    Thesis(Master) -- KDI School: Master of Public Management, 2022Climate change has emerged as a serious challenge for South Korea in terms of sustainable water management and is demanding changes in the water management policies. Since the severe drought that occurred in Chungcheongnam-do and Gangwon-do in 2016, I learned that Korea is no longer immune to drought. Furthermore, I recognized the need for a sustainable water management policy to achieve the UN SDG, which aims to ensure access to safe water for everyone. In this context, this study analyzes the results of recent studies on sustainable development goals and the Goal 6 Target established by the UN. In addition, it compares and analyzes SDGs global indicators and Korea's K-SDGs indicators in the water sector. Each indicator reviews the level of implementation in South Korea and presents complementary indicators suitable for the current situation. In conclusion, in order to improve areas with low SDGs performance, this study proposes a policy direction focusing on water infrastructure public projects in South Korea.I. Introduction II.     Thesis(Master) -- KDI School: Master of Public Management, 2022The modern knowledge-based economy, technological improvements, market demands, and dynamic workplace culture present significant challenges to higher academic institutions. With this issue, universities must strive to become centres of excellence for their faculty and non-faculty staff, who play a vital role in the institution''s growth. If transformational leaders want their staff to be more effective and results-oriented, one of the most important roles they can perform is helping subordinates build a sense of engagement and devotion to the enterprise. Considering this, this study aims to explore the effects of transformational leadership on faculty members'' job engagement through knowledge sharing and psychological empowerment at a public university in Bangladesh. Using a simple random sampling method, data from 101 full-time academics were gathered and then analyzed using SPSS and Hayes PROCESS Macro. The findings revealed that transformational leadership practices, directly and indirectly, influence faculty engagement.     Three essays on banking and central banking

    Thesis(Doctoral) -- KDI School: Ph.D in Public Policy, 2022This dissertation studies banking and central banking from different perspectives, such as credit risk and monetary policy. Chapter 1 examines bank-specific factors such as related party lending, large exposure concentrations, and capitalization that determine nonperforming loans (NPLs) in Ukraine. It is demonstrated that banks’ NPL stock increases with related party lending, and this association depends on the banks’ ownership type and size in the case of the Ukraine banking system. For the study, we built a quarterly panel of 207 bank financial indicators and utilized dynamic panel fixed effects and panel VAR models. Chapter 2 examines the effect of monetary policy statements’ readability and complexity on financial markets in developing countries. We built a unique dataset for 21 countries over an 11-year horizon and applied text analysis and a panel fixed effects estimator to find that poorly readable and complex monetary policy statements are associated with higher foreign exchange rate volatility. Chapter 3 studies the impact of monetary policy transparency on inflation for 34 developing countries from 1998 to 2019, taking into account their monetary policy independence and stance.     Analysis of performance management system in the provincial governments in Pakistan

    Thesis(Master) -- KDI School: Master of Public Management, 2022Performance management system of civil servants is one of the key areas of human resource management (HRM) doctrine. This thesis examines the current status of the performance management system of civil servants in the provincial governments in Pakistan; the causes of delays in implementation; identify best performance management system of civil servants practices in the world and suggest recommendations to the policy makers. This is exploratory research and uses both secondary and primary data. The findings are analyzed through the lens of Galbraith’s Star model and the two-factor motivation theory. This study is qualitative in nature and validates secondary data by relying on in-depth interviews of civil servants belonging to ten vital government departments and two directorates of the provincial government of Khyber Pakhtunkhwa, Pakistan. This study finds out that performance management system of civil servants is weak due to political interference; lack of internal accountability; absence of vigorous human resource policy; weak performance evaluation of employees; lack of written job descriptions and performance indicators; cultural biases; and non-linkage of performance management system of civil servants to performance based promotion and reward system; and lack of e-governance initiatives. To strengthen the performance management system of civil servants, measures such as goal identification, de politicization of civil service system, 360 degree evaluation system, and performance based promotions and rewards and e-governance initiatives are required.     A Study on the relationship between investment in education and training and smart factory level of manufacturing SMEs

