Evaluation of Tipping Point Communityâs Chronic Homelessness Initiative
In May 2017, Tipping Point Community announced a $100 million initiative to halve chronic homelessness in San Francisco in five years. Tipping Point's Chronic Homelessness Initiative (CHI) is the largest private investment to address homelessness in the city's history. Tipping Point engaged the Urban Institute to evaluate CHI's implementation and outcomes. The evaluation's primary goal is to understand CHI's overall success in helping San Francisco halve chronic homelessness and make long-term, systemic improvements that support the city's most vulnerable residents.As CHI came to an end in June 2022, this final report documents the implementation of CHI and identifies key areas of successes and lessons learned based on evaluation activities conducted between fall 2018 and fall 2023. New Frontiers in Value Creation
Impact value creation refers to the actions that investors take as owners, lenders, and influencers to enhance impact efficacy (i.e., the degree of scale, depth, or duration of the measurable social or environmental benefit), often with the goal of driving a commensurate improvement in financial returns. However, evidence substantiating the value generated by impact investors has historically been limited.To address this gap in the market, Tideline and Impact Capital Managers (ICM) engaged in research to identify four key considerations that are foundational to impact value creation, and can help private markets impact managers to develop, communicate, and execute their value creation approaches with greater rigor, consistency, and results. These pillars of impact value creation are: Financial materiality of impact (FMI); Sources of impact value creation; Impact value creation modalities; and Visibility of impact opportunities.The research also highlights seven distinct levers of action frequently utilized by impact capital managers as part of their impact management playbooks. This report also includes concrete examples of impact investors providing differentiated value to enhance both the impact and financial outcomes of their investees. Explore the case studies below

Evaluation of Californiaâs Project Roomkey Program: Final Report
Project Roomkey (PRK) was an innovative statewide effort established by the State of California in 2020 during the onset of the COVID-19 pandemic. Overseen by the California Department of Social Services (CDSS), PRK provided people experiencing homelessness the option to stay temporarily in noncongregate shelters (hotel and motel rooms and trailers) as an alternative to staying on the street or in congregate shelters. PRK also provided program participants limited on-site supportive services. The state initially funded the PRK program to reduce: the spread of COVID-19, the risk of death or serious illness for people who were particularly vulnerable to the virus because of age or underlying health conditions, and the anticipated strain on the state's health care system from the pandemic. Over time, the focus of the PRK program evolved to a longer approach of the program called the Rehousing Strategy. This phase of the program simultaneously focused on the ongoing emergency response of non-congregate shelter as well as supporting participants in their transition to long term, permanent housing and stabilization beyond PRK. The California Health Care Foundation (CHCF) and the Conrad N. Hilton Foundation, in collaboration with CDSS, engaged Abt Associates to conduct an evaluation of the PRK program. The purpose of this evaluation was to understand its successes and challenges and the experiences and outcomes of PRK participants. This final report summarizes the findings from the two-year evaluation (2021-2023).Â
Intimidation of State and Local Officeholders: The Threat to Democracy
The January 6 insurrection at the Capitol seemed to mark a new peak in extremist intimidation targeting public officials. But it was hardly the only act of political violence to break the period of relative stability that followed the assassinations of the 1960s. There was the 2017 shooting of U.S. Rep. Steve Scalise and colleagues by a Trump detractor. There was the hammer attack on U.S. Rep. Nancy Pelosi's husband by a right-wing conspiracy theorist who sought the then House speaker in her home. Then there were threats by Republican extremists against Republican members of Congress for refusing to support their preferred candidate for speaker. These acts grabbed headlines and spurred increases in security for federal officials.Yet over the same period, with far less attention and often little recourse, officeholders serving in local and state government across the country have faced a barrage of intimidating abuse. Threats and attacks constrain how freely officeholders interact with constituents, narrow the spectrum of policy positions they feel safe to support, and make them less willing to continue in public service. Unaddressed, the problem stands to endanger not just individual politicians but, more broadly, the free and fair functioning of representative democracy — at every level of government."Last fall was the last really serious death threat I got," one state legislator told the Brennan Center. "It was like date, time, location specific. They were going to kill me and then go to the police station and blow themselves up and take as many officers with them as possible."A series of national surveys completed in October 2023 — one of state legislators and four quarterly surveys of local officeholders — and three dozen in-depth interviews reveal how significantly abuse affects the tenure of these officeholders and shapes their decisions.
