Concept and features of territorial defense as a component of Ukraine's national security

питання її організаційної побудови, правового регулювання та взаємодії з іншими складовими сектору безпеки і оборони. Відсутність цілісного наукового бачення знижує ефективність реалізації завдань територіальної оборони та потребує поглибленого аналізу. Метою є визначення поняття та розкриття особливостей територіальної оборони як
складової національної безпеки України. Методи: застосовано системний метод – для комплексного аналізу територіальної оборони в структурі національної безпеки; формально-юридичний – для вивчення законодавчого регулювання діяльності підрозділів територіальної оборони; порівняльно-правовий – для зіставлення української моделі територіальної оборони з досвідом інших держав; аналітичний – для узагальнення особливостей та визначення їхнього
значення для забезпечення обороноздатності країни. Результати. Встановлено, що національна безпека охоплює
політичну, економічну, воєнну, інформаційну, екологічну та соціальну сфери, проте саме воєнний аспект сьогодні
має вирішальне значення. Доведено, що територіальна оборона становить невід’ємну складову системи національної безпеки, яка спрямована на воєнний захист держави не лише силами регулярних військових формувань, а й за
активної участі громадянського суспільства. Визначено її сутність як комплексу оборонних, охоронних і забезпечувальних заходів у межах адміністративно-територіальних одиниць, спрямованих на стримування агресії, підтримання
правопорядку, охорону об’єктів та комунікацій, створення умов для дій Збройних Сил України та інших силових структур. Висновки. Узагальнено, що особливостями територіальної оборони як складової національної безпеки є її територіальний принцип організації, широке залучення населення, спрямованість на комплексне забезпечення обороноздатності та зміцнення єдності суспільства. Це підтверджує її провідне значення у сучасних умовах воєнних
викликів для України.Territorial defense is an important element of Ukraine’s national security system, especially under
conditions of external aggression and military threats. Despite its regulatory framework, unresolved issues remain regarding
its organizational structure, legal regulation, and interaction with other components of the security and defense sector. The
lack of a comprehensive scientific understanding reduces the effectiveness of territorial defense implementation and
requires in-depth analysis. The purpose of the study is to define the concept and reveal the features of territorial defense as
a component of Ukraine’s national security. Methods. The study employs: a systemic method for comprehensive analysis of
territorial defense within the national security structure; a formal-legal method for examining the legislative regulation of
territorial defense units; a comparative-legal method for comparing the Ukrainian model of territorial defense with the
experience of other countries; and an analytical method to generalize features and determine their significance for ensuring
the country’s defense capability. Results. It has been established that national security encompasses political, economic,
military, informational, environmental, and social spheres; however, the military aspect is currently of decisive importance. It s demonstrated that territorial defense constitutes an integral part of the national security system, aimed at the military
protection of the state not only through regular military formations but also through the active participation of civil society. Its
essence is defined as a set of defensive, protective, and supportive measures implemented within administrative-territorial
units, aimed at deterring aggression, maintaining public order, protecting key facilities and communications, and creating
favorable conditions for the actions of the Armed Forces of Ukraine and other security forces. Conclusions. It is
summarized that the features of territorial defense as a component of national security include its territorial principle of
organization, wide involvement of the population, focus on comprehensive defense provision, and strengthening of societal
unity. This confirms its leading role under current conditions of military challenges for Ukraine