    Thesis(Master) -- KDI School: Master of Development Policy, 2022Smart Factories so far have achieved quantitative growth led by the government, but discussions are insufficient on how to promote the qualitative advancement of the supplied Smart Factory. This paper performs a binomial logistic regression to find the determinants of the level of Smart Factories focused on the investment of education and training by using the 2019 Workplace Panel Survey data of the Korea Labor Institute (KLI). The analysis results of the study show that the existence of a person (department) in charge, the pre-planning establishment, the annual average of training hours per person, the ratio of training participation, and training cost per person were not significant determinants of the level of Smart Factories.     A Comparative Analysis of Accommodation Sharing Legislation of Platform Businesses in South Korea and OECD Countries

    Purpose: This study investigated the legal issues and policies on accommodation sharing based on qualitative research and examined how OECD societies establish laws and regulations to legalize accommodation sharing and prevent adverse effects. The purpose of this study is to contribute to the understanding of the different laws and regulations at both the country and city levels and to help better manage accommodation sharing in our society. The ultimate goal of this study is to enhance citizen understanding of platform businesses to minimize unnecessary conflicts. Research design, data and methodology: This study conducted a qualitative research by exploring laws and regulations in OECD countries. This study performed comparative analysis of accommodation sharing business’ legislation, legal definitions, and operational policies that citizens should necessarily understand for better usage. Results: Local ordinances and regulations developed differently based on the situations of local markets and communities, so they are established and improved at the city or country level. Conclusions: Each government should consider preparing better policy on accommodation sharing by considering how to secure the housing market for residents with better establishment of new platform businesses and relationships with citizens. This study suggests policy reactions to government as policymakers, guests, hosts, platforms, and communities.2

    Investigating Factors Affecting Attitude Towards Cause-Related Marketing in Korea: Pespectives of SDGs

    Purpose: In the era of sustainable development, the role of consumers and businesses has become increasingly important by demonstrating the importance of social and environmental issues. Accordingly, firms widely adopt cause-related marketing to fulfil corporate social responsibility. The purpose of this study is to examine factors that affect consumer attitude toward cause-related marketing with perspectives of the sustainable development goals (SDGs) and instrumental conditioning. Research design, data and methodology: Proposed research questions include effects of cognition, emotion, sustainability, and business ethics on attitude, effects of attitude on purchase intention, and effects of intention on satisfaction. This study collected the data via an online survey and applied factor and regression analysis. Results: Findings indicated that factors affect attitudes differently in cases of cause-related marketing with SDGs and instrumental conditioning. The results of this study found that business ethics affects consumer attitude and differ based on types of cause-related marketing. This study found that attitude positively affects purchase intention that also affects expected satisfaction. Conclusions: By applying perspectives of SDGs, findings of this study provide implications to producers, marketers, and policymakers to promote and achieve sustainability. In particular, the results found that business ethics should be more addressed to fulfill customer attitude.2

    Whistleblowing in the Public Sector: A Systematic Literature Review

    Public administration scholars have provided a variety of theoretical insights to understand bureaucratic whistleblowing, and have emphasized its ethical, legal, and practical rationales in the context of democratic bureaucracy. To enhance our understanding of this principled dissent behavior in the public sector, this study systematically reviews 71 whistleblowing articles and dissertations that address three aspects in the literature: (1) definitions and theories; (2) methods and data, and (3) factors associated with whistleblowing intention and behavior. The findings show public administration whistleblowing research typically uses Near and Miceli’s definition, grounded on psychology, ethics, and human resource management (HRM) theories. Methodologically, there is a notable recent trend in the growth of empirical research using survey data, and equal attention has been paid to both whistleblowing intention and behavior variables. Based on the review findings, the study discusses two issues—definitional and theoretical—and presents four research agendas for future bureaucratic whistleblowing scholarship.1

    Does Learning Matter for Wages in Korea? International Comparison of Wage Returns to Adult Education and Training

    This study compares the wage equation in Korea to those in other countries, focusing on the wage returns to adult education and training(AET) participation. It is found that the wage compensation structure in Korea is associated mainly with job characteristics such as tenure and workplace size rather than with worker characteristics such as AET participation and cognitive abilities. It is also found that Korea’s AET participation is skewed toward non-job-related AET, relative to the situations in other countries. These findings imply that the link between a worker’s productivity and wage should be strengthened in order to incentivize workers to invest in AET relevant to the labor market
