Formalizing Local Expertise: The Rockefeller Foundation and the Making of Agricultural Science in Republican China

This research report discusses how farming became a "science" in early twentieth-century China, focusing on agricultural programs proposed to or funded by the Rockefeller Foundation from the 1920s to 1940s. It argues that rather than "transplanting" an external, allegedly modern system of knowledge and practices, "agriculture science" in China was built through engagements with local expertise. By cataloguing traditional knowledge, evaluating and improving common methods, and mobilizing local communities, agricultural scientists distinguished the "modern" from the "traditional" and the "professional" from the "common." In this way, they established their epistemic authority and made agriculture a subject of scientific inquiry.  Examining four programs – the Agricultural History Project, the Citrus Improvement Program, the Mass Education Movement, and the Lingnan Plant Exchange Station in Florida - this report highlights the participation of less-documented, grassroots actors in agricultural science research: working class people, vocational school students, migrants, etc. Their involvement is particularly visible in photographs held by the Rockefeller Archive Center. By providing labor, experience, and sharing networks, these under-discussed participants helped sustain the research in agricultural science even as institutions and scientists faced wartime displacement
