitо (мислення),
affectio (переживання, екзистенція) та fidei, sacramentum (віра, причастя).
Лише у такій єдності будь-який соціальний феномен набуває своєї повноти,
повноважності. Так само й із приватністю, як одночасно концептом,
реальним проявом буття, пов’язаним із конкретною людиною, його
переживанням як власного проявлення та, водночас, проявлення інших,
рівних у своїй гідності (у модусі sacramentum) носіїв особистісної

Method of Helicopter Turboshaft Engines’ Protection During Surge in Starting Mode
No full textУ цій статті запропоновано математичну модель для захисту турбовальних двигунів вертольота від стрибків напруги, починаючи з дозування подачі палива та підтримуючи стабільну роботу компресора.This article proposes a mathematical model for protecting helicopter turboshaft engines from surges, starting with fuel metering supply and maintaining stable compressor operation. The model includes several stages: first, fuel is supplied according to a specified program; second, an unstable compressor operation signal is determined based on the gas temperature in front of the compressor turbine and the gas generator rotor speed derivatives ratio; at the third stage, when the ratios’ threshold value is exceeded, fuel supply is stopped, and the ignition system is turned on. Then, the fuel supply is restored with reduced consumption, and the rotor speed is corrected, followed by a return to regular operation. The neural network model implementing this method consists of several layers, including derivatives calculation, comparison with the threshold, and correction of fuel consumption and rotor speed. The input data for the neural network are the gas temperature in front of the compressor turbine and the rotor speed. A compressor instability signal is generated if the temperature and rotor speed derivatives ratio exceed the threshold value, which leads to fuel consumption adjustment and rotor speed regulation by 28…32%. The backpropagation algorithm with hyperparameter optimization via Bayesian optimization was used to train the network. The computational experiments result with the TV3-117 turboshaft engine on a semi-naturalistic simulation stand showed that the proposed model effectively prevents compressor surge by stabilizing pressure, vibration, and gas temperature and reduces rotor speed by 29.7% under start-up conditions. Neural network quality metrics such as accuracy (0.995), precision (0.989), recall (1.0), and F1-score (0.995) indicate high efficiency of the proposed method

No full textБезпечне освітнє середовище є одним із ключових елементів у структурі сучасної системи освіти, яке виконує не лише навчальну, а й соціально-захисну функцію, забезпечуючи учасникам освітнього процесу умови для гармонійного розвитку, навчання, самореалізації та формування правосвідомості. Його адміністративно-правове забезпечення полягає у формуванні та реалізації механізмів державного управління, правового регулювання та інституційної взаємодії, які покликані захищати інтереси дітей, учнівської молоді та працівників освіти від проявів насильства, дискримінації, булінгу, небезпеки техногенного або природного характеру, а також інших загроз фізичному, психологічному чи емоційному здоров’ю. Поняття безпечного освітнього середовища охоплює не лише фізичну безпеку, але й емоційну, цифрову та інформаційну складову, що робить це явище багатовимірним та актуальним у контексті нових викликів і загроз, які постають перед освітнім простором у XXI столітті. Особливістю адміністративно-правового забезпечення є необхідність створення скоординованої системи заходів, що охоплюють нормативне регулювання, превентивну діяльність, моніторинг, реагування та притягнення до відповідальності за порушення. У межах публічного адміністрування важливу роль відіграють органи державної влади, органи місцевого самоврядування, адміністрації закладів освіти, а також інші суб’єкти освітньої та правозахисної діяльності. Формування безпечного освітнього середовища потребує комплексного підходу, який включає в себе правову грамотність учасників освітнього процесу, міжвідомчу взаємодію, використання сучасних технологій, а також дотримання принципів верховенства права, недискримінації, інклюзії та поваги до людської гідності.A safe educational environment represents a fundamental component of the modern education system, serving not only as a space for learning but also as a protective domain that fosters harmonious development, self-realization, and the cultivation of legal consciousness among participants in the educational process. Its administrative and legal support encompasses the development and implementation of mechanisms for state governance, legal regulation, and institutional cooperation designed to protect the interests of children, youth, and educational personnel from violence, discrimination, bullying, technological or natural hazards, and other threats to physical, emotional, or psychological well-being. The concept of a safe educational environment integrates various dimensions of safety-physical, emotional, digital, and informational-making it a multifaceted phenomenon that is increasingly relevant in the face of modern challenges confronting educational institutions in the 21st century. A notable feature of its administrative and legal support is the need to establish a coherent system of measures including regulatory frameworks, preventive efforts, continuous monitoring, effective responses, and accountability mechanisms. Within the framework of public administration, a central role is played by state authorities, local governments, educational institution administrations, and other actors involved in educational and human rights protection activities.
